Directorate of Survey, Settlement & Land Records was formed with effect from 1.1.59 by merging the then Office of the Director of Settlement (Andhra) additional Director of Survey (Telangana), Dy Director S& LRs (Andhra)which was part of the then Board of Revenue.

During 1980, Govt. have issued orders bifurcating both Survey & Land Records and Settlement Wing. Separate Directorates were created vide GO Ms No 1369, Rev (R) Dept. Dt.22.11.79. In 1984, Post of Director, Survey & Land Records was abolished and both the Survey & Land Records and Settlement wings functioned under Director of Settlement,though the Establishment continued to be separate.

During 1999, Post of Director has been upgraded and redesignated as Spl. Commissioner & Director, Settlement, Survey & Land Records

Survey Wing

Survey & Land Records Wing attends to maintenance work of revenue/survey records ie; Maintenance of Survey operations to keep the Land Records uptodate. Demarcation of lands.

Maintenance of Survey Records at village, Mandal. District & State Level.

Demarcation of boundaries of Sy. Nos on the request of the Pattedars/ private persons on payment of prescribed Fee.

Sub-Division of Land in Patta Sy.Nos on the request of the private parties on payment of prescribed Fee.

Supply of certified copies of Survey Records ie. FMBs, Tippans,Resurvey Settlement Register(RSR), Digilot register in Andhra area,setwar & Wasool Baqi in Telangana area on payment of prescribed Fee.

Dy Director, Hyderabad District:Details of Town Survey Work(Hyderabad)

Twin Cities of Hyderabad and Secunderabad cover an extent of 170.23 Sq.Kms consisting of 69 Revenue villages and an Abadi area (Village Site) around Charminar called Shaher-e-Hyderabad.(City)Out of the above, 56 villages and Shaher-e-Hyderabad are located in Hyderabad District and 13 villages are located in Ranga Reddy District. Government have sanctioned detailed Town Survey of Twin Cities vide G.O.Ms.No.1640 Revenue dt. 3-9-1963. The area under Municipal Corporation limits has been surveyed under detailed Town Survey system during the period from1963 to 1972 under the provisions of A.P.Survey and Boundaries Act, 1923, affording reasonable opportunities to the owners of the properties at all stages of the work to represent their grievances.

Statutory Procedure

While conducting detailed Town Survey all the formalities as required under A.P Survey and Boundaries Act, 1923 were observed. Under Section 5 of Survey and Boundaries Act the Survey Officer will be appointed by the Government to conduct the survey. Under Section 6 of the Act, the Survey Officer so appointed Under Section 5 will publish a notification in the prescribed manner inviting all persons having any interest in the land or in the boundary of which the survey has been ordered, to attend either in person or by agent at a specified place and time and from time to time thereafter when called upon for the purpose of pointing out boundaries and supplying information in connection therewith.

Under Section 7 of the Survey and Boundaries Act, the survey officer will carryout the survey in the prescribed manner.

Procedure

1. Survey Officer while conducting the survey will obtain the records from revenue department ie., Pahanies of the corresponding year, Municipal Tax Accounts from Municipal Office, to record the house numbers of the properties. After obtaining the above information, town survey land register will be prepared by the survey staff. In the above register the information received from Municipal and Revenue Departments in respect of the properties will be recorded. The survey staff will measure individual holdings as per enjoyment and prepare Town Survey Land Register showing the names of present enjoyers under Col.No.20 and also the old Survey numbers in the Revenue Accounts corresponding to the new Survey numbers measured. The final check officer who is a Revenue Officer will verify the correctness of the Registry and correlation along with the other items.

2. Survey staff will prepare sketches showing the individual holdings with measurements. These sketches are called R.O.Ms (Record of Measurement). After measurement, the areas are also worked-out, and recorded in the relevant Column of Town Survey Land Register. After completion of Survey they will issue notices to the parties concerned under section 9(2) of Survey and Boundaries Act.

Under Section 9 the Survey Officer is having powers to determine and record the boundary as undisputed in respect of which no dispute is brought to his notice during the survey.

Under Section 9(2), the Survey Officer will issue notices of every decision under section 9(1) in the prescribed manner, to the registered holders of the lands, the boundaries of which may be effected by the decision.Under Section 10 and 11 of Survey and Boundaries Act, the Survey Officer is having a power to determine and record a disputed boundary. Whenever there is a boundary dispute, the survey officer after making such enquiry, as he considers necessary will determine the boundary and record it in accordance with his decision.Under Section 11, the Survey Officer will hear the cases and he will take a decision as an appellate authority. Thus the parties are given opportunities for redressal of their grievances under sections 9, 10 and 11 of Survey and Boundaries Act.When the survey has been notified under sections 5 and has been completed in accordance with the orders passed under section 9, 10 or 11, the Survey Officer will notify the facts in the District Gazette Under Section 13 of Survey and Boundaries Act and a copy of such notification will be pasted in the village chavidi, if any or in the village to which the survey relates . Unless the survey so notified is modified by a decree of a Civil Suit under the provisions of Section 14 of A.P.Survey and Boundaries Act, the record of the survey shall be conclusive proof that the boundaries determined and recorded therein have been correctly determined and recorded.Any person deeming himself aggrieved by the determination of any boundary under sections 9, 10 or 11 may, subject to the provisions of parts 2 and 3 of Indian Limitation Act, 1908 institute a suit within 3 years from the date of notification under section 13 of A.P.Survey and Boundaries Act, to set aside or modify the said determination and the survey shall, if necessary be altered in accordance with the final decree in the suit and the alternation if any shall be noted in the record.

Statistics

For the purpose of detailed Town Survey, the Twin cities and some of the adjoining areas falling in Ranga Reddy District were divided into 282 Survey wards comprising 2862 Blocks with a total Town Survey numbers of about 2.32 Lakhs. Every holding whether built up or not is treated as a Town Survey number. The Blocks are classified as closed, Medium and open according to the density of holdings in a Block, Wards are represented by Numerals Blocks are represented by English alphabets and Town Survey numbers are represented by numbers.

