By Glen Miller Geauga County’s cut of Ohio casino money will be used to pay down $5.5 million of its debt. So far, the county has banked $243,800, including its first installment of $81,379.36 on July 31 and an additional $162,426.64 on Oct. 31. More funds are expected to be available Dec. 31. Until Geauga County Com- missioners make an official deci- sion, county Administrator David Lair anticipates the county’s ini- tial share of casino profits will be used to help pay off $1.5 million owed on the county safety center and about $4 million owed on a digital upgrade of the county’s 800 megahertz police and fire radio system, he said last week. Under state law, the money allocated to counties is a 33 per- cent tax on gross casino revenues, less the winnings paid. Each county receives an amount from the casinos in Cleveland, Toledo, Columbus and Cincinnati — which is to open in the spring of 2013 — based on its population. Because the amount of quar- terly disbursed casino money is likely to fluctuate, it will not be used to hire additional staff, make purchases or offset state cuts in tax money allocated to municipal and county govern- ments, Lair said. “They (state officials) weren’t giving us very clear esti- mates on how much it is going to be, so we don’t want to count on that for our operating expenses,” said Heidi Delaney, the commissioners’ budget administrator. The casino money comes at a time when Ohio’s Local Government Fund has been cut from about $1 million in 2011 to $726,000 this year, and will con- tinue to diminish, Delaney said. But the casino money isn’t enough to offset the decline in local government funds, Lair said. “Even if we had more local government funds, we’d still be using this to pay down on the debt in either case because that’s more important in the long run,” he added. Commissioner Mary Samide agreed the initial casino money should be used to pay down debt, although she said the com- missioners may want to consid- er setting aside a portion of the gambling funds to help the county juvenile court deal with increasing drug use among adolecents. So far, Frank Samuel, GGP director, said there are 16 spon- sor businesses or organizations willing to hire Geauga County 17- and 18-year-olds to learn the ropes, and several more inter- ested. But GGP wants the teens to learn about a lot more than just working for some of the coun- ty’s premier employers. The learning starts with an open house tonight for students, parents, guidance counselors and employers interested in the process. It is a process that has gelled and matured since it was first conceived by GGP members more than a year ago, Samuel said, adding traditionally, sum- mer work for students has been hit-and-miss. It’s not often that a teen will join an organization for three months where he or she is men- tored in a career-nurturing way. Flipping burgers, mowing yards and babysitting are time- honored summer work for high school students, but they do little to prepare a teen for real work or to help the young adult understand the business world, Samuel said. The GGP program focuses on matching up a business that wants to nurture a student with a student who has interests com- patible with that position in that business, he said. The matchmaking sounds easier than it is. Finding students who want meaningful summer positions is not the challenge; finding enough organizations who have the resources to create mean- ingful jobs takes a little more determination, Samuel said. “If this is going to work, someone has to say ‘I’ll be the supervisor of the intern,’” he said. “It’s an understood requirement that both sides have to make a commitment.” Previous to this past sum- mer, the program had nine busi- nesses and 14 teenage appli- cants for the short-term jobs. Those numbers already have changed for Summer 2013. “We have more student interest this year and we have a good shot at getting 20 spon- sors,” Samuel said, adding the intern program accepts applica- tions from students who will be 17 when they start to work. Some businesses won’t hire anyone under 18 for various reasons and that is only one of the variables that makes match- ing student to business a little tricky, he said. Trustee Judy Caputo said the bid for $207,978.44 includes clearing the back half of Chester Township Cemetery on Chillicothe Road of brush and trees, and installing drainage and a driveway to the rear of the property to provide access to about 1,000 more gravesites. The design, which includes a plot layout, saves the wetlands and should be attractive, she added. “We want it to be somewhat scenic,” Caputo said. Kirtland-based Mr. Excav- ator was one of six bids opened two weeks ago. Chagrin Valley Engineering, which designed the project, analyzed the bids and recommended Mr. Excavator’s bid be accepted, Caputo said. last year was initiated in around-robin of interviewsbetween the organizationssearching for the right internand the students searching forthe right employer, he said. In a few hours of interviews

at Newbury Business Parkwhere GGP has its office,Samuel had the survey formsneeded to match employers andemployees.The process was set up by

Sam Fischbach, an attorney whoconsulted with the group andcreated the survey last year.“It was a nifty matching

process. It was very helpful tous,” Samuel said. “We decidedearly on that (interviews)should be part of the internexperience.”When they arrived at the

