In 1891, our forefathers founded a university that would stand

the test of time. One century and 14 years later, North Carolina

Agricultural and Technical State University is a living testament

that a community of talented minds working toward a common

goal is capable of great achievement.

The beginning of academic year 2004-05 marked an

unparalleled moment in time when North Carolina

Agricultural and Technical State University had

the resources — a pool of talented faculty, staff

and students — to forge toward a brighter

future. This was accomplished by recruiting

the best and the brightest, focusing on the

common good, and placing learning and

excellence at the heart of everything.

Another factor in the University’s success was

the growth of interdisciplinary partnerships on and

beyond the campus.

In early fall, North Carolina A&T learned that it had

met the criteria for the Doctoral/Research Intensive Category

established by the Carnegie Foundation for the Advancement

of Teaching that indexes schools by their missions and

accomplishments. The Doctoral/Research Intensive Category

is Carnegie’s second highest grouping.

The spring 2005 semester blossomed with the appointment

of USA Today columnist DeWayne Wickham as distinguished

professor of journalism and mass communication and director of

the Institute for Advanced Journalism Studies. The Institute’s

first activity was hosting “The Fourth Estate and Blacks,” a

conference that included a 10th anniversary discussion of the

media’s impact on the O.J. Simpson trial. Former Los Angeles

County prosecutor Chris Darden was among the speakers.

Other conference participants included Harvard law professor

Charles Ogletree and Emmy nominated actor/director/producer

Tim Reid.

The opening of the newly renovated Paul Robeson

Theatre was celebrated with a stellar

performance of “Paul Robeson” by

nationally acclaimed actor Avery Brooks.

A capstone of the evening was the

dedication of the lobby, which was

named in honor of newspaper publisher

John Marshall Kilimanjaro, who

established the Department of Speech

and Theatre Arts in 1969 and founded the

Paul Robeson Theatre in 1970.

The Futures strategic planning process gained momentum

this year as some goals, such as new doctoral programs, were met

ahead of schedule, and others remained on target.

Talent created North Carolina Agricultural and Technical

State University 114 years ago and talent sustains it today.

With your continued interest and support, the University can

build on its strengths and talented pool of human capital to

catapult it into the future.

Strategic partnerships are gaining momentum across the country and they are becoming powerful forces for North Carolina A&T

and other universities to strengthen the core missions of higher education, civic engagement and economic development.

Academic Affairs

Agriculture and Environmental Sciences Dean — Alton Thompson Business and Economics Dean — Quiester Craig

This momentum is manifested in the School of Agriculture

and Environmental Sciences (SAES), and it is reflected

in the number of program partnerships that were formed during

the 2004-05 academic year. The most significant and historic

partnership of the year was with the U.S. Department of

Agriculture’s Natural Resources Conservation Service (NRCS),

which resulted in the relocation of one of NRCS’s three

national technology centers and a remote sensing lab to

Greensboro. NRCS professionals help land owners and

communities use conservation practices effectively and manage

their natural resources wisely. North Carolina A&T is the only

site connected to a university and is a strengthening of NRCS’s

relationship with historically black land-grant institutions.

The College of Arts and Sciences experienced record-

breaking freshman enrollment in the fall, contributing to the

continued growth of the College with an overall enrollment of

more than 2,400 students. Sixty percent of the students majored

in journalism and mass communication, political science,

psychology, sociology and social work.

The Department of Journalism and Mass Communication

achieved full accreditation by the Accrediting Council on

Education in Journalism and Mass Communication. The six-year

accreditation makes North Carolina A&T one of only two

accredited programs in the state.

The School of Business and Economics had a number of

significant accomplishments. However, it was in the Department

of Transportation and Supply Chain Management that professors

Mark Burkey and Kofi Obeng garnered significant state and

regional recognition for their research on the impact of automated

red light cameras (RLC) on accident reduction. Burkey and

Obeng performed an exhaustive study covering a 57-month period

and over 17,000 observations, examining interactions between

RLC installation and accident reports. Two findings garnered

significant attention: (1) in many instances, the timing standards

for amber caution lights were set inappropriately, and (2) higher

accident rates were observed at signalized intersections following

the implementation of RLCs. Funded through the Urban Transit

Institute, this research has contributed to important policy

changes in Greensboro and overall highway safety across the state.