(8) Villages falling in Tirumalgiri Mandal are not covered by detailed Town Survey. These villages were surveyed under Telangana system of survey during the period from 1311 Fasli to 1348 Fasli. Hyderabad District consists of 260 Wards full and 2 Wards partly. Covering 2740 BlocksIn view of the unique nature of the District, the Government waste lands are not available for assignment to landless poor for cultivation purpose in the District. The surplus lands under urban area are taken care of by Special Officer, Urban Land Ceiling, Hyderabad. For the sub-division survey taken up under Land Acquisition for house sites, Road widening and other developmental works, the sub-division records are prepared by the Surveyors and sent to the office of the Dy.Director, Survey and Land Records, by the Land Acquisition Officers. These sub-division records are scrutinised in the office of the Deputy Director, Survey and Land Records, and the lands are inspected by the Deputy Inspector of Survey / Inspector of Survey and they will be sent to the Land Acquisition Officers for passing Award, after attestation by Dy.Director, (S&LRs). After Award is passed, necessary incorporation of changes is done in the Survey Records which are maintained in the office of Dy.Director (S&LRs) and copies of the sub-division records are sent to Mandal Revenue Officers concerned for implementation of these changes in the Town Survey records maintained at Mandal level.

TSP (Traverse Survey Party):

Traverse survey Party was established in 1971 during re-organisation of Survey & land Records Dept. vide G.O Ms 473 (R) Dept. Dt. 25.9.71 and came into effect from 20.7.71.The main function of the unit is to conduct the village boundary demarcation and traverse for villages which were not yet traversed in Telangana area. Its objectives are

to determine the common village boundary to avoid village boundary disputes in future.

to arrive at the accurate area of the village by traversing and computing with scientific methods.

to minimise the errors in Cadastral survey conducted with chain and cross staff.

to prepare the frame work/traverse work of the village with an accurate shape with prescribed scale.

CSO (Central Survey Office):

Central Survey Office is the only organisation of the Survey & Land Records Dept. which serves the Revenue, survey & other Govt.Depts as well as public. It comes under Permanent Non-Plan scheme and is entrusted with the following activities.

Scrutiny, finalisation and publishing of village maps needed for revenue administration, under the copy right of the Govt. of Andhra Pradesh.

Procurement, stocking and supply of Survey drawing instruments and Departmental Stationary (Forms etc.) to the unit Offices of the State.

Supply of Certified extracts of the Cadastal records and maps to the public, govt. and private parties and courts from all over the State as well as replenishing the records in the district against requests from the Collectors.

Preparation of Inter-State Boundary Records and keeping the inventory of the preserved Inter State Boundary Records.

In addition to the above, the central survey office also has taken up computerization of Cadastral Data and quality checking of the digitised twin cities Survey Record. It is also going to take up shortly digitization and updation of Survey maps, followed by Mandal maps etc.

A.P Survey Training Academy

The Survey Training Academy was established in 1990 as cent percent state funded plan scheme and yearly sanction is given by Government for its continuation.The centrally sponsored scheme titled "Strengthening of Revenue Administration and updation of Land Records" is attached to S.T.A.

The S.T.A imparts survey training (induction and insevice training,refresher training in cadastral survey and maintenance of land records to the Revenue staff, Survey staff and Judicial Officers. It also trains directly recruited Officers of Revenue and Survey & Land Records Dept. including I.A.S Officers.

RDDs (Regional Dy Directors):

The post of RDD S&LR is Multi Zonal Post. He is having over all supervision and administration regarding technical and non-technical work in DMUs within his jurisdiction.His functions include:

Field inspections

Office inspections

Court cases 15 to 40 days per annum

Office file work: 900 to 2000 per annum

Enquiries 5 to 10 per annum.

ADs (District Maintenance Unit):

At the Mandal and Divisional levels, the Survey & Land Records Dept. is an integral part of Revenue Dept. The RDO & MRO are pay drawing officers for the Survey personnel directly working under their control.viz.,DIOS & CD-II in case of RDO and Mandal Surveyor in case of MRO. The joint Collector is Collector (S&LR)and AD is ex-officio personal assistant to the joint Collector. The AD, Inspectors and Dy Inspectors are essential staff functionaries exercising technical supervision while RDO and MRO are line functionaries with greater responsibility for quantity and quality of work.

Performance Indicators

As per the guidelines issued by the Planning Department, Seven Performance Indicators were adapted by this Dept.Public Relevance1. Sub-divisions of land records.

1. Sub-Division of lands/ Records:

Sub-division work is an important item of work..

Ryots require sub-division due to transfer of land, succession,court sale, court orders, sale, partitions and gifts acquisition etc,.

Necessary to make ryots to know of field boundaries of their lands.

Even illiterate land holders to identify measurements and extents of each side of land. Helps to update land records which can reduce land disputes.

Essential for assignment of Government lands, surplus ceiling lands for the benefit of poor people under welfare scheme.

Necessary for all types of land acquisitions both for land holders and Government.

Helps to determine correct area under acquisition and to decide compensation. It also helps in updating survey & land records and reduces future litigations.

Shows latest ownership details on ground and in record.

2. Demarcation of lands

Land records reflect boundaries as surveyed at the time of last surveys. In day to day life, land disputes arise due to alteration of boundaries with vested interest by adjoining land holders and also due to transfer of ownership of land, from conveyance of properties due to sale, family partition, succession, court sale, court orders, gifts, exchange, release deeds, wills, adoption etc.,

Some times, the land holders may entertain doubts about their boundaries due to various reasons. In all such cases and the Surveyor will refix boundaries of lands with reference to measurements recorded in F.M.B. Since all these boundaries are validated, it gives Finality for disputed lands about correctness of boundaries and also reduces civil litigations.

Court judgements are normally based on FMB,s/ Tippons and demarcation of lands by Surveyors.

3. Incorporation of Changes of ownership of lands

Land records such as F.M.B., village plan and settlement registers show details of owner ship as on the date of previous survey.

In due course, ownership passes from one person to another due to sale, exchange, partition, transfer of land and ownership, succession, court sale, court order, release, wills, adoption etc., Sub-division work of their lands involve creation of new boundaries and their measurements. But to update ownership particulars, details have to be incorporated in concerned revenue and survey records following procedure.

Surveyors as per orders of Mandal Revenue Officer update both F.M.Bs and settlement register to ensure records reflect ground realities.

Finality for ownership, cultivation and enjoyment of lands/ house sites.

4. Metric conversion of Survey & land records

Prior to introduction of Metric System, all Street surveys & towns & Corporations villages were surveyed in Gunter system. At present all survey measurement work is being carried out by using metric chain and sketches are prepared using metric scale. Standards of Weights & Measurements Act, stipulates that all records and measurements recovered in Metric System and violation result in penalty. Government ordered that all records prepared in Gunter system should also be converted into metric system.

Surveyor and Computer Draughtsmen are entrusted with conversion of Gunter measurements into Metric.

