Center for International Relations – Report 2015
FGV’s Center for International Relations was founded in 2009 to foster the study of
global history and international politics. Our twin goals are to promote high-quality scholarly
work and to contribute to public debate on the contemporary global order.
We are a unit of the FGV’s School of Social Sciences (CPDOC) that simultaneously
operates in Rio and São Paulo.
The Center draws heavily on CPDOC’s forty-year history as a leading holder of private
archives and oral histories of contemporary Brazil. We have built on the existing collection by
attracting new donations and by conducting interviews with the policymakers who shape
Brazil’s foreign relations today. All the materials are being progressively digitized and made
available online.
The research interests of our faculty in the past two years included the role of rising
powers in global order, Europe seen from the outside, nuclear politics, the past and present of
Brazil’s foreign relations, and global history and international relations. Our visiting fellows have
expanded the thematic reach of what our work by bringing in work on international political
economy, IR theory and the history of Brazil in the world.
We offer teaching through an executive program in International Relations at
undergraduate level for all FGV schools and provide supervision for master and doctoral
students within our School’s “History and Politics” program. An eighteen month MBA program
trains professionals who work in the private sector, in public administration, in law firms and
the media sector.
The Center also explores FGV’s standing as a think-tank to engage the policy world. We
do this through a series of workshops and seminars that seek to bridge the gap between
academia and government, and we do our best to publicize major findings widely.
We are very thankful to the scholars, practitioners and students from around the globe
who have turned the Center into such a lively hub for the study and debate of world politics.
The Center for International Relations also owes a great debt to the generosity of its
sponsors and the unconditional support of CPDOC’s direction and FGV. We have been lucky to
count on a stream of research funding from the private sector and public bodies in Brazil and
abroad. We are equally indebted to our colleagues within the FGV community who made the
Center possible in the first place.
Our collective goal for the next years is to translate the many research activities
conducted the previous year into scholarly publications, make new faculty appointments and
further consolidate FGV as a reference in International Relations and Global History in Brazil.

RESEARCH PROJECTS
“Debating Responsibility to Protect in Brazil, China and South Africa” Oliver Stuenkel
Este projeto, financiado pelo GPPi, se propõe a contribuir visivelmente para melhorar e aumentar os debates políticos sobre a Responsabilidade de Proteger no Brasil, na China e na África do Sul, permitindo que uma audiência global aprenda a se engajar no tema. Para alcançar esse objetivo, o Centro organizar uma mesa de debate com regras Chatham House, para estruturar a discussão sobre R2P no Brasil e disseminar o tema entre políticos, diplomatas, acadêmicos, organizações não governamentais e o público não especializado. Teve como resultado final um relatório abrangente sobre as discussões realizadas.
“Brazil in International Crisis” Oliver Stuenkel This project aims to study Brazil’s performance in international crisis since the establishment of the New Republic in 1985. The project is divided into three segments that approach the normative, juridical, and economical aspects related to the risks taken by several stakeholders during the management of such crisis. The product will be a testimonies bank consisted of historical and documental information, an academic conference and a published issue about the theme.
“Global Norm Evolution and the Responsibility to Protect” Oliver Stuenkel, Marcos Tourinho, Matias Spektor This is a multi-year, multi-partner research program that seeks to understand current transformations in the norm of humanitarian intervention. The core research question deals with the evolving conceptions of legitimate intervention among the major powers. Findings will appear in two edited volumes.
“European Union and the Changing World: The Future of Brasil- UE
Relations” Elena Lazarou This project studies the impact of global transformations – in particular the changing distribution of power and the rise of transnational challenges – on the EU. It also seeks to map out how non-European powers see the current trajectory of united Europe in international affairs. This project aims to promote the field of European Studies in Brazil.
“Think Tanks, Governance and Policy Advice” Elena Lazarou This project asks questions about the role of think tanks – and their global connections – in the way economic and social policies are developed in Brazil.
“Britain in the Back Yard: The United States and Great Britain in Latin
America in the 20th Century” Alexandre Moreli O objetivo deste projeto é unir acadêmicos que trabalhem com diversos aspectos que permeiam as relações de países anglo-americanos com a América Latina durante o século XX. Os resultados incluem a publicação de artigos que explorem aspectos da diplomacia anglo-americana no que diz respeito à América Latina durante a Primeira e a Segunda Guerras mundiais.

