The Municipal Facilities Committee will meet on June 27 th to decide next steps in the process. The Port of Seattle continued the Request for Proposals process for development of the Des Moines Creek Business Park site. The meeting to determine a finalist was held May 29 th . Panattoni Development Company was selected. A joint announcement from the City, Port and Panattoni is expected in mid-June. Businesses continue to report more activity with the Waterland Card since its second release in the new City Currents magazine. Restaurants are the main beneficiaries and have been appreciative of the increased business.

PARKS AND RECREATION

Des Moines Beach Park Rehabilitation Projects Staff has been working with Washington State Legislators in the 33rd and 30th Districts asking for their support of the $750,000 Washington Heritage Capital Grant that is on a list proposed for 2013 Biennium Funding to complete Beach Park Dining Hall rehabilitation. The 33rd District Legislators are working hard to help with this funding request. A lobbying group made up of the 26 heritage grant applicants on the list is working together to support the $10 million needed to fund all 26 projects during the 2013 legislative session. Summer New Hires Staff processed and provided training for 38 seasonal temporary part-time employees (26 from Des Moines, 4 from Auburn, 5 from Kent, 2 from SeaTac and 1 from Tacoma); totaling approximately 11,000 hours/ 5.5 FTEs work. Part time staff provides face to face leadership during summer months for programs such as day camps and sports camps, special events and facilities rentals, beginning in mid-June through August 31st. These employees are critical to the provision of recreational services and are the future leaders of our community. Des Moines Arts Commission Update Marina District Outdoor Sculpture Gallery Project City Public Works and Parks and Recreation staff worked with the Arts Commission to help design, implement, and install the Art on Poverty Bay Outdoor Sculpture Gallery Project in the Marina District. Four sculptures have currently been loaned to the City; “Yakutat” by Artist Gretchen Daiber; “Illuminated One” by Artist Leo Osborne; “Graduated Progression” by Puget Sound Skills Center Welding Class, and Instructor Dale Copeland; and “Shorebirds” by Artist Lin Rebolini McJunkin. A gallery opening celebration will be held on June 1st in conjunction with the opening of the Des Moines Farmers Market. A fifth pedestal is now available for art due to the withdrawal of one of the selected artists. City Council has authorized two additional pedestals to be located as part of the S. 216th Gateway project which will be installed prior to the dedication of the new roadway. 2013 Summer Concert Series The Summer Concert Series schedule has been finalized: July 10 7:00-8:30pm Sway July 17 7:00-8:30pm The Kings of Swing (in conjunction with a Senior

This year the Arts Commission has partnered with Destination Des Moines to sell beer and wine in the Founders Lodge during the concerts. There will also be a food vendor in the Beach Park allowing patrons the opportunity to purchase food and non-alcoholic beverages. Before and After School Program The May Before and After School Program had a total of 156 children attending Des Moines, North Hill, Marvista, Parkside and Woodmont Elementary Schools. Midway Elementary School children attend the program at Des Moines Elementary School and are transported daily by staff. Emphasis is placed on homework, exercise, and healthy snacks.

Spring Soccer May concluded a successful 2013 Spring Youth Soccer League with 260 participants playing 106 games beginning in mid-April.

Steven J. Underwood Memorial Park May was the start of our spring/summer baseball leagues at the Park. Leagues were scheduled to play three days a week in May and will switch to 5 days a week beginning in June. The SJUMP complex is in continual use seven days a week by both leagues and rentals. Fireside Chat On May 31st, Municipal Court Judge Veronica Galvan joined us for our “Fireside Chat” series. Judge Galvan spoke in Spanish to thirty-eight Latino seniors who enjoyed her presentation about how the municipal court system works in Des Moines and Normandy Park. Human Services Advisory Committee The committee met Thursday, May 23rd, 4pm at the Activity Center. Committee members present were Nadine Byers, Susan Corey, Marta Kalve, Deana Rader and Eileen Severns. The committee brought their updates for the 2013 City Community Services Directory which will go to print sometime this summer. Staff will now begin the updates and changes. Mr. Patricio Mendoza has applied for the vacancy on the Human Services Advisory Committee. His application is now before the Mayor. Other agenda item topics for the committee were agency reports to city council, update on the King County Human Services Levy, and first quarter agency report reviews and liaison reports. The next committee meeting will be held Thursday, August 1, 4pm at the Activity Center.