Public are benefited to have Metric system.

About one third of work is completed as on date.

Tippons/ Field Measurement Book

As per the Standards of Weights & Measurements Act, 1976 all survey records are to be prepared and maintained in Metric System. Public should also be supplied field sketches and maps with metric measurements.

Statutorily it is necessary to replot all old survey records from Gunter scale to metric system to avoid legal complication. Hence Surveyors / Computer Draughtsman are entrusted with work of preparation of Tippans/ F.M.Bs. in Metric System on priority basis after converting all Gunter measurements into Metric Scale.

Annual Physical verification of Survey & Land Records at Mandal/ Village Level

Land records are basically of two kinds. One set of records consisting of FMBs., Village Maps & RSRs / Fair Adangals are called Permanent Records. Second set of records called auxiliary records including 10(1) account, D-Sketch, Stone Registers are prepared for day to day use in maintenance. Besides these records, following Mandal Registers are maintained:

3)Register - 6ATransfer of patta cases referred by Registration Dept.

4)Register - 6BTransfer of patta land as reported by village officers.

5)Register - 7Register of Change of classification.

6)Register - 8ARegister of sub-divisions.

7)State Land Register Register of Government lands.

8)Surplus Lands Register.

Registers are essential to keep record of subsequent changes in sub-divisions in all villages in the Mandal.

Field Inspection of Lands

Public will be aggrieved and dissatisfied with survey work of Surveyors if it contains avoidable errors, either intentional or unintentional.

Field work done by Surveyors shall be good quality and technically error free. Subjective recording of Surveyors from time to time lead to some errors, mistakes in survey work. Sometimes intentionally errors and omissions are committed.

It may also result in unending and costly Civil litigations.

During field inspections, senior officers detect such errors and validate records. Annual Targets are given under each Performance Indicator and closely monitored to attain cent percent achievement.

Settlement Wing

The Settlement & Jagir Administartion wing acts under the provisions of Estates Abolition Act 1948; A.P.Regulation Act 1/69, 2/69 7 2/70;Jagir Abolition and Commutation Regulation, 1358 F - in Telangana Region.The Dept attends to

Payment of Compensation to the Land Holders.

Payment of Tasdic Allowances to the Religious Institutions under EA Act. 1948.

Payment of Compensation to the Ex-Jagirdars.

Payment of Pension to the Ex- Jagir Employees.

Issue of Ryotwari Pattas to the cultivators.

Disposing of Appeals / Revisions under the above Acts.

The Directorate of Spl. Comm. & DSSLR is assisted at the Head Office by Joint Director, Settlement, and Ministerial Staff around 60 in number & at the District Level in the following Manner:

Under E.A Act,1948, Joint Collectors of Andhra Region are functioning as Settlement Officers within the jurisdiction of their respective Districts.

Under Agency Regulation 1/69, 2/70: Asst. Collector/Sub- Collector/R.D.O, Bhadrachalam is functioning as Settlement Officer.

Under Agency Regulation 2/70: Asst. Collector/Sub- Collector/R.D.O, Rampachodavaram, kovvur, Paderu, Parvathipuram,Palakonda are functioning as Settlement Officers.

Under Agency Regulation 2/69: Asst. Collector/Sub- Collector/R.D.O, Rampachodavaram is functioning as Settlement Officer.

However, the concerned Joint Collector, Asst. Collector/ Sub-Collector/ R.D.O as the case may be work administratively under the direct control of the concerned Collectors. In respect of Regulation 2/69 the First Appelate powers hither to vested with the D.O.S have been delegated to the Collector and later to Joint Collector, Visakhapatnam and East Godavari.

Dy Director, Hyderabad District:Details of Town Survey Work(Hyderabad)

Twin Cities of Hyderabad and Secunderabad cover an extent of 170.23 Sq.Kms consisting of 69 Revenue villages and an Abadi area (Village Site) around Charminar called Shaher-e-Hyderabad.(City)Out of the above, 56 villages and Shaher-e-Hyderabad are located in Hyderabad District and 13 villages are located in Ranga Reddy District. Government have sanctioned detailed Town Survey of Twin Cities vide G.O.Ms.No.1640 Revenue dt. 3-9-1963. The area under Municipal Corporation limits has been surveyed under detailed Town Survey system during the period from1963 to 1972 under the provisions of A.P.Survey and Boundaries Act, 1923, affording reasonable opportunities to the owners of the properties at all stages of the work to represent their grievances.

Statutory Procedure

While conducting detailed Town Survey all the formalities as required under A.P Survey and Boundaries Act, 1923 were observed.

Under Section 5 of Survey and Boundaries Act the Survey Officer will be appointed by the Government to conduct the survey.

Under Section 6 of the Act, the Survey Officer so appointed Under Section 5 will publish a notification in the prescribed manner inviting all persons having any interest in the land or in the boundary of which the survey has been ordered, to attend either in person or by agent at a specified place and time and from time to time thereafter when called upon for the purpose of pointing out boundaries and supplying information in connection therewith.

Under Section 7 of the Survey and Boundaries Act, the survey officer will carryout the survey in the prescribed manner.

Procedure

1. Survey Officer while conducting the survey will obtain the records from revenue department ie., Pahanies of the corresponding year, Municipal Tax Accounts from Municipal Office, to record the house numbers of the properties. After obtaining the above information, town survey land register will be prepared by the survey staff. In the above register the information received from Municipal and Revenue Departments in respect of the properties will be recorded. The survey staff will measure individual holdings as per enjoyment and prepare Town Survey Land Register showing the names of present enjoyers under Col.No.20 and also the old Survey numbers in the Revenue Accounts corresponding to the new Survey numbers measured. The final check officer who is a Revenue Officer will verify the correctness of the Registry and correlation along with the other items.

2. Survey staff will prepare sketches showing the individual holdings with measurements. These sketches are called R.O.Ms (Record of Measurement). After measurement, the areas are also worked-out, and recorded in the relevant Column of Town Survey Land Register. After completion of Survey they will issue notices to the parties concerned under section 9(2) of Survey and Boundaries Act.

Under Section 9 the Survey Officer is having powers to determine and record the boundary as undisputed in respect of which no dispute is brought to his notice during the survey.

Under Section 9(2), the Survey Officer will issue notices of every decision under section 9(1) in the prescribed manner, to the registered holders of the lands, the boundaries of which may be effected by the decision.

Under Section 10 and 11 of Survey and Boundaries Act, the Survey Officer is having a power to determine and record a disputed boundary. Whenever there is a boundary dispute, the survey officer after making such enquiry, as he considers necessary will determine the boundary and record it in accordance with his decision.