GGP office, the students wentfrom employer to employer and

filled out the survey rating theirperceptions.“We scheduled everybody as

fully as we could schedulethem,” Samuel said, borrowingoffices all around the complexfor the purpose.“It worked out well, it was a

good experience,” he said. Several months later, the

employers, who had made surethe students were well-men-tored through their tenure,reported good things.“At the end of summer,

everybody seemed very positiveabout the experience on bothsides,” Samuel said.Most of the students had

plans to attend college or earnan associates degree after highschool graduation, he said. The program does require

students to have a recommen-dation from one of their teach-ers and a minimum graderequirement. However, Samuel said not

all jobs require a high degree ofacademic achievement. Anaverage student may qualify for

an internship, he said. The opportunities are all

over the map, from sales to mar-keting to data entry to produc-tion to changing oil and tires.

the work completed sometimenext summer, Caputo added.The trees have to come

down before March, when aprotected species of bat beginsnesting, according to a previousdiscussion about the cemeteryexpansion, Caputo said.“We should have enough

sellable lots for the next 40years,” she said, adding thatnumber is based on the town-ship’s history of burial data.The long, narrow 13-acre

parcel at 12701 ChillicotheRoad south of Whiting Lane isalready established as a ceme-tery, with about half of the areadedicated to gravesites. The township has two other

cemeteries — one on U.S. route322 and another calledWoodside — but neither isactive any more, Caputo said.

Trustee Ken Radtke said hewould look at the townshipcemetery policy and statestatutes to determine if naturalburials would be permitted inthe new section, a questionbrought up at an earlier meet-ing.In other business, trustees

said the Geauga CountyEngineer’s Office will evaluatethe topography of the MarilynDrive neighborhood to developa plan that might solve theongoing flooding problems.Earlier this year, trustees

bought a residential property onthe street to create a swalewhich floodwaters could flowdown when the area has toomuch rain or melting snow. Trustees might allow the fire

and police departments to dosome training in the existinghouse before it is taken downnext spring, Caputo said.By mid-winter, trustees

expect the engineer’s office tohave drawings of the swale sowork could commence nextyear, she said.Trustees also agreed to pay

part of $13,000 for repairs to acollapsed pipe at the town hallparking lot that caused floodingearlier in the fall.When it was discovered the

new parking lot was not drain-ing properly, the contractors forthe eco-friendly parking lotdetermined an old pipe wasclogged and would have to bereplaced, Caputo said. The asphalt over the pipe

will have to be torn out and thepipe and two basins replaced,she explained, adding workshould be finished this week.A flagpole will be erected at

the town hall and the parkinglot will be striped as well,Caputo said.

was said concerning the cam-paigns’ strategies and the cam-paign workers that turned thetide one way or the other.

Kudos went to the winningcampaigns and their workers. What seems to be missing in

these columns and letters is theimportant aspect of the candi-date’s ideas and philosophy. Isn’t this what we really vote

for or against? (Or should) Not whether or not we were

phoned or visited on our frontporch, or if his TV commercialsmade you think he was betteror worse than the other guy orhow many you were forced towatch and listen.

This is not to degrade thework and devotion that cam-paign workers should be proudof, but let’s give credit where it’sdue. If the candidate states clear-

ly what he’s for or against, ormakes one or more stupid state-ments, no number of phonecalls or personal visits willchange the voter’s mind. If his political party has as

its major philosophy ideas thatrun counter to societal stan-dards, he’ll be rejected as heshould be. If his opponentespouses things that sound rightto you, you’ll accept that candi-date. Now let’s talk about the bil-

School varsity hockey team hasstarted the season with a pre-season record of 1-0-1.On Nov. 4, the Wolverines

skated against the NordoniaKnights and posted a dominantvictory of 12-0. The Wolverine scorers

included James Kern, JohnSternen, Alex Bielek, TuckerSolon, Skylar Rossbach, Tate

Georgevitch, Zach Maguire andSteven Repas. Five of the scorers had

assists along with Deena Bucci,Brenden Judson saved six shotsby the Knights.Last Friday, West G faced an

experienced Cleveland HeightsTigers squad. While the Tigers scored first,

the Wolverines battled back andthe score was 3-3 at the end ofthe first period. The teams battled in the sec-

ond period, each scoring threemore times. The defense for both sides

tightened in the third periodand the game ended in a 6-6 tie. Scoring for the Wolverines

was James Kern, Alex Bielek,Tucker Solon, and SkylarRossbach. John Sternen, TateGeorgevitch, and Steven Repasadded to their season totalswith assists. West Geauga goalie

Brenden Judson had 24 savesfor the night.
