HARYANA STATE AND E-GOVERNANCE

INITIATIVES

Haryana created on November 1 1966 is one of the

pioneering states in India It has an area of 44212 sqkms a

smaller state comprising only about 137 of total geographical

area of the whole country The population of the state (as per the

census 2011) is 25353081 (13505130 males and 11847951

females) Further the population of Haryana forms only 209

percent of Indiarsquos total population1 It is worth to mention that

the population growth in the state during the decade

(2001-2011) has been 1990 percent and is lower in comparison

to previous decade (1991-2012) when it registered a growth of

2806 percent2 Haryana ranks as 17th most populated state in

India3

The state is in northern India located between 27ordm37 to

30ordm35 latitude and between 74ordm28 to 77ordm36 longitude It is

surrounded by Uttar Pradesh (UP) in east Punjab in west

Uttaranchal Himachal Pradesh and Shivalik Hills in the north

and Delhi Rajasthan and Aravalli Hills in the south4

Haryana is one of the most prosperous states in India

having one of the highest per capita income in the country that

is 1 09227(Table 31) It ranks fourth in terms of per capita

income The Goa is the first having per capita income of Rs 1

92652 followed by Delhi (Rs 1 75812) and Chandigarh

(Rs 128634-2011)5 Thus Haryana has an edge on this count in

comparisons to other states of the country

Moreover it has a special recognition in India for extensive

electricity connection (Table32) and potable drinking water

(Table 33) to all the habitants Besides it has a vast network of

metalled roads (Table 34) connecting all villages of states to

small and big towns

The state is highly progressive and has acquired a

distinction in all sphere of life that is education consisting of

Technical education Medical education and Vocational

education (Table 35 36 37 and 38) health sector

(Table 39) industries (Table 310) social welfare (Table 311)

housing (Table 312) and sports (Table 313) as is evident from

information given in tables It has also been progressive in

traditional primary sector also as is evident from the information

given for agriculture (Table314) coverage under irrigation

(Table315) animal husbandry (Table316) dairy development

(Table317) and cooperation (Table 318)

The information given in (Table319 320) shows that

Gross Domestic Product in the base year (2004-05) was 953918

Crore Rupees at constant prices but now it is 1638526 in

2011-12 and in the same manner Net State Domestic Product in

the base year (2004- 05) was 859242 Crore Rupees at constant

prices that is increased 14956801 in 2011-12

Thus there has been an overall progress in the state

Therefore the state has opted to introduce technology driven

governance mechanism to cope up with the contemporary needs

of the people at large

e-Governance Milestone in Haryana State -

The Haryana state has also made several efforts to equip

its administrative system for delivering e-services to the citizens

at their doorsteps

1 Information Technology Policy 2000 -

The Haryana State Legislative Assembly has approved the

Information Technology (IT) Policy 2000 intended to replace

traditional public service system by IT driven system of

governance in order to make the governance more efficient

economic and transparent one The policy has made it

mandatory for each department

(i) To establish an IT Cell

(ii) To allocate 5 percent of its budget for IT applications

(iii) To promote IT industry and creation of employment

opportunities

(iv) To establish a single window for delivering of services

(v) To upgrade the standard and quality of public

administration through the use of IT and

(vi) To make provision of IT literacy and education in the state

Thus this policy envisages multiple efforts to ensure

adequate resources create enough IT infrastructure and to

generate awareness and e-literacy or education among citizens

so that the benefits of e-Governance may be utilized by all

In order to realize the objectives set forth in the policy the

State Government has created a fund (beginning with Rs 10

crores) called as IT Initiative fund in the May 2010 year

This fund comprised of officers of different departments

has been used for developing models of e-governance and has

been administered by a governing body

The Governing Body upgrade the standard and quality of

administration through modernization and providing public

centered efficient and cost effective delivery of service It also

contributing to in spread IT literacy and education and generate

IT related employment opportunities in the state The

composition of this body is given in (Annexure 31)