“Writing Latin American History in a Global Context” Alexandre Moreli Developed in partnership with European and American historians, the aim of the Project is to work both as a sounding board and a forum for new ideas and debates on how to write Latin American history within a global framework, how to trace links and diffuse ideas, particularly those that do not travel from North to South. The overarching goal of the project is to provide impetus for new projects in the field.
“Tropical Atlantism” Alexandre Moreli This project intends to investigate what were the ideas and the results of the Second World War for the international relations through the lenses of the countries involved, the rule of men experience, but also of civil society, without disregarding the global context of reconstruction of the multilateral international order.
“Brazil and Argentina in the Global Nuclear Order” Eduardo Achilles, Rodrigo Mallea, Carlo Patti, Matias Spektor This is a multi-year research program that seeks to retrieve, declassify and circulate primary sources pertaining to the nuclear trajectories of Brazil and Argentina. The program has sponsored seminars, workshops, graduate supervision, and some 200 hours of oral history interviews.
“International Nuclear History” Matias Spektor The objective of this project is to produce new primary sources for research on the topic, allowing scholars a deeper approach and a new perspective on the subject. This initiative also made possible a set of activities carried out in partnership with institutions and projects in Brazil and worldwide.
“Brazil in Global Nuclear Order” Matias Spektor This project seeks to analyze the development of the Brazilian nuclear program throughout its history as well as its main implications in South America and Brazil's relations with major powers. Funded by the William and Flora Hewlett Foundation the project seeks to achieve three objectives: production of knowledge and its dissemination; development of a strategic community in Brazil; data collection and making it available to the public.
“Attracting New Talents in International Security” Matias Spektor This project, funded by Stanton Foundation, proposes to identify young scholars in the international
security field, whose work encompasses themes about Brazil, and whom have the potential to became
intellectual leaders and/or contribute in the creation of new institutions, disseminating their knowledge
and reinforcing the Brazilian strategic community in subjects related to international security.
“Lula in the Global Order” Matias Spektor This project is designed to develop an acquis of primary sources about Brazil’s foreign policy and international relations during Lula’s government (2003-2010). The research effort includes several hours

of interviews with Brazilian and foreigners’ politicians, president’s collaborators, diplomats, entrepreneurs and journalists involved in Brazilian foreign relations in those years.
“Global Transformations and Rising States” Alexandre Moreli, Elena Lazarou, Matias Spektor e Oliver Stuenkel This research and activities program is tailored to deepen the existing knowledge on the impact that emerging powers have on contemporary global order and on the international relations of Brazil.
ARCHIVES AND ORAL HISTORY
During the year of 2015, the Center for International Relations developed various
initiatives regarding Oral History and archive research. Professor Oliver Stuenkel interviewed
several personalities regarding Brazil’s global insertion through the project “Brazil in
International Crisis”. In the end of 2014, Professor Matias Spektor started a new project, focused
on Brazil’s external relations during Lula da Silva’s mandates. For this project, professor Spektor
has already interviewed Marco Antonio Raupp, former minister for the Science, Technology and
Innovation Ministry and focused on the preparation of reports and interview guides for future
interviews related to the project.
Regarding archives research, professor Alexandre Moreli underwent a one week research
period in the Itamaraty archives, in Brasília, for the project “Tropical Atlantism”, which counted
with the financing of Fundação de Amparo à Pesquisa do Estado do Rio de Janeiro – FAPERJ,
and is preparing a two week research period in Porto Alegre’s archives, in the beginning of 2016.

