    Address ing the Council : Section 2.04.210 of the Alhambra Municipal Code establishes the procedures foraddressing the Council. Any person wishing to address the Council during the meeting must complete a SpeakerRequest Card and submit it to the City Clerk.

    Enforcement of Decorum:The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintainingorder and decorum at the Council meeting.

    Persons Authorized to be Within Rail : No person, except City officials, their representatives, and newspaperreporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

    PUBLIC HEARINGS

    1. SECOND AMENDMENT TO THE 2013-2014 ANNUAL ACTION PLAN FOR SECTION108 LOAN REPAYMENT F2M13-35, N2M14-15, M2M14-32

    This is the time and place set by Notice No. N2M14-15 for the City Council to hold a

    public hearing on the proposed Second Amendment to the City of Alhambra 2013-2014Annual Action Plan to receive comment on the proposed changes. In addition, the City ofAlhambra is soliciting public comment with regard to the proposed reprogramming andutilization of CDBG funds.The City is seeking to amend the 2013-2014 Annual ActionPlan to increase funding to the CDBG funded Fremont Plaza Rehabilitation Section 108Loan Repayment activity by $579,542.25. The loan is scheduled to be paid in full in

    August 2015, but approval from HUD has been received to defease the debt obligation.Staff is seeking authorization to commit and spend unallocated program income funds toimplement the Section 108 Loan Repayment activity. On February 4th, staff presentedthe proposed Second Amendment to the Housing and Community Development Citizen

    Advisory Committee which unanimously recommended approval. The 30-day reviewperiod began February 5, 2014 and concluded March 7, 2014. No comments were

    received.

    Recommended Action: After receiving public testimony, the Mayor should closethe public hearing and, at the City Councils discretion, approve the Second Amendmentto the City of Alhambras 2013-2014 Annual Action Plan to increase funding to theSection 108 Loan Repayment activity by $579,542.25; and, authorize the City Managerto execute all required documents to complete the repayment transaction.     2. THIRD AMENDMENT TO THE 2013-2014 ANNUAL ACTION PLAN FOR THEHOMEBUYER PROGRAM F2M13-35, N2M14-18, M2M14-34

    This is the time and place set by Notice No. N2M14-18 for the City Council to hold apublic hearing on the proposed Third Amendment to the City of Alhambras 2013-2014

    Annual Action Plan to receive comment on the proposed changes. In addition, the City of

    Alhambra is soliciting public comment with regard to the proposed reprogramming andutilization of HOME funds. Staff is seeking authorization to increase the level of fundingcurrently allocated to the Homebuyer Program by $239,506 to provide funds related tothe acquisition, rehabilitation and/or new construction of housing for qualified First TimeHomebuyers. On February 4th, staff presented the proposed Third Amendment to theHousing and Community Development Citizen Advisory Committee and theyunanimously recommended approval. The 30-day review period began February 5, 2014and concluded March 7, 2014. No comments were received.

    Recommended Action: After receiving public testimony, the Mayor should closethe public hearing and, at the City Councils discretion, approve the Third Amendment tothe City of Alhambras 2013-2014 Annual Action Plan to increase funding to the

    3. ACCEPT DONATION: ALHAMBRA PUBLIC LIBRARY FOUNDATION F2M14-12,M2M14-29

    Staff requests that the City Council accept a gift of $10,000 from the Alhambra PublicLibrary Foundation to support the Civic Center Librarys services by funding

    enhancements to the Librarys Catalog System. Funds will be used to subscribe to suchservices as NoveList Select which will turn the Librarys existing catalog into a place forbook discovery, adding reader-focused features such as reading recommendations,series information, book reviews and more.

    Recommended Action: City Council accept with gratitude the gift of $10,000 fromthe Alhambra Public Library Foundation; instruct the Director of Finance to amend theLibrarys services budget accordingly; and direct the City Clerk to send a copy of theresolution accepting the donation to the Alhambra Public Library Foundation.     4. ACCEPTANCE OF DONATION FROM THE ROTARY CLUB OF ALHAMBRA F2M14-12, M2M14-30

    Staff requests that the City Council accept a donation of $1,000 from the Rotary Club ofAlhambra for sponsorship of the Spring Eggstravaganza on April 19, 2014 in AlmansorPark.