Senior Services Advisory Committee The committee met Thursday, May 23rd, 2pm at the Activity Center. Committee members present were John McEvoy, Rita Lambert, Florence McMullin, Vella Perry, and Vic Anderson. Agenda topics were the update of dates for committee members to participate in the lunch program to hear from seniors about their issues, questions and concerns, legislative updates (state, county and city), update on foot care scholarships and the senior center outreach to seniors using the Des Moines Area Food Bank, update on the HYDE shuttle farmers market shuttle, Take Back Your Meds report on the April event and an update on the Center’s Volunteer Appreciation event being held in July. The next committee meeting will be held Thursday, July 11th, 2:30pm at the Activity Center.

PLANNING BUILDING AND PUBLIC WORKS

CAPITAL & FACILITY PROJECTS

Following is a summary of the activity in support of this year’s facilities and CIP projects in Transportation, Surface Water Management and Municipal Capital Improvements:

Transportation CIP Transportation Gateway Project: S. 216th Segment 2 (18th Ave. S. to 24th Ave. S.) - the

contractor made utility crossings in the at the 24th Ave. S. intersection. Utility conversions are progressing with most of the utility trench work complete. Much of the work will progress on the north side of the roadway and traffic will be shifted as work progresses. The Contractor has until spring 2014 to complete the project, but is attempting to wrap it up by this December. 24th Ave. S. (S. 216th St. to S. 208th St.) – Staff coordinated with utilities and developed undergrounding agreements with Comcast, PSE, Century Link and Highline Water District for Council consideration and approval. Coordinated with PSE on high voltage transmission line relocation expected to be complete prior to award of a construction contract. Midway Sewer district completed installation of a sewer main. PSE began relocating low pressure gas lines. Staff started coordination of ROW permits with the City of SeaTac. Secured one of two remaining construction easements with property owners. The DOE NPDES permit is expected to be issued on June 10. The project will be bid this summer. S. 216th St. Segment 1A (24th Ave. S. to 28th Ave. S.) – prepared and presented quit claim deeds to resolve a scrivener’s error on Bartell’s lease property with the owner (Luria). Advised the owner of the gas station on the NW corner of Pacific that budget is not currently available to proceed with right-of-way acquisition.

Citywide Arterial Safety Improvements: The City has been awarded $250,000 from WSDOT

through Highways and Local Programs for arterial safety enhancements such as updated crosswalk markings, stop bars and arrows, along with new street name signs for the arterials within Des Moines. Staff completed the design in April and submitted a request to WSDOT for authorization of construction funds. Staff is anticipating beginning construction in June or early July.

North Hill/Aviation School Zone Flashers: Staff submitted a grant request for $15,000 to install 4 solar school zones flashing beacons for 8th Avenue South and South 200th Street. Notification of the grant is expected in mid-June.

South 224th Street Sidewalk Improvements: Staff submitted a grant request for $270,000 to

CDBG of King County to help towards funding a sidewalk project from essentially Pacific Highway South to 30th Avenue South on both sides of South 224th Street in the Pacific Ridge area. Staff will make a presentation to the selection board in early August and notification of the grant is expected in November.

Surface Water Management CIP Des Moines Memorial Drive 212th-213th Pipe Project: The project is being designed in-

house. Project schedule is to bid the project in early June. Construction is scheduled for this summer.

216th Place Pipe Project: The project is being designed in-house and is scheduled to be bid and constructed with the Des Moines Memorial Drive 212th-213th Pipe project.

Lower Massey Creek Channel Modification Project: The project is being designed by a consultant. Construction is scheduled for 2014 depending on obtaining the necessary permits.

Barnes Creek/Kent-Des Moines Road Culvert Replacement Project: Staff met with Tetra Tech to begin scoping the design work. However, the cost for the preliminary and design work is substantially higher than expected. The project has been placed on hold pending direction at the next available Environment Committee meeting.

Municipal Capital Improvements SR 509 Right-of-Way (ROW)/Barnes Creek Trail: A letter was sent to WSDOT requesting

reconsideration of their determination on the property. WSDOT has responded and staff is in the process of getting a meeting set up to continue discussions. Once an agreement on fair market value for the property is reached, staff can finalize the acquisition process. Design of the trail improvements is scheduled for 2013. ______________________________________________________________________

Some building project highlights include:

Healthpoint, 36,000 SF Medical Arts Building, 26401 Pacific Highway S: The contractor for the building “shell,” Abbott Construction, should be complete around July 1, then the interior TI’s (tenant improvements) will take place. The Building Division will process permits as they come in. We have not heard which contractor will be doing this work as yet.

