1. OBJECTIV ES AN D INTRODUCT ION OF JKRTC

The J&K Road Transport Corporation (a successor tothe erstwhile Government rransport Undertaking) came into existenceon 1.9.1976 under Road Transport Corporation Act of 19S0 and is aimedto provide adequate, economic and co-ordlnate transport services forthe convenience of general public. J&K Road Transport Corporationis also dutiful in serving the Government Departments, Governmentowned Corporations/Statutory bodies and Armed forces, besidesproviding transport services (on behalf of the Government), duringeventualities like Hartals, Curfew and crisis like situations. TheOrganization has been actively engaged in serving the public of the U.T

of J&K since 1948, immediate upon independence of the Country. Themain objectives of the Road Transport in the public Sector in U.T of J&Kare summarized as under:

1. To make thSGnsport system advantageous and convenient tothe Public, Tourism, Trade, lndustry and various other agencies.

2. To provide an efficient and economic Road Transport Servicefor the traveling public both within the Union Territory of J&K and

on the lnterstate routes.

3. To provide for highly integrated transport system for carriage

of essential commodities of the Government agencies and under

the Public Distribution System.

Accordingly, J&K Road Transport Corporation has currenfly been

covering approximately 24. 18 Lakh Kms per month and carries

about 3.66 Lakh passengers to their destinations, besides transporting

07.75 Lakh Qntls (Approximately) of cargo legitimately to every nook and

corner of the State thereby ensuring successful public Distribution offood grains and essential commodlties every month.

The Corporation has its corporate Headquarters at Srinagarwith a Regional Headquarter at Jammu The Corporation is headed bythe Board of Directors with the Advisor (B) to Hon'ble LieutenantGovernor, J&K as its full time chairman, who is assisted by theManaging Director as the Chief Executive of the Corporation.

4. Capital Structure:

Under the provisions of RTC Act,1950 [Sec.23 (1) the State

and Central Government agreed to provide Capital contribution to

the Road Transport Corporation of a State in the ratio of 67:33.

Capital of JKRTC as on 31.03.2019 is Rs. 192.95 crores and Rs.

15.01 crores has been provided by the Central Government (now

converted into equity share capital).

The Current Capltal funding of JKRTC is only throughState Government now UT of J&K in the shape of Annual Plan

Allocations.

5. Administrative F nctioninq of J&KRTCu

Re-structuring of the Corporation with a view to achieve self-

sustenance was felt as the need of the day and accordingly,

the Board of Directors of JKRTC on 1 8-10-2010 after

threadbare examination approved the constitution of (5) Profit

Centers in the organization, each headed by a Profit Centre Head

whose responsibility and sphere of functioning are well defined

For future efficient functioning of the Corporation in order to meetits operational costs, the focus of Managers has to beeffective utilization of Buses and Trucks with the objective toachieve optimum vehicle utilization in terms of Kilometers per day,better fleet utilization in terms of maintaining g0% operative leveland higher vehicle earnings per day through route rationalizationwith optimum capacity utilizatlon. Regular monitoring and co-ordination has therefore to be ensured by both the Operationsand Maintenance units.

The Corporation has undertaken a Re-Structuring exercise inorder to reduce the strength of its employees and downsizing ofthe fleet strength in-consonance with the business potential so asto limit its expenditures. Alongside, revised Service Regulations ofthe Corporation has been re-framed so that capabilities of its staffget enriched with improved career advancement avenues andshall help in improving the overall financial and physical health ofthe Corporation such that its quality of service will substantiallyimprove with the passage of time after adequately qualified andexperienced staff shall address public requirements moreeffectively.

The top level & upper levels of Management including ManagingDirector, Joint Managing Director and functional heads vL FA&CAO,GM (Mech), GM (P&S) & GM (Admn) exercise powers and expeditelegitimate functions in accordance with the delegation of powers vestedto them. However, at the executive level for focusing on resultsachievement viz realization of revenue and fleet productivity as pertargets, the Profit Centre Head i,e, General Manager's /Dy.GeneralManager's has to utilize the resources economically and optimize theperformance both physical and financial so as to meet the expendituresincluding fixed and variable costs of the respective profit Centre.The above Profit Centers under the charge of respective GeneralManagels carry out their normal activities in accordance with theguidelines laid down in Operations Manual of the Corporation and theactivity charter defined while formulating the profit Centers afterapproved Re-structuring.