In the course 2015 we hosted over a dozen research assistants, professors and interns who
worked at the Center on short-term contracts for specific projects.
Visiting Fellows
The Center receives applications for visiting positions extending from periods of a few weeks up
to a full academic year. When in residence at FGV they conduct their own research activities
and will normally give a paper or a seminar that summarizes major findings. In the period 2015,

TEACHING
Since its creation, the Center for International Relations develops several initiatives in
International Relations and Global History education. The main goal of our activities is to
promote an interdisciplinary approach to International Relations with excellency, that
combines other disciplines such as Social Sciences, History, Law and Economics.
Our Executive Program in International Relations consists of 16 credits (or 240 hours) of
courses offered by the Centre. All undergraduate students at the Getulio Vargas Foundation can
attend the courses and, when completing their degree, they can obtain the certificate of the
Executive Program. Some of the courses offered in 2015 were "Introduction to International
Politics", "Contemporary International Issues: new wars, Political Islam and global protests",
"Global History of World Wars", "Latin America: Challenges of Integration" and "Emerging
Powers in Global Order. In 2015, we also began to offer courses in English, in Rio de Janeiro,
such as "Transnational Actors, agenda-Setting and Global Governance".
The Centre also offers intensive summer and winter courses, to address the various
issues of international relations, as the courses "The Brazilian Crisis in Global Context" and
"Contemporary Humanitarian Crisis: refuge, civil wars and field experiences," scheduled for
occur in January 2016. To date, over 100 students were awarded the Certificate of the Executive
Program in International Relations.

On postgraduate level, we offer an MBA in International Relations, which is an eighteen-
month course, structured in modules such as “Brazil in the World”, “International Political
Economy” and “Diplomacy and Strategic Interactions”. The MBA is aimed at professionals of
different areas such as consulting, international business and journalism, providing analytical
tools to deal with international environment issues critically.
This year, the Center expanded its educational activities in graduate school, organizing
its first short course on "International Relations: Theory and Practice", within the Continuing
Education Program (PEC), opening its first classes in São Paulo and Rio de Janeiro in the first
semester of 2016.
In addition, through the postgraduate program in History, Politics and Cultural Goods,
from the School of Social Sciences, the Center offers orientation for master and doctorate level
students in the International Relations research field. Some of the topics researched include
global change and emerging powers, regional integration processes and EU foreign policy,
compared foreign policy, international security and Global History.

KONRAD ADENAUER FOUNDATION
Getulio Vargas Foundation and Konrad Adenauer
Foundation are part of the partnership that created the Konrad
Adenauer fellowship in European Studies. Daniel Edler, who is
currently a PhD student at King's College in London, held the
fellowship during the period of 2012 to 2014 under the
orientation of Professor Elena Lazarou. From April 2014 to July 2015, we received Bruno
Theodoro Luciano, PhD candidate at University of Birmingham as our new fellow in European
studies.
Another goal of this partnership is the Europe Week, a series of events that happens in
concurrence with the Europe Day in May of every year. During the week, we organize three
different events: the School of the European Union, the Europe Day Conference and the
Workshop for post-graduates in European Studies. We also count with the support of the
European Union Delegation to Brazil and the French and German consulates, for the
organization of our events.
UNIVERSIDADE DE BERNA – CENTER FOR GLOBAL STUDIES
N In the last decade, an important shift has taken place within
Latin American Studies, advocating a hemispheric, Atlantic, or global
approach to writing history. As rewarding and innovative as these new
approaches are, they provide specific challenges regarding both
methodology as well as implementation. The partnership between the
Center for International Relations and the Center for Global Studies at
the University of Bern is designed to function as both a sounding board
and a forum for new ideas and discussions on how to write Latin
American history within a global framework.
One of the results of this partnership is the workshop “Latin America in Global Context”
which was organized in Bern, Switzerland, at the end of 2014. During 2015, the partnership
continued through mutual efforts aiming at the organization of a Global History Conference,
including a second edition of the workshop and other activities, to be held in Rio de Janeiro in
2016, at FGV.