Under Section 11, the Survey Officer will hear the cases and he will take a decision as an appellate authority. Thus the parties are given opportunities for redressal of their grievances under sections 9, 10 and 11 of Survey and Boundaries Act.

When the survey has been notified under sections 5 and has been completed in accordance with the orders passed under section 9, 10 or 11, the Survey Officer will notify the facts in the District Gazette Under Section 13 of Survey and Boundaries Act and a copy of such notification will be pasted in the village chavidi, if any or in the village to which the survey relates . Unless the survey so notified is modified by a decree of a Civil Suit under the provisions of Section 14 of A.P.Survey and Boundaries Act, the record of the survey shall be conclusive proof that the boundaries determined and recorded therein have been correctly determined and recorded.

Any person deeming himself aggrieved by the determination of any boundary under sections 9, 10 or 11 may, subject to the provisions of parts 2 and 3 of Indian Limitation Act, 1908 institute a suit within 3 years from the date of notification under section 13 of A.P.Survey and Boundaries Act, to set aside or modify the said determination and the survey shall, if necessary be altered in accordance with the final decree in the suit and the alternation if any shall be noted in the record.

Statistics

For the purpose of detailed Town Survey, the Twin cities and some of the adjoining areas falling in Ranga Reddy District were divided into 282 Survey wards comprising 2862 Blocks with a total Town Survey numbers of about 2.32 Lakhs. Every holding whether built up or not is treated as a Town Survey number. The Blocks are classified as closed, Medium and open according to the density of holdings in a Block, Wards are represented by Numerals Blocks are represented by English alphabets and Town Survey numbers are represented by numbers.

(8) Villages falling in Tirumalgiri Mandal are not covered by detailed Town Survey. These villages were surveyed under Telangana system of survey during the period from 1311 Fasli to 1348 Fasli. Hyderabad District consists of 260 Wards full and 2 Wards partly. Covering 2740 Blocks

In view of the unique nature of the District, the Government waste lands are not available for assignment to landless poor for cultivation purpose in the District. The surplus lands under urban area are taken care of by Special Officer, Urban Land Ceiling, Hyderabad. For the sub-division survey taken up under Land Acquisition for house sites, Road widening and other developmental works, the sub-division records are prepared by the Surveyors and sent to the office of the Dy.Director, Survey and Land Records, by the Land Acquisition Officers. These sub-division records are scrutinised in the office of the Deputy Director, Survey and Land Records, and the lands are inspected by the Deputy Inspector of Survey / Inspector of Survey and they will be sent to the Land Acquisition Officers for passing Award, after attestation by Dy.Director, (S&LRs). After Award is passed, necessary incorporation of changes is done in the Survey Records which are maintained in the office of Dy.Director (S&LRs) and copies of the sub-division records are sent to Mandal Revenue Officers concerned for implementation of these changes in the Town Survey records maintained at Mandal level.

TSP (Traverse Survey Party):

Traverse survey Party was established in 1971 during re-organisation of Survey & land Records Dept. vide G.O Ms 473 (R) Dept. Dt. 25.9.71 and came into effect from 20.7.71.The main function of the unit is to conduct the village boundary demarcation and traverse for villages which were not yet traversed in Telangana area. Its objectives are

to determine the common village boundary to avoid village boundary disputes in future.

to arrive at the accurate area of the village by traversing and computing with scientific methods.

to minimise the errors in Cadastral survey conducted with chain and cross staff.

to prepare the frame work/traverse work of the village with an accurate shape with prescribed scale.

CSO (Central Survey Office):

Central Survey Office is the only organisation of the Survey & Land Records Dept. which serves the Revenue, survey & other Govt.Depts as well as public. It comes under Permanent Non-Plan scheme and is entrusted with the following activities.

Scrutiny, finalisation and publishing of village maps needed for revenue administration, under the copy right of the Govt. of Andhra Pradesh.

Procurement, stocking and supply of Survey drawing instruments and Departmental Stationary (Forms etc.) to the unit Offices of the State.

Supply of Certified extracts of the Cadastal records and maps to the public, govt. and private parties and courts from all over the State as well as replenishing the records in the district against requests from the Collectors.

Preparation of Inter-State Boundary Records and keeping the inventory of the preserved Inter State Boundary Records.

In addition to the above, the central survey office also has taken up computerization of Cadastral Data and quality checking of the digitised twin cities Survey Record. It is also going to take up shortly digitization and updation of Survey maps, followed by Mandal maps etc.

A.P Survey Training Academy

The Survey Training Academy was established in 1990 as cent percent state funded plan scheme and yearly sanction is given by Government for its continuation.The centrally sponsored scheme titled "Strengthening of Revenue Administration and updation of Land Records" is attached to S.T.A.

The S.T.A imparts survey training (induction and insevice training,refresher training in cadastral survey and maintenance of land records to the Revenue staff, Survey staff and Judicial Officers. It also trains directly recruited Officers of Revenue and Survey & Land Records Dept. including I.A.S Officers.

RDDs (Regional Dy Directors):

The post of RDD S&LR is Multi Zonal Post. He is having over all supervision and administration regarding technical and non-technical work in DMUs within his jurisdiction.His functions include:

ADs (District Maintenance Unit):

At the Mandal and Divisional levels, the Survey & Land Records Dept. is an integral part of Revenue Dept. The RDO & MRO are pay drawing officers for the Survey personnel directly working under their control.viz.,DIOS & CD-II in case of RDO and Mandal Surveyor in case of MRO. The joint Collector is Collector (S&LR)and AD is ex-officio personal assistant to the joint Collector. The AD, Inspectors and Dy Inspectors are essential staff functionaries exercising technical supervision while RDO and MRO are line functionaries with greater responsibility for quantity and quality of work.

1. Sub-Division of lands/ Records:

Sub-division work is an important item of work..

Ryots require sub-division due to transfer of land, succession,court sale, court orders, sale, partitions and gifts acquisition etc,.

Necessary to make ryots to know of field boundaries of their lands.

Even illiterate land holders to identify measurements and extents of each side of land. Helps to update land records which can reduce land disputes.

Essential for assignment of Government lands, surplus ceiling lands for the benefit of poor people under welfare scheme.

Necessary for all types of land acquisitions both for land holders and Government.

Helps to determine correct area under acquisition and to decide compensation. It also helps in updating survey & land records and reduces future litigations.

