Supervised Consumption Urgent Needs Site Operational Budget

Report Summary This report provides a recommendation regarding the overview of the operating budget details for a supervised consumption urgent needs site at Energy Court, submitted and operated by Réseau ACCESS Network.

Resolution THAT the City of Greater Sudbury approves the operating budget for a supervised consumption urgent needs site, as outlined in the report entitled “Supervised Consumption Urgent Needs Site Operational Budget”, from the General Manager of Community Development, presented at the City Council meeting on June 29, 2021; AND THAT funding for the site be treated as an un-budgeted expense in 2021 for the remainder of the year and a maximum amount of $1.1 million be added to the 2022 draft budget to be funded on the tax levy; AND THAT staff provide an update to Council in advance of the 2022 budget with regards to the Provincial application process for funding. Relationship to the Strategic Plan, Health Impact Assessment and Community Energy & Emissions Plan (CEEP) This report supports Council's Strategic Plan in the area of Quality of Life and Place as it aligns with the Population Health Priorities of Indigenous Youth, Mental Health, Housing, and Healthy Streets by reporting on persons who are homeless or at risk of homelessness. This report has no relationship to the Community Energy and Emissions Plan.

Financial Implications The draft budget for the supervised consumption urgent needs site is approximately $1.1 million. If approved, approximately one quarter of this budget, or $274,000 will be expensed in 2021 based on a start date of September or October. These costs will be treated as an unbudgeted expenditure, which will form

part of the organization’s year-end position. A maximum amount of $1.1 million will be required to be added to the 2022 draft budget and be funded on the tax levy. An extension by Council will need to be approved on a yearly basis until such time as provincial funding sources become available.

Background On May 25, 2021, the Community Drug Strategy Committee (CDS) provided City Council with an update regarding the Supervised Consumption Site (SCS) project (See Reference 1). Council passed a motion calling for staff to continue supporting the Community Drug Strategy Committee and its partners by assessing all possible properties and locations that could be suitable for hosting a supervised consumption site and to continue supporting the preparation of a federal application for a supervised consumption site. Council requested that staff provide an update to City Council at its June 15, 2021, meeting (See Reference 2 and 3).

The City’s Real Estate Section subsequently met with members from the CDS to discuss their analysis of properties and review the ministry defined criteria to locate a suitable location for a SCS.

The CDS undertook a needs assessment and feasibility study to determine the characteristics of a suitable site for a SCS. It was determined that the site should be located in a centralized location in the downtown core, in close proximity to and integrated with other health, social and harm reduction services.

In an update report to Council dated June 15, 2021, City Council approved Energy Court as the location for a supervised consumption urgent needs site and that the setup costs be funded from the Tax Rate Stabilization Reserve – uncommitted, in an amount not to exceed $800,000 (See Reference 4).

The CDS is pursuing an application for an urgent public health needs site as an interim solution while the permanent application continues. Federal and Provincial funding is not available for a temporary supervised consumption site and therefore Réseau ACCESS Network was asked to submit a draft budget based on working knowledge of other sites in Ontario.

Operational Budget Réseau ACCESS Network was selected through a process with Public Health Sudbury and Districts (PHSD) to be the operator of the SCS. Their budget, which totals $1,094,021, represents one year of operations which is intended to operate between the hours of 9:00 am to 9:00 pm, every day, with public availability from 10:00 am to 8:00 pm. The operating budget represents approximately $274,000 for the remainder of 2021 and would be treated as an unbudgeted expenditure, which will form part of the organization’s 2021 year-end position. The funding for 2022 to a maximum of $1.1 million would be added to the 2022 draft budget which would be funded on the tax levy. Next Steps If approved by Council, a grant will be provided to PHSD to fulfill an operating agreement with Réseau ACCESS Network. PHSD will provide oversight of the operating agreement and updates to Council will be provided on Ministry funding commitments along with program development and outcomes. Resources Cited