GLOBAL PUBLIC POLICY INSTITUTE
CPDOC has a strong partnership with the Global Public Policy
Institute (GPPi) in Berlin since 2011. In 2015, researchers from both
institutions worked together on the project on “Global Norm Evolution
and Responsibility to Protect”, which has led to the joint publication of
several academic articles and conferences in Berlin and Budapest. In the
same year, GPPi and FGV jointly organized an international conference
in São Paulo on Brazil's role in international security during Dilma’s second mandate. In
addition, through the partnership and development of the research project on the Responsibility
to Protect in South Africa, Brazil and China, several academic articles and a final report of the
project activities were produced.
WOODROW WILSON INTERNATIONAL CENTER FOR SCHOLARS
The partnership between CPDOC and the
Woodrow Wilson International Center for
Scholars (WWC), funded by the Carnegie
Corporation of New York, has made it possible,
since 2012, to research on the history of the
Brazilian nuclear program. Over the years, funding has enabled the visit of CPDOC researchers
to archives in Argentina, Brazil, United States and Europe. Hundreds of documents about the
Brazilian nuclear program could be located and made available to the public. In addition to
providing historical documents for the research community, the partnership between the
CPDOC and the WWC has already resulted in a conference of Critical Oral History, book,
papers and electronic files.

EVENTS
Among the main events organized by the
Center, we highlight another successful edition of
the Europe Week, which was divided into two
different events: the European Union School and
the Europe Day Conference, both took place at Casa
da Europa. The event was supported by Konrad
Adenauer Stiftung, by the European Union
Delegation to Brazil as well as the German and
French consulates in Rio de Janeiro.
Another important event organized was the
workshop on Research Methods and Techniques, in which for three days many students from all
parts of Brazil discussed their research and methodology in Global History and International
Relations. In its 2015 edition, the workshop had
the Ambassador Osmar Chohfi as a lecturer in
one of the sessions.
The Centre also organized the Global
and Transnational History Seminar -
Connections, which consisted of two blocks,
totaling nine sessions of talks. The objective of
Connections is to create in the School of Social
Sciences at FGV a discussion forum that becomes
not only a space for researchers to present works
produced from global and transnational
perspectives, but also to understand the relationships and build bridges of dialogue between
different new practices of research in the humanities. The seminar was attended by national and
international lecturers from various disciplines -
History, Sociology, Political Science
Also, professors and collaborators of the
Center presented papers and lectured at over 40
events in Brazil and in countries such as Argentina,
Belgium, Germany, Mexico, Switzerland, Turkey,
United Kingdom and Unites States.

PUBLICATIONS
In the past year, the professors of the Center for International Relations published the
most diverse academic materials: books, book chapters, academic papers, press articles and
interviews.
It is important to highlight that in 2015 four books were published as an outcome of the
professors’ research and involvement of the team at the Center for International Relations.

The BRICS and the Future of Global Order

The BRICS and the Future of Global Order offers a definitive historical
reference about the BRICS as an expression and as an institution — a
chronological narrative and an analytical report on the concept of the BRICS
since its beginning, in 2001, up until the political grouping it is today. Besides
that, it analyses what the rising of powers like Brazil, Russia, India, China and
South Africa means to the future of global order.

On the past few decades, Brazil emerged to become the seventh largest
economy and fourth largest democracy in the world. This volume explores Brazil

The Origins of Nuclear Cooperation: A Critical Oral History
Between Argentina and Brazil

Available in English, Portuguese and Spanish, this electronic
book presents the transcription of a ‘critical oral history’ conference
with nuclear negotiators of that time and secret documents recently
open to research.

O programa nuclear brasileiro: uma história oral
Carlo Patti (org.)
Being aware of in the future many studies will have to be undertaken
to explain the multifaceted path of atomic energy in Brazil, this book was
elaborated to represent a valid instrument in order to enrich new researches
about this theme. With the intention to reconstruct the evolution of Brazilian
nuclear program through the declarants experience, it was adopted the
investigation process of their lives story.
In the year of 2015, it was given continuity to the Pocket Talks session of the Center for
International Relations, aiming at providing a more immediate dissemination of the work our
professors and researchers are currently developing via short interviews, as well as the opinions
and analysis of its members on the most important international issues, in different media
formats. The Center also celebrates the change of the column of Professor Matias Spektor at
Folha de São Paulo, from biweekly to weekly periodicity, and now it is available in the printed
version of the newspaper, as well as online.