The day to day working of fund is managed by an executive

committee under the Secretary Electronic and Information

Technology The composition of Executive Committee is given in

(Annexure 32)

The approval of IT policy by the Haryana Vidhan Saba

earmarking requisite funds and composing a governing body of

administrative and financial support has already been extended

to develop e-governance system in the state

(2) Thereafter the Government has established a network

known as Haryana State Wide Area Network (HARNET) for

voice data video transmission and dissemination in the

year 2008 Under National e-Governance Plan (NeGP) the

Government of India implemented three core projects of

State Wide Area Network (SWAN) State Data Centre (SDC)

and Common Service Center (CSC) The State Wide Area

Network is considered as converged backbone network

Haryana is the first state that implemented SWAN in the

country

Presently this network cover State Secretariat Haryana

Bhawan and 19 District Head Quarters all Government

departments Districts Sub Divisions Tehsil Sub-Tehsils and

Block Head Quarters for inter departmental connectivity multi

service facilities file transfer facilities e-mail on-line

application processing query and responses It also provides

better communication sharing of information between different

departments

This network connected 39 courts including High court at

Chandigarh and 20 Jails of Haryana including office of Director

General of Prisons (DGP) at Panchkula district Now with the

help of this network online trials of accused are conducted

through video conferencing facility established at each jail and

court Besides this Haryana Police WAN Project which was

established in the year 2004 has also been connected on

Haryana Sate Wide Area Network So these networks provide on-

line application facility for various departments

(3) Similarly It has also been made compulsory for all

departments boards and corporations to make provision

a state level agency known as HARTRON This corporation

has been entrusted the following responsibilities

1) To provides help in the planning of e-Governance

solutions

2) to help in establishment of basic software and hardware

(LAN)and Wide Area Network (WAN)

