Special Agenda Item No.1 Election of the member forExecutive Committee

It was noted that Vaidya Raghunandan Sharma and Dr. JayprakashNarayan member of Executive Committee has been elected asPresident, CCIM on 6.6.2007 as Vice-President (Ayurved) on16.8.2007 respectively. Therefore, Vacancy is caused in ExecutiveCommittee of Ayurved.

Ayurved Committee elected Vaidya Ved Prakash Tyagi and Dr.Niranjan Singh Tyagi member of Ayurved to a members of ExecutiveCommittee.

Ayurved Committee welcomed the Vice-President (Ayurveda) Dr.Jayaprakash Narayan and other new members of Ayurved.

Vice-President (Ayurveda) opined that:-

To create awareness in general public we can celebrate oneparticular day as world AYURVEDA DAY and at that particular daycan arrange some special programme for general public and toconduct some Seminar etc.

Training of the teachers be taken up. Fulfillment of insfrastructure be taken up. Also Research programme also be made. Panchkarma should also be strengthened. Faculty data base be updated.

Agenda Item No.1 Confirmation of the minutes of 36th

meeting of Ayurved Committee heldon 5th February, 2007 at New Delhi.

It was noted that minutes of 36th meeting of Ayurved Committee held on5.2.2007 were placed before the Central Council in its meeting held on6.2.2007 for consideration and ratification. The same were ratified by theCentral Council.

Ayurved Committee confirmed the same.

Agenda Item No.2 Ratification of the minutes of 60th

meeting of Education Committee(Ayurved) to be held on 16th August,2007 at New Delhi.

It was noted that 60th meeting of Education Committee (Ayurved) was heldon 16th August, 2007 at New Delhi and the minutes of the same wasdiscussed by the committee and ratified as under:-

i) Inclusion of MD (Ayurved) degree of Babasaheb Bhimrao AmbedkarBihar University, Muzaffarpur in the Second Schedule to IMCC Act,1970.

It was noted that Ayurved Vachaspati MD (Ayurved) awarded by Baba SahebBhim Rao Ambdekar University, Muzaffarpur (Bihar) is not included in the

Second Schedule to IMCC Act, 1970. The following colleges affiliated to thisUniversity:-

Government of India was the requested of the University vide letterNo.R.12013/22/97-Ay.Desk dated 21.7.2006 under Section 14 (2) of IMCCAct, 1970.

University is following the nomenclature as prescribed by CCIM underconcerned Regulations.

University has forwarded the curriculum and syllabus being followed bythe University. It seems that University is following the syllabus andcurriculum as prescribed by CCIM.

There are already break for conducting PG Course reads as under:-

Admitted students have passed the Post Graduate Course in Dravya Gungand Rasashastra in 1993, 1996, 2000, 2002 and 2006.

Education Committee agreed to send the recommendations to Governmentof India for inclusion of the same in Second Schedule to IMCC Act, 1970 forthe period for which permission has been given by the CCIM for conductingPG Course in Rasashastra and Dravyaguna by Government College, Patna.

ii) Provision of out patient Department (OPD) for the theDepartment of Vikriti Vigyan – regarding.

It was noted that a letter dated 12th July 2007 received from Dr. AC Kar, MD(Ayurved Kayachikitsa (Vikriti Vigyan) stated

That the Vikriti Vigyan discipline was functioning earlier under theDepartment of Kayachikitsa since there was no existence of theseparate Department for Vikriti Vigyan.

As per the CCIM notification, OPD department has been allotted toKayachikitsa, Shalya, Sahalakya, Prasuti, Kaumarbhritya, Rasashastra,Dravyaguna and Swasth Rakshan.

Since Vikriti Vigyan was functioning under Kayachikitsa, the studentsopted for Vikriti Vigyan were attending the OPD.

Recently the Vikriti Vigyan has been functioning as a separatedepartment as per the CCIM guidelines and almost all the colleges hascreated an independent department for the Vikriti Vigyan discipline.

Since there is no mention of OPD for the Vikriti Vigyan Department somany colleges including BHU have withdrawn the OPD facility for theVikriti Vigyan department.

It has created lot of dissatisfaction among the PG students of VikritiVigyan.

Rogi & Rog Pariksha is the basic training on which the principle oftreatment is decided.

Without the ODP how it is possible to train the students of VikritiVigyan about Rogi & Rog Pariksha? Now-a-days all are interpretingthat Vikriti Vigyan is equivalent to Pathology, which means only thelaboratory practices. So the scope of Vikriti Vigyan should not besqueezed only to the laboratory practices. Vikriti Vigyan covers theclinical diagnostic principles as well as the laboratory methods.