To address the increased production of teachers, the School

of Education developed seamless transfer programs with four

community colleges that allow students who completed an

associate’s degree to transfer into the teacher education program

at North Carolina A&T. The School of Education also continued

its support of Guilford County Schools’ Middle College and

Early College programs. There is also a special initiative for

working with long-term suspended students in Guilford County.

The School of Graduate Studies developed two new

interdisciplinary Ph.D. degrees (Leadership Studies and Energy

and Environmental Studies, and an interdisciplinary master’s

degree, Computational Science and Engineering) that were

approved by UNC General Administration. North Carolina

A&T is the only university in the North Carolina System and

the only Historically Black College/University in the country to

offer a degree such as the Computational Science and

Engineering program.

The Department of Business Education

implemented an interdisciplinary degree

concentration in Information Technology. This

collaborative program with the Department of

Electronics and Computer Technology (School of

Technology) began in the fall and was funded by a

joint grant to support the development of online

courses related to the concentration and

to build program articulation agreements with

North Carolina community colleges.

Awards.

Business students Armand Swain and

Terrence Evans placed third in the Ford

Motor Company HBCU Business Classic, an

entrepreneurial business plan competition among

students enrolled in historically black colleges

and universities. Swain and Evans won $15,000

personal scholarship funds and $5,000 for

the School of Business and Economics.

Their business plan was an Internet services

company that specializes in producing and

marketing a Web-based publishing and

communications software.

Two successful academic and professional conferences were

hosted by the Department of Business Administration: the

Frontline “Customer Contact” Conference sponsored by 3M

Corporation and the widely acclaimed Franchise Development

Conference.

The Adult Education program hosted the annual convention

for the Association of Gerontology and Human Development

in Historically Black Colleges and Universities. The theme

was “Aging in a Multicultural Society: Empowering Adults to

Age Well.”

The Master of School Administration (M.S.A.) program

graduated its first four students, all passing the licensure

examination. In addition, all counseling education and

community agency students passed their comprehensive

examinations.

Zeta Sigma Chapter of Beta Alpha Psi earned Superior

Chapter status for a statewide record of 21 consecutive years.

A total of 136 master’s degrees were awarded in fall

2004, representing a 1.5 percent increase over fall 2003.

In 2004-05, 181 graduate students earned a 4.00 grade

point average with 15 or more hours of graduate courses,

representing an increase of 21.5 percent over 2003-04

figures.

During the fall semester of 2004, the Center for Student

Success implemented “ASPIRE: A Pilot Learning

Community.” Twenty-six of 29 participating students complet-

ed fall 2004 in good academic standing and six ASPIRE stu-

dents made the Deans’ List.

Engineering students Talesha Hall and Jametta K.

Thomas graduated at the top of their class with 4.00 grade

point averages in May 2005. Hall, a native of Baltimore, Md.,

received a B.S. degree in chemical engineering. Charlotte

native Thomas received her degree in industrial and systems

engineering.

Nursing Dean — Patricia Price Lea

The School of Nursing continues to transform and renew itself

through sponsored programs and partnerships. The School was awarded

a $1.1 million grant from the U.S. Department of Health and Human

Services to attract and educate more minority nurses. A partnership with

Johns Hopkins University School of Nursing led to a five-year $2.3

million grant to investigate health disparities. During the third year of the

program (2005-06), faculty members were involved in three pilots with

plans to involve additional faculty.

Nationwide, the College of Engineering ranks No. 1 in producing

African-American engineers and African-American women engineers at

the Bachelor of Science degree level. The College also ranks 1st in the

number of Ph.D. engineering degrees awarded to African Americans,

5th in the number of Master of Science engineering degrees awarded,

and 23rd in producing all types of minority engineers at the B.S. level.

Women comprise 30 percent of the students in the COE, and the

Engineering Dean — Joseph Monroe University Library — Waltrene Canada

College is ranked 6th in the nation in the percentage of engineering degrees

awarded to women (35 percent) and 48th nationwide in the total number of

engineering degrees awarded to women.