4) to provide help in data processing and

5) to provide consultant for preparation of IT Road Map

The Corporation HARTRON has been successful in the

preparation of e-Governance Road map of the state It has also

executed the project for the Police Department known as police

lsquoWANrsquo that connecting all the police stations district

headquarters and state headquarter The roadways depots were

also computerized by it The State under its IT policy has also

made mandatory for each department to establish a portal

website and inter connecting it all other websites of other

department and organizations of the government It has also

been mandatory for each department board corporation and

commission to make available informations notice and other

news related to the concerned organization on its website on

regular basis and it should be updated from time to time

(4) The State Government has also set up a Common Service

Centre (CSCs) to extend IT enabled services to the citizens

These centres are multiple-service-single-point model for

providing facilities to citizens and front end delivery

Haryana is one of the states to implement (CSC) scheme in

the country has successfully completed the roll out of 1159 rural

CSCs and 55 urban CSCs that are also known as e-Disha Ekal

seva Kendras throughout state The CSC project has a 3-tier

implementation framework

is one of the approved projects under the Integrated

Mission Mode Project of the National e-Governance Plan

Under the NeGP the Government has planned to establish

100000 broadband-enabled Internet Common Service Centres

(CSCs) in the rural areas of country to connecting the citizens to

World Wide Web The Government at National State and Local

levels provides various services such as registrations of birth

death and marriage certificates providing information on

weather conditions and prices of various agri-commodities to

rural farmers and issuing of electronic ID cards for formers

Institutional Framework of e-Governance

The State Government has also formulated an effective

institutional framework for successful implementation of

e-Governance projects For the development of Information

Communication Technology (ICT) the state Government shall be

governed on the philosophy of maximum facilitation and

minimum interference by creating an investor friendly

environment7 The following institutions are playing an

important role in the development of ICT for effectively delivery

of public services

The main purpose of this secretariat is to monitor the IT

initiative and take necessary steps to remove problems in the

way of successful implementation of the IT policy8 besides this it

also maintain technical standards in operating of

e-Governance projects

B High Power Committee

Under the Information Technology (IT) Policy 2000

following four Committees are included for the development of IT

in the State

A State Level Steering Committee that is known as

ITndashPRISM (P=Planning R=Re-engineering I=Implementation

S=Steering and M=Monitoring) was established by Government of

Haryana This Committee is headed by Chief Secretary and he

oversees computerization and application of IT in public

domain9 It is assisted by a Technical Committee that is headed

by Secretary Electronics and Information Technology The

Role and Functions

1 It decides the preferences of various sectors to be taken for

the purpose of process of computerization

developing model of e-Governance promotion for IT sector and

(D) Hartron

Haryana State Electronic Development Corporation is an

important undertaking of Government of Haryana It provides

tools techniques and various methods for establishment of

various e-Governance projects for delivering public services As a

result of various new initiatives taken by HARTRON the state

has improved its national ranking in e-readiness as per the

e-readiness assessment report

(E) District IT Societies

Under the chairmanship of Deputy Commissioner District

Information Technology Societies has been formed in each

district for the proper implementation of e-Governance

programmes of Central and State Government These societies

manage e-DISHA Centres which are established in their district

and also keep control over day to day functioning of the centre

(F) National Informatics-Centre - Haryana State Unit

(NIC-HSU)

The National Informatics Centre (NIC) has established its

unit known as Haryana State Unit of NIC in 1988 for the

promotion of Information and Communication Technology in

governance at state capital Chandigarh including Haryana Civil

Secretariat and other Institutions The State has also developed

SWAN (State Wide Area Network) on 5 th February 2008 with the

help of NIC HSU

This Unit provides facilities of video conferencing technical

consultancy and ICT advisory services to the State Government

It has all contents of Intranetweb applications and official

e-mail accounts on this data centre

total 27 Mission Mode Projects (MMPs) consisting of nine Central

MMPs eleven State MMPs and seven Integrated MMPs10 In every

department works in a project mode within a tight and defined

time frame by preparing a detailed project document with the

help of consultant that clearly indicate all the important aspects

introduce various e-Governance projects for brining efficiency

transparency and economy in delivering of citizens services at

is one of very few states where property registration system and

land records system have been dynamically integrated by the

Programme (NLRMP HARIS HALRIS) HALRIS has also

integrated with spatial (Cadastral Maps) data by customizing

Bhu-Naksha Software12

2 Property Registration MMP Haryana Registration

Information System (HARIS)-

It also provides facility of registration of property and land

in all the offices of Sub-Registrars in Haryana This project is

also linked to Mutations and Jamabandis at all Tehsil and

Sub-Tehsils covering 100 locations in Haryana It brings

transparency by taking photograph of buyer and seller along

with sub-registrars and increase revenue collection for the state

government

2 Transport MMP SAARTHI and VAHAN-

For issuing of computerized Driving License the project

SAARTHI and for issuing vehicle registration certificate

the project VAHAN software are introduce at 33 SDM

office in the State Both of these projects are working on

a self sustainable model through DITsRed Cross

Society The Citizens are provided Smart Card based DL

and RCs by these projects

4 Treasuries MMP Online Treasures Information System

(OTIS)-

The Government of Haryana implements this projects at

100 locations covering all 21 Treasuries and Sub Treasuries13

The high taxpayers are given benefit by introducing a gateways

interface with SBI online Further Online Budget allocation

system has been implemented for all BCAs (Budget Controlling

Authorities) BCO (Budget Controlling Officers) and extended to

DDOs The Electronic payment system (EPS) that is meant for

Government payment is also developed and integrated Online

Treasury Information system The State Government also takes

initiatives for centralized e-Salary system for all government

employees and e-Pension System for all pensioners of Haryana

Government

5 Panchayats MMP -

The State Government under e-Panchayat Project has

computerized house holds survey of BPL (Below Poverty Line)

