The latest job-growth forecast developed by USATODAY (June 29) shows improving job growth through the end of the first quarter of 2011 for the nation, California, and San Diego County.
Nationally, the forecast pegs overall job growth at 1.2%, which compares to the 0.4% jobs projections of April 7.
The forecast for California now stands at 0.9%, up from the 0.2% of April 2009.
Unemployment Shift
“For the first time in American history, there is a record high in unemployment of the professional with 5+ years and a degree in their field.
This shift has caused a huge slice of our workforce professionals out of work in the mid to upper level management area.”

How Will the Economy Perform?
“How will the local economy perform during 2010? “
That’s what a panel of local experts at the 26th Annual San Diego County Economic Roundtable discussed as they offered their views on the outlook for the economy in the County during the upcoming year.
The general consensus was that the prolonged recession is technically over and both the national and local economies are entering a recovery period.
How Will the Economy Perform?
The unemployment rate is forecast to remain high compared with the low rates more typical for the region; and job creation is anticipated to be positive compared with the job losses of the past 18 months.
But the number of new jobs to be generated will be relatively low.
Inflation is forecast to remain low while local residential real estate is expected to continue its rebound with a slight increase in value.

Bridging the Gap
Bridging the gap between employer needs and employee skills is a challenge San Diego faces in maintaining a strong regional economy.
Employers are always looking for skilled applicants, while job seekers often times strive to become more desirable candidates.
Until the Career Transition and Development for Professionals Certificate, no program existed in San Diego to bring these common challenges and professionals together.
Key Factors of the Unemployed Professional
5-25 years working in the same career
Lots of skills and experience
Possible career changes up to 6 times over 20 years with lots of skills to list
No clue how to give a 30 second introduction
No new innovative ideas
Too many “old school skills” and too much job knowledge to list
Therefore a 3 page resume- NOT!
Social networking
Has not interviewed in 5+ years
Not interested in sitting in entry level training
Universities Working Together
Never before had three universities collaborated in the history of San Diego County!!
We are competitors!!
We do not reveal our syllabi or curriculum to the competitor!
We do not share instructors!
On Board with WP
However, all three universities were on the board for Workforce Partnership.
We would talk about the unemployed, educational levels and challenges in working within a grant.
UCSD and SDSU started talking about a program for unemployed professionals.
UCSD wrote the original proposal and had it approved through the workforce for CA, ETPL.
This type of program was innovative and new.
Collaboration
In order to develop a program that could be used by unemployed workers, SDSU had to have collaboration from :

San Diego Workforce Partnership
Key Factors:
Become an approved provider for your local and state Workforce Development Organization.
Be able to do turnkey programs both online and face to face classroom.
Have a menu that you can provide without having to use more staff or dollars.
Be flexible about customization if needed.
ARRA Grants
SDSU became an approved University in the region offering ITA (Individual Training Accounts) for unemployed and underemployed workers.
SDSU marketed ourselves as a “sub- contractor or partner” for ARRA and DOL grants.
“Sub-contractor or partner” - SDSU was the component who provided education and training, not the main operator of the grant.
ARRA Grant for Healthcare
Allied Health Care Education and Career Readiness, 2009-2011 ARRA Grant for $400,000 for two years. SDSU delivered healthcare training to 235
unemployed and dislocated workers. Finished in one year with a 95% completion rate. A
proven success and learned the challenges of a grant.
Gave them a menu of 10 programs: F2F & Online Medical Coding, EKG Tech, Pharmaceutical
Technician
Key Factors
Be able to market your program to the community through press releases, presentations at one stop career centers.
ITA or ARRA funding required
Approval of the program as a community outreach. SDSU became another branch of Workforce by becoming a kind of “one stop career center”.
Curriculum
By the end of the eight weeks, the program will : Build an action-oriented career plan Set the tone for a successful job search Polish and fine-tune your résumé Sharpen and improve your interview and networking
skills Identify what works in today’s job market Assess your talents and skills to identify a match to the
right job for you Make plans and set goals to carry you into a successful
future
One on One applications
Computer labs for resume writing
Professional recruiters and a recruiter panel
Networking and a Networking panel of professionals
One on one coaching sessions (three).
How to develop your own LinkedIn professional site and upload the vital information
Taped interviews for one on one skills
Follow up
Eligibility for the Program
In order to be approved for the program:
1.Must fill out a participant profile.
2. Must speak to a one stop career center
counselor and fill out an eligibility form.
3. Must bring in a current resume.
4. Must attend all classes in the 8 weeks
( unless they get a job within the timeframe)

Three Universities
Each college chooses their own schedule
SDSU is running it as long as the funding will last
Instructors are industry experts
That completes the circle- unemployment office, counseling, training, a job offer !!
Fees to the Participant
$$$$
Cost per Student
The ARRA Grant or the ITA can use up to $6,000 per person for training.
With special approval it can be higher.
All textbooks, all equipment, and costs to students is paid for within the fee.
This program is a non- credit program.

Replacement or Encore Careers
Realtor –Use your skills and learn about “Greening Homes”
Sales–Use your skills and learn the terminology and requirements for greening a home or going into the Solar fields.
Architect–Develop the knowledge needed for “re-greening” a building
Secretary- Company closed. New area- Administrative Medical Specialist, Medical Coding.
Whether a professional is starting, changing, or advancing their career the opportunity to join a learning community of professionals and acquire real world understanding and best practices today, is a must in today’s changing economy.