Engineering faculty and students collaborated to publish 75 articles in

refereed journals and books, 201 papers in refereed conference proceedings

and 145 other publications or presentations. In addition, there were five

invention disclosures filed, four patent applications filed and one patent

awarded.

Thanks to the School of Technology, Old Fire House No. 4 in

Greensboro was transformed into a new Community Outreach Resource

Center. The facility provides computer training, construction classes,

homeowner workshops and job placement services. It was funded with a

$548,000 grant from the U.S. Department of Housing and Urban

Development through the School of Technology’s Department of

Construction Management, Occupational Health and Safety.Technology Dean — Elazer Barnette

The School of Technology was a participating partner with the

National Center for Engineering and Technology Education that

includes nine universities from across the country. North Carolina

A&T is one of the regional locations for the Center, for which Utah

State University is the national headquarters.

The Department of Electronics, Computer and Information

Technology received the North Carolina Space Grant Consortium’s

Higher Education Award on “Developing a Computational Science

and Engineering Technology Course for Undergraduate and Graduate

Science and Engineering Technology Students.”

The College of Arts and Sciences hosted two major conferences

in 2004-2005. The 10th Annual Life and Physical Sciences Research

Symposium of the College of Arts and Sciences

featured former U.S. Surgeon General David

Satcher as keynote speaker. The College of Arts

and Sciences and the College of Engineering

co-hosted the Sloan Conference for Minority

Ph.D. and Feeder Programs, which is a national

venue for more than 90 Sloan Grant awardees

from colleges and universities with good records

for producing minority Ph.D. graduates in sci-

ence, technology, engineering and mathematics

(STEM) or for sending minority students on for

Ph.D.s in STEM.

The Graduate School collaborated with the

College Writing Center to provide writing

support for graduate students engaged in thesis

writing. The thesis editor ran a six-week training

session for Graduate Teaching Assistants working in the Writing

Center to familiarize them with some of the common language and

composition errors in thesis writing.

In October 2004, Minnie Battle Mayes, director of the Office

of International Programs, accompanied by Colleen Grotsky,

executive assistant to the chancellor, visited China as members

of the Extended Sino-American Leadership Training Program

(EXSALT) organized by the American Association of State Colleges

and Universities (AASCU). In March 2005, OIP co-hosted two

Chinese university administrators from Gansu Agricultural University

and Nanjing Medical University as part of the EXSALT project on

behalf of the entire UNC system. Further linkages are developing

between North Carolina A&T and Gansu Agricultural

University for the future.

Through the Office of International Programs (OIP), 25 North

Carolina A&T students participated in education abroad programs

in New Zealand, Mexico, Spain, Brazil, Scotland, Finland, Kenya,

Japan, Sweden, Australia, France and India. In fall 2004, four

students spent the semester at Omsk State University in Russia,

led by Tom Porter, professor of history. Fall semester 2004 also

brought four exchange students to the University: three from Brazil

and one from Mexico.

Nine academic advisors received the “Advising Excellence

Award” that was established by The Center for Student Success.

Each honored individual received a stipend from the Provost and

attended a special dinner hosted by the Chancellor.

The Academy for Teaching and Learning (ATL)

is a campus-wide resource for faculty members

that increases faculty knowledge of the factors

that affect student learning (knowledge), encour-

ages scholarly teaching grounded in research on

student learning (application), and promotes the

scholarship of teaching and learning, including

classroom-based research assessment of learning

outcomes, public sharing of effective teaching

practices, and basic research on teaching and

learning issues (scholarship). In 2004-2005, ATL

developed and implemented a year-long new

faculty orientation program; developed and

implemented activities supporting the 2004-2005

interdisciplinary theme, Focus on Learning, and

the Futures initiative; provided leadership to more

than 75 faculty members in the development of 25 University

Studies courses, and assisted in developing the Carnegie Scholar

application for Karen Hornsby, an assistant professor selected to

participate in the 2005-06 Carnegie Scholar program.

By all accounts F.D. Bluford Library has been termed many things:

“hub of the wheel,” “learning center,” “intellectual commons” and

“the intellectual heart of the University.” All of these definitions

appropriately reflect the role of the University Library.

