The next LGAC meeting is Monday, September 21, 4:00 p.m., here at the CATT office. Reps from TDPUD will be on hand to discuss a variety

of topics, one of which is a proposed “reconsideration” process to review District procedure. The “reconsideration” process would allow a contractor or owner to ask for a review of a specific procedure. This proposal is a result of CATT questions about how the TDPUD performs fire sprinkler calcs for single family residential structures. Additionally, CATT has asked for a TDPUD Board workshop In late October or early November to focus on the SFR fire sprinkler calculation policy and procedure.

The other speaker on September 21 is Todd Rivera with TTUSD. Todd could not attend the August LGAC meeting so will be here in September to recap the Mitigation Fee Study currently underway. The TTUSD Mitigation Fee is paid by new development outside certain zones covered by a special agreement. The current fee is $2.63 per SF for SFR/MFR; $0.42 per SF for Commercial/Industrial; and $0.21 per SF for storage facilities. The fee has not been increased since 2006 but legally could go as high as $3.36 per SF for SFR/MFR and $0.54 per SF for Commercial/Industrial. CATT has already requested that TTUSD consider a phased approach to any significant increase (more than 10%) and the fee structure should include an annual inflationary adjustment to avoid large hikes.

As mentioned in last month’s article, CATTPAC (CATT Political Action Committee) has many positive accomplishments under its belt. The most major of these accomplishments is

the CATTPAC interview process for candidate endorsements. These endorsements are highly sought-after, with candidates contacting CATTPAC directly to receive.

CATTPAC picks three or four important local elections (“local” usually being in the Truckee/Tahoe area) and thoroughly interviews each candidate running for a particular office. The PAC will meet at its regularly scheduled every other month meeting to discuss and hammer out pertinent questions to ask any and all candidates running for the same office. This insures continuity during the interview process. Another way to ensure continuity is to have the same three to five people ask the questions. Consistency is important in determining the value of a candidate, meaning who is the most fit for the position.

Being fit for the position as it pertains to CATTPAC involves a few things. One consideration is that the contender understands the agency he or she is running for. A candidate could be running for Town Council, a board seat on one of the local PUDs in the area, or the myriad of other special public districts with elected boards (school district, hospital district, sewer district, airport district, fire district etc.). Knowledge of the issues that pertain to that district—including some familiarity of its budget, financing, hierarchy, jurisdiction, daily operations, etc.—helps in determining a candidate’s eligibility for support from CATTPAC. Also helpful is a candidate’s understanding of Robert’s Rules of Order (http://www.robertsrules.org/), the standard by which most meetings are run.

Another big item for CATTPAC is an aspirant’s view and friendliness on “small business” in general and the construction industry in particular. It’s been CATTPAC’s policy to endorse business-friendly candidates and especially candidates that are sympathetic to local businesses.

CATTPAC’s impressive endorsement success rate of 80% has helped the most effective people get elected. This in turn helps your business life by ensuring that those who sit on district boards will listen to the contracting industry when reviewing codes, procedures, fees, etc. Making sure the proper individuals take or retain their public office positions is a super positive return on the investment of time spent.

As election season comes closer, CATTPAC will be asking CATT members for help with the interview process. Many members are needed and are currently involved with the interview process. If CATTPAC decides to interview the candidates of four races, for example, Town of Truckee, TCPUD, North Tahoe Fire District, and the Hospital District, and there are 4 candidates per race, that’s 16 interviews!! For those interviews, the PAC must: 1) create and write up questions, 2) schedule all 16 candidates for 40 minute interviews, 3) reach out for CATT member input, 4) summarize and discuss the results of the interviews and member input, and 5) reach a decision to either support and endorse, stay neutral, or oppose a particular candidate.

I hope everyone has had a great and productive summer, as we certainly have here in Town Hall. During this past summer, it came to my attention that the Town of Truckee has had a different view

on enforcing and requiring attic access. This does not all occur with all projects, but some architects, engineers, and contractors have used the Town’s interpretation for this requirement as a means of construction for many years.

