By Diane Ryder By a 2-1 vote Thursday, Chester Township Trustees decided to remain a member of the Chagrin River Watershed Partners, after a resident and one trustee questioned the need to belong to the organization. The Willoughby-based non- profit, headed by former Russell Township Trustee Greg Studen, assists private citizens and local governments with water issues related to the Chagrin River Watershed, according to its website. The group, formed in 1996, has 37 members, representing 99 percent of the land in the watershed, its website said. All local governments in the west portion of Geauga County are members. Chester’s dues this year are $4,370.53. On Feb. 21, trustees tabled whether to pay the annual dues after a resident questioned the need to belong. Thursday, when the issue came before trustees again, Trustee Ken Radtke said he had researched both the CRWP and the Geauga Soil and Water Con-servation District, a Burton-based county/state agency that works with agricul- ture and local residents to pre- serve natural resources, including water, in the county. “I talked to (CRWP Dire- ctor) Amy Brennan. She’s very passionate and very knowledge- able, and she heads a good organization with a good mis- sion,” Radtke said. “But I have to look at the taxpayers’ dollars again, so I also met with (GSWCD Director) Carmella Shale.” After talking to both direc- tors, he came to the conclusion both groups work together, but their services have the potential to overlap, he explained. Radtke said in seven CRWP site visits he researched, he found 85 percent of them were done in cooperation with the GSWCD. “I’d like my fellow trustees to take that into consideration,” he said. “Dollars to the soil and water conservation district are dollars in the county.” He said dealing with the GSWCD is “more bang for our buck.” Trustee Mike Joyce said although both groups have simi- lar functions and sometimes overlap in their services, he believed CRWP offers valuable services to individual residents and to the township govern- ment. “I would suggest that the board consider the soil and water conservation district; nothing against the Chagrin River Watershed Partners,” Radtke said. He voted no on the motion to approve paying the $4,370.53 dues to CRWP. However, the motion passed, 2-1. Radtke did approve a CRWP request to sign a conflict of interest and financial interest disclosure statement. He and Trustee Judy Caputo said the measure was necessary to avoid any conflicts of interest between townships and contrac- tors hired to do work related to CRWP projects. Being in the construction and design industry, Soryal’s visions came to life when he decided to purchase the run down building and relocate his own showroom. Kitchen & Bath, Etc. opened its doors in 2000 with a 1,000- square-foot showroom. As busi- ness progressed, the company then moved to a 2,500-square- foot space in 2008. Now, they made their final stop in a 3,500-square-foot new showroom. Located at 8454 East Wash- ington St., Bainbridge Township, in front of McFarland Corner shopping center, the new show- room began its construction phases in October. “I live in Bainbridge, my chil- dren attend Kenston Schools,” Soryal said. “As a resident, I’d see this building and how poor it looked, and I had a vision how it could look with my busi- ness, thus the process of moving my showroom began.” With the building being in bad shape, the demolition start- ed and Soryal began redesign- ing the exterior and interior of the building to fit his needs with the help of an architect. The new showroom officially opened March 1. Customers may walk in and see the endless options of kitchen and bath projects avail- able. Some key aspects of the space are examples of kitchen and bath designs. Featured, but still under construction, is a working kitchen, with plumbing and appliances installed. This will give customers the “hands on” feel of the kitchen, not just the look, Soryal said, adding another area is specifi- cally for people to sample how different “touch faucets” work. There will also be a bath- room model, with the latest trend of speakers attached to the tub, where music can felt and heard underwater. “We have the latest and greatest,” Soryal said, smiling. Although the cold, wet weather has put a damper on a lot of spirits, Kearns said it has been a boon in the abatement process. “It’s gone really well because of the heavy moisture in the air,” he said. “It’s been an asset. They’ve been able to work quicker and get more done.” The containers brought in for the abatement part of the project are packed with full bags, Kearns said. “It’s just making sure of ethi-cal compliance,” Radtke said.“It’s good to do if the boardapproved the membership,which the board chose to do.”Caputo added, “I have no

issues with signing it.”Joyce voted against the

request, which passed, 2-1. In other business, Radtke

questioned several line items inthe 2013 permanent appropria-tions agreement, which eachcommunity passes and files withthe Geauga County Auditor’sOffice by April 1.Trustees met in a special

work session the previousMonday to work out the detailsof the measure.Radtke asked Fiscal Officer

Mike Stark whether trusteescould make smaller appropria-tions, by $5,000 in some cases.“If you’re tweaking, the time

to tweak it is now,” Stark said,adding, however, if too little isset aside for various expendi-tures, trustees will need to passmany last-minute appropria-tions as they would be needed.“We can’t take the approach

that just because the money’sthere, we can spend it,” Radtkesaid.Caputo disagreed.“We discuss every expendi-

ture,” she said. “This is appropri-ated dollars, not dollars spent.”

