7401. Advancement to Chief Petty Officer

a. Time based advancement continues to apply to Marine Engineering (ME) ArtificerApprentices and Candidates up to the rate of Petty Officer (PO), at which they assumethe Engineering Technician (ET) title. These ratings are not selected for promotionbut, instead, are advanced having served the requisite time period, fulfilled therequirements laid down in this Chapter and having been recommended. With theintroduction of the ET, there are reserved rights for advancement to CPO for POs whohave formally completed an Artificer Qualifying Course. Exceptionally, they will beallowed to attempt the PQE for time-based advancement to the CPO rate until the cut-off dates detailed in the Table 74-1. Individuals, who fail to successfully complete thePQE by the eligibility deadline, will be considered by merit-based selection for CPO.If the failure to complete the PQE is due to service reasons, the appropriate BranchManager will consider exemptions on an individual basis. These advancements aremade by Commanding Officers.

b. Where, due to the exigencies of the service, a rating is unable to achieve thequalifications specified for advancement, by the due date, the Commanding Officermay authorise advancement to the next higher rate (on an acting basis) andcorresponding pay level in accordance with Para 6802 and Para 6804. At this time,the rating is to be informed of a new date by which time he/she must achieve therequired qualification. If the rating subsequently fails to obtain the qualification withinthe new time scale, he/she is to be reverted to his previous rate and pay level untilsuch time that he gains the qualification. Time served in the higher rate will count forincremental progression when the rate is regained. Where Accelerated IncrementalProgression is attached to the qualification, this will not be awarded until thequalification is gained.

c. Completion of the Senior Rates Leadership Course (SRLC) will remain arequirement for advancement to CPO and no waivers are permitted.

7402. RecommendationsOfficers making recommendations for ratings’ advancement, promotion, examination

or courses, are to pay due regard to the conditions set out in Para 6901 and Para 6902 subpara d.

7403. Marine Engineering Examinations in the Fleet

a. All ME Professional Qualifying Certificate, Advancement Examinations andOperational Performance Statement Assessments are to be conducted in accordancewith BR 2000(3)(1) and Chapter 69 Section 4.

b. Fleet Boards may be convened by Commanding Officers of ships, submarinesand establishments who must ensure the correct composition of the Fleet Board.

c. In the event of failure, see Para 6912 and the relevant failure diagram.

d. For refusal to take a Professional Qualifying Course or mandatory examinations,see Para 6913.

7404. Return from Submarine Service to General Service

a. Ratings returning to General Service will retain their existing rate, seniority and,where appropriate, base Service Qualification (SQ). They will be required to gain/endorse the watch-keeping qualifications commensurate with their rate, in accordancewith BR 2000 (3)(1) Article 0214.

b. Where ratings have been disrated/reverted prior to transfer, re-advancement willbe in accordance with the rules in Chapter 70. Ratings will also be required to passthe relevant General Service career courses on re-advancement.

7405. Titles and Origins of Marine Engineering Ratings

a. The ME sub-branch comprises Artificers, Mechanics and EngineeringTechnicians.

b. Marine Engineering Artificers. Individuals comprise the following:

MEA(ML)/(EL)

Entrants on course numbers 753 (CALEDONIA), 751 (COLLINGWOOD) andMQC 01 (SULTAN) onwards, who received electro-mechanical trainingfollowed by specialist mechanical (ML) or electrical (EL) training. They are fullyoperator trained.

MEA Artificer Apprentices who joined HMS SULTAN after 1 Apr 94 and ArtificerCandidates who commenced Artificer training after 1 Sep 95 and who areselected for General Service. These Artificers receive common electro-mechanical training and have no SQ. They are fully operator trained.

MEA(MSM)/(LSM)

Artificer Apprentices who joined HMS SULTAN after 1 Apr 94 and ArtificerCandidates who commenced Artificer training after 1 Sep 95 and who areselected for Submarine Service. These Artificers receive common electro-mechanical training, followed by specialist mechanical (MSM) or electrical(LSM) training. They are all Nuclear operator qualified.

c. Marine Engineering Mechanics. Individuals comprise the following:

d. Engineering Technician (ET). From April 2006, the ME sub-branch new entryconsists of two ET sub-specialisations: Marine Engineering and Marine EngineeringSubmarine (MESM). All ETs receive common electrical and mechanical trainingduring their ETICC. ET(MESM)s are designated either (M) or (L) whilst onLET(MESM) QC and receive specialist mechanical or electrical training. They have afull ME operator capability.