SeaMar Medical Office Building (MOB) & Family Housing Project, 24215 Pacific Highway S: This large scale multi-building project was submitted for plan review in January, 2013. The Medical Office Building will be a 16,340 square foot steel and concrete building. The Family Housing building will be a 43,064 square foot wood framed structure. The plans and permit are complete and ready to be picked up. The construction contract for both buildings has been awarded to CE&C Contractors. This contracting group serves Western Washington and performed a lot of work at Highline College over the years. The “start” date has not yet been announced, however, according to Bazan Architects, the Architects of Record, it will be as soon as possible.

Artemis Hotel: This seven story hotel, located at 22406 Pacific Highway was submitted for plan review in February, 2013 and is currently under review. Planning, Building and Public Works has been meeting with the Architect and Structural Engineer of record regarding revisions to the design. The Building Division continues to work with the architect on building ingress and egress issues, on structural changes as the building evolves and on the exterior envelope cladding system. A Demolition Permit was issued for the former building on the site and the building has been removed.

King County Housing Authority Rehabilitation Projects: King County Housing Authority is about to undertake a substantial rehabilitation project in two locations in Des Moines. Located at 24510 26th Place South, the two buildings called Campus Court apartments are undergoing an entire exterior envelope upgrade along with some drainage improvements. Located at 22815 30th Avenue South, the two buildings called the Shoreham Apartments are undergoing an entire exterior envelope upgrade along with some roof revisions for ventilation improvements.

Highline College, Building 21: This $0.5 million project includes an exterior entrance to the building and is complying with ADA requirements and upgrades. The project is nearing completion.

Highline College, Building 4: This $3.2 million project on the Performing Arts Center began the first week in January. This substantial remodel includes renovations of spaces and interior partitions, a new roofing system, exterior windows and doors, a new entrance canopy, and upgrades to the HVAC, plumbing, electrical, and telecom systems. Veterans NW Construction is the contractor and the project is currently on schedule.

Fire Alarm Upgrade for Multi-Unit Residential Buildings (R-2’s): We have had great success working with owners and condominium associations in an effort to avoid issuing citations. Current status of the 22 occupancies:

o 18 complexes have completed installation o 1 complex has submitted for a fire protection permit with the City. o 2 complexes currently have their fire alarm system installation underway.

o The SeaTac Valu Inn property remains out of compliance and has received multiple citations from the City. Some progress on communications has recently been made. We are waiting for a progress report from the owner.

CODE ENFORCEMENT DIVISION

Code Enforcement had 35 new cases opened and 32 cases closed during May. Thus far in 2013, 185 cases have been opened, 173 closed, and 119 are currently open. There were 0.5 volunteer administrative hours for Code Enforcement in May.

There are 119 Code Enforcement Cases currently open.

Code Enforcement cases often involve multiple violations. Of the 119 open cases, staff is tracking 158 specific violations. Following is a general breakdown of the violations by topic:

As the proactive enforcement with recreational vehicles on the right of way winds down, code enforcement has also teamed up with Sgt Harris regarding abandoned homes/properties in Des Moines. This enforcement is taking abandoned homes that the police are continuing to be called to, and working with the property owners or banks to remove debris, board up and/or secure and maintain the landscaping or demolish these homes. For the month of May four unsecured structures have been secured or demolished.

Code enforcement has teamed up with staff, working on a proactive enforcement of commercial business licenses. It was discovered that a number of commercial businesses licenses have not been accurately tracked as a result of some errors in our current business license tracking system. We found that if a business did not renew their business license for one year, the current Taxtools system would not print a renewal for that business again. A solution to this issue is being developed. Compliance letters have been issued and code enforcement is hand delivering or contacting a few delinquent commercial business licenses a week. For the month of May, staff brought 25 commercial and multi-unit rental businesses into compliance, totaling $3,090.00 in added revenue.

DEVELOPMENT SERVICES AND PLANNING DIVISION

Short Subdivisions Pending Review/Approval Axcent Servicing 9 Lot Short Plat, 1615 S 260th Street, 11/20/07: Preliminary plat approval

was issued 4/21/10. Applicant intends to pick up necessary permits later this spring and start construction/site work in June. Pre-construction meeting held 5/3/13. Grading permit, ROW permit, and civil plans issued 5/7/13. Site has been cleared and excavation for the stormwater vault has begun.

