Number: 1702276 Dear Ms. Vallis, Per the attached Indiana Department of Natural Resources (IDNR) Grant Application, dated April 25, 2017, the City of East Chicago was awarded $50,000 from the Recreational Trails Program (RTP) for construction of a multi‐use trail project within a segment of a former railroad in East Chicago, Indiana. The Federal Highway Administration (FHWA) is also providing funding. This letter is being sent to request a Federal Consistency Review. The project is located within the Lake Michigan Coastal Program boundary and is partially funded by the RTP. Project Details The project is in North Township, Highland U.S. Geological Survey (USGS) Quadrangle, Township 37 North, Range 9 West, Sections 31 and 32 (see attached maps showing the project area). Construction is anticipated to begin in March 2020 and end in June 2020. The project will construct a 10‐foot wide paved asphalt trail with 2‐foot wide earth shoulders from beneath the I‐90 bridge east to Indianapolis Boulevard. The proposed trail will be approximately 0.49 mile in length and will be constructed within a segment of the former Indiana Harbor Belt Railroad. A 70‐foot segment of the proposed trail will tie into an existing paved trail within Kosciuszko Park to the north and into the existing sidewalk along Indianapolis Boulevard to the east. An access driveway and parking lot facility will be constructed on the north side of the trail in the eastern project area, just south of Kosciuszko Park. The access driveway will tie into Sophia Street at the west side of Kosciuszko Park and into Indianapolis Boulevard in the eastern project area. The project will install 11 new drainage inlet pipes to facilitate stormwater drainage along the trail route. The maximum depth of excavation is anticipated to be approximately four feet below ground surface. The project will be constructed entirely within the former Indiana Harbor Belt Railroad alignment. The project will require approximately 4.52 acres of permanent right‐of‐way from the Indiana Harbor Belt Railroad. Temporary right‐of‐way will not be needed. The maintenance of traffic (MOT) will not involve any lane or roadway closures but will require short term lane restrictions at Indianapolis Boulevard. The MOT will be minimal, using signs, cones, and other devise to accommodate traffic movement along Indianapolis Boulevard. The proposed activity complies with Indiana’s approved coastal management program and will be conducted in a manner consistent with such program.
