Presented from both

legal and practical

perspectives, this year’s seminars

will give you the tools you need to

face the changing landscape in this

competitive and challenging work-

force.

The daily seminars are divided

into six (6) sessions. The times

are 9:00 am, 10:00 am, 11:00 am,

1:00 pm, 2:00 pm and 3:00 pm.

The seminars are open to all bar-

gaining unit employees, no NTEU

membership is required; but

membership is welcome. You

should select a seminar, and in-

form your manager. You get one

hour of administrative time

to attend one seminar of

your choice. The sessions

will be held on the first floor

in room 129 B & C. Seats

are limited. Please bring

your contract.

Your job is on the voting ballet at every election. Why? Every part of a federal work job is affected by an elected official’s vote. NTEU com-piles a voting record detailing how each member of the House and Sen-ate votes on issues affecting federal employees. NTEU only considers how members of Congress voted on issues directly affecting federal work-ers when compiling these records.

Your job depends on it.

Franklin’s CFC team is operating at full speed for this year’s campaign. They have many events schedule to keep our site engaged. NTEU encourages you to sup-port a charity. Supporting a charity does not only mean you gave money away or the warm feeling you get inside when you do something nice for another per-son, supporting a charity allows you to make a differ-ence in the world. You become a participant in the or-ganization’s work. Your monetary gift is a reflection of your beliefs. So, review the Combined Federal Cam-paign (CFC) Booklet for a subject that is important to you, and then see your local CFC representative or log onto HR Connect. 2014 CFC solicitation period runs from September 1 – December 15, 2014.

CFC is off to a great start!

There was a major Article 16, Section 3-5 violation in ACS that was on going for years. We would like to thank the em-

ployees that brought this to our attention. ACS had a lead list which was used to select bargaining unit employees to fill

and non-competitive temporary promotions detail assignments for over 30 consecutive days without solicitation and as-

signment less than 30 days. The issue is resolved, but a grievance was filed on behalf of the employee(s) that spoke up.

The extended assignment was stopped. We were told the lead list was destroyed. The agency has agreed to follow the

contract from this point forward. Employees can receive details or temporary promotion of thirty consecutive days or

more; but it must be solicited.

We need your eyes and ears to inform NTEU if a violation occurs or if you have a question. There is a difference from the

solicitation procedures for less than 30 days verse details which extend for more than thirty (3) consecutive days. On that

note, if you worked for 120 days or more at a higher-graded duty without the pay for the full time, come see me. You

need to get paid!

Chapter President keeping it moving... Hello, Chapter 270

Thank you so much for helping to make fiscal year 2014 a success. I am looking forward to 2015 being even better, as I continue to be your Force with a Voice in the workplace. I am excited about Labor Recognition Week activities, so don't forget to put your one hour admin in for the LR events, even if you are scheduled for CPE management has assured me time would be granted. We will continue to keep it moving! Please don't forget to put your admin leave in to "VOTE" November 4th, for your voice which is your vote, will make a difference and bring about change.

On a different note, I am thankful I was graced with the opportunity to meet IRS Commissioner, John Koskinen and was able to share with him members’ questions and concerns. Mr. Koskinen informed me that he will consider coming to Franklin next year during his travels. My next opportunity will be with President Obama and 1st Lady Michelle!!!?

Here are a few of the questions that were submitted and answered.

Q. When will we get our awards? A. Still being negotiated; however, it appears it might be the first or second week in January or February 2015, and will be 1%.

Q. Auto wrap is a morale killer. Employees need to be able to take a breath before the next call. A. We will have ACS Compliance Leaders review the program.

Q. Employees would like to get more time off the phone. This could be regular town hall meetings, additional training, read time, or follow up time to catch up on loose ends. Sometimes the smallest things can boost morale and get the service positive results. A. I understand, and I will have my staff look into how this can be done.

Q. FOH is a liaison for management, employees, and physician or health care providers. The communication line has failed. What can be done to ensure FOH provide a response to management request for medical expertise and advice of recommendation timely? A. We will follow up with OPM regarding FOH delay in responding.

Q. Franklin call site has a problem with approving reserved handicap parking spaces when requested through Reasonable Accommodation.

A. We will look into why there's a delay.

Q. Will permanent part-time ever be offered again? A. OPM is currently working on retirement phase out as well as other options.

Mr. Koskinen did state, everything is centered around Congress and their ap-proval of the IRS budget. That's why it is crucial and critical for Chapter 270 members to "VOTE." Remember my door is always open and our conversation is always confidential. Sincerely,