7. EXPECTATIONS OF JKRTC FROM ITS SERVIC E SERS

The commuters on JKRTC buses and freight booking Agencies/Government Departments of JKRTC trucks are broadly expected to:-

. Pay the fare or freight as per demand of JKRTCrepresentative.

o Collect a receipt from JKRTC representative in tokenof service availed (Ticket, Cash Receipt and GoodsGhallan)

. Use JKRTC Bus or Truck in a manner a self-ownedbus or truck is made use of.

. Keep the JKRTC bus/truck clean and protect thisproperty of Corporation as a responsible citizen ofthe Country/State.

. In case of any shortcoming in service of JKRTG, aformalcomplaint may be lodged with theCorporation for redressal.

8. PUBLIC/USER'S GRIEVANCE REDRESSAL

(i) ln case of any shortcoming observed in RTC servicesor complaints, the contact persons for the service availed,as per area of operation shall be the Unit Officer. Addressand Phones of same are summarized in "JKRTC Contact Sheet',in following pages.

(ii) ln-case the Unit Officer concerned is unable to redress or satisfythe complainant, the grievance can be projected for redressal toProfit Centre Head of the Division concerned, the address andphone of same have been summarized in ,,JKRTC ContactSheet" in following pages.

The passenger fares in UT of J&K are revised from timeto time and notified by the Transport Commissioner J&K as amatter of fare policy and same are adopted by theCorporation. However, the fares are periodically reviewed in-viewof seasonal demands on certain routes and are reduced at timesfor Corporation services to remain competitive vis-i-visprivate operators on said routes, which is duly advertised.

Freight revision and fixation in respect of CargoServices rendered to different Government Departments,Governmentowned Corporations/statutory bodies, Armed forcesetc is notified by the Managing Director, JKRTC under theprovisions of Government Orders as a Policy.

JKRTC is actively involved in movement of freight of FCS&CA Department and other Government Departments, Governmentowned Corporations and Autonomous bodies who areunder obligation to utilize only JKRTC fleet of trucks or those hiredby it for movement of any freight of their Department.

The guiding spirit of Government orders is contained in SRO-157 issued by Transport Department on 26-04-2001 andits operative part is reproduced here under: _

"To bring the State Government Departments/Undertakings outside the purview of the State TransportAuthority freight structure with the stipulation that acommittee headed by the Managing Director JK State RoadTransport Corporation shall fix freight rates on yearly basis inrespect of their own fleet for carriage of goods destination-wise. All Government Departments/ Undertakings shall utilizethe services of truck fleet available with J6.K State RoadTransport Corporation in meeting their requirement of

9. J&KRTC POLICY OF FARE AND FIItrIGHT CHARGING,

Under the provisions of notification issued by the officeof Transport Commissioner, J&K, the following categoriesof commuters are exempted to the extent of 50% for travelingin JKRTC Buses.

1. Physically handicapped/disabled persons who shall have toproduce valid identity card attested by a Medical Officer. Samefare concession to freedom fighters and Pthalacaemia patientsalong with one attendant has also been extended.

2. Any person suffering from cancer or is deaf, dumb orblind provided he/she holds a card duly certified by thePrincipal Medical College, Srinagar/Jammu or from a specialistof Government Hospitals in the State.

3. Students traveling from their places of residence to the locationof their Education lnstitutions and back, once a day, providedthat the students shall have to produce a bonafide and validldentity card of the lnstitution in which he/she is studying.

4. War widows for their journey within the state subject tothe condition that they shall produce valid identity card from ZilaSainik Board.

5. No charge shall be collected from any handicapped person forcarrying a wheel chair, tricycle or any other such mobility aidwhile traveling.

i) A child up to 12 years of age shall be reckoned as half andcharged half journey fare.

ii) A child upto 3 years of age shall not be reckoned for anyjourney fare.
