1 Summary
The below is a summary of the waste management strategy proposed for the subject site. The complete report must be read in detail prior to implementing the operational waste management plan. The project comprises of the development of a two storey childcare centre located at 1 Jacksons Road, Mulgrave. The development is proposed to have a capacity for 200 children, and is to contain eight childcare rooms with associated facilities including:
� A library.
� Dining room.
� Outdoor play areas.
� Multi-purpose/training rooms.
� Art, music and exercise rooms.
� Reception, office and staff room amenities. The waste systems within Table 1 below are proposed for the development. Table 1 Waste Systems

Waste bins will be collected by a private contractor directly from the ground level bin store provided. Collection vehicles are to enter and exit the site via the Jacksons Road crossover and prop within the loading bay provided in the car park area to perform collections (refer to Section 4.7 for further details).

2 Introduction
The following Waste Management Plan has been prepared for a proposed childcare centre development located at 1 Jacksons Road, Mulgrave. This Waste Management Plan (WMP) has been prepared based on current best practice waste management methodology and technologies commonly available in Australia. The waste generation rates provided within are based on the City of Melbourne Guidelines for Preparing a Waste Management Plan (2017) and case study data held by Irwinconsult.

4 Waste Management Plan
4.1 Waste Generation
Commercial waste generation rates per week are shown in Table 3 and are based on a 5 day per week operation. These rates provide a figure of 350 litres of waste per 100m2 of childcare space per week for each stream (garbage and recycling). This rate incorporates for waste generated by both the childcare and auxiliary use spaces such as the dining room, library, and art/music/exercise rooms. “Childcare space”, as considered by this report, is that which is intended as the primary area in which childcare activities will be undertaken. As such, the spatial allocation for “childcare space” excludes ancillary use rooms such as the library or art room. This consideration is derived from the methodology utilised within the case study data informing the waste generation rates adopted within this report. Table 3 Weekly Waste Generation Rates

4.2 Waste Systems
Waste shall be sorted on-site by staff and cleaners as appropriate into the following streams:
� Garbage (General Waste)
� Commingled Recycling The use of bin stations throughout the childcare facility is highly recommended to encourage diversion of waste from landfill. This system incorporates the provision of multiple bins for different waste streams at central locations and common areas for ease of disposal. This system is beneficial as users are required to make a conscious decision as to which bin they place their items in. Implementation of these systems often results in a reduced volume of waste to landfill. Figure 1 Example Bin Stations
4.2.1 Garbage
The childcare centre shall be furnished with plastic lined bins for the temporary holding of garbage to have a minimum cumulative capacity of:
� 70 litres per 100m2 childcare space.
� 10 litres per 100m2 office space. It is recommended ancillary use spaces are furnished with bins to have a minimum cumulative volume of 10 litres per 100m2. Staff/cleaners will transfer the waste as required to the appropriate 660 litre bin with the external ground level bin store (refer to Appendix A). 4.2.2 Commingled Recycling

4.5 Bin Colour and Supplier
All bins will be provided by private supplier. The below bin colours are specified by Australian Standard AS4123.7 2006, however due the private nature of the collection, these are only recommendations and are not mandatory:
� Garbage (general waste) bins shall have red lids with dark green or black body.
� Recycle bins shall have yellow lids with dark green or black body. Private collection contractors often supply their own bins for collection.

4.6 Signage
Waste drop-off areas and bins will be clearly marked and signed with the industry standard signage approved by Sustainability Victoria or equivalent. The typical Sustainability Victoria signage is depicted in Figure 2 Commercial tenants will be instructed by building management to adhere to these requirements. 4.7 Waste Collection Methodology
Waste bins will be collected by a private contractor in accordance with Table 9 below. Table 9 Bin Collection Summary

Collections will occur on-site directly from the external ground level bin store via an 8.8 metre long MRV or shorter collection vehicle. Collection vehicles will enter and exit the site in a forward direction via the Jacksons Road crossover (refer to Appendix B for swept path analysis prepared by others showing sufficient access). Collection vehicles will prop within the loading bay provided within the ground level car park area (refer to Appendix A), with operators to collect bins directly from the bin store and return them immediately upon emptying. Bins will not be stored outside of the title boundary or presented to kerb for collection at any time. Building management are responsible for providing access to the bin store for collection operators as appropriate. Typically, operators are provided with keypad/swipe card/key access to the waste storage area(s).

5 Standards & Compliance
5.1 Ventilation
Ventilation will be provided in accordance with Australian Standard AS1668.
5.2 Washing and Vermin Protection
An appropriately drained wash down area will be provided adjacent to the external bin store in which each bin is to be washed regularly by building management. Bin washing areas or bin wash bays must discharge to a grease trap. Alternatively, a third party bin washing service can be engaged to perform this service. Bin washing suppliers must retain all waste water to within their washing apparatus and not impact on the drainage provisions of the site.
5.3 Noise Reduction
All waste areas shall meet BCA and AS2107 acoustic requirements as appropriate with operational hours and collection times assigned to minimise acoustic impact on surrounding premises.
6 High Level Purchasing Schedule
Table 10 lists the waste equipment required for the development under the conditions proposed within this report. A complimentary list of suppliers is provided for convenience. Table 10 Equipment Supply Schedule