families for all districts and implemented Mahatma Gandhi

National Rural Employment Guarantee Act (MNREGA) and

Backward Regions Grant Fund (BRFG) scheme in Sirsa and

Narnaul district It has also implemented monitoring system for

District Rural Development Agency (DRDA) schemes and

developed an MIS (Management Information System) for MPs

Local Area Development Scheme (MPLAD) at Kurukshetra district

of Haryana14

6 Commercial Taxes MMP Value Added Tax Management

Assessment Collection System (VATMaCS) -

This project has also been implemented in all the offices of

DETC for VAT return processing dealers registration fact sheet

compilation statutory forms inventory and road side checking

To facilitate e-filing the VAT return system is planned to be

converted to a centralized web enabled solution with integration

to payment gateways and treasuries

7 Municipalities MMP House Tax Assessment and

Collection System (HACiS) -

This project is implemented in all the 68 municipalities of

the State It has more than 10 lacs property records15 The

e-DISHA centres which are established in every districts also

connected with this MMP provides birth and death and other

necessary certificates in the concerned district It brings

transparency in tax computation and significant increase in

collection of taxes for the state government

8 Agriculture MMP AgMarkNet-

This project covers all 108 mandis and 25 sub-centres of

Agriculture Marketing Board for providing information of prices

of agricultures commodities on daily basis It is a single point

centre for all agro based organization for interactions Further

AGRIS (Agriculture Resources Information System) is also

initiated at Rohtak district on the pilot basis with the help of

NICHRSC

9 Police MMP Police G2G Suite -

The state government has been implemented a Police G2G

suite for facilitating in police functioning For various purposes

such as personnel management payroll system and pension

accounting inventory and vehicle managements control system

budget control including appropriation and variance analysis

audit control and audit para monitoring system court cases

management dak and crime information system etc A Web

Portal has been also launched for citizens interface with the

police official The Common Integrated Police Application (CIPA)

project is also implemented at all major police stations for

connecting almost all police offices in the state for controlling

over the crimes for maintaining the law and order situations in

the state

10 Employment Exchange MMP Employment Exchange

Registration Information System (EERIS) -

The Haryana Government has also developed and

implemented this project in all the districts and exchanges for

online registration of job seekers The unemployed youth can

registered their application at the site that is

allowance scheme for increasing effectiveness of web Portal

11 e-District MMP-

This project continues a comprehensive network of Local

district at mini-secretariat for making planning of all major

functions of District Administration

A Office automation software has been developed and

implemented on district LANs for district and revenue

administration The Rohtak district is chosen as pilot e-District

MMP under NeGP (National e-Governance Plan) The integrated

software for e-Service related to issuing of certificate redresses

of grievances revenue court cases and agriculture inputs has

been developed along with integrated resident data repository

The software packages have been implemented in the

health sector by the state Government monitoring the prevention

of food adulteration Medical Certificate of Cause of Death

(MCCD) bed occupancy and mortality rate directly observed

treatment for short-term for eradication of TB diseases (DOTs)

medicine inventory monitory system (MIMS) doctors leave

accounting systems family welfare MIS Malaria Monitoring

Software software for national school health programme G2G

e-Office package under e-health net project at all civil surgeons

offices This project also provides help in availability of

medicines to the patients in government health institutions and

availability of Doctors in rural dispensaries The State

Government has also launcheda website of Health Department

and Integrated Diseases Surveillance Project (IDSP) at all district

level for catering the needs and expectation of citizens

2 PWD (Band R) Haryana Integrated Monitoring of

PWD Activities (IMPACT)-

This project have been implemented across the state for

more than 4500 works of PWD (Band R) that consists of

amounting more than Rs 3000 cores16 It has also been extended

to public Health Department for providing the service regarding

domestic water supply bills

3 Technical Education Informatics-

Haryana is the first state to implement this Informatics for

on-line counseling for admission in all Engineering Colleges

since 2006 This is also helpful in one-line paperless entrance

examination system for admission to MCA BEBTech (Lateral

Entry) B Pharmacy (Lateral entry) and BHM (Bachelor of Hotel

Management) and CT (Computer Training) professional Courses

since 2007

It also includes various other activities such as online

registration of students of merit list allotment of centers and for

conduct of examination The Haryana model of counseling and

Online Entrance Test (OLET) has also been adopted by number

of states and Central Board of Secondary Education (CBSE)

