Sydney,withitsharbour,surviving19thCenturybuildings,iconicOperaHouse,late20thand21stCenturyarchitecture,anditsmildclimateregularlyrankshighlyinglobalsurveysofdesirableplacestolive,workandvisit.TheCity’sSustainableSydney2030PlanpromisestofurtherestablishSydneyasaclearleaderindiversefacetsofthebuiltandnaturalenvironment,andinthenurturingofasustainableandculturallyvibrantcity.Theactiveinclusionofartworkcommissions,temporaryexhibitions,installationsandeventsareintegraltothisvision.

Developingacontemporaryinterpretationofthecontributionofpublicarttotheurbanspacesandlandscapeofacityrequirescarefulconsiderationofthespecificcontext,thestudyingofarangeofappropriateartisticoptions,teamworkamongcontributingprofessionals,andcarefullyplannedstrategiesandstaging.

FoundATIons In PublIC ART

TheCityofSydneyhassomeoftheoldestmonumentsinthenationcollectedundertheSydneyOpenMuseumProgram.

Thisprogramwasestablishedin1990tovalueandcarefortheCity’scollectionofstatues,memorialsandfountainsthatplayasignificantroleinreflectingtheidentityofSydney.

Afocusonpublicartre-emergedinSydneyinthe1990s,atthetimeofplanningforpublicimprovementsinthecitycentreintheleaduptotheSydney2000OlympicGames.TheCity’sPriorityOnecapitalworksprojectsandtheSydneySculptureWalkintegratedanumberofmajorpublicartworksintotheCityandtheRoyalBotanicGardens.

FollowingtheamalgamationwithSouthSydneyCouncilin2004,anewpublicartprogramwasdeveloped,guidedbythediversityofthecityandaimingtocelebrateitscreativityandculture.The

programincludedtheappointmentofthePublicArtAdvisoryPanel,areviewofmaintenanceandconservation,developmentofnewtemporaryartprograms,andnewpermanentcommissions.TheprogramhaspursuedtheintegrationofpublicartinmajornewdevelopmentaswellasintheCouncil’sowncommunityfacilities,parksandstreetimprovements.

RecentsuccessesincludeartworksfusedwithculturalandorheritageinterpretationsuchasBullets and Bibles 2008byFionaFoleyinRedfernParkandtheplayfulschoolfence,Skippedy Skip2007byNuhaSaad,includedintheupgradeofGlebePointRoad.

SustainableSydney2030wasdevelopedprimarilytoaddressthefactthatcitiesaretheworld’slargestemittersofgreenhousegas.TheCityofSydneytalkedtothecommunitytodiscoverwhatsortofacitySydneyresidentsandworkerswanted.TheCityengagedthe“bestandbrightest”mindstodevelopalong-termstrategicplanforthecitythatwouldrespondtosignificantconcernssuchaspopulationgrowth,housingaffordability,transportcongestionandclimatechange.TheoutcomewasavisionforaGreen,GlobalandConnectedcitywhichnowdrivesalltheCouncil’splansandactions.

TheCityArtPublicArtStrategywasproposedinSustainableSydney2030toincreasetherangeandexperienceofpublicartinthecitycentreandacrossthevillagesofthelocalgovernmentarea.

DevelopingavibrantandcreativecitywillrequirekeyareasofCounciltocollaborateontheCity’sculturalplanninganditsimplementation.ThiswillrequireanintegratedapproachtodeliveringmajorurbanrenewalandCitytransformationprojectswiththeStateGovernmentandotherdevelopmentpartnersaswellasCityofSydneycapitalworksprojects,CityEventsandCommunityLivingservices.

ThisstrategyisfocusedonguidingthedeliveryofpublicartprojectsandincludesactionplansforeightguidingprinciplesforimplementingpublicartoverthelifeoftheSustainableSydney2030Plan.ItidentifiesopportunitiesandapproachestoprovidingpublicartrangingfromcommunitybasedlocalworksinVillageCentres(referredtoasActivityHubsinSustainableSydney2030)toiconicnewmajorartprojectsattractingbusinessandvisitorstoSydneyandrecognisingtheCity’spre-eminentroleasachampionforthesustainableproductionandcelebrationofculture.