7406. Non-advancement and Re-advancement

a. The names of ratings that, for reasons of misconduct, incompetence or want ofdiligence, cannot be advanced or promoted within a reasonable period are to bereported to the Administrative Authority (Annex 54A) so that further retention in theService can be considered. In cases which are subject to parliamentarycorrespondence or enquiry, or if case involves security matters, recommendations areto be forwarded to the Navy Command Headquarters Casework Cell, through theappropriate Administrative Authority (Annex 54A), accompanied by all relevantService Documents (including Appraisal Reports). The length of a reasonable periodin this context must be determined by a rating’s Commanding Officer, having regardto the system of advancement or promotion governing each branch/specialisation.Recommendation should not normally be delayed beyond completion of the following:

(1) If a Professional Qualifying Examination (PQE) for POMEA (now POETME/MESM) is not passed before attaining six months’ seniority after the due date tobe rated POMEA for Artificer Candidates who passed out from ACC/AQC asPOMEA.

(2) If a PQE for POMEA is failed for the third time.

MEM (1) Mechanics who entered after 1 Apr 94 but commenced Part II trainingbefore 6 Sep 98 were designated MEM and received common electrical andmechanical training during MEM2CC/MEM1CC/MEMCC. They weredesignated (M) or (L) prior to LMEMQC on which they received specialistmechanical and electrical training. They have a full Marine Engineeringoperator capability. Submarine Service Mechanics were also designated (M)or (L) prior to LMEMQC on which they received specialist mechanical orelectrical training. They have a full Marine Engineering operator capability.

(2) All Mechanics who commenced Part II training after 6 Sep 98 aredesignated MEM and receive common electrical and mechanical trainingduring MEICC. Submarine Service Mechanics are designated (M) or (L) priorto LMEMQC, on which they receive specialist mechanical or electrical training.They have a full Marine Engineering operator capability.

(3) General Service Mechanics who where designated MEM or MEM(L) andcompleted the common LMEMQC after 1 Sep 99 are designated LMEM. Theyhave no SQ and have common electro-mechanical training and full operatorcapability. When promoted, they are designated POMEM, CPOMEM orWO1MEM. They will continue to have no SQ but will be streamed into one ofthree specialist areas by ADQUAL.

(3) If a PQE for CPOMEA (now CPOETME/MESM) is not passed within 12months of the due date in a sea-going position as a POMEA.

(4) If PQE for CPOMEA is failed for the third time.

(5) If not recommended for advancement:

(a) Six months after becoming eligible to be advanced to POMEA.

(b) 12 months after becoming eligible to be advanced to CPOMEA.

(6) ET(ME/MESM)2 – MEMOC Harbour Taskbook (previously MEMOC A and BTaskbook) not completed in first 6 months of sea service.

(7) ET(MESM)2 - MEMOC - MEMOC Parts A and B not completed in first 15months of sea service.

(8) ET(ME)1 - MEMOC Sea-going Taskbook (previously MEMOC C Taskbook)and OPS Assessment not passed on completing 18 months' sea service as anET(ME)1.

(9) ET(MESM)1 - Full MEMOC Taskbook and OPS Assessment not passed oncompleting 15 months sea service as an ET(MESM)1.

b. Attention is drawn to Chapter 57 with respect to the formal warning of ratings.

c. Re-advancement/promotion. All ratings’ re-advancement or re-promotionfollowing disrating or reversion will be in accordance with Chapter 70. In general, re-advancement or promotion is time based and does not require re-qualification. Thoseseeking promotion, or requiring two years or more to regain their previous rate, willneed to re-qualify in accordance with the regulations given below.

7408. Engineering Technician (Marine Engineering) - Entry from April 2006 – Promotion Flowchart

WO1ET(ME) – Pre-Promotion Requirements

g. In date for RNFT or waiver obtained on date due promotion (21)h. At least 6 months since last career check (if any) on nominated CPD or date duepromotion (if later).

Notes:

1. All new entrants are rated Engineering Technician (Marine Engineering) (ET(ME))2 onjoining HMS RALEIGH.

2. On completion of Part 2 training (ET(ME) career course), ratings will be issued theET(ME) Task Book.

3. On completion of the ET(ME)2 OC (Harbour) Task Book (generally to be completedwithin 6 months’ sea service), and on being recommended, ratings will be advanced toET(ME)1 and issued their CBRNDC Task Book which is to be completed within 12 months ofissue and is a pre-requisite to be eligible for promotion to Leading Hand.

4. OPS as an ET(ME)1 is achieved on successful completion of both the ET(ME)1 OC(MEMOC Sea-going) Task Book and the formal OPS Assessment Full MEMOC to becompleted within 24 months sea service. The Assessment is to be constituted in accordancewith BR 2000(3) (oral aspects only). OPS is to be achieved within 48 months’ from being ratedET(ME)2 and is a QP for progress beyond IL4 pay.

5. ET(ME)1s who have been awarded a full ET(ME)1 OC (MEMOC Sea-going) and whoare assigned to an operational ship with different equipment fit to that in which the OC wasgained must have their OC endorsed by the MEO within 6 months (BR2000(3)(1) Article 0214).Ratings who fail to gain this endorsement will lose the OC qualification and suffer anycorresponding pay effects in accordance with JSP 754 until endorsement has been achieved.