After visualizing the success of this project the Government of

India has also selected OLET system that is implemented in the

Haryana State for standardizing at the nationwide roll out for

bringing the transparency

4 Board of School Education Haryana (BSEH)-

This project provides help to BSEH in generating the admit

cards of students who are appearing in matric 10+2

examination It also helps in uploading and publishing the admit

cards on website regularly for the students The Project that is

known as RTB (Result Through Binocular) also provides results

to all students of Middle Matric and 10+2standard It also

uploads the orders of exam duty of all the teachers on website

covering all districts in Haryana state

5 Tourism Informatics Online Rooms Booking system

and e-Ticketing System of Haryana Tourism

Corporation-

This project has provides facility to the tourist for online

reservation of rooms on any time any where basis for bringing

transparency in availability of facilities and cost components It

has also helped in increasing the number of tourists and

collection of money The Tripura Tourism Department also

adopted this project considering its importance The State

Government has also developed e-Ticketing software at Suraj

Kund Craft Mela For convenience the citizens

6 Property Dealers Registration Certificate Issuance

system-

This project was launched on 2510201017 by Chief

Secretary of Haryana at Gurgaon city It provides help in

generating registration Certificate to the registered dealers

7 RTI ACT- 2005 Informatics Project-

The State Government has launched this project for State

Information Commission All the Judgments and Orders of Chief

Information Commission (CIC) and ICs are uploaded on the

website of this project The Citizens have given facilities for filing

the application through Common Service centers (CSCs) that are

known as e-Disha Centers for taking informations under RTI Act

2005 at their doorsteps

8 Chief Minister Office Informatics-

This project basically provides help in tracking and

monitoring of public demands and CMrsquos announcements online

It covers 54 locations consisting of 21 Districts Administration

33 heads of Departments across the state It has an exclusive IT

centers that is working under CM office supervision

9 Chief Secretary Office Informatics-

The State Government has also developed and launched a

10 Haryana Lokayukta-

The State Government has developed and launched an

11 SMS Alert software for Cooperative Sugar Mill

Shahabad-

This software was designed and developed at NIC

Kurukshetra for the Co-operative Sugar Mill Shahabad in

Kurukshetra district Under this software the farmers are given

information about sugarcane receipts and payment that is

credited in their account by sending message on their mobiles

12 Revenue Court Cases Monitoring System-

This software provide facilities to citizens for generation of

cause list hearing dates case status tracking copy of final

judgment and case filing and registration list etc It also covers

revenue court of Financial Commissioners Divisional

Commissioners DCs SDMs and Tehsildars across the state for

integration in the activities for functioning of administration

13 Disciplinary Cases Monitoring System-

It is a web enabled system for providing information about

disciplinary cases under section of 7 and 8 which are taken

against employee in various departments of state Government

14 Departmental Court Cases Tracking Monitoring of

State Government System (Litigation MIS)-

The state Government has launched this software for

tracking and monitoring of litigations related to the departments

boards corporations The Government of Tripura has also

15 Dynamic Web Portal of HUDA-

This software was launched by Chief Secretary on

14092010 It provides the facilities of on-line payment to the

citizens through web portal wwwhudagovin for proper

functioning

16 Lok Saba and Assembly Elections-

This software provide extensive ICT services and support

for conductions of Haryana Assembly elections Lok Saba

election and Municipalities Panchayat elections across the

state It covers various services such as- operationalization of

communication plan information of results data digitization for

polling parties appointment of observer EVMs (Electronics

Voting Machine) voters help lines through SMS Web based

Touch Screen toll-free phone number assignment of duties for

polling officers and polling parties registrations of claims

objections of new voters and redresses of grievances

synchronization of electoral databases of Chief Electoral officer

(CEO) and State Election Commission( SEC)