TheEoraJourneyprojectwillspanthebreadthofculturalplanningandwillbebuiltonafoundationofcloseengagementwiththecity’sAboriginalcommunity.TheCityofSydneyAboriginalAdvisoryPanelwillguidetheCityindevelopinganddeliveringtheproject.

ItisenvisagedthattheEoraJourneywillinvolvefourcomponents:

• AnAboriginalKnowledgeCentre

• AsignatureeventcelebratingAboriginalheritage

• RecognitionofAboriginalheritageinpublicplacesusingpublicart,interpretationandplacenaming

• AnAboriginalemploymentandleadershipprogram

ThisstrategyproposesanewmajorAboriginalartworktomarkthestartoftheEoraJourneyproject.ThiswilldemonstratetheCity’scommitmenttoAboriginalpeople,pastandpresent-lookingtothefuturewhilerecognisingthestoriesofthepast.

CulTuRAl RIbbon And The lIveAble gReen neTWoRk

TheCulturalRibbon,theothermajorculturalproposalofSustainableSydney2030,isaforeshorewalklinkingleadingculturalinstitutions.AlongwiththeEoraJourney,theCulturalRibbonwillbeakeyculturalpathwayontheCity’sproposedLiveableGreenNetwork.TheCulturalRibbonwilllinkthePowerhouseMuseumandMaritimeMuseumatDarlingHarbourtofutureculturalvenuesatBarangaroo,toCircularQuayandtheOperaHouseandontotheArtGalleryofNSWandtheAustralianMuseum.

AswiththeEoraJourney,theCulturalRibbonisapartnershipprojecttopromotetheculturallifeandexperienceoftheCity.Itsinclusioninthisstrategywillenableittobedevelopedwithinthestrategy’sbroader

approachtodeliveringpublicart.

ThedevelopmentoftheLiveableGreenNetworkwillprovideopportunitiesforpublicarttobeintegratedintoacity-widewayfindingsystemwhichwillreinforcepedestrianandcyclinglinksacrossthecityandsouthtoRedfern,theGreenSquareTownCentreandtheAlexandraCanal.

The Council of the City of Sydney has committed to the recognition of Aboriginal Heritage in the City by announcing a new Aboriginal Knowledge Centre by 2012 as part of the Eora Journey project.

The Council of the City of Sydney has undertaken to recognise Aboriginal Heritage in the city with events, the creation of a new Aboriginal Knowledge Centre, mentoring programs and by weaving Aboriginal stories into the fabric of the city. Together these programs form the Eora Journey Project.

ThisProjectwillcelebrateandsharethestoryoftheworld’soldestlivingculture.TheideafortheEoraJourneywasdevelopedbyMerrimaAboriginalandTorresStraitIslanderdesignstudioafterparticipatingintheAboriginalcommunityconsultationassociatedwiththedevelopmentoftheSustainableSydney2030Plan.ItrespondstoideasfromtheAboriginalandTorresStraitIslanderandbroadercommunities.

TheCityArtPublicArtStrategyprovidesforanoverlayofculturalinterpretationandartinthefutureplanninganddesignoftheCity’sstreets,cyclingandwalkingpaths,laneways,parks,squaresandplazas.ThestrategyisunderpinnedbyextensiveconsultationandcommissionedresearchundertakenonbehalfoftheCityindevelopingSustainableSydney2030.

JanGehl’sPublicSpaceandPublicLifeSydneyStudy(2007),calledforpublicarttoanimatethelifeandexperienceofSydneyandprovideimportanttouchstonesforthesenseofplaceandlegibilityofthecity,itshistoryanditspeople-especiallytheoriginalcustodiansoftheland,theGadigalpeopleoftheEoraNation.

ConsultationforSustainableSydney2030emphasisedtheimportanceofcultureandcreativityintheCitytoourlifestyle,tocommunitybuilding,tothecreativeeconomyandtotheidentityofSydney.SustainableSydney2030recognisesthatcreativityisdependentontheinteractionofcreativepeopleandanenvironmentthatgivesaccesstostimulatingwork,productionandperformancespaces.Itidentifiesthepublicdomain-thepublicspacesofthecity-asthefocusofmanyoftheseinteractionsandthusthecanvasforcreativityinthecity.