Wagner 2 Lot Short Plat, 25639 Marine View Drive S, 10/24/07: Preliminary plat re-submittal routed for review 6/19/12. Preliminary approval issued 8/9/12. Engineering Plan Review routed 2/5/13. Civil plans approved 4/4/13 and are waiting for posting of bond.

Land Division Requests with Approvals, Pending Construction Landmarque 67 Lot Plat, 262xx Pacific Highway S 4/03/06: Plat improvements are 90%

complete and permit approvals for new home construction is at 27 units. There are three items that staff is tracking for full plat completion: final lift of asphalt, new wetland monitoring, and installation of improvements for the public park. Applicant is working with Staff on final park plan improvements which will be required to be installed soon.

Pacific Heights PUD, 77 lot PUD, 15xx S 279th Place, 6/1/11: On 1/07/13 civil plans were conditionally approved by City staff. Grading and ROW permit issuance are pending Army Corps of Engineer approval to fill certain wetland areas. Staff met with applicants on 5/17/13 to discuss status of wetland reviews.

Commercial Scale Projects Pending Review/Approval JC Marble, 25447 Pacific Highway: This project involves construction of a 9,940 square

foot warehouse building addition to an existing retail space. Initial submittal attempts were unsuccessful due to deficiencies in plans and application materials. On 3/29/2013 staff met with a contractor who will be taking over the permitting and construction. The contractor is in the process of obtaining designs and revisions to the building from the architect which will then be submitted to the city.

SeaMar Mixed Use Development, 24215 Pacific Highway: This proposed 12,000 medical office building and separate 43 unit apartment structure has completed Design Review. Initial building permit submitted on 1/11/13. Building permit comments were consolidated and sent to applicant. The applicant resubmitted plans to correct previous comments. Planning approved resubmittal on 3/27/2013 and SWM approved on 3/29/2013. Amended the Development Agreement between the City and Sea Mar to change the start date of construction that was necessitated by the rebidding of the project.

Artemis Hotel, 234 Room Hotel, S 224th St. and Pacific Highway Building permit application filed on 2/11/2013. Plans filed were subject to foundation and structural system changes. An initial comment letter was provided to the applicant on 3/08/2013. City staff has been in contact with the project architect and final revisions to the initial plan set are being prepared. Staff has responded to inquiries regarding proposed building alterations and a parking area to the south.

Shoreline and Critical Area Projects Pending Review/Approval Im, 6/25/10: On 6/22/12, the applicant filed the Shoreline Variance, SEPA, and Grading

Permit applications for the unpermitted retaining wall and the proposed additions to an existing house. These applications were deemed complete on 7/20/12. Staff completed its review of the project and provided comments back to the applicant on 9/13/12. On 2/12/2013, the applicant filed resubmitted materials in response to previous City comments. Staff reviewed the SEPA documents for the proposal and issued a DNS decision on 3/27/2013. The appeal period concluded on 4/21/2013 and an appeal was filed on behalf of a neighboring property owner. Planning staff and the City Attorney held a conference call with counsel representing the neighboring property owner. Counsel indicated that his client is aware of the revisions in the resubmitted application and are not in agreement with the applicant’s assertion of code compliance. Awaiting follow-up correspondence from counsel.

City Services, Project Management and Coordination Marina Master Plan-Lot Aggregation/Reorientation: The existing platting patterns of both

terrestrial and marine properties under City ownership are confusing for existing operations and not conducive for future marina development. A re-plat of these properties is needed to clarify ownership patterns and identify properties that are encumbered or otherwise restricted, but used for Marina purposes. Staff is currently waiting for the surveyor to incorporate properties located north and south of the marina parking into the short plat.

Text Change—Sign Code modifications for City Readerboards: This is a City sponsored code change that would facilitate the installation of electronic readerboard devices that would then be used to communicate civic events and activities by Parks personnel, or messages regarding road closures/detours, or announcements from Police or from Emergency Operations Center command. Staff prepared and Council passed a draft resolution setting the public hearing date for 4/11/2013. The agenda item and ordinance for the hearing is in the process of being completed.

Text Change—Street Standards modifications for Short Plats: This is a City sponsored change in response to Council’s request that staff review and address situations in which existing street improvements may be considered too onerous for smaller developments. Planning and Engineering staff have researched how other cities respond to similar situations. Draft changes have been discussed at the Council committee level on 4/4/13 and 5/9/13; and at a Council meeting on 4/11/13. Based upon those discussions, a draft ordinance is being prepared for presentation to Council.

