Ms. Vicki Kipps, Executive Director, Maple Ridge/Pitt Meadows Community Services provided a Powerpoint presentation which is attached hereto as Attachment 1 and forms part of these minutes. Ms. Kipps provided an overview of the organization and announced the opening of a Pitt Meadows location.

F. PRESENTATIONS

1. Garbage and Recycling Update.

Ms. Kate Zanon, Director of Community Services provided a presentation regarding the Garbage and Recycling Contract Award and outlined an overview of the timeline involved in the process. The Powerpoint presentation is attached hereto as Attachment 2 and forms part of these minutes.

Councillor Bell excused himself from the meeting at 7:38 p.m. due to a conflict as owner/applicant of the subject property.

1.1 Development Variance Permit Application for Accessory Residential Structure, 14037 Reichenbach Road.

Ms. Kate Zanon, Director of Community Services provided a Powerpoint presentation which is attached hereto as Attachment 3 and forms part of these minutes.

MOVED by Councillor Stark, SECONDED by Councillor Elkerton, THAT Council:

A. Direct staff to notify surrounding property owners that Council will consider Development Variance Permit No. 2016-004 at the June 21, 2016 Meeting of Council; AND

B. Direct staff to include the following condition within the development variance permit:

B.1 All temporary structures and two garden sheds will be removed prior to issuance of the building permit for the carport.

CARRIED.

Councillor Bell returned to the meeting at 7:40 p.m.

1.2 Proposed Golden Ears Business Park Phases 3 and 4 Draft Request for Proposals. (3360-20-2014-02)

MOVED by Councillor Bell, SECONDED by Councillor Stark, THAT Council Direct staff to include an analysis of traffic movement from Bonson and Hammond and Harris and Hammond intersections.

2. BYLAWS AND PERMITS

BYLAWS FOR THIRD READING:

2.1 Rezoning Application for 19451 Sutton Avenue Bylaw No. 2661, 2014. (3360-20-2013-01)

MOVED by Councillor Bell, SECONDED by Councillor Dingwall, THAT Council refer the rezoning application for 19451 Sutton Avenue to Staff to investigate a signalized intersection access on Airport Way that would service the residential development and potential business park development phase 4.

DEFEATED.

With Mayor Becker, Councillor Elkerton and Councillor Murray voting in the negative.

MOVED by Councillor Elkerton, SECONDED by Councillor Bell, THAT Council:

A. Grant third reading to Bylaw No. 2661, 2014.

DEFEATED.

similar solid waste service model– Council directs staff to ask Multi-Materials BC

(MMBC) if they would like to take over recycling services in PM

– Staff presents a draft RFP to Council– Council considers MMBC’s interest in assuming

recycling collection– Council authorizes tendering an RFP for garbage and

green waste and working with MMBC to assume recycling services

– Council requests that additional curbside collection services be explored

A.1 Direct Staff to enter into a process to retain an architectural / design consultant to draft a replacement set of guidelines for buildings and landscape design prior to Third Readings of the Bylaws; AND

A.2 Direct Staff to continue to work with the applicant on finding the optimal width and design of the landscaped buffers to surrounding residential areas; AND

A.3  Direct Staff to commence discussions with the applicant regarding the disposition of the proposed public amenities prior to Third Readings of the Bylaws; AND

A.4 Direct staff to work with the applicant per possible other ancillary uses and support services to complement the request for restaurant uses within the Phases 3 and 4 zone; AND

A.5 Direct Staff to work with the applicant regarding future road and infrastructure improvements;  AND

Request for Proposals ‐ Goals

• Updated site / landscaping / building guidelines for a light industrial / business park development to include the following: 

– Landscape buffers and other buffering techniques to neighboring residential neighbourhoods and public areas; 

– CEPTED review including a gender specific safety analysis along pathways and  connections;  

– Site and building design criteria to promote energy and water conservation and the reduction of greenhouse gas emissions, including discussion of sustainable design green roof technology, drought tolerant plants, storm water recharge.

• Comprehensive development plan for the site to optimize the integration of the proposed business park into the existing community to include: 

– Pedestrian connections and pathways, visual (view) impacts, buffers and design regarding relationship with nearby residential neighbourhoods.  

Request for Proposals: Requirements

1. Start‐up meeting with City of Pitt Meadows.2. Site visit.3. Review of recent light‐industrial developments in general and in the Greater Vancouver  Area. 4. Review of best practices and techniques to integrate a light industrial development into an 

existing neighborhood with a variety of surrounding land uses.5. Review and proposal of ancillary commercial services/uses to enhance a light‐industrial  business 

park and specifically this neighborhood in Pitt Meadows. 6. Two reports (Design Guidelines and Comprehensive Plan). 7. Facilitate a review meeting with City of Pitt Meadows staff and the Advisory Design Panel.8. Presentation to Council. 9. Submission of a draft report (electronic), a final report with City comments included (10  hard 

copies and pdf version in usb drive) as well as prepare and present two presentations  (one for staff and the Advisory Design Panel and one for City Council).