SustainableSydney2030isthekeydocumentguidingtheimplementationofPublicArtattheCityofSydneyandwilldrivetheprioritisationofprojects.

The Public Art Advisory Panel

PublicartprojectswillbedevelopedthroughtheCity’sPublicArtAdvisoryPanelwhichsupportstheCityofSydneyCouncil’scommitmenttoahighqualityprogramofpublicartacrossthelocalgovernmentarea.

The Project Delivery Process

TheCityDesignandPublicArtunitswillplayakeyroleindeliveringpublicartwiththehelpofmanyotherCouncilunits.

Placemaking and Sustainability

Placemakingisatermthatdescribeshowimpersonalcityareascanbemademorewelcomingbycreatinga“senseofbelonging”or“senseofplace”.Gooddesignandpublicartareimportantwaysoftransformingspaceintoplacesthatpeopleandcommunitiescanidentifywithandown.

ThedevelopmentoftheSustainableSydney2030Planincludedresearchintothecity’sculturallifeinordertoidentifyitsstrengthsandweaknesses.Sydneyisrecognisedforhavingarangeofculturallydiversecommunitiesandahighconcentrationofworld-classculturaldestinations,butalsoforbeinganexpensivecityespeciallyforartistsandcreativeindustries’workers.

TheCityinvitedculturalprofessionalstoparticipateandofferadviceinthepreparationoftheplanataseriesofculturalroundtablesandone-on-onediscussions.ConsultationwasalsoheldwiththeAboriginalcommunitieswhovoicedaclearconcernforgreaterrecognitionofAboriginalandTorresStraitIslandercultureintheCity.

Throughotherpublicconsultationandsurveysitwasfoundthat84percentofCityresidentsbelieveadiversemixofpeopleandculturesintheCityisimportant.Itwasalsofoundthat87percentofpeoplehighlyvalueandrespectAboriginalcultureandheritage.

AsaresultofthisresearchandconsultationtheCounciloftheCityofSydneyincludedinSustainableSydney2030akeydirectiontosupportaculturalandcreativecityinordertofostervitality,participationandengagement.

A CulTuRAl And CReATIve CITY

ThefourobjectivesforcreatingaculturalandcreativeCityinSustainableSydney2030are:

SustainableSydney2030envisages10VillageCentresacrosstheCityasawayofbuildingasenseofcommunityandsupportinglocaleconomies.BuildingontheCouncil’searlierCityofVillagesvisionandLocalActionPlansthataimedtodeliverimprovementsatalocallevel,VillageCentreplanningwillenhancethedistinctivecharacterofplaceswhileprovidingafairdistributionofcommunityinfrastructureandsupportforsmallbusinesses,includinglocalartistsandcommunityorganisations.

ThePublicArtAdvisoryPanelestablishedbytheCityofSydneyCouncilin2007,consistsofadiversegroupofprofessionalartists,curatorsandarchitectswhoprovideindependentpublicartadvicetoCouncil.(Panelmemebersarelistedonpage9).MeetingsareopentotheLordMayorandCouncillorstoattend.

Co-ordinatedbytheCity’sPublicArtUnitandCityDesignUnit,thePublicArtAdvisoryPanelmeetsregularlytoreviewpublicartpolicyandstrategy,developpublicartprojectideasandassesspublicartprojectslinkedtomajordevelopmentapplications.

ThePanelprovidesadvicetostaffonpublicartproposalsbytheCityandtheprivatesector.StafffromthePublicArtUnitorCityDesignUnitprovidethisadviceaspartofareferralprocesstotheCity’sDevelopmentAssessmentUnitforapplicants.

SincethePanel’sestablishmentin2007around100artist’sprojectshavebeencommissioned,bothtemporaryandpermanent,tomuchacclaim.

ThePublicArtAdvisoryPanelareapprovedbyCouncileverytwoyears.AregularreviewofthePanelisundertakentobalancethePanel’sskillswiththerequirementsofimplementingthePublicArtStrategy.