Pre-Submittal Assistance Barcelona mixed use development, 22837 Pacific Highway S: City staff met with a potential

developer completing due diligence on the subject property to determine the status of the Barcelona mixed use project as it relates to development review, permit requirements and fees. Staff prepared a preliminary fee estimate based on available information provided.

Blueberry Lane PUD, 19659 Des Moines Memorial Drive: City staff met with representatives from the Bank of Washington to discuss potential uses for properties in the North Hill Neighborhood that is zoned B-P Business Park. A second meeting was held with staff, the Bank of Washington and Sound Built Homes regarding the process to vest the Blueberry Lane preliminary plat – a proposed 67-lot single family residential subdivision.

Etzkorn LLA, 242xx Marine View Drive: This project seems to be growing in size and may include acreage from surrounding property owners. Staff is having discussions with an agent for the owners who may request a PUD, street vacation, and zone change to allow for increased density considering that sewer would be extended to serve the site.

PUBLIC WORKS & PARKS MAINTENANCE DIVISION

Maintenance activities were as follows: SWM – catch basin (CB) maintenance, ditch maintenance, material hauling/disposal, utility location services; Streets – sign maintenance and repair, pothole/sinkhole repair, street sweeping, street tree maintenance, tree/vegetation removal and gravel road and shoulder repair; Parks – routine park rounds and maintenance, sports field preparation and management of landscape maintenance contractor; Facilities –general building maintenance and repairs, management and coordination of vendors to include fire and security system inspections and locks replacements; Fleet – routine “in-house” and outside mechanic services performed; Special Activities – business system improvements.

SURFACE WATER MANAGEMENT (SWM) DIVISION

Illicit Discharge Detection and Elimination (IDDE): Residents are directed to call 206.870.6869 to report discharges or spills. Residents may also call the after-hours hotline at 206.550.5612 or the Police non-emergency number at 206.878.3301 during times that City Hall is closed. NPDES Permit Activity: The new Western Washington Phase II Municipal Stormwater Permit became effective on 9/1/12. This permit is a one-year reissuance of the previous five-year permit. The next five-year permit was also published on 9/1/12 and will become effective on 8/1/13. The 2013 permit contains significant changes including increases in monitoring, inspection, and maintenance requirements; and the addition of low impact development requirements. The City has joined a coalition of other jurisdictions to appeal the 2013-2018 permit.

Currently, approximately 96% of the of drainage control structures/facilities associated with, or located on private property have been inspected, with the remainder to be completed in June. Letters are being issued to owners of control structures in need maintenance, or repair. Updated inspections of private facility will begin in July. Car Wash Kit Usage: Usage of Car Wash Kits began in March, and staff anticipates an increase in the use of the Car Wash Kit to support fund raising activities in 2013. Car Wash Kits are available for organizations wanting to conduct fundraiser activities. The Car Wash Kit helps to prevent pollutants such as petroleum products, pesticides and animal waste, from being discharged into Puget Sound. Organizations wishing to acquire a car wash kit should contact Ken Thomas at 206.870.6585. Rate Equity Study: Financial Consulting Solutions (FCS) Group has been contracted to perform a comprehensive stormwater rate structure study. The purpose of the study is to recalibrate the City’s stormwater rate structure to ensure that the rates are equitable across all rate classifications while keeping the overall rate revenue neutral. Any changes from the study would not be effective until 2014, allowing time for the study, public hearings and changes to be made in the County billing system. FCS prepared five issue papers for discussion at the February Environment Committee meeting. The study was presented to Council at the May 23rd meeting and staff was given direction to prepare a draft ordinance for consideration for the June 27, Council meeting. The draft ordinance is to include the recommendations of FCS, except that private streets that are accessible to the public would be exempted from service fees and receive similar services as public streets at no additional cost. Pipe Program Tracking: Beginning last year, staff began tracking participation in the Pipe Program. This program was established nearly 20 years ago and has been a very successful and popular way to fill and pipe many of the City’s nuisance road side ditches. Because the pipe work benefits both the City and property owners, each pipe project involves a contract between the City and property owner whereby the property owner pays for the material costs and the City provides the labor and equipment to perform the project. On average each year, nearly a dozen projects are done installing more than 1,000 feet of storm pipe. One pipe program project was completed during the month of May comprised of 70 feet of pipe and 1 catch basin. Year-to-date, 205 feet of pipe and 3 catch basins have been installed. It is anticipated that three to four more projects will be completed next month.

