Closing date for receipt of Tender 18/11/2016 at 3.00 PM Tender to be opened on 18/11/2016 at 3.30 PM. Financial bid

will be opened on the same day after processing of Technical Bid.

Duly sealed tenders are invited on behalf of the President of India for Provision of Chairs, Facilitation Desk/Work Stations for Central Registry & Dak Section in Central Information Commission at August Kranti Bhawan Bhikaji Cama Place New Delhi.

2. The firm interested in undertaking the said work and fulfilling the following conditions may submit tender; The firm should have valid license for executing civil works.

The firm should have minimum 03 (three) years experience of civil works in Government offices

The firm should be registered for VAT and Service Tax. 3. Interested Firms may submit their bids in two sealed envelopes to Deputy Secretary (General Admn.), Central Information Commission, Room No. 304, 2nd Floor, August Kranti Bhawan, Bhikaji Cama Place, New Delhi – 110066. The bids in sealed cover should be sent or dropped in the “Tender Box” kept at the Reception of this office, on or before 18/11/2016 (3.00 PM) The cover containing the bids should be superscribed as under:

“F.No. 19/5/2016/CIC/GA, Bid for Provision of Chairs, Facilitation Desk/Work Stations for Central Registry & Dak Section in Central Information Commission ”

The Tender alongwith Demand Draft of Rs. 22,000/- (Rupees Twenty Two Thousand Only) as Earnest Money and Tender Fee of Rs. 200/- drawn in favour of Pay & Account Office, CAT, New Delhi sealed in an envelope alongwith technical bid and financial bid in separately sealed envelopes together sealed in an envelope super-scribed with “Tender for Provision of Chairs, Facilitation Desk/Work Stations for Central Registry & Dak Section of Central Information Commission” should be sent to Deputy Secretary (GA), Central Information Commission, Room No. 304, 2nd Floor, August Kranti Bhawan, Bhikaji Cama Place, New Delhi – 110066 on or before 18th

November, 2016 at 1500 hrs. The quotations received after the closing date will not be entertained. The quotations will be opened at 1530 hrs on the

same day. The Tenderer or his authorized representative may like to be present at the time of opening of tender. The Earnest Money will be refunded to the unsuccessful bidder

4. The first envelope marked as Technical Bid should contain following documents: a. Bid form completely filled and signed by the tenderer. b. Copies of experience certificates in Government offices for minimum period of 3 years. c. A Demand Draft/Pay order/Bank Guarantee of Rs. 22,000/- (Rs. Twenty Two Thousand Only) towards EMD. d. Copy of VAT and Service Tax Registration.

5. The second envelope marked as Financial Bid should contain the rates as per Annexure III. 6. A list of offices where such jobs have been undertaken with documentary proof of having performed them satisfactorily should be furnished with the tender as required in Annexure – II. 7. Any Cutting/Overwriting/Erasing in the rates will render the entire tender invalid.

8. The tender should be accompanied by an Earnest Money Deposit (EMD) of Rs. 22,000/- (Rupees Twenty Two Thousand Only) & Tender Documents Fee of Rs. 200/- in the form of Demand Draft/Pay Order/Bank guarantee from a scheduled Bank drawn in favour of PAO, CAT, New Delhi. In the absence of EMD and Tender Fee, the tender shall be rejected summarily. The earnest money shall be refunded to the unsuccessful tenderer after finalization of the Contract and to the successful tenderer after submission of performance security. The cost of tender fee should be in the form of demand draft/ pay order drawn in favour of PAO/CAT New Delhi.

9. Submission of tender will signify the acceptance of all terms and conditions of the contract as above. It will not be obligatory for this office to accept the lowest bid and no explanation shall be given for the cause of rejection of quotation to any tenderer.

10. This office reserves the right to reject any/all tender (s) without assigning any reasons whatsoever. Canvassing in any form will be considered as disqualification from award of contract.

11. The terms & conditions governing the contract may be seen at Annexure – I. The Bid is to be submitted in the proforma enclosed at Annexure III. The layout plan is enclosed at Annexure IV

NOTE*The rates quoted other than financial bid in the tender documents will not be entertained. Tender bids will be opened first in the presence of the

representative of the tenderers. Financial bids will be opened for only those tenderers who are technically qualified.

ANNEXURE-I

The contract of provisions shall be governed by the following terms and conditions:-

a) The contractor will himself make arrangements and he/she will quote rates for material/items including service charges.

b) Firm must have experience of similar type of civil work built in furniture and preventive maintenance work in any Govt. Department/PSU etc of atleast Rs. 10.00 Lakh value.

c) Firm must be registered for service Tax as well as other necessary registration for undertaking Govt. Works.

d) It shall be obligatory on the part of the contractor to carry out civil work under his direct supervision and control and under no circumstances the work shall be assigned to sub-contractor.

e) The civil work shall be carried out in the premises of the Department. No cartage shall be paid for transportation of any type of items to be taken to workshop for repairs etc. Written prior permission of competent authority will be required before taking out such goods/items from the premises.

f) No conditional bids will be accepted and such bids are liable to be summarily rejected by the competent authority at its discretion.

g) Consolidated contract will be given to a firm who is eligible in all respect. The L-1 firm shall be determined on the basis of lowest rates which will be arrived at after multiplying the unit price (quoted) of items with no. of items (column “C” of Annexure - III) and adding up the price of all the items indicated in Annexure – III.

h) Unrealistic prices quoted by bidders would debar them from being considered for this award of the contract by the Commission.

n) The damage caused, if any, either to any electric item or to any other property of the Government through negligence or otherwise, shall be at the risk, cost and responsibility of the contractor. The financial or any other loss suffered by the Government on this account shall be made good by the contractor and decision of the Head of Department in this context shall be binding on the contractor.

o) No advance payment will be made. Payment will be made after completion of the work A certificate alongwith stamp from the concerned officer towards satisfactory completion of the work will be obtained by the firm and submitted along with bills.

p) It will be the responsibility of the firm to dispose of garbage from this building within a week after replacement.

q) In case the contractor fails to comply with terms and conditions of the contract and if the contractor is found to be incapable to do the job satisfactorily and within the specific time, it will be at the discretion of this office to take any further action or to cancel the contract without assigning further reasons.

r) The successful contractor shall be required to complete the work and submit the report within 15 days from the award of Contract as per the approved rates on the basis of the bid. If for any reason, the firm is not able to do so, penalty @ Rs. 1,000/- per day will be recovered from the Contractor.

s) Any dispute arising out of the contract shall be referred to Sole Arbitration of Central Information Commission and the award of the Arbitrator shall be final and binding on both the parties.

2. The rates/charges shall be mentioned in figures and in words. There should not be any erasing or over-writing whatsoever.

3. Please read and understand the terms and conditions of the contract mentioned in the foregoing paragraphs before sending the bids, as no violation of the aforesaid terms and conditions shall be permitted once the bid is accepted by this office.

4. The bid will be opened at 03.30 pm on 18-11-2016 in the room no. 304 of Central Information Commission, August Kranti Bhawan, Bhikaji Cama Place, New Delhi – 110066.