2. Demarcation of lands

Land records reflect boundaries as surveyed at the time of last surveys. In day to day life, land disputes arise due to alteration of boundaries with vested interest by adjoining land holders and also due to transfer of ownership of land, from conveyance of properties due to sale, family partition, succession, court sale, court orders, gifts, exchange, release deeds, wills, adoption etc.,

Some times, the land holders may entertain doubts about their boundaries due to various reasons. In all such cases and the Surveyor will refix boundaries of lands with reference to measurements recorded in F.M.B. Since all these boundaries are validated, it gives Finality for disputed lands about correctness of boundaries and also reduces civil litigations.

Court judgements are normally based on FMB,s/ Tippons and demarcation of lands by Surveyors.

3. Incorporation of Changes of ownership of lands

Land records such as F.M.B., village plan and settlement registers show details of owner ship as on the date of previous survey.

In due course, ownership passes from one person to another due to sale, exchange, partition, transfer of land and ownership, succession, court sale, court order, release, wills, adoption etc., Sub-division work of their lands involve creation of new boundaries and their measurements. But to update ownership particulars, details have to be incorporated in concerned revenue and survey records following procedure.

Surveyors as per orders of Mandal Revenue Officer update both F.M.Bs and settlement register to ensure records reflect ground realities.

Finality for ownership, cultivation and enjoyment of lands/ house sites.

4. Metric conversion of Survey & land records

Prior to introduction of Metric System, all Street surveys & towns & Corporations villages were surveyed in Gunter system. At present all survey measurement work is being carried out by using metric chain and sketches are prepared using metric scale. Standards of Weights & Measurements Act, stipulates that all records and measurements recovered in Metric System and violation result in penalty. Government ordered that all records prepared in Gunter system should also be converted into metric system.

Surveyor and Computer Draughtsmen are entrusted with conversion of Gunter measurements into Metric.

Public are benefited to have Metric system.

About one third of work is completed as on date.

Tippons/ Field Measurement Book

As per the Standards of Weights & Measurements Act, 1976 all survey records are to be prepared and maintained in Metric System. Public should also be supplied field sketches and maps with metric measurements.

Statutorily it is necessary to replot all old survey records from Gunter scale to metric system to avoid legal complication. Hence Surveyors / Computer Draughtsman are entrusted with work of preparation of Tippans/ F.M.Bs. in Metric System on priority basis after converting all Gunter measurements into Metric Scale.

Annual Physical verification of Survey & Land Records at Mandal/ Village Level

Land records are basically of two kinds. One set of records consisting of FMBs., Village Maps & RSRs / Fair Adangals are called Permanent Records. Second set of records called auxiliary records including 10(1) account, D-Sketch, Stone Registers are prepared for day to day use in maintenance. Field Inspection of Lands

Public will be aggrieved and dissatisfied with survey work of Surveyors if it contains avoidable errors, either intentional or unintentional.

Field work done by Surveyors shall be good quality and technically error free. Subjective recording of Surveyors from time to time lead to some errors, mistakes in survey work. Sometimes intentionally errors and omissions are committed.

It may also result in unending and costly Civil litigations.

During field inspections, senior officers detect such errors and validate records. Annual Targets are given under each Performance Indicator and closely monitored to attain cent percent achievement.

Settlement Wing

Sub:- Demarcation - Demarcation of lands in the petitions filed by the private parties - Entertaining of petitions - Instructions issued - Reg. Ref: - Board Standing Orders 34 - A. Para 20.

1. You are well aware that as per para 20 of B. 0.34 A, petition to point out the boundaries of their fields (demarcation of boundaries) from the private parties i.e., land holders shall be entertained by the Mandal Revenue Officers (formerly Tahsildars) and the demarcation work has to be done by the Mandal Surveyors as the lands are located within the mandals. Further, it is observed that it is convenient to all the land holders, who are generally residents of the same village or the neighboring villages and it would be convenient to both the Mandal Surveyors, Village Administrative Officers and the ryots etc., to attend the demarcation work and it is also convenient for service of notice which is a statutory notice as per rules. Further, Mandal Surveyor and Village Assistants are expected to have more field knowledge about the history and background of land than the other functionaries of Survey and Land Records Department.

2. Afterwards an appeal is provided to the Deputy Inspector of Survey and Land Records who is located in the Revenue Divisional Officer's Office and subsequent appeal lies to the Inspector of Survey and Assistant Director of survey of the District Maintenance Unit who are stationed in the District Headquarters as per the hierarchy of the Department. Moreover, Mandal Revenue Office is the place where all the Revenue and Survey & Land Records are kept and the Mandal Revenue Officers are the authorities for the same for day to day use by the general public and officials. This is in respect of coastal district and in the Telengana Region, the Survey and Land Records are kept in the office of the Asst.Director, Survey and Land Records.

3. It is noticed that petitions for demarcation of lands are being entertained by the Asst.Director, and even Deputy Directors directly for demarcation either by themselves or by the Deputy Inspector / Inspector of Survey without going into details as to whether such appeal petition is filed aggrieved by the proceedings of his immediate lower officer or not and whether such applications were filed before the M.R.O's concerned as per B.S.O. etc. Admittedly it amounts to by passing the statutory functionaries available at the Mandal, Division and District level ie., Mandal Surveyor / Deputy Inspector of Survey and Inspector of Survey / Asst.Directors respectively, and it is not in the interest of the land holders. Further a number of appeals are filed before the Special Commissioner and Director, Survey, Settlements and Land Records on the demarcation done by the Regional Deputy Director, Survey and Land Records. This amounts to depriving the public of their right of appeal at different lower levels at Mandal, Revenue Division and District level, besides causing huge loss of survey revenue to the state exchequer as each and every authorities are expected to collect demarcation fee as per rules before undertaking demarcation work.

4. In view of the above the following instructions are issued for strict compliance by all the Mandal Surveyors / Asst.Director, S&LRs and Regional Deputy Directors and other Deputy Directors in the State.