It is also considered as the first live software in the country

that give live web casting on the same polling day The entire

electoral rolls of 13 crore voters of Haryana in (PDF File) has

uploaded on NIC servers for CEO of Haryana

17 Rastriya Swasthya Bima Yojna (RSBY)-

This project has been implemented in all districts of

Haryana for providing services to the beneficiaries under

Rastriya Swasthya Bima Yojna scheme The Yamunanagar

district has received National award in the implementation of

this programme for outstanding contribution on 3 May 2011

To facilitate e-filing the VAT return system is planned to be

converted to a centralized web enabled solution with integration

to payment gateways and treasuries

7 Municipalities MMP House Tax Assessment and

This project is implemented in all the 68 municipalities of

the State It has more than 10 lacs property records15 The

e-DISHA centres which are established in every districts also

connected with this MMP provides birth and death and other

Agriculture Marketing Board for providing information of prices

of agricultures commodities on daily basis It is a single point

initiated at Rohtak district on the pilot basis with the help of

NICHRSC

The state government has been implemented a Police G2G

suite for facilitating in police functioning For various purposes

such as personnel management payroll system and pension

budget control including appropriation and variance analysis

Portal has been also launched for citizens interface with the

Management) and CT (Computer Training) professional Courses

since 2007

It also includes various other activities such as online

registration of students of merit list allotment of centers and for

conduct of examination The Haryana model of counseling and

Online Entrance Test (OLET) has also been adopted by number

of states and Central Board of Secondary Education (CBSE)

After visualizing the success of this project the Government of

India has also selected OLET system that is implemented in the

Haryana State for standardizing at the nationwide roll out for

bringing the transparency

objections of new voters and redresses of grievances

synchronization of electoral databases of Chief Electoral officer

(CEO) and State Election Commission( SEC)

It is also considered as the first live software in the country

that give live web casting on the same polling day The entire

electoral rolls of 13 crore voters of Haryana in (PDF File) has

for IT having an initial amount of Rs 10 Crores

This fund is established with that amount of contributions

organizations or units The Governing Body headed by Principal

Secretary to Chief Minister has been administering this fund for

developing model of e-Governance promotion for IT sector and

Committee of the Governing Body that is headed by Secretary

important undertaking of Government of Haryana It provides

various e-Governance projects for delivering public services As a

Under the chairmanship of Deputy Commissioner District

Information Technology Societies has been formed in each

district for the proper implementation of e-Governance

manage e-DISHA Centres which are established in their district

and also keep control over day to day functioning of the centre

(F) National Informatics-Centre - Haryana State Unit

(NIC-HSU)