    Recommended Action: City Council accept with gratitude the $1,000 donationfrom the Rotary Club of Alhambra, intended to provide the needed funds for thehelicopter egg drop at the Spring Eggstravaganza at Almansor Park on April 19, 2014,into account number 101.60.46712 Private Contributions-Special Event Sponsorship;instruct the Director of Finance to increase the Community Services Community

    Programs Easter Egg Hunt account 101.60.6410.66310 by $1,000; and; instruct the CityClerk to prepare a certificate of commendation to formally recognize the Rotary Club of

    Alhambra for their generous gift. (M2M14-30)

    5. NIB: 2014 U.S.D.A. SUMMER LUNCH PROGRAM F2M6-60, N2M14-30

    Staff requests that the City Council approve of the Citys participation in the SummerFood Service Program for 2014 and authorize the staff to circulate a Notice Inviting Bids

    to secure a vendor to provide prepared lunches and snacks for the program. Distributionof lunches and snacks are proposed at Alhambra Park, Almansor Park, Granada Park,and Story Park, Monday through Friday, beginning June 2 through August 8, 2014,between the hours of 11:00 a.m. 2:00 p.m. (lunches) and 3 p.m. 4 p.m. (snacks),

    depending on the distribution site.

    Recommended Action: City Council approve participation in the 2014 SummerFood Service Program and authorize staff to circulate a Notice Inviting Bids toprospective vendors to provide lunches and snacks for said program.

    6. RFP: PROFESSIONAL DESIGN AND ENGINEERING SERVICES FOR THE SEWERPLANT NO. 2 AND SEWER MAINLINE REPLACEMENT PROJECT F2M14-27,RFP2M14-4

    Staff requests that the City Council approve the distribution of a Request for Proposals

    (RFP) for professional design and engineering services for the Sewer Plant No. 2 andSewer Mainline Replacement Project. The Sewer Master Plan completed by the City of

    Alhambra in 2007 identified this project as a necessary replacement to improve theaging infrastructure with the primary consideration of health and safety of the public andthe protection of the environment by minimizing the possibility of sewage spills andoverflows. Although the existing sewage lift station has been well maintained, it is wellbeyond its life expectancy. The proposed project will include design and engineeringservices, which includes creating plans and specifications.

    Recommended Action: City Council approve the distribution of a Request forProposals for design and engineering professional services to prepare plans andspecifications for the Sewer Plant No. 2 and Sewer Mainline Replacement Project; and,

    direct staff to undertake the steps necessary to finalize Councils action.

    7. RFP: PROFESSIONAL DESIGN AND ENGINEERING SERVICES FOR THE SEWERMAINLINE REPLACEMENT PROJECT ON ROSS AVENUE BETWEEN EDGEWOOD& CAMPBELL AVENUE F2M14-28, RFP2M14-5

    Staffrequests that the City Council approve the distribution of a Request for Proposals(RFP) for professional design and engineering services for the Sewer MainlineReplacement Project on Ross Avenue between Edgewood and Campbell Avenue. TheSewer System Rehabilitation Plan completed by the City of Alhambra in 2009 identifiedthis pipe to be classified as a Severe Condition. This Project replaces 1800 feet of

    existing 20 sewer mainline located on Ross Avenue between Edgewood and Campbell.This main is a transmission main that terminates into the County Sanitation District atNew Avenue.

    Recommended Action: City Council approve the distribution of a Request forProposals for design and engineering professional services to prepare plans andspecifications for the Sewer Mainline Replacement Project on Ross Avenue betweenEdgewood and Campbell Avenue; and, direct staff to undertake the steps necessary tofinalize Councils action.

