Weekly Project Status Report

SafetyAs of April 16, 2015, CHBWV and subcontractors worked approximately1,355,529 work hours (892 days) without a lost-time work accident or illness.

• TRC 0.0/DART 0.0• Last week's report stated that initial training was conducted for two DOE

subcontract employees. However, it is noted that training was conducted for twoDOE employees.

• On April 9 at about 4:30 p.m., a D&D worker was building a containment tent inthe Main Plant Process Building (MPPB) Radiation Buffer Area near the WasteReduction and Packaging Area (WRPA). Upon exiting, the PersonalContamination Monitor (PCM) alarmed. Low-level contamination was found onthe right elbow of a worker's poly undershirt (normally used as a throw-away itemfor asbestos abatement). The source appeared to be a buildup of dust and dirt onthe elbow. The sleeve was removed from the shirt, and the individual cleared thePCM. There was no skin contamination. The levels identified fall below theOccurrence Reporting and Processing System (ORPS) reportability threshold. AnIssue Report was generated.

• A slip/fall incident that occurred on March 4 was changed to a first-aid case, as aresult of treatment provided.

• There were no skin or clothing contaminations and no spread of contaminationoutside Radiologically Controlled Areas.

• As Low As Reasonably Achievable (ALARA) overall dose tracking isapproximately 16% below the estimate based on weekly tracking.

• Completed the annual internal dosimetry quality assurance report.• Conducted General Employee Training (GET) initial training for a new sheriff.• Conducted initial training for new hire Radiological Controls technician and

conducted initial training for a new hire American Demolition and NuclearDecommissioning (DND) laborer.

• Inspected all facilities for flexible cable use and closed an Open Item TrackingSystem (OITS) entry on this topic.

• QA and NAC representatives are off site this week performing Overpack Lid fit-uphold point inspections at NACs supplier Petersen Inc. located in Ogden, Utah.

• A meeting was held with the Cattaraugus County Emergency Coordinator inLittle Valley, New York, to discuss Emergency Operations Center (EOC)interfaces, hazardous material response, and complete the WVDP off-site responseself-assessment.

Milestone 1: Complete the High-Level Waste Canister relocation at WVDP• High-Level Waste Storage System

• Completed removal of the Vertical Cask Transporter (VCT) rear wheelsand shipped the wheels for stiffening. Modifications are scheduled to becomplete to support assembly and testing the week of April 27.

• Removed eight Vertical Storage Cask (VSC) lids and shipped for recoating.Eight temporary lids were constructed and installed.

• Equipment Decontamination Room (EDR) ActivitiesPortland cement grouting wascompleted in the EDR, followed bya microfine cement grout injection.Also completed was chemical groutinjection in 18 holes in the RailArea. Dynamic Cone Penetrometertesting is scheduled for next week.

Milestone 2: Process, ship and dispose legacy waste off site• Melter Project Shipment for Disposal

• Work continues on answers to Requests for Additional Information (RAIs)received from the NRC for the Melter Special Package Authorization(SPA) application. CHBWV and DOE are working with the SavannahRiver Nuclear Solutions, Savannah River National Lab (SRNL) to developthese answers. Discussions have been held with NRC, and there will not bea second round of RAIs. Formal submission of the RATs to the NRCschedule for April 20 is on schedule.

• Cement Filter Boxes• The work document to overpack and load the three cement filter boxes is

complete and issued. The project is on schedule to receive a crane andoverpack the week of May 4 and ship the week of May 14.

Milestone 3: Deactivation and Removal of the Main Plant Processing Building(MPPB) and Vitrification Facility

• Liquid Waste Cell (LWC) Deactivation Support• Waste Facilities & Logistics (WFL) painted the interiors of two boxes for

contamination control. One of these boxes will be used for the LWCblocks and the other for future use. WFL also overpacked four LWC hatchblocks into three boxes for future disposal.

• Uranium Loadout (ULO) Tank Stabilization Support• The lessons learned by the effort of the pilot liquid immobilization process

discussed under Milestone 4 will extend to ULO Tanks 15D-Al, 15D-A2,and 1 5D-B stabilization activities planned later this year.