6. Selection Boards will be convened up to 3 times a year and the results of successfulcandidates announced on completion. Commodore Naval Personnel (CNPers) will endeavourto assign selected personnel to Qualifying Courses (QC) starting in the next training term butone.

7. The suitability of individuals to retake failed elements of the QC, or to be back classed,will be determined by the Commodore DCTT or Commandant DSMarE. A repeat failure of part/all of the course will result in the individual being deselected; continuing to serve in the lowerrate and their suitability for future higher rate QCs will be through the selection process and willbe dependent on performance as reported in the annual SJAR.

8. The Task Books/Study Guides associated with the higher rate QC are to be completedwithin 36 months’ from CPD.

9. The OPS Assessment for LET(ME) will be constituted in accordance withBR2000(3)(3) Chapter 3 (oral aspects only). The date of the OPS Assessment for LET(ME)will be the date of completion of the OPS Assessment having already been awarded theSwitchboard Operators Certificate and Marine Engineer Officer of the Watch 2 qualification.OPS is to be achieved within 36 months from CPD and is a QP for progress beyond IL3 pay.

10. Personnel who do not have sufficient length of service remaining to meet therequirement of the return of service attached to the POETQC may be offered an extension ofservice (EoS) or Extended Career (EC). Acceptance of the EoS or EC will be required prior tocommencement of POETQC.

11. The OPS Assessment for POET(ME) will be constituted in accordance withBR2000(3)(3) Chapter 4 (oral aspects only). The date of the OPS Assessment for POET(ME)will be the date of completion of the OPS Assessment having already been awarded theprofessional operator qualification (MEOOWC). OPS is to be achieved within 36 months fromCPD and is a QP for progress beyond IL3 pay.

12. CPOETs will be selected by a Board (personnel who have submitted Notice forDischarge as of Right will not be considered for selection) to attend the WO2ET QualifyingCourse (WO2QC) at HMS SULTAN. The Board will sit annually in September to selectcandidates using promotion appraisal reports. Appraisal reports to date 30 April should beraised on all CPOETs.

13. Refusal. As is customary in a selection process, successful ratings will have theopportunity of refusing the course. Those doing so will be deselected and continue to serve intheir current rate.

14. Seniority. The effective date of promotion will be the CPD having successfullycompleted the WO2QC. CPOETs who are unable to complete the WO2QC by the CPD forwhich selected, may be entitled to promotion at CPD or backdated promotion on completingthe course in accordance with Para 6716.

15. Service Records. For legacy Artificers only; selection for the WO2QC is to berecorded on the ratings History Sheet. CPOETs, who do not wish to accept nomination for thecourse, or subsequently withdraw, are to have their History Sheets annotated '(Date):Withdrawn WO2QC nomination at own request'.

16. Failure. If a candidate fails the WO2QC, then his/her suitability to retake the courseor elements therein will be considered by the Commodore DCTT or Commandant DSMarE. Arepeat failure of all/part of the course will result in the rating’s de-selection and continuance inthe rate of CPOET. Suitability for future WO2QC will be through the selection process and willbe dependent on the rating's performance, as shown in an Appraisal Report.

17. Unsuitable Candidates. Where, during the course of the WO2QC, candidates arefound to be unsuitable for promotion to WO2ET, they may be withdrawn from training by theCommodore DCTT. 20. Recommendation. Awarded 'Exceptional', 'High' or 'Yes' recommendation for'Promotion - 1 Rank Up' on SJAR by final RO. Where an otherwise fully eligible candidate hasreceived an SJAR assessment of 'Insufficient Knowledge' at last report, presentation beforethe next Board will be determined by the Promotion Section using the previous reportrecommendation. For promotion up to the rate of PO, Streamlined Eligibility Dates (SED) of 31Mar, 31 Jul and 30 Nov in any year will apply. The Assessment is to be constituted in accordance with BR2000(3) series (oral aspects only). Failure to achieve OPS (competence in the current rate) atET1 within 15 months sea service as an ET(MESM)1 should result in individuals being placedon warnings for discharge shore iaw Chapter 54 Section 6 unless extenuating circumstancesexist.

5. ET(MESM)1s who have been awarded a OPS and who are assigned to an operationalsubmarine with different equipment fit to that in which the OC was gained need to re-qualify inthe part of the ship to which they are assigned. Ratings who fail to gain this endorsement willlose the ET(MESM)1 OPS qualification and suffer any corresponding pay effects inaccordance with JSP 754.

6. Selection Boards will be convened up to 3 times a year and the results of successfulcandidates announced on completion. CNPers will assign selected personnel to QualifyingCourses (QC) starting in the next training term but one.