OneofthePanel’skeyrolesistoprovidetheCitywithcuratorialadvice.OntherecommendationofthePaneltheCitywilloccasionallyengageapublicartcuratortosetacuratorialdirectionforaproject,tohelpselectartists,andtoguideartiststhroughthedevelopmentanddeliveryofaproject.(seeCityArt-ProjectDeliveryonthenextpage)

Engagingacuratorforapublicartprojectisnowaninternationallyrecognisedmeansofcreatinghighqualitypublicartincities.

AcuratorialselectionprocesshasbeenusedsuccessfullybytheCityonanumberofcapitalworksandtemporaryartprojects.Thecuratorprovidesspecialistknowledgeandsupporttoartistsandensuresthatartistshavethetimeandskilltodevelopconceptproposalsfullyfrominitialstages,throughdesigndevelopmenttofinalcommissioning.TheCityisinvestigatingdevelopingaregisterforcuratorstobereviewedeverytwotothreeyears.Seethenextpage.

Whethernominatedbyacurator,engagedthroughanopencompetitiveprocessoraspartofamulti-disciplinarydesignteamonacapitalworksprojectornewdevelopment,proposalsfornewpublicartworksarepresentedtothePublicArtAdvisoryPanelforendorsementbeforebeingrecommendedtoCouncilforapproval.

Evaluation and approval of all public artworks proposed by the City of Sydney, the private sector, other public authorities, individuals and other groups in the City of Sydney local government area will be based on the following criteria:

TheCityofSydney’sprocessofcommissioningnewworksvariesaccordingtoprojectideas,budgetsandscale.TheprocessconformswithlocalgovernmentlegislationandwiththeCity’sProcurementPolicywhichensuresfairnessandtransparency.

TheCitybalancesopen,curatedandinvitedselectionprocesses,outlinedbelow,carefully.Arangeofcommissioningprocessesandbudgetsprovidesflexibilitytoachievedifferentobjectives.Thisapproachprovidesopportunitiesforallartistsonmostartworks,withtargetedselectionprocessesforprojectsengagingspecificculturalgroups,suchasinChinatownorontheproposedEoraJourney,oronmajorprojectsprovidingopportunitiesforAustralianartistsbasedoverseasandartistsofdifferentnationalities.OverthepastfouryearstheCityhascommissionedover100artiststoworkonprojectsofvariousscalewithmorethanfiftypercentofcommissionsopenlyadvertisedtoabroadrangeofartists.

ThestrategyandbriefforeachnewpublicartworkisdevelopedbytheCityandthePublicArtAdvisoryPanel(PAAP)toreflectthespecificrequirementsoftheproject.

TherearefourwaysthatpublicartisprocuredattheCityofSydney.

1. Open Expressions of Interest and Requests for Proposals. FromtimetotimetheCityinvitesartiststhroughpublicexpressionsofinteresttomakeproposalsfortemporaryandpermanentpublicartworks.

2. Invititation to artists nominated by the PAAP ThePublicArtAdvisoryPanelrecommendssuitableartiststointernalCitydepartmentsandtoprivatesectorpartners.

3. Invitation to artists nominated by a competitively appointed Curator.Curatorsareappointedbasedontheirparticularcuratorialstrengthsandtheartiststheynominateforprojects.

4. Artists nominated by a competitively appointed tenderer for capital works and major projects. TheCityrequeststendererstonominateartistsinselectedcapitalworksprojectsandencouragestheprivatesectortoincludehighqualitypublicartindevelopmentsthroughtheplanningapprovalprocess.

ThefourmaintypesofpublicartprojectsdeliveredbytheCityofSydneyCouncilare:

1. Permanent Art Projects

TheCitycapitalworksprogramincludesintegratedpublicartprojectsandstandaloneiconicprojects.ThecapitalworksprogramwillbereviewedannuallybythePublicArtAdvisoryPanelforopportunitiestoincorporatepublicartwhereappropriate.TheCitywillendeavourtoengageartistsfortheircontributionsearlyoninlargecomplexurbanprojectssuchasGeorgeStreet,TownHallSquareetc.Artistsmaybeengagedthroughadvertisedpublicexpressionsofinterestorattheinvitationofacompetitivelyprocuredcurator,orothermeansinlinewithCouncil’sProcurementPolicy.

