The bid due date has been extended to Thursday, May 24, 2018, and must be date stamped before 12:00 p.m. Changes to the specifications:

1. Issue Addendum No. 2 Bid – Schedule of Items pages to remove a duplicate item for Green Road West Tank; revise Bid Items 12 and 26; and revise the description for Bid Item 28.

2. Section 01025 Measurement and Payment – Replace 1.3 Project Bid Items with the

following: 1.3 PROJECT BID ITEMS

A. Item 1: The Green Road Tank (East) and facilities are located at 4095 Green Road, Highland Heights, Ohio. The facilities include a 10 MG steel ground water tank and pumping station. The pumping station and parking lot are west of the tank structures. A perimeter security fence consisting of a chain link fence with three-strand barbed wire protects access to the site, including a personnel gate and vehicle gate located on the west side of the site along Green Road.

1. The existing 10 million-gallon (10 MG) ground steel tank (East) shall have the interior coatings removed, steel repaired, surface properly prepared and re-coated. All of the metal shall have a SSPC-SP-10 Near-White Blast Cleaning. The bare metal shall then be vacuumed, wiped with a cloth, stripe coat all welds and seams by brush, and then coated with a multi-layer coating system as specified in Section 09900: Coatings.

2. The existing 10 million-gallon (10 MG) ground steel tank (East) shall have the exterior coatings removed, steel repaired, surface properly prepared and re-coated. All of the metal shall have a SSPC-SP-10 Near-White Blast Cleaning. The bare metal shall then be vacuumed, wiped with a cloth, stripe coat all welds and seams by brush, and then coated with a multi-layer coating system as specified in Section 09900: Coatings.

4. Repair/replace damaged missing grout between baseplate and foundation.

5. Replace existing roof vent with frost free pressure vacuum vent.

6. Install two additional frost free pressure vacuum vents.

7. Install fall protection on exterior ladder.

8. Replace vandal plate at bottom of ladder cage.

9. Install mixing system.

10. Replace all fasteners.

11. Repair damaged radial stiffeners.

12a. Replace twisted roof stiffeners (I-beam: 7” x 21”).

12b. Replace twisted roof stiffeners (I-beam: 6” x 18”).

12c. Replace twisted roof stiffeners (I-beam: 5” x 14”).

13. Repair steel plates.

C. Morgan Surge Tank, Located on W. 45th St. at the Shoreway, Cleveland, Ohio and includes and Elevated Water Tank, which functions as a surge tank for the Morgan Water Works Plant High Service Pumps, and associated Valve-Piping Chamber with Recirculation Pump. Work at this location includes

28. The existing steel tank shall have the outside coatings removed, steel repaired, surface properly prepared and re-coated. All of the metal shall have a SSPC-SP-10 Near-White Blast Cleaning. The bare metal shall then be vacuumed, wiped with a cloth, stripe coat all welds and seams by brush, and then coated with a multi-layer coating system (prime, intermediate, and topcoat) as specified in Section 09900: Coatings.

D. Morgan Surge Tank Public Art Design and Installation Allowance, Located on W. 45th St. at the Shoreway, Cleveland, Ohio and includes an Elevated Water Storage Tank, that functions as a surge tank of the Morgan Water Works Plant High Service Pumps, and associated Valve-Piping Chamber with Recirculation Pump. Work at this location includes

29. Public art work is to be installed as part of the work. This bid Item includes the costs of artist’s labor to install the artwork, for an amount of

$20,000. The remaining $30,000 is to be spent at CWD’s discretion only.

Any other costs associated with the artwork are to be contained in the rest of the bid.

30. Topcoat material for Bid Item No. 29

E. Strongsville Tank, Located at 18788 Royalton Road, Strongsville, Ohio is a 1 MG Radial Arm Elevated Water Storage Tank. Work at this location includes:

Changes to the drawings:

1. Issue Addendum No. 2 drawings for Green Road Tank East, Green Road Tank West, and Morgan Surge Tank to answer question received below.

Additional information for Sam3 as a subcontractor: Bid Item 29 - “Public Art Design & Installation Allowance” is to be used to pay Sam3 $20,000. The remaining $30,000 is to be spent at CWD’s discretion only. Any other costs associated with the artwork are to be contained in the rest of the bid. Sam3’s travel, room and board will not be the responsibility of the Contractor. A Schedule 2 for Sam3 is also attached to be used for OEO. Final concept artwork is attached for reference for the Morgan Surge Tank. Sam3’s primary language is Spanish. Answer questions received by the last day for questions:

1. All tanks, per the specification the exterior surface prep is SP10, is containment required? Answer: Yes, containment is required. It is encouraged for all bidders to visit the tank sites and see the surrounding buildings, roads, etc. For example, the Morgan Surge Tank is next to a restaurant and on-ramp for the highway.

2. Specification requires replacement of twisted roof stiffeners please advise the size/type/length? Answer: Steel I-beams, vary in size: 7” x 21” x 32’; 6” x 18” x 26’; 5” x 14” x 24 feet; see revised SOI and Section 01025 Measurement and Payment.

3. Where are the fasteners that are to be replaced on the Green Road tanks, please specify type? Answer: The fasteners are on the I-beams and may need to be replaced after blasting reveals locations of metal loss.

4. Please specify if the repairs items/sitework on the drawings are part of this contract? Answer: See revised drawings for labeled call-outs. The original drawings that were distributed were missing the legend. There is no work done outside of the SOI – those drawings were included for information only.

5. Drawings reflect interior work at Strongsville please confirm that this is incorrect?

Answer: There is no interior work to be done at Strongsville, beyond repairs required from damage to the interior coating due to welding. See question #9 below for further details.

6. Please clarify if ALL fasteners will be replaced or only 100 as indicated on the bid form? Answer: Plan for 100.

7. Is cathodic protection only on the West Tank? Will the East Tank require cathodic protection? Answer: The East Tank has working cathodic protection.

8. The West tank has 5 vents and the East tank only has 4 vents, we suggest 4 vents on each tank. Answer: The SOI calls for 1 replaced vent and 2 new vents, for a total of 3 vents per tank.

9. The containment clips will burn the interior paint. Will the contractor be required to touch up from the weld burns? The interior paint is Polybrid 705 which will require a plural component pump for touch ups. Answer: Any damage caused to the interior coating by welding to the tank exterior, shall be surface prepped and patched with Polybrid 705 per manufacturer recommendations. The tanks will then be cleaned and disinfected per AWWA standards.

10. Specification Section 01025-4 Section D. 32 - The existing steel tank shall have the outside on the BOWL area coatings removed, steel repainted, surface prepared and re-coated. Is the bowl only getting prepped and painted? Answer: The entire tank is to be prepped and painted.

11. Will there be a full time inspection of the tanks? Answer: We will have 3rd party inspection.

12. Is there is a tentative schedule?

Answer: See Addendum No.1 for details.