In view of the above it was requested to make provision of OPD for VikritiVigyan in the interest of the students. Accordingly revised guidelines mayplease be circulated to all the colleges for making arrangements of OPD forthe Department of Vikriti Vigyan.

Following provision of OPD have been made in the Minimum Standards andRequirements for Ayurved Colleges & Hospitals.

“Swasthya Rakshan (Samhita, Dravyaguna, Rasashastra and Swastha Vrittaincluding Yoga and Agad Tantra).”

Education Committee agreed to include the provision of OPD of Vikriti Vigyanonce in a week in addition to the above.

iii) Recogniton of Dr. Baba Saheb Ambedkar Marathwada University,Aurangabad.

It was noted that Ayurvedacharya (BAMS) and Ayurved Vachaspati(MD.(Ay.) and Ayurved Dhanwantari awarded by Dr. Baba Saheb AmbedkarMarathwada University, Aurangabad granted by the University before theestablishment of MUHS, Nashik is not included in the IInd Schedule to IMCCAct1970. These courses were conducted by the University by affiliatingfollowing colleges.

1.Sh. Chhatrapati Ay. Medical College, Aurangabad

2. Govt. Ayurved College, Nanded

3.Govt. Ayurved College, Osmanabad

Government of India was forwarded the request of the University vide letterNo.R.12013/5/2005-Ay.Desk dated 22 March, 2005 for comments asrequired under Section 14(2) of IMCC Act, 1970 .

These colleges before shifting the PG Course in MUHS, Nashik i.e. 2005-06were permitted to conduct Graduate and Post- Graduate courses as under :-

Now colleges are affiliated to MUHS Nashik for Under-Graduate from 1998-99 and Post-Graduate from 2005-06 onwards.

It was observed that University had followed the nomenclature of degree forUG & PG as prescribed by CCIM and Syllabus and Curriculum as prescribedby CCIM.

Education Committee agreed to recommend to Government of India forinclusion of the same in Second Schedule to IMCC Act, 1970 for the abovesaid period.

iii) Proposal to start PG degree in Asthi Sandhi Rog and Aghaat Vigyan inAyurveda.

It was noted that Dr. Sanjeev Sharma, Reader, Department of ShalyaTantra, RGG Ayurved College, Paprola, Distt. Kangra HP has submitted arepresentation to Chairman, Education Committee (Ayurveda) and Dr. SKSharma, Advisor (Ayurved), Department of AYUSH, Ministry of Health &Family Welfare, New Delhi to start the Post-graduate Course in Asthi SandhiRog and Aghaat Vigyan in Ayurveda.

The matter was placed before the 36th Ayurveda Committee and AyurvedCommittee referred the matter to the Education Committee (Ayurveda).

CCIM has made the provision of Post-graduate Course in followingsubjects:-

Education Committee decided that content of the syllabus be askedand be placed before next meeting.

iv) Resolution of Prof. CHS Shastry.

It was noted that following resolution moved by Dr. CSH Shastry andseconded by Vaidya Jagjeet Singh and Vaidya Ved Prakash Tyagi:-

“In suppression of UGC Regulations No.F 1-11/87(CPP-II) dated 19.9.91 andnotification No.F 3-1/94(PS) dated 24.12.98 the UGC had made theRegulations for minimum qualifications required for the appointment andcareer advancement of teachers in Universities and institutions affiliated to itand circulated vide letter DO No.F 3-1/2000(PS) dated 4.4.2000 by Dy.Secretary UGC (copy enclosed).

Annexure to these Regulations, provide that the research/teachingexperience are considered at par for appointment to vartious posts inteaching.

Presently there is an acute shortage of teachers in Ayurveda specially insubject like Sharir Rachna, Kriya Sharir, Swasthavritta, Agadtantra,Kaumarabhritya etc. There are many research workers working for Ayurvedin the Council, Ministry and other recognized institutions.

Thus in order to mitigate the dearth of teachers it is resolved that anyresearch experience in the research Council, Health Ministry or otherrecognized institutions in Ayurveda should be considered and treated at paras teaching experience for recruitment of teachers in Ayurvedic college,whereas teaching experience is given there it may be replaced asteaching/research experience.””

The matter was placed before the 36th Ayurveda Committee and AyurvedCommittee referred the matter to the Education Committee (Ayurveda).

Education Committee agreed to treat the half of Research experience asteaching experience for Ayurved Post-graduate working in CCRAS and otherrecognized Research Institution.

Ayurveda Committee did not agree to the decision of EducationCommittee (Ayurved).

v) Visitation reports of the colleges permitted during the year 2002-03,2003-04, 2004-05, 2005-06.