2. Temporary Art ProjectsTheCitymanagesarangeoftemporaryartprojectsbyrequestingsubmissionsfromartists.Morerecentlycuratorshavealsobeensoughtthroughopenpublicprocessestodevelopthemesandcontemporaryartprograms.

3. Conservation ProgramTheCitymanagesanextensivecollectionofheritagemonumentsandcontemporaryworksandundertakesacomprehensivemaintenanceprogramtorestoreandpreservetheseitems.

4. PartnershipsTheCityArtPublicArtStrategyandAcquisitionandDe-accessionGuidelinesprovideaclearframeworkforCounciltoenterpartnershipstodeliverpublicartintheCity.

Public Art in New Developments

ThemethodsofprojectdeliveryoutlinedherearetheprocessesoftheCityofSydneyCouncilandarealsorecommendedfordevelopers.GuidelinesforPublicArtinNewDevelopmentsareprovidedseparatelytodevelopers.

Developing a Curatorial Register

ThedevelopmentofaCuratorialRegisterwillenabletheCitytoengagecuratorstoassistindevelopinghighqualitypublicartprojectsandwillprovidetheprivateandindependentsectorwithresourcestoimplementpublicartprograms.InvestigationsintodevelopingArtistRegistershaverevealedthatartistscanbedisadvantagedbythisprocessandtheycanbecostlyforCounciltoservice.

TheCity’sengagementofcuratorsisthroughacompetitiveprocesswhichensuresthattheCityisinformedofthelatestdevelopmentsinartandachievementsofemergingandestablishedartistsalike.TheestablishmentofaCuratorialRegisterwouldseektocontinuethisimportantprocess.

Making a Public Art Proposal to the City of Sydney

TheCityofSydneyencouragesartistsandothercreativepeopletomakeproposalsforpublicarttoanimateandenliventheCityanditsvillagesinlinewiththeprinciplesinthisPublicArtStrategy.Whileprojectscanvary,theCityencouragesindividualsandgroupstofollowsimilarprocessestoengageandcommissionartistsasindicatedabove.

ThePublicArtUnit,CityDesignUnitandotherareasofCouncilcanprovidesupporttoproponents.TheCityrecommendsthatindividualsandgroupsexploretheopportunitiesprovidedbytheCity’sAnnualGrantsprogramtofundprojects.ItshouldbenotedthatapplicationsforCommunityandCulturalGrantsneedtobemadethroughanot-for-profitorganisation.TheCitywilldevelopinformationformakingproposalsontheCityArtwebsite.ForfurtherinformationproponentsshouldcontactthePublicArtUnitatpublicart@cityofsydney.nsw.gov.au

TheexpertiseofthePublicArtAdvisoryPanelwillberequiredtomakejudgementsusingthesequalitativemeasures.

TheImplementationPlanwillensurethatCityArtisavitalcomponentofCouncil’sactivitiesbyprovidingmeaningandasenseofidentity,aswellassupportingartists,tourismandinnovationtomakeSydneyatrulyculturalandcreativeCity.

TheCityofSydneytakesanintegratedapproachtoplacemaking-turningimpersonalareasintomeaningfulplacesbycreatingaspecialsenseofbelonging.TheCityArtPublicArtStrategywillenablepublicarttobecomecentraltoplacemaking.

Throughacombinationofarchitecturaldesign,urbandesignandpublicarttheCitycanmakethestreets,squaresandparksofthecityplacesthatgiveasenseofbelonging,excitementorrespite.Artistscancontributetothedesignofthefunctionalelementsinthepublicdomainsuchasrailings,pavingdesign,bridges,streetfurniture,lightingelementsandsignage.

However,artmakingincontemporarycitiesisadiverseactivitythatengagesartists,designers,historians,urbandesigners,plannersandarchitectsandmanyothers.InterpretingandreflectingthesocialandpoliticalmoodoftheCity,publicartisoftenaprocessofinfusingplaceswithstoriesofhistoricalandcommunitysignificance.

