The  needs  of  the  rich  get  met  because  the  rich  give  feedback  to  the  poli(cal  and  economic  Searchers,  and  they  can  hold  the  Searchers  accountable  for  following  through  with  specific  ac(ons.

Anyone  can  sign  up  for  Ureport  by  sending  in  an  SMS  to  8500.  This  prompts  a  series  of  SMS  ques(ons  capturing  key  informa(on  such  as  name,  loca(on,  gender,  age  and  loca(on  of  the  Ureporter.    

All  messages  to  this  shortcode  are  free  for  Ureporters,  is  training  free  and  works  on  all  mobile  phones.

Partnering  with  community  and  faith  based  organiza(ons  such  as  the  Scouts,  BRAC  and  the  Church  of  Uganda,  UNICEF  Uganda  works  with  these  organiza(ons  brightest  local  leaders  and  change  makers  as  local  Ureporter  champions.

Currently,  there  are  over  31,000  registered  Ureporters  in  Uganda,  from  every  District  in  the  country!

Weekly  SMS  polls  are  sent  to  Ureporters  on  a  variety  of  topics,  including  maternal  and  child  health,  domes(c  violence  and  access  to  safe  water.  

Best  responses  and  results  are  sent  back  by  SMS    to  the  Ureporter  community,  and  fed  into  ongoing  radio  and  newspaper  spots,  along  with  other  important  informa(on  on  the  topic.

Ureporters  can  also  send  in  unsolicited  informa(on  –  ranging  from  broken  water  points  to  cases  of  teacher  absenteeism  –  at  any  (me.  This  informa(on  is  then  forwarded  to  relevant  authori(es.

Primary  objec(ve  is  not  just  to  collect  data,  but  rather  to  increase  Ureporters  knowledge  of  their  rights,  provoke  awareness  of  the  situa(on  in  their  community,  and  promote  dialogue  and  ac(ons  to  find  solu(ons  to  local  problems.

UNICEF  is  using  this  informa(on  as  part  of  na(onal  level  advocacy  work,  as  well  as  targe(ng  messages  directly  relevant  authori(es  and  integra(ng  it  into  general  monitoring  workflow.

mTRAC  –  UNICEF  is  working  with  the  Ministry  of  Health  and  WHO  to  roll-­‐out  a  na(onwide  RapidSMS  based  monitoring  system  for  disease  outbreaks  and  supply  of  essen(al  medicines  at  all  5,000  health  facili(es.

Ureport  will  provide  a  check  on  the  official  data,  strengthening  accountability,  transparency  and  good  governance.

Within  mTRAC,  District  Health  Officials  will  receive  real-­‐(me  SMS  alerts  and  have  a  web  based  dashboard  of  “incidents”  that  they  are  expected  to  follow-­‐up  on.  Response  to  incidents  will  be  further  tracked  by  the  Ministry.

Regular  SMS  “news  feeds”  will  also  be  sent  to  parliamentarians,  local  government  officials  and  community  leaders  derived  from  both  government  and  Ureport  sources  to  ensure  they  are  aware  of  issues  such  as  drug  stock-­‐outs,  and  corresponding  public  reac(on,  as  it  is  occurring!

DevTrac  –  UNICEF  is  using  a  geo-­‐spa(al  repor(ng  tool  where  project  (“who’s  doing  what  where”)  and  funding  data  is  linked  to  specific  loca(ons  such  as  health  facili(es,  water  points  and  schools.

During  rou(ne  field  visits,  UNICEF  and  partners  conduct  short  quan(ta(ve  surveys,  take  photos  and  iden(fy  areas  for  follow-­‐up  which  are  linked  to  these  sites,  crea(ng  a  living  history  at  every  loca(on.

Ureporter  data  will  be  integrated  into  DevTrac  in  early  2012,  so  that  UNICEF  and  partners  can  learn  what  issues  are  important  to  the  community,  and  any  cri(cal  problems  they  are  facing,  BEFORE  a  visit  takes  place!

UNICEF  Uganda  is  partnering  with  AidData,  World  Bank  Ins(tute  and  Ushahidi  to  feed  Ureport  community  data,  linked  by  DevTrac  to  donor  funding  and  developing  outcomes  at  the  field  level,  into  global  ini(a(ves  such  as  the  Interna(onal  Aid  Transparency  Ini(a(ve  (IAITI)

What  moBvates  social  monitors  in  the  absence  of  a  crisis?    

Early  evidence  shows  that  lack  of  formal  channels  to  voice  concerns,  desire  to  solve  community  issues,  interest  in  communica(ng  with  like-­‐minded  people  and  social  recogni(on  are  some  of  the  biggest  factors.

UNICEF  is  currently  conduc(ng  a  Random  Control  Trial  (RCT)  with  Brigham  Young  University  and  AidData  to  answer  the  following  ques(ons:  

1)  What  is  the  best  method  for  recrui(ng  uReporters?      

2)  What  mo(vates  the  uReporters  to  file  reports?      

3)  What  are  the  effects  of  the  uReports  on  substan(ve  development  outcomes?

Sustaining  Support  

In  order  for  support  to  be  sustained,  is  not  only  cri(cal  that  informa(on  is  followed  up  and  service  delivery  issues  addressed,  but  that  people  perceive  that  this  is  occurring  in  some  part  due  to  Ureport.  

One  method  is  amplifying  feedback  loops  by  localizing  informa(on  and  dissemina(ng  through  radio,  closed  user  group  discussions,  and  SMS  channels.

Reducing  Costs  

In  order  to  real  value-­‐for-­‐money,  UNICEF  must  make  use  of  these  systems,  and  the  data,  publically  available.    

The  costs  of  managing  incoming  messages,  localizing  feedback,  and  transla(ng  into  local  languages  far  outweighs  the  costs  of  the  SMS  messages.    

Addi(onally,  by  making  as  much  of  this  data  public  as  possible,  other  organiza(ons  and  individuals  can  invest  in  new  ways  to  use  this  informa(on  and  leverage  already  exis(ng  resources.

Staying  in  the  Lead    

With  many  compe(ng  ini(a(ves,  collabora(on  with  other  organiza(ons  is  cri(cal  to  achieving  support  by  a  cri(cal  mass.    

Centralized  management  can  stunt  growth.  Keep  content  fresh  by  lepng  the  communi(es  lead  as  much  as  possible.
