A Year of Accomplishments and Looking AheadYou may have

noticed that quality of life is a hot topic in fast growing Central Oregon. These past

few years have brought enormous change to the high plateau and the years ahead are likely to bring changes that most haven’t even begun to contemplate. At the Land Trust, we’ve watched these changes with great interest and a good deal of concern. Irrigated pastures have given way to subdivisions, rimrock canyons have sprouted houses and development has pushed into the forests. However, at the same time we’re heartened by a growing conservation interest and ethic. Over the past year, the Land Trust has asked a great number of you for your input and your thoughts on how we can best serve the needs of our communities. We were honored that so many of you responded. From this intensive evaluation and planning process, the Board and Staff of the Land Trust have begun

developing the foundation that we believe will allow the Land Trust to move to a new level of community service. Long-term projects like Skyline Forest and our Back to Home Waters program demand that we reach and engage a larger segment of our communities. We’re convinced that the time is right for ambitious, creative approaches for protecting the land—land that affords a remarkable quality of life and makes Central Oregon such a special place. In the year ahead, the Land Trust will continue an ambitious conservation agenda, ranging from projects like Skyline Forest to major wildlife habitat restoration efforts like the re-meandering of Whychus Creek through Camp Polk Meadow Preserve. We’ll also make a major effort to raise public awareness and get people out onto the land, so that they can better understand the need to protect and steward this place we call home. We hope you’ll continue to help us build a better, more sustainable future for Central Oregon.

We continue our effort to protect Skyline Forest, the 33,000 acre commercial

timberland overlooking Bend, Tumalo and Sisters. Fidelity National Financial (the landowner) has told the Land Trust that they intend to seek development of a portion of the property and if successful, they will donate 28,000 acres of the property for a community forest. We’re heartened by the willingness of Fidelity to engage with the Land Trust and discuss the project publicly. We’ve used the opportunity to make Fidelity aware of community concerns regarding development and management of the forest and its wildlife. Our goal has always been to acquire the entire forest, and we continue to prepare multiple strategies. In 2005, Rep. Chuck Burley led the effort to pass legislation permitting the Land Trust to partner with Deschutes County to create

Skyline Forest Updatea Community Forest Authority, which can sell revenue bonds to purchase productive timberland. Rep. Burley went back to the Legislature on our behalf to authorize use of the federal Forest Legacy program, which has the ability to purchase the “development value” on productive timberland. If a purchase is ever offered, we’d likely pursue Community Forest bonds, the Forest Legacy program along with a public capital campaign. Your generous support continues to be needed as we keep plugging away at this truly monumental project.

2006 AccomplishmentsThe mission of the Deschutes Basin Land Trust is:

We cooperate with landowners to conserve and restore lands and streams in the Deschutes Basin.

Land Conservation

Stewardship

Completed a conservation easement at Rimrock Ranch to protect almost two miles of stream and floodplain habitat on lower Whychus Creek. The easement also protects important upland habitats, including several golden eagle nest sites. Completed an 80 acre conservation easement in the Cloverdale area to protect scenic views, old-growth western juniper woodlands, and deer, elk, and raptor habitat.Saw 100,000 steelhead planted at Rimrock Ranch and Camp Polk Meadow Preserve as part of the initial effort to reestablish salmon and steelhead in the Upper Deschutes basin.Partnered with Deschutes County to create the country’s first Community Forest Authority.Received a written commitment from the landowner to donate the majority of Skyline Forest to the Land Trust, if they secure approval for a development on the remaining portion of the forest.Worked with Representative Chuck Burley to successfully reauthorize access to the federal Forest Legacy program.

More than 300 volunteers put 5400 hours into the Land Trust’s work. Conducted extensive noxious weed pulls and treatments at all Preserves. Created snags at Metolius Preserve to increase habitat availability for white-headed woodpeckers and other cavity nesting species. Partnered with the Upper Deschutes Watershed Council and the Deschutes National Forest to finalize stream restoration design for the section of Whychus Creek that runs through Camp Polk Meadow Preserve. Conducted bird, amphibian, plant, and snag surveys at various properties. Continued forest restoration at the Metolius Preserve.Initiated road decommissioning project at the Metolius Preserve

For almost seven years we’ve been preparing for salmon and steelhead reintroduction by protecting important properties like the Metolius Preserve, Rimrock Ranch, and Camp Polk Meadow Preserve. In May approximately 200,000 juvenile steelhead were released, half of them on Land Trust project sites. Some fish will rear in the creek for 2-3 years before migrating to sea, so protecting lands along the creek is key to the reintroduction equation. At both Camp Polk Meadow

Preserve and Rimrock Ranch, we’re working with the Upper Deschutes Watershed Council and the Deschutes National Forest to restore degraded stream areas. At Camp Polk, we’ll be moving the stream from its current location along the edge of the meadow back to its historic pathway. This project will improve and expand stream habitat and wetlands while providing natural water storage to help maintain cool, clean water. The Rimrock Ranch project will emphasize restoring natural stream function and pool habitat.