5. i)Demarcation of land being the primary duty of the Mandal Surveyors, petitions for demarcation of boundaries from the private parties shall be entertained by the concerned Mandal Revenue Officers only and Mandal Surveyors shall conduct demarcation after written approval of the Mandal Revenue Officers concerned as per Board Standing Orders and Mandal pattern of administration.ii) Aggrieved by the proceedings of the Mandal Surveyors, parties may file first appeal if so desired before the Revenue Divisional Officers for the demarcation by the Deputy Inspector of Survey of the concerned Revenue Division. Thus, the Revenue Divisional Officer shall entertain the first appeal only and the Deputy Inspector of Survey shall conduct demarcation after approval in writing by the Revenue Divisional Officer concerned.iii)Parties aggrieved by the proceedings of the Deputy Inspector of Survey,may file second appeal if so desired before the Asst. Director for demarcation by the Inspector of Survey of District Maintenance Unit and Inspector of Survey shall conduct demarcation after approval in writing by the Asst.Director, Survey and Land Records concerned.iv) Subsequent appeals, if any, i.e., third appeal may be filed if so desired before the Asst.Director, Survey and Land Records of the concerned District. Thus an appeal against the proceedings of the Inspector of Survey and Land Records of District Maintenance Unit shall be entertained by the Asst.Director, S&LRs. and Asst.Director, Survey and Land Records shall conduct demarcation. However there is no objection to conduct the demarcation by taking approval of the Joint Collector either in the form of tour programme or in the concerned file by the Asst. Directors concerned.

6. Appellants in every case shall enclose along with their appeal petition necessary documents in proof of being affected / interested parties along with details of the demarcation done by the lower functionaries along with a challan remitting the prescribed fee.

7. All the officers who are authorized to entertain the original petition / appeal petition as shown above shall issue an endorsement to all the concerned parties in each case, if necessary, that demarcation of the lands in question is done by the Survey Official by specifically mentioning the name and designation of official who conducted demarcation soon after the receipt of the compliance report from the concerned, so as to enable the affected parties to file an appeal, if any. It shall be mentioned that appeal lies to whom and that appeal, if any, shall be filed within (90) days from the date of receipt of such endorsement.

8. The Mandal Revenue Officers may be informed of the above by the Asst.Directors concerned.

9. No petition / appeal shall be entertained herein after directly, by passing the hierarchy of survey officer. In case any petition is received through party or otherwise by any officer other than the Mandal Revenue Officer, it should be immediately returned to the party advising him to whom he has to approach.

Q 8).How to apply for certified copies of public documents / survey records in Districts?

The Parties have to apply before the concerned M.R.O for F.M.B / Extract of village map. They have to apply before A.D.S& LRs of the concerned Dist. for Tippon / Extract of village map (Telengana Region).The fees will be same as for demarcation and the method is also same.

Q 9).How to apply for certified copies of T.S.L.R & Town Survey Sketches (Record of Measurements) ROM in Hyderabad ?

The parties have to approach the Office of DD, Hyd. for this purpose. Certified copies of Town Survey sketches (ROMs) and Town Survey Land Register are being issued to the private parties and other organisations on requisition. Following procedure is being followed for issue of certified copies of T.S.L.R and R.O.Ms.

The applicants have to file an application by affixing Rs.2/- Court Fees stamp along with challan for Rs.110/- remitted in the S.B.H. under the following Head of Account, HEAD OF ACCOUNT 0029 - Land Revenue 106 - Survey Settlement Operations 01 - Survey Settlement Operations.

Folios stamp papers copies of title documents showing their title / claim over the properties in question and an Affidavit duly notarised. After scrutiny of the documents filed by the applicants, the extracts of T.S.L.R. and copy of the R.O.M. in respect of the T.S.Nos, requisitioned by the private parties will be issued.

Q 10).How to know whether a Sy No is a Govt. Land or Private Land or in which part of Sy. No. it exists in Hyderabad ?

Public have to approach DD, Hyd. office for issue of particulars in respect of their properties which are located in part of T.S.Nos and also to know whether their properties are located in private lands or in Government lands. In such cases the Surveyors of this office inspect the spot, identify the location of the properties on ground with reference to Town Survey records and issue memos informing that the particular property is located in part of particular T.S.No. Applicants are also informed about the classification of the T.S.No, as per the entries recorded in T.S.L.R.

Q 11).How to apply for Demarcation of boundaries in Hyderabad?

Public have to approach DD, Hyd. office for demarcation of the boundaries of T.S.Nos. In such cases also the procedure explained for above question will be followed. In these cases, the surveyor will issue notices to the neighbouring land holders before taking up demarcation of the boundaries of T.S.Nos, informing them the date of survey .Demarcation of the boundaries will be taken up in the presence of the applicant and the neighbouring land holders and after demarcation,the boundaries of the properties will be shown to them.He will also conduct panchanama in support of conducting survey and showing the boundaries of the properties to the applicant and others.

Q 12).How to get Certified Copy of Maps of different categories?

The certified copies of Village Maps/ Mandal Maps etc can be got from Dy Director, Central Survey Office, Narayanaguda, Hyderabad, by filing an application along with the cost of the map.The cost of the map is fixed by the Central Survey Office according to the size of the map and the cash can be remitted in the Cash Counter of Central Survey Office. The present cost of AO size map is Rs. 200/-

Q 13).Will boundaries be fixed for whole numbers only or boundaries for part numbers will also be fixed ?

In the Telangana area field boundaries of whole numbers only would be surveyed and fixed.In Andhra area the field boundaries of whole numbers and part numbers also woud be surveyed and fixed.

The Andhra Pradesh Survey & Boundary Act 1923 was extended to Telengana Region with effect from 1-8-1959 by A.P.Survey and Boundaries (Extension & Amendment) Act 1958. After extension of A.P. Survey & Boundaries Act 1923 certain doubts are being entertained regarding the scope and applicability of Section 87 of A.P. (TA) Land Revenue Act 1317 F pertaining to rectification of Survey and Settlement errors. The matter has been thoroughly examined and the clarifications regarding the doubts being entertained are enumerated as below:

Q i). With the extension of A.P. Survey & Boundaries Act 1923 to Telengana Region by extension and Amendment Act 1958, whether Section 87 of Land Revenue Act 1317F is still applicable in Telengana Region for rectification of Survey and Settlement errors ?

Clarification: Even though Survey and Boundary Act 1923 is extended to Telengana Region, provisions of Section 87 of Land Revenue Act 1317F are still applicable for rectification of Survey and Settlement errors where survey and settlement records are built up and announced under Land Revenue Act 1317F.

Q ii). If settlement rates were introduced after 1-8-1959 based on survey which was done under the Provision of Land Revenue Act 1317F, in section 87 is still applicable to such villages for entertaining rectification of survey and settlement errors ?

Clarification: When survey was done under the provisions of Land Revenue Act 1317F even though announcement was made after 1-8-59 under the provision of Land Revenue Act 1317F, the provisions of section 87 of Land Revenue Act 1317F are applicable for entertaining requests for rectification of survey and settlements errors.