7. The suitability of individuals to retake failed elements of the QC, or to be back classed,will be determined by the Commodore DCTT. A repeat failure of part/all of the course will resultin the individual being deselected; continuing to serve in the lower rate and their suitability forfuture higher rate QCs will be through the selection process and will be dependent onperformance as reported in the annual SJAR.

8. Personnel selected for LET(MESM) QC will be streamed for either mechanical orelectrical training, by a Selection Board whilst on the QC, with the following taken intoconsideration:

a. Aptitude. The Selection Board will have access to the ratings’ technical andacademic performance on their Part II training phase and performance whilst on theCommon elements of the LET(ME) QC will be considered.

b. Commanding Officer’s Recommendation. Commanding Officers will berequired to make a recommendation for sub-specialisation based on currentperformance and previous reports. Implicit in this requirement will be the need forDivisional Officers to comment, where appropriate, on a rating’s aptitude for sub-specialisation training and employment in their SJAR.

c. Personal Preference. Ratings will be required to state their preference for sub-specialisation. However, the needs of the Service are paramount and selection of firstpreference sub-specialisation cannot be guaranteed.

d. Service Requirement. The ESM Branch Manager will advise the SelectionBoard of streaming requirements.

After selection, ratings will complete the appropriate training as part of their training pipeline.Ratings who do not wish to accept their nominated stream will be considered to have refusedthe higher rate QC and will remain at the lower rate.

9. The Task Books/Study Guides associated with the higher rate training pipeline are tobe completed within 12 months’ sea service after the QC.

10. The OPS Assessment for LET(MESM) will be constituted in accordance with BR2000(3) series(oral aspects only). The date of the OPS award for the LET(MESM) will be thedate of completion of the OPS Assessment having already passed the professional operatorqualifications (SCCOP, Cat C and shut down supervisor qualification). OPS is to be achievedwithin 24 months’ sea service.

11. Personnel who do not have sufficient length of service remaining to meet therequirement of the return of service attached to the POETQC may be offered an extension ofservice (EoS) or Extended Career (EC). Acceptance of the EoS or EC will be required prior tocommencement of POETQC

12. The OPS Assessment for POET(MESM) will be constituted in accordance with BR2000(3) series (oral aspects only). The date of the OPS award for the POET(MESM) will bethe date of completion of the OPS Assessment having already passed the professionaloperator qualification (Cat B qualification to be achieved within 12 months’ sea service).

The following is applicable only to ex-mechanics (all rates) transferring to ET(MESM):

a. The minimum level of professional watch keeping requirement for the next higherrate is as stated at Table 74-3.

b. Ex POMEM prior to branch transfer. Cat D POMEMs will be required to undertakeNPSC as part of the POET training pipeline. Cat C POMEMs will not be required toachieve OPS at POET before being eligible for promotion to CPOET – see Para 7409,Note 12.

c. Ex CPOMEM prior to branch transfer. Cat D CPOMEMs will be required toundertake NPSC as part of the POET training pipeline. Before their second full seaassignment after being rated CPOET(MESM), ex-CPOMEMs will undertake NPOC.

13. Refusal. As is customary in a selection process, successful ratings will have theopportunity of refusing the course. Those doing so will be deselected and continue to serve asa CPOET.

14. Unsuitable Candidates. Where, during the course of the WO2QC, candidates arefound to be unsuitable for promotion to WO2ET, they may be withdrawn from training by theCommodore DCTT. In such cases, individuals will be deselected and will continue to serve asCPOETs. They will be eligible for future selection in normal course.

15. Award of Submarine Service Marine Engineering Charge Certificate. TheSubmarine Service Marine Engineering Charge Certificate will be awarded the NCOWCertificate on successful completion of the NCOW training.

16. Recommendation. Awarded 'Exceptional', 'High' or 'Yes' recommendation for'Promotion - 1 Rank Up' on SJAR by final RO. The Fast Track Scheme will allow accelerated selection for LETQC on a combined time,competence and merit basis. Fast Track is an opportunity for high calibre individuals to quicklyrealise potential within the service and gain extra responsibility at an early stage in their career.Fast Track Applicants have to be able to demonstrate that they are capable of meeting theadditional workload to achieve the requirements for Category C Watchkeeping and ShutdownSupervisor in short timescales; albeit with further academic, systems and leadership training.Ratings selected for the Fast Track scheme will be advanced as follows.

Selection for the Fast Track Scheme will normally be from ET Initial Career Course(ETICC) at DSMarE but candidates may also be selected from sea following arecommendation from their Commanding Officer. All Fast Track Selections will be undertakenat DSMarE by the FTSB on behalf of Cdr ME. Selection will be on merit and the FTSB willselect candidate numbers to the requirement of the Naval Personnel Team (Engineering)where suitable applicants exist.