Partnered with Wolftree (a local science education group), local schools and the University of Oregon, OSU-Cascades, and Willamette University, to provide more than 560 students with outdoor science experiences. Hosted three two-week long U of O field restoration course sessions at Metolius Preserve.Volunteer naturalists led public education tours at Land Trust Preserves for more than 465 participants. Constructed two viewing platforms and designed interpretive signs for platforms and South Fork Kiosk at the Metolius Preserve.Hosted steelhead release event at Camp Polk Meadow Preserve. Event participants included the Confederated Tribes of Warm Springs, PGE, ODFW, local conservation groups, adjacent landowners, and media.

Over the past few years, students and professors from Oregon State University, University of Oregon, Central Oregon Community College, and various local high schools have been conducting site surveys for the Land Trust. The results of these studies help us determine the success of various restoration projects and help us identify future restoration needs. In addition to acquiring much needed data on various plants and animals, they have also investigated the effectiveness of different weed treatment methods and native planting strategies. The best part about these studies is that they benefit all of us – the students get a great hands-on field experience and the Land Trust gets valuable information about the plants, animals, and overall conditions at the Preserves. Many thanks to all of the students and professors who have made these significant contributions to our understanding of the natural resources of our properties.

Employers Making the MatchDoes your workplace match charitable contributions? Not sure? Maybe now is

the time to ask! As we approach the last quarter of the tax year, workplace matching can be a great way to make your usual contribution to the Land Trust go further. It’s quick, easy and can help protect more land in Central Oregon. But what is a workplace match? A workplace match is essentially a business

that has decided to encourage charitable contributions from their employees by matching the employee’s gift to a certain charity. The business can decide to match the employee’s gift 1:1 or 2:1 and they will often match whatever organization the employee prefers. Hanna Andersson, the Portland-based children’s clothing company, is a great example of a business with a workplace match program. Land Trust member Caroline Skinner has worked for Hanna Andersson for 20 years. Caroline “really appreciates how easy it is to double her donations through her

employer’s matching gift program.” Each year, Caroline simply submits a form

from her employer to the Land Trust with her gift. The Land Trust then fills out the form and sends it back to Hanna Andersson requesting the match be made in Caroline’s name. Hanna Andersson then matches the gift 1:1 and will match up to $500 per employee per year. The Land Trust receives matches from many businesses throughout the year—thanks to all those members who have taken this extra step to make their donation go further. However, we are convinced that we can do better. We hope you’ll peruse the list of businesses below and see if yours is listed today. If your company isn’t listed, it may be as simple as asking them about their match program or as suggesting that you’d like to create such a program to encourage charitable giving.

Land Trust Volunteers of the YearLast year more than 300 volunteers donated 5400 hours of time and energy to the Land Trust.

Each year the Land Trust recognizes business, organization and individual volunteers who have made special contributions. This year we are pleased to honor:

FootZone of Bend

Oregon Trout Unlimited

Eva Eagle

For the past three years, FootZone owner Teague Hatfield and his staff (Super Dave, Ellen, Colleen, Eric and Jenny) have generously donated the proceeds of the Dirty Half Trail Run to the Land Trust. This year more than 700 runners participated, raising awareness and nearly $18,000 in support of the Land Trust. Teague noted that “We’re lucky to have beautiful, natural trails to play on in Central Oregon and the Land Trust is working to make sure that we will for generations to come.” The Footzone has been a Land Trust member since 2000.

Their mission is to conserve, protect and restore North America’s coldwater fisheries and their watersheds. They accomplish this mission on local, state and national levels with an extensive and dedicated volunteer network. Since 2004, the Land Trust has been the beneficiary of many hours of volunteer time spent working on projects at Camp Polk Meadow and The Metolius Preserve. Each year, and sometimes twice a year, members of Oregon Trout Unlimited have traveled to Central Oregon to help with plant, stream, and general forest restoration, and noxious weed eradication.

Eva spearheads the acquisition and maintenance of the Land Trust bird data. She recruits and trains fellow members of the East Cascade Birding Conservancy, along with other bird enthusiasts, to count and record the comings and goings of the beautiful winged creatures that pass through our Preserves. Eva transfers the information she receives to a database that provides the Land Trust with valuable information on migratory and nesting patterns. Thanks to Eva, the Land Trust now has more than seven years of historical data for restoration projects such as the re-meander of Whychus Creek at Camp Polk Meadow.

Carol MacBeth Carol spent more than a year researching conservation opportunities throughout the Deschutes Basin. She worked with staff to develop conservation strategies and establish priorities. These strategies aid the Land Trust in achieving our mission and we thank Carol for her valuable assistance.

Larry Weinberg As you gaze upon the beautiful wildflowers and interesting grasses of Indian Ford Meadow and Camp Polk Meadow, you may not notice what is missing…thanks to Larry. Larry has been working tirelessly (75 hours during the last field season) to eradicate noxious weeds, especially thistle and mullein. His hard work has made a big difference on both of these preserves.