Last year the Library provided access to over 300 bibliographic

and full-text commercial databases and more than 100 government

and free research databases. In excess of 27,000 monographic titles

were added to the collection. In support of literacy, 5,616 students

were provided library instruction in 381 classes conducted

throughout the course of the academic year. And, the Library

collaborated with the Name Authority Cooperative Program (NACO)

to contribute name authorities to the WORLDCAT database, assisted

the HBCU Alliance in grant writing and development of a library

leadership institute for HBCU library staff and participated in

the NCKnows virtual reference project.

The Division of Research and Economic Development

(DORED) administers and manages research, sponsored

programs, transfer and commercialization for the University.

The Division also coordinates interdisciplinary funding

opportunities among the University’s colleges and schools

and assists in transforming research into viable economic

opportunities.

During fiscal year 2004-05, DORED effectively responded

to and anticipated the needs of researchers and funding agencies.

From July 1, 2004, to April 30, 2005, the University submitted

320 proposals totaling $170,302,533. This represents a nine

percent increase in dollar amount of proposal submissions over

last year. A total of 187 awards were received for a funded

amount of $32,858,703, including the $5,813,961 federal

appropriation for Agricultural Research and Cooperative

Extension Programs. Total sponsored programs funding was

$35.5 million. Major federal sponsors include U.S. Department

of Defense, U.S. Department of Education, National Science

Foundation and National Institutes of Health.

Other significant accomplishments of DORED include the

implementation of the University’s first Policies and Procedures

for Planning, Establishing and Reviewing University Centers

and Institutes. This document provides a uniform framework

governing the establishment, review and discontinuation of

centers and institutes to ensure the effective and efficient use

of resources. Existing centers and institutes on the campus are

currently undergoing review. Also implemented was a policy on

collaborations that governs collaborative arrangements with

external partners prior to the submission of the proposal to

ensure that the collaboration is meaningful for the University.

Academic year 2004-05 resulted in various information technology

infrastructure accomplishments that positively impacted the campus

community of learners. Some of the major accomplishments for the

Division of Information Technology and Telecommunications (ITT)

included implementation of Banner Advancement, improved network

security, expansion of ITT services, expansion of the Grid project,

establishment of a visualization lab and the high performance

computer center.

A variety of information technology infrastructure

accomplishment positively impacted the campus community of

learners. Some of the major accomplishments for the Division of

Information Technology and Telecommunications (ITT) included

establishment of a visualization lab and the high performance

computer center.

Yaohang Li, assistant professor in the Department of

Computer Science (College of Engineering), was named

Rookie of the Year. Li has distinguished himself in cutting-edge

interdisciplinary research in Grid Computing, Computational

Science and Computational Biology. In the year and a half

that he has been at the University, Li has submitted 16 research

proposals — alone or as a co-investigator — with five of them

funded for a total of $1.7 million. He also has published six

journal articles and 13 papers in peer-reviewed conference

proceedings.

Ipek Goktepe, assistant professor in the Department of Human

Environment and Family Sciences (School of Agriculture and

Environmental Sciences), received the Young Investigator Award

that honors junior, tenure track or research faculty in her/his

third or fourth year at the University. The recipient must be

an innovator who has unlimited potential for new discoveries.

Since joining the University in 2000, Goktepe has secured over

$2 million in funding from various agencies, and she is the

inventor and co-inventor of two patents. In addition, she has

published nine papers in refereed journals and has presented

over 50 papers at local and national meetings. Her research

productivity has earned her a well-deserved national reputation.

The Senior Researcher Award is

given annually to the University’s most

outstanding researcher. The recipient

is tenured and has demonstrated

sustained research productivity through

submission of proposals; proposals

that have actually been funded;

refereed publications; citations received;

intellectual property disclosures; patents

and/or copyrights and other pertinent contributions. Ajit Kelkar

is an internationally known researcher in the area of composite

materials. He has been a tenured faculty member in the

Department of Mechanical Engineering since 1989, beginning

his research career with a single project. Since that time

Kelkar and his co-investigators have brought in over $27 million

in research funding and established major research programs

with federal agencies including the Army, Office of Naval

Research, NASA and the National Science Foundation. Kelkar

is co-author of one book and two book chapters, and he has

over 100 journal articles, refereed publications and conference

proceedings. Most recently, he was named director of the new

interdisciplinary Computational Science and Engineering

Graduate Program.