It was noted that 22 colleges have been permitted by Government of Indiaduring 2003-04, 2004-05, 2005-06 have been visited by the visitors of theCentral Council of Indian Medicine. Visitation Reports was discussed bythe Education Committee and decided which was ratified by AyurvedCommittee as under (in BOLD):-

It was noted that a letter No.Z.28015/108/2005-P&C dated 5.8.2005 hasbeen received from Ministry of Health & Family Welfare, Department ofAYUSH, New Delhi regarding National Policy for the persons with disabilities(Copy enclosed). Following points in the National Policy could beimplemented:-

It was noted that Post-graduate qualification of Gauhati University, Guwahatiis not included in 2nd Schedule to IMCC Act, 1970.

In this regard following facts a re placed below:-

Government of India vide their letter no.R.12013/1/2006-Ay.Desk hasforwarded the request of University under Section 14 (2) of IMCC Act,1970.

Government Ayurved College, Guwahati, Assam is affiliated to thisUniversity.

The said college has been permitted by CCIM for conducting Under-graduate with intake capacity of 40 students and PG in Kayachikitsa,Ayurved Siddhant and Samhita with intake capacity of 06, 03 and 03respectively.

University has followed the nomenclature of degree. University has also decided to follow the syllabus of PG Course as

prescribed by CCIM. The degree has been awarded by University for first batch in 2004.

ix) Minimum Standards & Reequirement of Ayurved Colleges &Hospital – violation of PG Regulation 2005 by the University. -regarding

It was noted that a letter dated 10.4.07 received from Dr.Anand V.Joshi,Member, CCIM and Principal Bharti Vidyapeeth University, Pune regardingviolation of Post-graduate Regulations, 2005 by the Universities referring tothe Ministry’s letter dated 23.10.06, CCIM’s letter dated 30.3.07 and18.3.07.

In his letter, Dr. Joshi states that after approval of the Minimum Standardsin the 40th meeting of Central Council, the same was circulated to all thecolleges for implementation inspite of objections raised by members in thesaid meeting and the Central Council has totally rejected the Govt. of India’sdirections in their letter dated 23.10.06. Further, as per newly framedMinimum Standard, there is a lot of reduction in comparison to the MinimumStandards prescribed in 1989 and also, there is no mention aboutconcurrence/approval of the Govt. of India with regard to these newlyframed Minimum Standard.

Also, there should be Theory and Practical exams for Preliminary MD/MScourse as per Post-graduate Regulation, 2005 but Rajiv Gandhi University ofHealth Sciences, Bangalore has cancelled Practical/Viva exams. ForPreliminary MD/MS Course at their University level which is violation of thePost-graduate Regulation,2005. Similarly, in violation of the said Regulation,2005 the Banaras Hindu University has made the eligibility criteria foradmission to MD/MS(Ay.) according to which MBBS holders are also eligiblealong with BAMS.

Bringing the above facts to the notice of the Council, Dr. Joshi has requestedto give necessary instructions to the concerned Dy.No.374/23.4.07.

It was also noted that Government of India had also forwarded the letter ofDr. AV Joshi. In this regard it is also submitted that there is no clear cutprovision of theory and practical examination for Preliminary examination atPG level.

1. In the recent judgment OF Kerala High Court writ PetitionNo.10033/2006. The Court held that CCIM has got no power tonotify to allow the ISM graduates to use modern medicine CCIMhas filed a SPL 6116/07 in the Supreme Court which was notadmitted so makes chaos in the ISM (Ayurvedic) graduates inIndia. Taking into consideration the seriousness of the decisionresolves that review petition be filed in the Supreme Courtimmediately and senior lawyer be appointed for the review petition.

Education Committee (Ayurved) agreed to file the review petition.

2. In the Regulation of PG (February 2005). There was no mentionabout the age of the PG teacher up to which age he can guide. Thestudents taking on to consideration the paucity of the seniorteachers and guides, the age limit of the PG norms. So it isresolved that the registering university be directed accordingly thatthe PG teacher can accept the students up to 65 years of age.

In the College where retired teachers are working all those teachers canguide upto the age of 65.

3. In the Regulation of PG (February 2005) the direction of ATKT isnot cleared rule No --- say. The student after the passing thepreliminary examination has to keep four terms. There by thestudents does not get any advantage of ATKT. It is resolved thatCCIM has to give clear direction that four terms of the student willbe calculated even after the student get ATKT.

4. The CCIM general body passed the resolution no ---- in themeeting held on 23-24.3.2004 about allied or a college subject. Inmany states and universities the colleges are not -- the PG or UGteacher in concerned subjects as the PG in that subject has startedjust recently in very few colleges in India. So it is resolved that thecircular be issued for implementation of allied or ancillary subjectwith immediate effect.