• The following hazard reduction activities have been performed this week in theMPPB and Vitrification Facility:

• Completed diamond wire cutting of the sixth concrete hatch (six of sevencomplete) above Tank 7D-2, installed hatch opening cover, andcommenced cutting of the seventh hatch in the LWC. Completed ahorizontal cut on the sixth hatch in preparation for lowering to the WRPAdock. Packaged the two sections of the fifth hatch and turned the packageover to the Waste Group.

• Completed radiological surveys (direct and removable) on Extraction Cell(XC)-1 walls, ceiling, and the remaining steel supports. Continued removaland loadout of floor debris from XC-1 floor; 20% complete.

Weekly Project Status Report

• Continued cleanup of an Asbestos-Containing Material (ACM) disturbancein the Utility Room that is impacting access to the south stairs of theMPPB. This is the entry point to the Off-Gas Cell (OGC). Set up anairlock in the Lower Warm Equipment Aisle (LWA) to establish analternate entry point to the OGC and continued removal of excess tools,equipment, and materials from the floor of the cell.

• Continued gross decontamination and waste packaging of excess tools,equipment, and materials from the Contact-Size Reduction Facility(CSRF).

• Completed installation of High-Efficiency Particulate Air (HEPA) filters inthe Head-End Ventilation (HEV) Replacement Ventilation Units (RVUs).Continued control wiring installation for RVU instrumentation inside theRVU building. Continued installation of a duct in the General Purpose CellOperating Aisle (GOA). Commenced excavation for outside duct supportsby first locating an underground drain line to verify its location.

• Continued Vitrification HLW trench pipe removal with the orbital pipecutting tool. Completed removal of the outside four-inch pipe in eightlocations, which will allow cutting of the two-inch diameter core pipe.

Milestone 4: Completion of Performance Work Statement• Obtained soil samples from the 31 D-2 dike to determine soil permeability and

verify compliance with Environmental Protection Agency (EPA) spill responserequirements.

• Repairs to the 3M-2 shield door are ongoing. Engineering is designing a VariableFrequency Drive (VFD) control system, working procurement of a motor, andgenerating work documents for field work. Electricians completed removing wiresthat will need to be replaced. Electricians are also performing field verifications ofcontrol circuitry. Mechanics are supporting engineering with physical relocationof the motor. Entry to verify gear box operability is completed. Decontaminationof the 3M-2 penthouse was completed. A work document was issued to establish arouting path for a new electrical feeder cable from the Mechanical Operating Aisleto the Chemical Operating Aisle via the abandoned steam line.

• Completed troubleshooting 31 K-9 with the vendor. Replacement parts wereordered, and repairs to restore full operability are to be completed next week.

• Continued daily blowdowns of the potable water accumulator tank and adjustedcontrol band of the chlorine parameters to minimize the on-going precipitate issuein the potable water system.

• Liquid Stabilization• This week the WFL group re-inspected the second box generated from the

liquid stabilization test. Absorption was good. Both boxes generatedduring this test will be re-inspected in the future to verify that absorption isstill successful.

• Remote-Handled Waste Facility (RHWF) Cleanup• RHWF work cell cleanup of the Lith-X discharge continues.

• Site Support• Received a truck load of new B25 boxes.

• Packaged six containers of hydrogen peroxide for shipment back to thevendor.

• Received the ISOCs crystal that was sent out for reconfiguration byCanberra. It will be returned to the system in Lag and tested before use.

The updated RCRA Hazardous Waste Closure Plan for the CSRF, WVDP-397,Rev. 9, was finalized and issued. A copy is being transmitted to DOE forsubmittal to NYSDEC.

Business and Support Services• Completed second quarter Defined Benefit Contribution Confirmation for the

West Valley Pension Plan ahead of schedule (iBenefits report).• Awarded a purchase order for replacement parts for the Chemical Process Cell

crane shield door.• Performed random monthly self-assessments of P-cardholder transactions.• Continued user workshops for the Electronic Data Management System (EDMS)

replacement system.