Q iii). Who should condone the delay after two years, after introduction of settlement rates Collector (DRO) or Commissioner of Survey, Settlement and Land Records.?

Clarification: The District Revenue Officer alone is competent to entertain belated petitions after expiry of statutory period of two years, provided reasonable cause is shown by the petitioners for delay and the error is other than clerical error. Where error is other than clerical error District Revenue Officer is competent only for condonation of delay of belated petitions and not competent to carryout correction in settlement records without the approval of Commissioner of Survey, Settlements and Land Records. The District Revenue Officer has to send necessary proposals to Commissioner of Survey, Settlement and Land Records for carrying out corrections duly examining the merits of the case including Technical scrutiny. The Commissioner S&LRs is competent to dispose of the case under Section 87-A of Land Revenue Act 1317F.

Q iv). Is there any time limit for entertaining clerical errors and also who is competent to entertain clerical errors ?

Clarification: There is no time limit for entertaining clerical errors, and District Revenue Officer is competent to entertain clerical errors. The time limit is prescribed only for errors other than clerical errors. For rectification of errors other than clerical errors condonation of delay is required, for which District Revenue Officer alone is competent. However, the District Revenue Officer is not competent to carryout correction other than clerical errors without the approval of the Commissioner Ss&LRs.

Q v). Distinction between clerical errors and errors other than clerical errors ?

Clarification: Section 87 of Land Revenue Act 1317F does not provide for definition of clerical errors and errors other than clerical errors. The clerical errors are minor errors which do not involve alteration in area, change of classification, or change of name of the pattadar. A few examples of errors which come under the category of clerical errors are furnished below: a) Name of the Pattadar misspelt. b) Inter-change of survey number. c) Survey No. missing in the survey map d) Area is calculated wrongly though measurement on ground and records support the correct area. Since the definition of clerical error and errors other than clerical is not there in the act, it is not proper to leave it to judgment of Asst. Director Survey and Land Records whether particular survey error falls under the category of clerical error or error other than clerical error. Therefore, the Asst. Director Survey and Land Records, shall send detailed technical report to Director, Settlements, Survey and Land Records, regarding proposed error. This is purely a technical and non-statutory function. The report so sent shall be examined at Directorate whether the error falls under the category of clerical error or error other than clerical error and the fact will be communicated to Asst. Director, S&LRs. On obtaining clearance from the Directorate, the Asst. Director shall send the file to District Revenue Officer to dispose of the case at District Revenue Officer's level under Section 87 of Land Revenue Act, if the error is a clerical error. If the error is other than clerical error, the District Revenue Officer shall send proposals to Commissioner , S&LRs duly condoning the delay as per rules for disposal of the case by Commissioner, Survey, Settlements and Land records, under Section 87-A of Land Revenue Act 1317F.

Q vi). When survey is done under provisions of Survey and Boundaries Act whether Section 87 of Land Revenue Act 1317F is applicable for rectification of Survey and Settlements records.

Clarification: When survey is done under Survey and Boundaries Act 1923 Section 87 of Land Rev enue Act 1317F is not applicable for rectification of errors in Survey and Settlements records. The errors are to be rectified under the provisions of BSO 34 B-10 only.

Q 14).What is Agency Survey?

Clarification: The scheme of surveying the unsurveyed tracts in Tribal areas of the State and preparing uptodate basic land records has been taken as a State Plan scheme by the Govt. of A.P during the VII Plan period as a part of Integrated Tribal Development Programme aimed at general socio-economic development of Tribals in the State.The scheme had commenced in 1986-1987 and continued upto 1996-97. The agency area sub-division work done by special Survey units from 1986-87 to 1996-97 is as under

Settlement Wing

The Andhra Pradesh(Andhra Area) Estates (Abolition and Conversion into Ryootqwari) ACT, 1948:Q 1).What is the object of the abolition of Estates in Andhra Area?Ans:To eliminate the intermediaries between the Government and the ryots and also to improve the Socio Economic Status of the people of the Region/Area.

Q 2).When the A.P. (AA) Estates (Abolition & Conversion into Ryotwari) Act, 1948 came into force and what is the effect of abolition of an Estate?

Ans: I) This Act came into force w.e.f. 19-4-1949. ii) The effect of abolition of an estate is that the entire estate shall stand transferred and vested in the Government free of all encumbrances. It envisages acquisition of the rights of landholders and introduction of ryotwari settlement in such estates. iii) Every ryot who acquired occupancy rights (Kudivaram) prior to 1-7-1945 in respect of ryoti lands shall be entitled to a ryotwari patta U/s. 11(a) of the Act. iv) Similarly the Estatedar is entitled to a ryotwari patta for the private lands, which are under his personal cultivation prior to 1-7-1939 under Sec. 15 read with sections 12 to 14 of the Act.

Q 3).Under what provision estate will be taken over?

Ans: Under Section 1(4) of the E.A. Act, 1948 any Inam Estate, Zamin Estate or Under-Tenure estate will be taken over by Government.

Q 4).Will there be survey after taking over the Estate?

Ans: Yes, the entire estate will be surveyed as per Survey & Boundaries Act, 1923 vide Sec.21 of the E.A. Act, 1948.

Q 5).What will be the process after survey is completed?

Ans: During the course of survey, Survey Officer prepares the Survey Land Register containing the details of the present enjoyer and also prepares the Classification Register showing the present Survey number and classification as fixed by the Survey staff. On receipt of the above survey records, the Settlement authorities will issue Settlement Notification Under Sec.22 of the E.A. Act embodying the principles to be effected for taking up of Settlement of the area i.e. grant of patta etc.

Q 6).Who will grant ryotwari patta?

Ans: The Settlement Officer (original authority) will grant ryotwari patta either on application or suo motu based on records prepared by subordinate staff. After abolition of the posts of Settlement Officers w.e.f. 30-9-1990, the Joint Collectors in Andhra Region were appointed as Settlement Officers.

Q 7).What are the relevant sections of the Act for grant of ryotwari patta?

Ans: Sec.11(a): Grant of ryhotwari patta to a ryot inducted prior to 1-7-1945. Sec.11(pro): Grant of ryotwari patta to ryots inducted subsequent to 1-7-1945. Sec.11(b): Grant of patta to all lanka lands, on occupation of the ryot or his predecessor continuously since 1-7-1939. Sec.12 to 14 & 15: Grant of ryotwari patta to landholder or Zamindar for personal cultivation. Possession to be proved since 1-7-1939. Sec.17: Grant of ryotwari patta to service tenure lands. Sec.56: A dispute between two claimants is to be decided as to who is lawful ryot. Sec.63: To decide whether the land is Forest or not.