2. If successful in selection to the scheme Unit HR staff are to award the JPAcompetence of SM|Fast Track ET|Navy|. Once selected for Fast Track, and immediatelyfollowing assignment to a sea going submarine, candidates will be booked on the first LETQCto commence 12 months after arrival on board. Candidates will be expected to havecompleted the pre-course requirements by the course start date.

3. Fast Track Applicants remain eligible for selective promotion to LET until they becomea Fast Track Candidate. Once selected as a Fast Track Candidate they will not be presentedto an LET Promotion Board.

4. Failures and Removal. Candidates may be removed from the scheme at any time orif they fail to achieve the pre-requisites for attendance on LETQC after 16 months on board thesubmarine. A Commanding Officer may request that extra time be allocated for the completionof OPS at ET1 if he considers that extenuating circumstances exist. In such cases the adviceof the RM SO2 MESM should be sought. On removal from the scheme, ratings will then onlybe eligible for promotion to LET on selection in accordance with Para 7409 and will have nofurther opportunity to be considered for the Fast Track Scheme. They will therefore be requiredto gain MEMOC C and OPS for ET1 prior to becoming eligible for selection. If a Candidate isremoved from the scheme then Unit HR are to remove the Fast Track Competence.

Notes:

1. MEA Apprentices joining the RN after 1 Jan 94 and Artificer Candidates whocommence Artificer training after 1 Sep 95 undertook the Marine Engineering Artificer’sQualifying Course (MEAQC). All MEAs undertook Phase 2A training on the MarineEngineering Initial Career Course (MEICC) at HMS SULTAN on completion of Phase I trainingat HMS RALEIGH.

2. Ratings who are re-categorised from the Mechanic specialisation will be transferred toa point of entry in Artificer Training, determined by their perceived training needs, a ruling whichwill be made by the EGS and ESM Branch Managers.

3. MEA Apprentices will pass out from MEAQC as LMEAs. Additionally, andnotwithstanding back-classing, an MEA Apprentice’s advancement to LMEA may be delayedif placed on NGT Warning when due for advancement, resulting in an adjustment to NotionalSeniority Basic Date (NSBD).

4. Completion of three years’ Artificer training from entry is calculated from a nominaldate (NSBD) of 1 January, 1 May or 1 September, closest to the actual calendar date of entry.

5. MEAQC students are categorised Submarine Service (LSM and MSM) at the end ofPhase 2C training. General Service Artificers have no sub-categorisation. Until such time thatLMEAs and below have completed their training in HMS SULTAN, the Director of Training HMSSULTAN is the Administrative Authority. For LMEAs leaving HMS SULTAN on completion oftraining, the Administrative Authority transfers to CINCFLEET.

6. In accordance with Para 6902 and Para 7402, the prescribed action must be taken, ifwithin those allocated time-scales, an LMEA or below, has neither been recommended foradvancement nor obtained an Operating Certificate.

7. If the PQE is passed by a rating who is already qualified for advancement by service,then the seniority date for advancement to CPO will be the examination date less anyaccelerated advancement awarded in accordance with Para 6804. Accelerated advancementis recorded on the rating's Statement of Passing Out Rate Certificate. In accordance with Para7401, a time limit for the completion of the PQE has been imposed.

8. If SRLC is completed by a rating who is already qualified for advancement by serviceand has passed the PQE, then the seniority date for advancement to CPO will be the date ofsuccessful SRLC completion less any accelerated advancement awarded in accordance withPara 6804. Notes:

1. From 1 Apr 03, all ARTCANS commencing AQC fall under the advancementregulations covering Artificers. They retain the right to be advanced whilst on course, if suitablyqualified in their source branch. The passing out rate for ARTCANS remains determined bythe rate and qualifications held at the start of the course – details are in Table 74-3. Time in theacting rate for those advanced on AQC does not count for advancement purposes, as futureadvancement to PO/CPO is aligned at the 3-year point of the apprentice entry.

2. When, not due to an exigency of service, an MEA has neither passed nor beenrecommended for advancement, nor obtained an Operating Certificate within the periods laiddown in Para 6902 and Para 7406, action is to be taken in accordance with those Articles. Untilsuch time that LMEAs and below have completed their training in HMS SULTAN, theCommodore DCTT HMS SULTAN is the Administrative Authority. For LMEAs leaving HMSSULTAN on completion of training, the Administrative Authority transfers to the appropriateBranch Manager.

3. Ratings completing MEAQC and passing out as PO will be required to pass theProfessional Qualifying Examination (PQE)/hold the appropriate operating certificate (SM) forPO.

4. If an MEA fails the PQE/Operating Certificate (SM) for PO at the third attempt, actionis to be taken in accordance with Para 6902 and Para 7406.