    8. RFP: CONTRACT OPERATIONS OF ALHAMBRA COMMUNITY TRANSIT (ACT)AND SENIOR RIDE F2M14-29, RFP2M14-6

    Staff requests that the City Council authorize staff to distribute a Request for Proposals

    (RFP) for Contract Operations of Alhambra Community Transit (ACT) and Senior Ride.The City has provided contracted Senior Ride paratransit operations since 1987. TheCity has also provided contracted fixed-route transit operations since October 1995. Thecurrent operator has been providing transportation services for the Citys ACT andSenior Ride program since 2003 and their contract expires June 30, 2014. Prospectiveoperators will provide drivers for the ACT and Senior Ride buses. The contractor willalso be responsible for all maintenance of the bus/vehicle fleet and operation issuesconcerning the bus routes for ACT and Senior Ride scheduling. The City provides thefuel for the vehicles of both systems.

    Recommended Action: City Council authorize staff to distribute a Request forProposals for Contract Operations of Alhambra Community Transit and Senior Ride

    commencing July 1, 2014; and, direct staff to undertake the steps necessary to finalizeCouncils action.

    9. UTILITIES DIVISION STAFFING F2M14-2, F2M14-16, M2M14-31

    Due to new regulatory mandates by the Regional Water Quality Board, agenciesthroughout California have to assume more work on the sewer system. This workincludes installation and maintenance of filters in wet and dry weather, manhole repairs,video inspection of sewer lines, jetting the sewer lines and sewer station pumpmaintenance. In order to be able to meet the new mandates, staff proposes

    increases in staffing levels. Staff recommends the hiring of an additional supervisor to

    oversee the sewer system work. Currently there is one supervisor who oversees boththe water and sewer system crews. In order to meet the increased work levels, staff isrecommending the hiring of two additional Utility Worker IIs and requesting the hiring ofa part-time Clerical Assistant III to assist staff with the additional paperwork.

    Recommended Action: City Council approve the creation and hiring of three newfull time positions, one Supervisor and two Utility Worker IIs and one part time Clerical

    Assistant III position in the Utilities Division of the Public Works Department; and, directstaff to undertake the steps necessary to finalize Councils action. (M2M14-31)

    10. ALLEY DEDICATION: 1820-1822 SOUTH FIFTH STREET- F2M14-8, M2M14-33,

    D2M14-2005

    As part of the approval for the project located at 1820-1822 South Fifth Street, a 2 footalley dedication was required. The document and legal description has been completedand it has been reviewed and approved by the City Engineer.

    Recommended Action: City Council adopt Minute Order No. M2M14-33 as follows:

    RESOLVED by the Alhambra City Council as follows: This Council herebyaccepts that certain EASEMENT (Deed No. D2M14-2005) from Lisa

    Shiu-Huey Lee, granting to the City of Alhambra an easement for publicalley purposes and and appurtenant facilities the real property in the Cityof Alhambra, County of Los Angeles, State of California, described asfollows:

    The easterly 2.00 feet of Lot 13 in Block 7 of RamonaPark, in the City of Alhambra, County of Los Angeles,State of California, as per Map recorded in Book 11 Page114 of Maps, in the Office of the County Recorder of saidCounty;

    and, directs staff to undertake the steps necessary to finalize Councils action.

    11. APPROVE PURCHASE OF A SINGLE FAMILY HOME AT 2037 SOUTH FIFTHSTREET F2M14-30, F2M13-35, C2M14-11, M2M14-35,

    Staff requests City Council authorization to purchase a single family home located at2037 South Fifth Street with the intent to rehabilitate it and sell it as part of the First TimeHomebuyer Program. The City will utilize U.S. Department of Housing and UrbanDevelopment (HUD) HOME funds and City Housing Asset Funds for the purchase andrehabilitation.