Joyce asked Radtke howmany tweaks he has come upwith since last Monday’s worksession. Radtke questioned funds set

aside for fitting traffic signalswith transponders that wouldallow emergency vehicles tochange the lights by remotecontrol. Caputo has been working on

the issue for several months andlooking into possible grantfunding.Radtke said the township

should consider installing theequipment only at major inter-sections to save cost.“We’ve been in discussion

about some donations comingin,” Caputo said. “We only haveseven lights. If the grants wereto come in, I imagine the boardwould want to vote on it at thattime.”

Radtke said he just wantedto express his thoughts on thetopic. After discussion and some

minor revisions, trustees unani-mously passed the measure asamended.

industry — Soryal’s father was ageneral contractor — and gradu-ating from Kent State Universitywith an Interior Design degree,Soryal worked in the industryfor different businesses.Once he believed he’d

gained enough experience andknowledge, he decided to starthis own.“I learned that I didn’t like

being tied to someone else’sphilosophies. I wanted to addmy own personal touch onthings,” Soryal said.Kitchen & Bath now fea-

tures a wide variety of flooring,lighting, counter tops, cabinets,paint, ceiling/plumbing exam-ples and finishes for any roomin a home. The “green movement” is

currently booming in the realestate industry. Kitchen andBath also has the knowledgeand capability to do environ-mentally friendly designs. “When a customer comes in,

we listen to what they want. We

will educate them, show themthe options available, come upwith a plan and design and con-ceptualize the whole project,”Soryal explained. “An educatedcustomer is our best consumer.”He added, “This is what I

tell each customer: ‘We will giveyou our opinion and tell youabout the options, but, it’s yourhouse and your money. Youmake the decisions.’”The Kitchen & Bath team

consists of three interior design-ers, including Soryal.

structure is set for March 28with Kearns, the contractors, anOhio Environmental ProtectionAgency representative and apotential funding source to lookat the site, he said.Once that part is done, TRC

from Newbury will demolishthe structure, haul the piecesaway and backfill the founda-tion with clay so topsoil can bebrought in and grass seeded. Kearns said the clay fill

should be in place within days.“It’s a milestone,” he said.Prodded by complaints from

neighbors, trustees have beenworking with Kris Klingmann,the owner of the long, narrow10-acre parcel, to get the deteri-orating structure taken down. Located just north of Cedar

Road, the parcel with a largepond is abutted by 10 otherproperties. Kearns has been managing

the project since it first came to

light in 2009 with numerousdelays Klingmann and variousagencies caused. Most recently, Kearns has

worked with Bainbridge Town-ship, which is managing theMoving Ohio Forward grantprogram, to find funding for thedemolition and site reclamation. If the retroactive grant funds

are not forthcoming, trusteeshave said they will put the costof the demolition on Kling-mann’s taxes. Trustee Andy Bushman said

after the meeting that TRCagreed to do the work for about$20,000.Klingmann, a Russell Town-

ship resident, purchased theproperty in 2006 for $135,000,according to the GeaugaCounty auditor’s website, whichvalues the land and building at$172,300. When trustees became

aware of the building’s condi-tion, Klingmann said he hadplanned to renovate it. When fire department and

law enforcement officials saidthe old structure was unsafe for

rescues and some vandalismwas occurring, trustees insistedit must come down, but gaveKlingmann several extensionsto find funding for the project. Last year, trustees started

the process to have the buildingdemolished and Kearns hasbeen working with the OhioEnvironmental ProtectionAgency to make sure theasbestos is safely abated. “TRC said they believe it

should be done by the end ofthe week,” Kearns said.In other business, trustees

approved Kearn’s request tohave Julie Johnston, administra-tive assistant, work an extrafour hours per week throughApril to help him create orupdate files on each house inMunson for zoning purposes. He said his office receives

many calls from real estatesalespeople and adjustors ask-ing if there are violations onvarious properties.Having a separate file on

each address would streamlinethe search for that information,he said.