The National Informatics Centre (NIC) has established its

unit known as Haryana State Unit of NIC in 1988 for the

promotion of Information and Communication Technology in

governance at state capital Chandigarh including Haryana Civil

Secretariat and other Institutions The State has also developed

SWAN (State Wide Area Network) on 5 th February 2008 with the

help of NIC HSU

This Unit provides facilities of video conferencing technical

consultancy and ICT advisory services to the State Government

It has all contents of Intranetweb applications and official

e-mail accounts on this data centre

E-GOVERNANCE PROJECTS IN HARYANA

Under the National e-Governance Plan (NeGP) there are

total 27 Mission Mode Projects (MMPs) consisting of nine Central

MMPs eleven State MMPs and seven Integrated MMPs10 In every

state concerned department are responsible for the

implementation of assigned Mission Mode Projects (MMPs) Each

department works in a project mode within a tight and defined

time frame by preparing a detailed project document with the

help of consultant that clearly indicate all the important aspects

The National Informatics Centre (NIC) has established its

unit known as Haryana State Unit of NIC in 1988 for the

promotion of Information and Communication Technology in

governance at state capital Chandigarh including Haryana Civil

Secretariat and other Institutions The State has also developed

SWAN (State Wide Area Network) on 5 th February 2008 with the

help of NIC HSU

This Unit provides facilities of video conferencing technical

consultancy and ICT advisory services to the State Government

It has all contents of Intranetweb applications and official

E-GOVERNANCE PROJECTS IN HARYANA

Under the National e-Governance Plan (NeGP) there are

total 27 Mission Mode Projects (MMPs) consisting of nine Central

MMPs eleven State MMPs and seven Integrated MMPs10 In every

department works in a project mode within a tight and defined

The government of Haryana has established workflow

based Sub Ordinate Courts Judicial Information System

(SOCJIS) at Ambala and Panchkula district judicial court

complexes All sub ordinate court complexes in Haryana has

been networked as per national e-Court system Under this

project PCs (Personal Computers) have been installed in all

subordinate courts located at 40 locations in Haryana and

laptops have also been provided to all the judges Further the

state government has also developed and implemented a

Integrated Software for Workflow Automation (ISHiCo) at High

Court at Chandigarh that provides information about daily cause

list orders in routine and judgments on the website of High

Court

5 e-Governance Gateway Services-

This project has been established at NIC Haryana Civil

Secretariat that facilitates operation of state web server endashmail

and internet gateway The content of major state websites and

other major official e-mail accounts are hosted on these servers

It provides various web services like development hosting and

updating of events activation security of websites data

uploading to department and organization of state and central

government both on regularly basis

6 e-Procurement-

This project has provides the facilitates of power

engineering function to various department Hartron and other

procurement agencies for proper functioning of e-governance

projects in the state It also create an IT and other marketplaces

to sell the products of state to potential buyers It also provides

7 India Portal-

This project provides government to citizens (G2C) services

concerning to Haryana Government such as-informations

schemes forms and procedure that are uploaded on India Portal

on daily basis

Haryana was the first state to launch SWAN on dated 5th

February 200827 The Department of Information Technology

(DIT) provide fund for establishment to this project The National

Informatics centre (NIC) has established Informatics centers at

State Headquarter and at mini secretariat in all the district of

State Besides this it provide adequate computing facilities

local area networks (LANs) and communication facilities The

District level e-DISHA Centres that provide G2C services through

Ekal Sewa Kendra have also been connected to DICs for data

management services Haryana is also the first state that has

taken up both vertical and horizontal connectivity under this

project28 The Network at present is used by various

departments for the purpose of video voice and data transfer In

Haryana the High Court at Chandigarh and 39 other courts

located at districts and sub-divisions and office of Director

General prisons at Panchkula district have also been connected

on this network The accused are now being trialed by online

system conducted through video conferencing facilities

established at each jails court Haryana is also considered as

the first state to have video conferencing facilities in jails and

Courts for criminals29

(TLeDCs) are connected through State Wide Area Network

8 Capacity Building and IT Training Services-

Under this project state Government operate IT literacy

programme for its employees and officials This is an on-going

and computing programme The government of Haryana has

developed and installed e-Granthalaya at HIPA (Haryana

Institute of Public Administration) at Gurgaon and Panchkula for

providing training to librarian

In addition to this a training programme is also strated for

all MLAs on June 20 2011 for providing basic knowledge

E-Services offered by e-Disha Project

The e-DISHA centres provides services that are strictly in

the governmentrsquos jurisdiction The services being offered at these

centres can be divided into the following categories

1 Driving License (Learners Permanent Duplicate Renewal

addition etc)

2 Vehicle Registration (New Transfer Duplicate RC etc)

3 Passport Application Acceptance and Processing

4 NakalJamabandi at district and Tehsil level

5 Issuance of various type of certificate such as