Q 8).What is the time limit required for filing the claim petitions before the Settlement Officer for grant of ryotwari patta?

Ans: Claim petitions can be filed before the Settlement Officer after notified date (taking over of the Estate) of the estate but before the ryotwari settlement is effected under Sec.22 of the Act. If the ryotwari settlement has already been effected in the village, claims can be filed within 30 days from the date of issuance of ryowari patta Rules, 1974 in G.O.Ms.no.50, Revenue (J) Dept., dt.16-1-1974.

Q 9).What are the conditions to be satisfied under E.A. Act, 1948 for grant of ryotwari patta?

Ans: i) Land should be ryoti land; ii) Land must be held under landholder on condition of payment of rent.Claimant should hold a patta: iii) Claimant should hold the land for agriculture purpose only; iv) Claimant should have been lawfully inducted into possession of the land prior to 1-7-45 and continuously be in possession on notified date.

Q 10). Who are the Appellate Authorities?

Ans: Against the orders of the Settlement Officer, Revision lies to the Director of Settlements and further revision against the orders of Director of Settlements lies to Commissioner Appeals whose orders are final under Sec.11 (a).

Q 11). Is there any Compensation payable to the landholder in lieu of the estate taken over by the Government?

Ans: Yes, after completion of Settlement operations, compensation will be paid to the landholder in accordance with Sec.39 of the E.A. Act ,Tasdic Allowance will be paid perpetually to the Institutions.

Jagir Administration:

Q 1).What is meant by Jagir?

Ans: Jagir is a free grant given by Ruler to the Feudal Lords in consideration of their work done in favour of the Ruler.

Q 2). Under what Law the Jagirs were abolished?

Ans: Previously there were 967 Jagirs in the erstwhile Hyderabad State. All these Jagirs were abolished under the Hyderabad (Abolition of Jagirs) Regulation 1358 Fasli.

Q 3). What are the main objects in abolition of Jagirs?

Ans: The main object of abolition of Jagirs is to upgrade the Social Status of the agriculturists on par with those of other parts of Andhra Pradesh and to develop the economic and social conditions of the under-developed area which was under the control of His Excellency the Nizam of Hyderabad.

Q 4). What is the Compensation to be given to the Jagirdari and their Jagirs were taken over by the Government?

Ans: The compensation was paid in the shape of commutation sum to the Jagirdars under Jagir Commutation Regulation 1359 Fasli,in respect of Religious and Charitable Institutions, which were held by Jagirdars, the compensation will also be paid in the shape of Mahal-e-Shart.

Q 5). Is there is any provision for sanction of pension etc. to the Ex.-Jagir employees?

Ans: Under Hyderabad Jagir Employees Pension and Gratuity Rules, 1359 Fasli, the Ex. Jagir Employees and their Widows are paid the service pension and compassionate pension.

Q 6). Who is Appellate authority in respect of the commutation fixed by the Jagir Administrator i.e. Director of Settlements?

Ans: The Chief Commissioner of Land Administration is the competent authority to revise the commutation award passed by the Jagir Administrator.

The A.P.Scheeduled Areas Agency Regulations 1/69, 2/69 and 2/70:

Q 1).What are the objectives of Regulations 1/69, 2/69 and 2/70?

Ans: In order to uplift the Tribals of the Agency Areas, Survey & Settlement operations work under taken in the Agency Areas lying in Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Nugur and Bhadrachalam taluks of Khammam district of Andhra Region. After coming into force of the A.P. Regulations 1/69, 2/69 and 2/70, three tenures viz., Malguzari, Muttadari and Estate prevailing in these areas have been converted into ryotwari and the system of intermediaries i.e. Mahaldar, Muttadar and Zamindar between the Government and tillers (ryots) were abolished. The details of the three Regulations are as follows:- i) Andhra Pradesh Mahals (Abolition and Conversion into Ryotwari) Regulation 1969 (A.P. Regulation 1/69):- This Regulation was made for abolition of Mahals in the scheduled areas of Nugur, Albaka and Cherla in Khammam district and conversion thereof into ryotwari lands. It came into force w.e.f. 26-12-1970. ii) Andhra Pradesh Muttas (Abolition and Conversion into Ryotwari) Regulation 1969 (A.P. Regulation 2/69): - This Regulation was made for abolition of Muttas in certain scheduled areas i.e. Paderu in Visakhapatnam district and Rampachodavaram in East Godavari district. It came into force w.e.f.26-12-1970. iii) Andhra Pradesh Scheduled Areas Ryotwari Settlement Regulation 1970 (A.P. Regulation 2/70):- This Regulation provides for ryotwari Settlement of certain lands in the scheduled areas in Andhra Area in respect of which no settlement has been effected i.e. part of Khammam, Srikakulam, Vizianagaram, Visakhapatnam, East Godavari and West Godavari districts. It came into force w.e.f.1-7-1971.

Q 2).What are the benefits of Survey, Settlement operations in Agency areas?

Ans: All the above Regulations are intended for the upliftment of Tribals and non-tribals who are living in the Agency Area. The following are main benefits of Survey and Settlement operations in the agency area: - i) The exact extent of lands held by each tribal ryot and their correct location will be known; ii) Individual land will be assessed to reasonable appropriate rates of assessment; iii) Ryotwari pattas will be issued to each individual tribal ryot for the lands declared to have been held by him and security of possession of lands gets ensured; iv) The grant of ryotwari patta will enable the tribals to get title over the land and thereby secure loans and other facilities by hypothecating their lands.

Q 3).What are the conditions for grant of patta under the above three Regulations?

Ans: The tribal ryot has to prove his continuous and lawful possession over the claim land for a period of one year immediately before the notified date: The non-tribal ryot has to prove his continuous possession for a period of (8) years immediately before the notified date. The non-tribal ryot has also to prove that his possession and occupation over the claim land was not void or illegal under A.P. Scheduled Areas Land Transfer Regulation 1959 (Regulation 1/59) or any other law for the time being in force.

Q 4).Who are the original authorities for grant of ryotwari pattas to ryots under Agency Regulations 1/69, 2/69 and 2/70?

Ans: Under Agency Regulations 1/69, 2/69 and 2/70 in Agency areas, Assistant Collector/Sub-Collector/Revenue Divisional Officers who are Settlement Officers are the original authorities for grant of ryotwari patta.