    Recommended Action: City Council take the following actions: 1) Authorize theappropriation of funds from the HOME and Housing Asset Funds in the amount of$470,000 to the Housing Asset Fund; 2) Approve entering into a Purchase and Sales

    Agreement with Joint Escrow Instructions with Lucas Adame and Maria C. Rodriguez forthe property located at 2037 South Fifth Street; 3) Authorize the City Manager and/or herdesignee and the City Attorney to prepare the necessary documentation, including thePurchase and Sales Agreement and Joint Escrow Instructions; and, 4) Authorize the CityManager to sign all necessary documents to complete the transaction, subject to theterms outlined in the Director of Development Services report dated March 10, 2014 forthe purchase of the property at 2037 South Fifth Street.     12. CLASS SPECIFICATION: UTILITIES OPERATIONS MANAGER F2M14-2, M2M14-36

    Before a class specification becomes effective, it must be approved by the City Council.An assessment by the Public Works Department and the Personnel Departmentsustained the need to rename the General Manager to Utilities Operations Manager toaccurately reflect the title, duties and qualifications of this classification. Therefore, staffrequests that the City Council approve the adoption of the class specification for theposition of Utilities Operations Manager.

    Recommended Action: City Council adopt the class specification for the position ofUtilities Operations Manager as described in the Assistant City Manager/PersonnelDirectors March 10, 2014 report on file in the Office of the City Clerk. (M2M14-36)

    Recommended Action: City Council ratify the actions of the City Manager set forthin that certain Personnel Actions document dated March 10, 2014 showing the various

    appointments, classifications, salary changes, etc., since the last City Council meeting.

    14. DEMANDS - F2M14-1

    Recommended Action: City Council approve as submitted Final Check List(152408 thru 152579) in the amount of $457,293.53 for the period ending February 21,2014, Schedule of Wire Transfers in the amount of $1,302,741.08 for the week endingFebruary 7, 2014, Schedule of Wire Transfers in the amount of $1,705,911.46 for theweek ending February 14, 2014 and Schedule of Wire Transfers in the amount of$1,458,031.98 for the week ending February 21, 2014; and, Final Check List (152580thru 152801) in the amount of $561,581.76 for the period ending February 28, 2014.

    ORDINANCES SECOND READING

    15. ORDINANCEAMENDING CHAPTER 14.04 OF THE ALHAMBRA MUNICIPAL CODETO PROHIBIT FEEDING OF WILD ANIMALS IN CITY PARKS AND PUBLICGROUNDS F2M14- 16, O2M14-4653

    Staff requests that the City Council consider second reading and adoption of anordinance that will amend Chapter 14.04 of the Alhambra Municipal Code to prohibit thefeeding of wild animals in City parks and public grounds. Eliminating unnatural foodsources will help encourage the wildlife in the parks to migrate in a natural way and

    reduce overpopulation at the lakes thereby mitigating the problems associated with thewaterfowl overcrowding and overpopulation.

    Recommended Action: City Council direct the City Attorney to give second readingby title only to the following ordinance entitled:

    Ordinance No. O2M14-4653: An Ordinance of the City Councilof the City of Alhambra, California, amending Chapter 14.04 of the

    Alhambra Municipal Code to prohibit the feeding of wild animals inCity parks and public grounds

    after which the Council, by motion, may adopt Ordinance No. O2M14-4653.

    16. STORMWATER LOW IMPACT DEVELOPMENT ORDINANCE - F2M13-54, O2M14- 4654

    Staff requests that the City Council consider second reading and adoption of a LowImpact Development (LID) ordinance. The City has authority under the California WaterCode to adopt and enforce ordinances imposing conditions, restrictions and limitationswith respect to any activity which might degrade the quality of waters of the State. Inorder to participate in a Watershed Management Program and/or Enhanced Watershed

    Management Program, the Municipal National Pollutant Discharge Elimination System(NPDES) permit requires permittees to develop and implement a Low Impact Development(LID) ordinance. The Citys existing Alhambra Municipal Code Chapter 16.36 must beamended to make the City compliant with the Order and demonstrate that the City has the

    legal authority to manage rainwater and urban runoff while mitigating the negative impactsof development and urbanization.

    Recommended Action: City Council direct the City Attorney to give second readingby title only to the following ordinance entitled:

    Ordinance No. O2M14-4654:An Ordinance of the City Council ofthe City of Alhambra amending in full Alhambra Municipal CodeChapter 16.36 Standard Urban Storm Water Mitigation PlanImplementation (SUSMP) and replacing with new Chapter 16.36Stormwater Low Impact Development (LID) Standards

    after which the Council, by motion, may adopt Ordinance No. O2M14-4654.