Artworksinpublicplaceshaveaspecialability-usinghumour,dramaandsensitivity–tocaptureandchallengethemyriadforcesatplayinsociety.

Artistscancontributesignificantlytothedesignandrenewalofpublicspacesatanearlystage.Whenitcomestoshiftingpublicperceptionandtransformingthecharacterofaplaceandthewaythatpeopleengagewithit,suchastheproposedtransformationofGeorgeStreet,artistsareoftenlessconstrainedintheirthinkingandmorewillingtoaskdifficultquestionsandtakerisksthroughouttheprocess.

Artistsareconstantlyredefiningwhatmakesart.Perceptionsofpublicartandagendasareregularlychallenged,asonesystemofart-makinggiveswaytothenext.

Theabilitytoadaptandinnovateisessentialtothecreationofadynamicandresilientcommunityandeconomy.Publicartworkshavethecapacitytoexpressthequalitiesofaparticularmomentorplace,

tostimulatedebateandengagepeopleinthemakingofthecity.

Acrucialfunctionofpublicartistosupportadiverseandtolerantsociety.Publicartcansupportdemocracy,demonstratingthatcitiesareplacesleadingpositivechangewhereideascanbeopenlydiscussedanddebatedwithoutfear.

Culturecanbeseenasanopportunitytoconfrontconflict,aswellasbeinganexpressionofapeopleandaplace.Asaplanforasustainablefuture,fortheCityofSydneyanditscommunity,SustainableSydney2030reflectscommunityconcernsforsafety,inclusiveness,diversity,toleranceandbelonging.

SustainableSydney2030setsatargetforgreatercommunitycohesionwhichtouchesonmanyofCouncil’soperations.Theseinclude:supportinghomelesspeople,providingvisitorsandresidentswithinformationindifferentlanguages,supportingcommunityaccesstonewexperiencesandlife-longlearning,enablingpeopletoparticipateindecisionmakingandlearningabouttheirneighboursthroughvariousformsofcommunityengagement.

Opportunitiestoengagevariouscommunitiesofinterestthroughlocal,permanentortemporaryartprojectscanalsoplayakeyroleinincreasingsocialcohesion.Understandingandtolerancesharedbyadiversecitycommunitysupportsthecreativeeconomyandattractsinnovativepeopletoworkintheknowledgeandcreativeindustriesofthecity.

TocomplementtheworkbeingundertakenbyotherareasofCouncilresponsibleforcommunityandsocialservicestheCityDesignandPublicArtUnitswillengagewithAccessibleArtstointegrateuniversalprinciplesintotheplanninganddesignofallpublicartprojectstoensurethatpublicartprojectsareaccessibleandabletobeenjoyedbyeveryone.TheCitywillinvestigateopportunitiesinanumberofplannedpublicartprojectssuchastheCulturalRibbonandEoraJourneytodevelopprojectsspecificallytoenableartistswithadisabilitytoparticipateinthecreationofthesesignificantprograms.

Integratedintocitydesign,artworkswereplacedatfocalpointsorattheendoflongvistas.Aswellasprovidinginspirationandhonouringthepersonoreventportrayed,theyweredesignedtocelebratetheplaceandthecityitself.

Makingacitylegiblehelpsvisitorsandresidentsunderstanditsspatiallayoutsotheycanmoveaboutandexperienceitwithease.Visualcuesandexperiences-forexampleglimpsingthesailsoftheOperaHousefromMacquarieStreetorseeingtheCokesignatKingsCrossfromHydePark-enableuserstoknowwheretheyareandbetterengagewiththecity.Theselandmarksandcuescanbepublicworksofart,givingtheCityofSydneyanotherreasontosupporttheinnovationofartistsindefiningthephysicalnatureofthecityanditsimpactonoursensibilities.

TohelpachievetheCityofSydney’svisionforapedestrianandcyclingcity,theCityArtPublicArtStrategyprovidesopportunitiesforartistsandurbandesignerstodeveloplandmarkprojectsandtemporaryworksinpublicspaceswiththeaimofimprovinglegibilityandorientation,aswellascreatingagreatersenseofbelongingintheCity.
