CIRCULAR

Subject: Filling up the post of Project Director (Joint Secretary Level) for setting upof Rajiv Gandhi National Aviation . University. under the Ministry of CivilAviation.

Ministry of Civil Aviation, Government of India is in the process of setting up

Rajiv Gandhi National Aviation University (RGNAU) to cater to the growing educational

and training requirements of the Civil Aviation sector in its entire dimension. The main

objective for setting up the University is to create Sand disseminate knowledge that

facilitates progress and excellence in the field of aviation. In order to successfully launch

the university on time, there are multiple streams of processes that need to be smoothly

coordinated, keeping in mind its overall vision. Union Cabinet has approved setting up

of the RGNAU as a Central University at an estimated cost of Rs. 202 crores in its first

phase of implementation. Subsequently, both Houses of Parliament have passed the

RGNAU Bill. With the assent of the President of India, .RGNAU stands created. Tasks

before Ministry of Civil Aviation (MoCA) relate to implementation. The Ministry of Civil

Aviation with the approval of Cabinet has created the post of Vice Chancellor and

Project Director for the University.

2. The post of Project Director has been created in the rank of Joint Secretary to

Government of India . The post is Headquartered in Delhi. O/o Establishment Officer,

DoR&T, Government of India has 'already circulated this vacancy vide their Circular

dated19th March, 2014. The last date for submission , of application is 19.04.2014. More

details are given in the Circular of DoP&T attached herewith at Annexure.

Sir/Madam,

Ministry of Civil Aviation is in the process of setting up Rajiv Gandhi NationalAviation University under its administrative control. It is proposed to fill up the postof Project Director Joint Secretary level), Rajiv Gandhi National Aviation University(RGNAU) under the Ministry of Civil Aviation on deputation basis, initially for aperiod of three years, in the Pay Band of Rs.37400-67000/- (PB-4) and Grade Payof Rs.10,000/-. Headquarter would be Delhi.

2. Officers empanelled to hold Joint Secretary level post at the Centre areeligible to apply for the aforesaid post. Experience in dealing with .a) Highereducation administration, b) Setting up of projects involving, constructions, c)Service matters and d) matters relating to Aviation Sector would be desirable. TheRoles and Responsibility in respect of the post are as mentioned under:-

Single Point of Contact with oversight of execution for the construction workon RGNAU,Custodian of implementation plan providing periodic communication toSteering Committee/Vice Chancellor of Project Progress and timelyescalation of issues when necessary,Articulation of key decisions to be made by Steering Committee from time totime, .•Monitoring of various other implementation tracks,

e) Coordination work with Airports Authority of India, IGRUA and Ministry ofCivil Aviation,

1) Any other task that may be assigned by Vice Chancellor/Ministry of CivilAviation.

3. Names of willing and eligible officers, who have been empanelled to hold Joint Secretary or equivalent posts at the Centre under the Central Staffing Scheme, may be recommended to this office along with cadre clearance, vigilance clearance, detailed bio-data, viz. Name, Date of Birth, Service, Batch, Contact Telephone Number, Email address, Educational qualifications, Complete experiencelposting details etc. CR dossierslcertified ACRs for the last five years, details of debarment 8 cooling off in respect of past central deputation. In case the officers are currently on Central deputation, the nomination may be forwarded with the approval of the Minister-in-charge concerned.

4. The post is a Non-Central Staffing Scheme post to be filled up through the Civil Service Board (CSB) procedure. It may be noted that no 'Mandatory Posting Certificte' for allotmentlretention of Government accommodation would be issued by this office to the officer appointed on the above referred post. However, those officers who have served and are currently serving on Central Staffing Scheme post in Delhi for at least four years and require to retain Government accommodation, would be issued a certificate to the effect that the officer concerned has served for at least four years in CSS post and shelhe needs to retain Government accommodation for herlhis tenure on non-CSS post.