5. Professional Qualifying Certificates will require endorsement and some training, to thesatisfaction of the Marine Engineer Officer, when holders move to Units employing apropulsion system differing from that on which the qualification was gained, move betweenUnits or have lost currency. Professional Qualifying Certificates are defined as:

a. GS (operator trained) – MEOOW2 and MEOOWC.

b. GS (all) – Switchboard Operators Certificate ((SOC) in accordance with BR2000(3)(3).

c. SM (operator trained) – in accordance with BR 3018(1) Chapter 4 Section 3 andBR 2000(3)(4).

6. The advancement of Artificer Candidates is aligned with that for Artificer Apprenticescompleting the same MEAQC. Ratings who achieve their qualifications within the allowabletime-scales in a sea-going unit, even if later than the date dictated by their seniority, will bedeemed to have achieved their training target and are to be advanced accordingly as if theyhad achieved their qualifications by the date dictated by their seniority (see also Para 6801,Para 6902, Para 7401 and Para 7406). Failure to achieve qualifications in accordance withthe timescale in the tables below will result in consideration of the commencement of warningsfor reversion and ultimately discharge SHORE in accordance with Para 6902 and Para 7406.

a. This article applies to all Marine Engineering Mechanics (MEMs) entered after 1Apr 79 and MEM(M)s entered before 1 Apr 79. It reflects the changes to training andadvancement introduced by Marine Engineering Branch Development. Thesechanges apply to all operator trained MEMs, except where otherwise specified. AllMEMs’ re-advancement following disrating/reversion will be in accordance withChapter 70. 7412. Marine Engineering Mechanics Submarine Service - Operator Trained

a. This article applies to all MEMs entered after 1 Apr 79 and MEM(M) and NuclearStream MEM(L)s entered before 1 Apr 79. It reflects the changes to training andadvancement introduced by Marine Engineering Branch Development. Thesechanges apply to all operator trained MEMs, except where otherwise specified. AllMEMs’ re-advancement following dis-rating will be in accordance with Chapter 70.Those ratings seeking promotion, or requiring two or more years to regain theirprevious rate will do so in accordance with the regulations given below.

b. The rules for advancement are contained in the following Sections, along withExplanatory Notes and Rules for Failure as appropriate.

c. Ex-MESM mechanics should not be penalised financially for electing not totransfer to the ET structure. To that end the LET(MESM)(OPS) andPOET(MESM)(OPS) may exceptionally be awarded to ex-LMEMs and ex-POMEMs'for pay purposes only' providing that the criteria laid out below are met:

(1) Personnel who on Vesting Day held the LMEM(SM) or POMEM(SM) OPScompetence are to be awarded the LET(MESM) or POET(MESM) Competencewith effect from 31 Mar 2007.

(2) Ex-LMEMs who did not hold the relevant LMEM(SM) competence but haveoperated at sea as a Cat D1 and Shutdown Watchkeeper2 may be awarded theLET(OPS) from the date of achieving their last professional watchkeepingqualification or on passing their PQE for POMEM whichever is the earlier.

(3) Ex-LMEM(SM)s who were promoted to POMEM(SM) after Vesting Day maybe awarded the POET(OPS) from the point of qualification as Cat C/Ship ControlConsole Operator or Shutdown Supervisor/Duty Forward Technical Senior Rate3

whichever is the later.

(4) Ex-POMEMs who did not hold the relevant POMEM(SM) competence buthave operated at sea may be awarded the POET(OPS) from the point ofqualification as Cat C/Ship Control Console Operator or Shutdown Supervisor/Duty Forward Technical Senior Rate4, whichever is the later.

(5) In order to prevent individuals being incorrectly presented to promotionboards, the following caveat is to be put as a note against the award of either theLET(SM) OPS or POET(SM) OPS by Unit HR/CMC:

'This has been awarded to an Ex-MEM for pay purposes only; this note isonly to be removed, and ANR made eligible for promotion, on the authorityof RM SO2 MESM 93832 8788'.

Once an Ex-MEM has trained and achieved OPS as an ET at either the LET orPOET level the note against the award of competence may be removed and theindividual made eligible for promotion to the next rank. This is only to be done onthe authority of RM SO2 MESM.

3. The requirement for the PE (utilising existing syllabus of the mechanic) remainedextant until the selection board 31 Mar 08. This was replaced by an OPS Assessment whichcontains the same syllabus as the personnel who are completing the ET Career/QualifyingCourses. The OPS Assessment is based upon current employment and the relevant TaskBooks issued post Career/Qualifying Course that they completed. During the transition period,whilst there remains ex Mechanic and ET trained personnel, it is accepted that the content ofthe syllabus for the OPS Assessments will be different. Discretion is to be exercised in areasof the syllabus in which no formal training was given and in which little or no experience mayhave been gained.

4. The existing failure policy Fig 74-6 remains in force for personnel until they completethe POET(MESM) QC. They will then adopt the failure policy of the POET(MESM).