School Safety: o The next location on 24th Ave S in front of Midway Elementary and Pacific Middle

School went live in November with warning notices only through the remainder of 2012. January 2013 marked the first month of fines being sent out at this new location.

o For May 2013, the average number of daily tickets at Woodmont was 9.7, down from 12.9 in the same time period for 2012. At Midway/Pacific the average number of daily tickets in May was 9.3.

POLICE DEPARTMENT

Community Development Chief Delgado, Detective Thomas, Detective Gendreau, Officer Coppedge and Officer

Graddon along with various other employees of the City of Des Moines participated in the annual Special Olympic Torch Run through the City of Des Moines.

CSO Batterman conducted several block watch meetings one was for the Apple Lane

neighborhood, and the also for the new housing development located at 264 and Pacific Highway South (Landmarque Community).

CSO Batterman met with a property owner near Wooten Park regarding the increase in noise

and activities in Wooten Park and the boardwalk during the warmer months. Chief Delgado, Commander Sellers, CSO Seaberry, CSO Batterman, Sgt. Guest, Officer

Ochart, Officer Crane, Officer Gallagher and Officer Shepard all attended Hero Day at Parkside Elementary School. This is an annual event sponsored by the school PTA.

Patrol teams have increased their physical presence at Underwood Memorial Park during

sporting events by getting out of their cars and walking around the area and increased drive through to discourage car prowls in the area.

CSO Seaberry has started working with the Parks Department to organize a Youth Police

Academy to occur during the summer Camp Khaos. Sgt. Bell attended a meeting with home owners of Huntington Park regarding a recent

increase in the theft of yard art and lawn furniture. CSO Seaberry is now working with the residents and HOA board of Huntington Park Community to organize the entire community into an active and effective block watch. She has hosted 2 block meetings and 6 safety socials for individual residents with several more planned for the coming months.

CSO Seaberry sent out neighborhood alerts regarding recent criminal activity in the North Hill, to encourage neighbors and block watch groups to continue their vigilance in preventing crime in our community.

CSO Seaberry and CSO Batterman hosted the 2nd annual Des Moines Police Department Cub

Scout Night. Local packs are invited to come out and learn more law enforcement and the job of police officer; they also participate in a tour of the station. Commander Bohl was also present to welcome all the cub scouts to the Des Moines Police Department.

CSO Seaberry did some follow-up to a neighbor problem in the Pacific Ridge neighborhood

to address specific patrol and community concerns. CSO Seaberry conducted a station tour and question/answer time for students at Rainbow

Lane Preschool. Several members of the department attended Ethic with a Twist training hosted by the City

and training was provided by WCIA.

MARINA

ADMINISTRATION Capital Improvement Program The staff is currently working on several small projects.

Security Cameras at Redondo. The installation of the CCTV security cameras at Redondo was completed in May and the cameras are on-line.

Activity Float Canopy. The contract for the Activity Float Canopy is nearly ready for the vendor to sign. The vendor and the engineer who did the calculations for the canopy design are doing some value engineering that may make the final design cheaper to build.

6th Ave. Stairway Gates. The vendor with the lowest bid has been selected and this project will start in June.

MAINTENANCE This is the time of year when the Marina is getting ready for the boating season. In May the Marina crew finished pressure washing the floating docks, including the fuel dock and guest moorage area and replacing decking on the covered moorage docks. They also cleaned the Promenade and the sidewalks around the Marina office. The staff also prepared the mounting plates for two of the sculptures that were loaned to the City as part of the Art Commission’s Sculpture Program. The following picture shows the bronze casting of a cormorant titled “The Illuminated One” by Leo Osborne. The sculpture was mounted on one of six pedestals that are part of the South Compass Rose Seat Walls. The pedestals were incorporated into the seat wall for future use as bases for potted plants, short flag poles, or in this case, art work.

Redondo always requires some effort to get in shape for the season. This year the crew built and installed two new boarding floats that replaces two of the original floats that are 33 years old now. They also replace several sections of hand railing board walk and they pulled wire for the installation of the new CCTV security cameras in the parking lot. SERVICE The weather in May was variable to say the least and fuel prices spiked early in the month but the month ended well with fuel sales that were up about 18% over May of 2012. The staff is hoping that the surge in fuel sales is an indicator of a busy season. Guest moorage was slow at the beginning of the month but the Bremerton Yacht Club brought 20 boats and spent the entire Memorial Day Weekend at the Marina which ended the month on a very positive note.