Education Committee (Ayurved) decided to pursue the matter with theGovernment of India.

5. In the preliminary examination (MD Ayurved) the syllabus of K &Kh group is not finalized making lot of confusion in the mind of theuniversities, teacher and students. So resolves that the detailsyllabus of K & Kh group be prepared immediately, by the expertcommittee.

Education Committee noted that syllabus of PG has already been prepared itis the verge of the implementation.

1. The Government of India was notified minimum standards and otherrequirements for Ayurved colleges in 1989. It needs to be revised byorganizing workshop. Bharati Vidyapeeth University, College ofAyurveda, Pune is willing to host the said workshop with the help ofCCIM and Government of India and other resource persons in theconcerned subject. It is resolved to seek permission to organizeworkshop at Bharati Vidyapeeth University, College of Ayurveda,Pune.

Chairman, Education Committee (Ayurved) in UG Regulations clarified thatCCIM after considering the required amendments is submitting the requiredamendment to Government of India time to time to accord the sanction.

2. There is alack of research in Ayurved among the professional itself.To create good research oriented scholars, it is a need of the today,to introduce Research Methodology in the curriculum of BAMSCourse. It is resolved to introduce Research Methodology as asubject of study in following three phases in the BAMS Course.

I BAMS Fundamentals of Research in Ayurveda

II BAMS Drugs & Pharmaceutical Research in Ayurveda.III BAMS Clinical Research in Ayurveda.Also resolved to create separate Department in Research Methodologywith staffing pattern of minimum 01 Professor, 01 Reader and 01Lecturer.

3. It was discussed in the last CCIM meeting to introduce InternalAssessment Scheme in BAMS Course. It is resolved to implementthe internal assessment scheme to BAMS Course with 20% Internalassessment marks and 80% University examination marks in eachtheory and practical subjects.

Education Committee (Ayurved) reiterate the earlier dicision in the matter.

4. It is observed that some Universities are not following the notifiedPost-graduate Regulations 2005 in their Universities.

a) Banaras Hindu University, Varanasi is allowed MBBS graduatesfor admission to MD/MS Courses in Ayurved which violates thePost-graduate Regulations.

b) Rajiv Gandhi University of Health Sciences is not not conductingpractical examination for 1st year MD/MS Courses which violatesthe Post-graduate Regulations.

In spite of violation of Regulations the Central Council of IndianMedicine/Government of India has recognized Post-graduate Degree’s ofthese Universities.

It was resolved to implement the notified Post-graduate Regulations, 2005 inall Universities by conducting visitation by visitors of CCIM.

Education Committee decided that letter be written to both Universities.

xi) Age limit for a PG teacher and guide

It was noted that a letter from Principal, Tilak Ayurved Mahavidyalaya hasbeen received. The content of letter are as under:-

That many Ayurvedic colleges in Maharashtra State are conducting Post-graduate courses. It has become difficult for them to admit the studentsbecause Maharasthra University of health Sciences Nashik to which all thesecolleges are affiliated in this state, does not recognize any teacher as a post-

graduate teacher and as a guide to guide PG students after the age of hissuperannuation i.e. 58 years in Government service and 60 in grant-in-aidcolleges.

There are no guidelines in this respect with the university and Universityfollows Central Council of Indian Medicine. According to our knowledgethere is no mention about these guidelines in the CCIM gazeet of 11.2.2005.

Let us kindly know upto what age limit any teacher can work as a post-graduate teacher and guide as per CCIM guidelines or respective universityis free to take the decision.”

In this regard following facts are placed below:-

No age limit of teaching staff has been prescribed under UG and PGRegulations.

Central Council has already agree to enhance age of teaching staffupto 65. Letters were sent to all concerned.

In last meeting, Central Council has also agreed to enhance age limitupto 70 years subject to extension of the period year to year basis andfitness of physical and mental health as well as re-employment withfull pay scale.

It was further noted that before issuing the letter, matter was againdiscussed with the than President, CCIM and Chairman, EducationCommittee (Ayurved) and were opinion that as after 6.11.2007, theGovernment of India is final authority to grant the permission for thecolleges of Indian Systems of Medicine therefore, Central Council of IndianMedicine should get the approval for the same before issuing the letter inthe matter.

It was also decided to obtain the age limit decided by UGC. Accordinglyletter was issued but no reply has been received so far. However, thematter was discussed in UGC and it was told that:-

i) Centrally funded institute age is 65 yearsii) for re-employment 65 to 70.iii) Other institution 62 years.iv) As per University norms