5. Selection Boards will be convened up to 3 times a year and the results of successfulcandidates announced on completion. CNPers will assign selected personnel to QualifyingCourses (QC) starting in the next training term but one.

6. Failure policy for the ET conversion course is to be treated the same as that stated inFig 74-6 for the POMEM QC. Failure to complete the post course Task Book within 12 months’sea service and hold the Professional Operator Qualification will be treated as a failure toachieve OPS as a POMEM and the appropriate action should be taken.

7. When professionally qualified and recommended, personnel are to requestattendance on a POET(MESM) QC using electronic Form "Application for a Particular Courseor Assignment" which can be found at the following link: Defence Intranet | Library | CourseAssignment Application Form. DNPers RCM SM/ME will then assign personnel to the QC.

8. Personnel, who do not have sufficient Length of Service remaining to meet therequirement of the Return of Service attached to the POETQC, may be offered an Extensionof Service (EoS) or Extended Career (EC). Acceptance of the EoS or EC will be required priorto being selected.

9. Personnel will be confirmed in rate on completion of the POET(MESM) QC, retainingtheir existing seniority.

10. The interim rules and regulations for legacy personnel are only applicable for selectionto the next higher QC. On completion of the QC the criteria for progression to the higher rateswill be as per the ET Career templates. MESM personnel who originally completed MechanicCareer/Qualifying Courses prior to the transfer into the ET stream, are required to complete adifferent minimum professional operator qualification compared to that of an ET(MESM) joiningthe Royal Navy post April 2006.

The minimum level of professional operator qualification for the next higher rate is as listedbelow.

Notes:

1. The majority of ratings, on completion of POMEM Qualifying Course, will be assignedto a Cat C position and complete Nuclear Propulsion Systems Course (NPSC) as a PJT.Where a requirement exists, ratings assigned to a Submarine Control Console OperatingPanel (SCCOP) position will complete the appropriate PJT (ME412). Failure to qualify as CatC or SCCOP by the end of a six month period in a sea-going unit will result in dis-rating actionbeing taken in accordance with Para 7005.

2. Following qualification as Cat C watchkeeper and Shut Down Supervisor (MRSDS)and dependent on achieving the appropriate recommendations, ratings have the opportunityto undertake further nuclear training and qualify as a Cat B and Cat A2 watchkeeper. Notingthat Senior Rate Marine Engineering Mechanics (SRMEM) will now complete the sameoperator training as artificers, the selection process for mechanics to undertake further nucleartraining has been rationalised as detailed below:

a. On satisfactory completion of the NPSC, the Course Manager, HMS SULTAN, isto record in the ratings appraisal report his suitability for further nuclear training andalso annotate the rating's record of Nuclear training (S1245A) accordingly.

b. SRMEM who have been employed as a qualified Cat C watchkeeper for aminimum of 6 months in a sea-going position and qualified as a Manoeuvring RoomShutdown Supervisor for at least three months are eligible for selection for NuclearPropulsion Operators Course (NPOC) and the CPOET(MESM) Career Course.

c. The recommendation to undertake NPOC and the CPOET(MESM) CareerCourse is made by the Commanding Officer, (provided the rating has gained therecommendation for further nuclear training from NPSC Course Manager -recommendation recorded on the ratings record of nuclear training (S1245A)).

d. The NPOC selection procedure for personnel who have completed NPIC (orNPSC without receiving a recommendation for further nuclear training on course) is asfollows:

(1) A Commanding Officer's letter of recommendation is to be sent to HMSSULTAN (for attention of the Senior Engineer Nuclear (SEN)), copy to theappropriate Flotilla Waterfront Organisation (FWO), requesting the convening ofan NPOC Selection Board.

(2) The NPOC Selection Board will be presided over by a suitably qualifiedNuclear Marine Engineer Officer (from the staff of HMS SULTAN) nominated bySEN HMS SULTAN. The Board syllabus will be provided prior to the Board and isalso available on request from the SEN.

(3) The following Service Documents are to be forwarded to HMS SULTAN (forattention of the SEN) for scrutiny by the Board:

(a) Copies of Appraisal Reports from the last 3 years.

(b) S1245A - Record of Nuclear Training.

(c) Other documents relevant to academic qualifications and standards.