What's a MOAN-R?I first used the term MOAN-

R in a conversation with my kidsregarding “assault weapons.” Always emphasizing the

importance of using precise lan-guage, I called these armsMOAN-R’s, i.e., Military Only-in-Appearance Rifles. Theychuckled and started moaning,as I figured they would...I'd like to think that most of

our legislators are the enlight-ened, honest citizens ourFounding Fathers envisionedthey would be. Just watch a short segment

of them talking on any givenday, and it's obvious that thismay not be the case.I know it’s politics as usual,

but, boy does it get my ire upwhen I hear deliberately mis-leading terms like "assaultweapons" used by people beingpaid to represent us.So, what about these

MOAN-R’s (ex. AR-15)? Theyare just like any other perfectlylegal rifle available to law-abid-ing citizens with one exception:their external design gives themthe “military look” — pure cos-metics. Now that Sen. Feinstein’s

MOAN-R Ban is, until its next

resurrection, dead, I call on thecitizenry to demand criminalcontrol.The bad guys are real, not

imaginary boogeymen, whoneed to be removed from circu-lation. Truth is, the D.C. actors are

lazy, content to collect a pay-check and relish the sweetperquisites of power. Far easierfor them to control the sheep(whilst they sleep protectedfrom the wolves in their safely-guarded castles — at ourexpense, of course) than totackle the actual problem.I'm done keeping quiet in

the face of outright baloneyfrom the insincere sloths whohave exclusively their best inter-ests at heart.I see all around me honest,

hard-working people silentlyabsorbing the punches while theeconomy tanks and othersenjoy the fruits of their labor. Enough. It's time for

America to re-awaken and exer-cise the foundational principleof government of, by and forthe people. Lawmakers, eitherget to work or get chucked offthe gravy train.

Kathy and Matt Fadorsen had thepleasure of tasting quality coffeeavailable in local cafes. When home, the couple found

similar quality coffees available atindependent coffee shops in theU.S. The appreciation of the fine

coffees that were locally roastedusing 100 percent Arabica beansquickly grew and lower qualitycoffees using Robusta beans likethose big grocery store cans, gasstation coffee, etc. were no longerin the cupboard. When discussions of opening

a business came up, there wasonly one thought: a coffee house. In 2006, Kathy and Matt pur-

chased Chester Township’s ownindependent coffee shop, theArabica Coffee House located inthe West Geauga Plaza in the oldpost office building. The Arabica Coffee House in

Chester Township offers sevenbrewed coffee choices every day. These include a light, medium,

dark roast and an exotic coffee aswell as a flavored coffee. It alsooffers fresh brewed decaffeinatedroast and a flavored decaf as wellas cold brewed Toddys for icedcoffee fans. Arabica’a coffees are roasted

locally in Brecksville and deliv-ered each week. If espresso baseddrinks are a specialty, lattes, cap-puccinos, Americanos andmochas are available. One pound of coffee for every

gallon of Toddy is used andbrewed for 24 hours.Arabica also offers breakfast

SUSPENDED LICENSEOfficers conducted a traffic

stop on a vehicle crossing theyellow line in the area ofMayfield Road and Laser Drive. Driver of vehicle was under

suspension and given a citationalong with a court date andvehicle was towed from scene. The same driver was pulled

over the following night fordriving over the double yellowline on Mayfield Road. Officerscited the driver for anotherdriving under suspension, issueda court date and vehicle wastowed from scene.

WARRANT

Officers conducted a trafficstop in the area of MayfieldRoad near Sperry Road. Upon running registration,

driver was confirmed to have awarrant out of HighlandHeights Police Department. Officers placed driver into

custody and remanded his caseto Highland Heights Police.Vehicle was towed from scene.

OVI

Officers conducted a trafficstop in the area of Mayfield andCaves roads. Upon speaking with driver,

officers performed a field sobri-ety test. Driver was placedunder arrest and transported toGeauga County Safety Centerand issued a citation for OVIand a court date.

Officers conducted a trafficstop in the area of MayfieldRoad and Laser Drive for avehicle that drifted left of cen-ter and almost struck a policecruiser. After speaking with the

driver, he was given a fieldsobriety test and placed intocustody and transported toGeauga County Safety Center.The driver was cited for under-age consumption and OVI,given a court date and vehiclewas towed from scene.

CAR ACCIDENT

Officers responded to a two-car damage accident in the areaof Mayfield and Chillicotheroads. Driver of the second vehicle

was cited for failure to obtainan assured clear distance.

Officers responded to a two-car damage accident on May-field Road. Second vehicleattempted to pass first vehicleon a double yellow, striking thecar. Driver was cited for passing

in a hazardous zone.