What has appeared to be occurring is that during the plan review phase as well as the construction phase, the Town has allowed the truss spacing to stay consistent with the framing layout and be spaced at 16” OC (as seen with exception in bold below). This has been allowed using the following comment and included exception: “If attic has a vertical height of more than 30”, provide a readily accessible access opening not less than 22” x 30” for emergency entry to attic, (exception to 22” dimension “normally” allowed when no mechanical equipment is in installed in attic). Minimum 30” unobstructed headroom in the attic space shall be provided at or above the access opening. CRC R807.1; (When CRC not applicable, 20” x 30” allowed in non-residential applications -CBC 1209.2). Show location of access on plans.”

After multiple discussions with other jurisdictions both locally and regionally, the Town of Truckee is the only municipality allowing this. This was discussed at the Building Working Group monthly meetings, and finally at CATT’s August Local Government Affairs Committee. During these discussions, I discussed why we need to remove this

exception and bring us into a “safe harbor” position as it is in the code as a minimum requirement. We also learned of another jurisdiction that previously allowed this until they were confronted with new homeowners after a purchase of the home that the attic access did not meet the minimum requirement.

Since we are in the middle of the construction season, I agreed to not change the exception until after this construction season. By unanimous agreement from Building Working Group and LGAC, it was agreed to begin enforcement at both plan check and in the field effective October 15, 2015. What this means is that every application submitted after this date will need to add a note on the plans for this requirement, and we will also remove the exception moving forward. Please assist me in communicating this with the architects, engineers, contractors, and truss manufacturers so as to avoid any confusion or problems in the field.

Reminder from Truckee Police Department

The Truckee Police Department’s Traffic Unit is dedicated to the enforcement of traffic laws in the spirit of safety. By far, the number one issue in Truckee is traffic speed related issues, such as crashes

associated with speed and complaints from neighborhoods regarding speeding vehicles. Unfortunately, this means a majority of our effort is directed towards speed enforcement, and that means expensive tickets.

Concerning speed complaints in neighborhoods, over the years we have found that a majority of residents complain specifically about “contractor” vehicles. Of course, this could be anyone working on a construction project as the general public does not differentiate between road workers, residential contractors, and subcontractors. Additionally, we have noticed that complaints are generally not directed towards the primary contractor, as the company name is usually on the vehicle. Instead, we have found complaints are typically being leveled at subcontractors. These vehicles are usually without any type of logo or company name, but are usually distinctly “contractor” or construction type vehicles. In our experience, and this has been validated by vehicle stops and citations: subcontractors on residential jobs are typically most associated with our speed complaints in neighborhoods.

In the spirit of safety, and preventing money from escaping the pockets of many hard working people, the Truckee Police Department is asking all local contractors to advise and remind their employees to be mindful of local speed limits and traffic laws. We are issuing citations for speed, especially in chronic complaint neighborhoods, such as Northwoods Blvd., Skislope Way, Alder Creek Road, and Glenshire Drive. A typical speeding ticket will cost a driver between $220 to $450, and don’t forget possible insurance penalties.

So please, everyone—slow down and be respectful of residents in the neighborhoods you are working in!

EDITOR’S NOTE: The CA Contractors State License Board (CSLB) produces a brochure titled ”Advertising Guidelines for Contractors.” The brochure notes that for C-36 Plumbing, C-45 Sign, and C-57 Well Drilling contractors, informational signage must be on each side of every business vehicle with commercial registration. The signage must be in letters at least 1-1/2 inches high and include business name, permanent business address, and contractor license number. All other licensed contractors must display their business names and contractor license numbers on every one of their commercially-registered vehicles. The name and number must be in a clearly visible location in letters at least ¾ inch high and wide (CA Business & Professions Code Section 7029.6).