(4) The result of the Selection Board will be communicated by letter to therating's Commanding Officer, with a copy sent to FWO and CNPers. Successfulcandidates are then to raise an electronic Form "Application for a ParticularCourse or Assignment" which can be found at the following link: Defence Intranet| Library | Course Assignment Application Form.

e. Selection of the SRMEM to attend NPOC and the CPOET(MESM) Career Coursewill be made by CNPers on receipt of an application in accordance with therequirement. The application must also state whether the rating wishes to completehis MTA before going back to sea service as a trainee Cat B or whether he wishes toforfeit MTA and complete NPOC and the CPOET(MESM) Career Course as soon aspossible. The application should be submitted prior to leaving sea service so that longterm planning can be achieved.

f. On satisfactory completion of the NPOC and the CPOET(MESM) Career Course,the Course Manager, HMS SULTAN, is to record suitability for further nuclear trainingin the ratings appraisal report and sign Form S1245A. Promotion is not conditional onachieving a Cat B nuclear watchkeeping qualification.

g. Confirmed CPOMEMs who have been employed as a qualified Cat Bwatchkeeper for a minimum of six months in a sea going position and have qualifiedin both Cat B watchkeeping positions are eligible for selection for the NPSupC.

h. The recommendation to undertake NPSupC is made by the Commanding Officeron the ratings Appraisal Report (provided the rating has gained the recommendationfor further nuclear training from NPOC Course Manager) and recorded on the ratingsrecord of nuclear training (S1245A).

i. Selection to attend NPSupC will be conducted by a Selection Board (at CNPers)and will comprise three officers, at least two of whom will be ME Submarine ServiceOfficers. It will sit annually in the autumn and follow the Promotion Board for theselection of WO2ET(MESM)s. Following selection for NPSupC, ratings are to submitan application stating their preferred Submarine Class in priority order. The applicationmust also state whether the rating wishes to complete his MTA before going back to sea service as a trainee Cat A2 or whether he wishes to forfeit MTA and completeNPSupC as soon as possible. The application should be submitted prior to leaving seaservice so that long term planning can be achieved.

SECTION III - PROMOTION TO WO2ET (MESM) FROM LEGACY CPOMEM

[The following are interim rules for personnel who completed legacy Career/QualifyingCourses prior to branch development and the introduction of the ET. Since Oct 09, NPSupC/WO2 Boards have considered all CPO Mechanics who meet the pre-selection criteria forWO2ET (MESM) at Para 7410 and who wish to transfer to the ET(MESM) specialisation, forselection to both NPSupC and promotion to WO2(ET) (see Note 1). Promotion thereafter toWO1ET will be in accordance with Para 7409. Those who do not wish to transfer to becomea Technician are considered for the NPSupC course only and will remain subject to thepromotion system to WO1 Mechanic, as described at Para 7412 Section II (see Note 2 andNote 3) below]

Notes:

1. Following the selection signal for NPSupC, all selected CPO Mechanics are requiredto advise the Career Manager in writing, prior to commencement of the course, whether theywish to take up the offer of transfer or wish to remain in the Mechanic stream.

2. Ratings who do not wish to take up the offer of transfer will undertake the duties of aCategory A2 watchkeeper as a CPO(MEM). It must be noted that individuals who elect todecline the offer of a transfer to the ET specialisation before the course are not able to rescindthe decision once they commence the course and will have no further opportunity to transfer.

3. Ratings have the opportunity of refusing to attend the course and/or the offer totransfer to the ET specialisation. This will be possible up until the day before the coursecommences.

4. Personnel who fulfil all other pre-selection criteria may be selected for NPSupC withless than 3 years seniority as a CPO. They may still elect to transfer to the ET specialisationprior to starting course, see Note 1, and will then be substantively promoted on fulfilling the pre-promotion criteria laid out above.

5. Individuals who accept the offer of a transfer to the ET specialisation will be ratedCPOET(MESM) on the day following successful completion of the NPSupC. Fromcommencement of the course, they will forfeit their rights to selection to WO1(MEM) as laid outin Para 7412.

6. Any rating that qualifies as a Category A2 watchkeeper but fails to meet any of theother remaining criteria will remain as a CPOET until these are met. They may, however, beeligible to receive substitution pay for the higher rate in accordance with JSP 754 (Tri ServiceRegulations for Pay and Charges) Chap 3 Section 8.

7. If, having completed NPSupC and transferred to the ET specialisation, a rating fails toqualify as a Category A2 watchkeeper and is therefore deemed unsuitable for promotion toWO2 under this scheme by their Commanding Officer, they will remain as a CPOET, will forfeitthis offer of promotion to WO2 and will be subject to normal selection rules for promotion toWO2 in the future.

7414. Certificates of Competency

a. Certificates of Competency are required as a pre-requisite for certain stages ofpromotion by non-operator trained ratings.

b. These Certificates are annotations on ratings’ History Sheets by MarineEngineering Officers stating that such ratings are professionally competent toundertake and perform the duties of the rate to which they are being promoted.

c. They are normally to be signed just prior to a rating being promoted but also becompleted for ratings on assignment who are otherwise fully qualified for promotionand could expect to be promoted within three months of being assigned. If theCertificate is not signed for a rating so qualified on assignment, an explanation mustbe given on the Appraisal Report.