Outstanding University Researchers 2004-2005

Three professors were recognized for their outstanding contributions to research at the University, each receiving an award and a stipend.

Information Technology and Telecommunications

Student AffairsThe Division of Student Affairs supported multiple efforts during

academic year 2004-05 to enhance the intellectual, cognitive, social,

personal and physical competencies of students.

With the student population quickly approaching 11,000, it was

necessary to reorganize many offices and facilities to accommodate

the growth as well as student needs. For example, additional staff was

added to the areas of Housing, Sebastian Health Center, Memorial

Student Union, Orientation, Dean of Students, Counseling, Career

Services, University Events and Publications. In addition, the impetus

toward improving recruitment, retention and graduation of minority

students at North Carolina A&T, resulted in restructuring the

Multicultural Student Office.

Ensuring fiscal integrity and viability in an effort to promote an

environment of excellence is the primary goal of the Division of

Business and Finance. This strategy resulted in several significant

milestones within the Division.

The State Auditor’s Report of the University’s financial

statements contained no findings, representing a clean audit.

Likewise, the financial and program review of Title III received

clean reports.

The University’s state fund operating budget for 2004-05

was $203,083,352, consisting of appropriations in the amount

of $76,559,907 and receipts in the amount of $43,657,165.

Notably, the University pursued 49 capital improvement projects

that include 15 completed projects, 22 projects in design and

12 projects in construction for a total of $168.9 million. And,

the University procured 13.4 percent in goods and services from

historically underutilized businesses.

For the first time in history, cash donations from

Aggie alumni surpassed $1 million, including

two individual first time six-figure gifts by living

alumni. A total of $1,398,626 in gifts were

made, up from $930,372 last year.

Alumni participation in giving reached a

new high of 15 percent, up from 12 percent

last year and eight percent five years ago.

These milestones include $100,000 gifts from

James F Garrett ’63 and Elijah and Marilyn

Thorne ’64/’63, marking the first six-figure,

outright cash gifts from living alumni.

A gift of more than $336,000 from the

Estate of Paula L. Jewell was used to create the

Paul, Lucille and Paula Jewell Family Endowed

Scholarship Fund. Her parents, Paul and

Ruth Lucille, were members of A&T’s science

and English faculty, respectively.

Alumni giving and gifts from others

contributed to the University attaining $73

million of the $100 million capital

campaign goal.

The year also was highlighted by two

Aggies who made headlines. Janice Bryant

Howroyd announced a $10 million planned gift

commitment through a life insurance policy,

and Lawrence Clark ’68 spearheaded the

placement of one of only three National

Technology Support Centers (funded by the

United States Department of Agriculture) at

North Carolina A&T.

A&T’s news stories reached national

and international levels during the year.

Christine Barrett, a 76-year-old freshman,

traveled to California to spread Aggie Pride on

the “CBS Late Late Show” in February, and

former Hewlitt-Packard CEO Carly Fiorina’s

spring commencement speech appeared in

news articles as far away as Europe and Asia.

A promotions blitz in December 2004

resulted in doubled attendance at the fifth

annual New Year’s Resolution (Enrollment)

Party held January 2: 800 participants in 2005

versus 400 in 2004. In addition, new newsletters

and radio shows were developed to disseminate

key messages electronically and to strengthen

branding of the University.

Conference (ACC) Assistant Commissioner

DeLores “Dee” Todd was appointed the

University’s first female Director of

Intercollegiate Athletics, and veteran

coach Patricia Cage-Bibbs was named

Head Coach for Women’s Basketball.

The No. 4 seed Aggies baseball team,

under the leadership of Head Coach Keith

Shumate, won the Mid-Eastern Atlantic

Conference (MEAC) championship and

played in its first ever National Collegiate

Athletic Association (NCAA) Regional

Baseball Tournament against the No.1

seed Clemson Tigers.
