    Risk Safety Systems US Inc. Vertical Escape Chute Systems designed as a device by which

    persons in immediate danger through fire or smoke, with no alternative escape option can

    escape, should the standard method of evacuation (TEMPSC) be unavailable. The escape

    chute is also readily employed as a primary means of safe access to a life raft when life rafts

    are the primary means of evacuation (normally unmanned installations, bridge linked multi

    jacket facilities etc.)

    The Vertical Escape Chute is designed to allow rapid safe access to sea within a chute

    system that provides a fire protected environment, thus protecting personnel using the system

    from sea based or sub cellar deck fires and heat flux.

    The Vertical Escape Chute can be utilized as a stand alone unit located adjacent to the life raft

    or can be supplied as a unit that has fully integrated life-rafts called IECS.

    The Vertical Escape Chute can also be utilized for most offshore applications and vessel

    types.

    OFFSHORE ESCAPE CHUTE APPLICATIONS : STAND ALONE OFFSHORE OIL & GAS RSS65 deck mounted, stand alone evacuation system, can be mounted into a steel platform at the perimeter of the installation adjacent to the life

    raft. To operate, open lid, pull handle chute will deploy and personnel can evacuate to sea level (approx 22-30 per minute

    dependent upon drop height).

    Can be partially integrated by utilizing either customer or RSS supplied deck mounted life rafts. The deck mounted throw

    over life raft painter lines and are fed into the chute container and attached to the systems debarkation boarding raft. To

    operate, deploy the deck mounted rafts then the escape chute system. The main rafts are then recovered at sea level and

    tied off to the boarding raft for cross boarding. The ECS65 is easily installed, maintained and inexpensive compared to other

    competitive systems.

    Maintenance, the RSS65 is easily maintained requiring only visual inspections recommended once per month.

    Annual inspections are carried out by RSS on an annual basis. On the fifth year the system is completed

    unpacked and a full test carried out. RSS can provides a maintenance contract arrangement .

    Training the Trainer Programs

    RSS offer our unique Train the Trainer programs whereby RSS train key personnel to become certified

    trainers either at our facility or on the customers. A one day course in provided that consists of a classroom

    morning session and afternoon training session on our training chutes. Each successful candidate is then

    certified for two years. This service is offered as it reduces customer costs by having to pay for each person to

    undergo training.

    Escape Chute Configurations RSS offer three type of chute configuration, these are as follows:-

    Vertical Three layered chute suitable for fixed height applications requires a 3ft air gap offering 650 heat flux protection. Vertical top section and lower variable height Nomex/kevlar zig-zag style chute for ballast and strong wave/wind conditions. Vertical Nomex/kevlar Netted zig-zag chute with additional heat resistance outer layer offering 650 heat flux protection.

    ECS RSS-VS200 VERTICAL ESCAPE CHUTE! THREE LAYRED SUITABLR FOR FIXED HEIGHT

    APPLICATIONS

    How is it Constructed? The Vertical Escape Chute consists of three separate fabric tubes inserted concentrically one within

    the other. The Inner Chute supports the weight of the chute users and is the chute through which the personnel traverses.

    The Middle Chute consists of a nylon material into which a coiled stainless steel spring offers structural rigidity. The Outer

    Chute is fire resistant to 660 degrees centigrade and protects the occupant from flame or heat flux as they descend to sea.

    The basic floor evacuation system can be mounted into a steel platform, or provided with a purpose built cantilever frame to

    allow the chute container to be overhung from decks or structures. To operate all It needs is a clear uninterrupted drop from

    the evacuation point down to sea level MSL.

    springs have a small diameter, so as you

    travel through them they restrict you, but will

    not hold you.

    The chute user will place pressure on the

    chute's interior wall with their leg's and arms,

    the more pressure they apply, the more they

    slow , less pressure and they speed up.

    Layer 3: The Inner Layer - Support

    layer. This is the layer that is connected to the

    storage/deployment device, and holds the

    chute in place; it can withstand the dead

    weight load of 5 tones.

    Just sit on the edge, with your legs in the

    chute, and feel it grip you, slide forward and

    lower your self to waist level, spread your

    legs, and slowly lower yourself fully into the

    chute. By applying and releasing pressure

    against the interior wall of the chute, with

    your arms and legs, YOU have control of

    your descent speed.

    ECS RSS-VS200 Three layered Chute & V450 Vertical Nomex/Kevlar netted

    zig-zag style escape chute.

    RSS-VS200 Escape Chute (Top Section) Three layered construction. Chute length top three layered chute 16ft.

    Layer 1:

    The Outside Layer-Flameproof Layer provided to protect evacuees from heat flux during

    descent. Designed to withstand a constant temperature of 650 Deg "C", and melting

    point of 800 Deg C.

    Space is provided between the outer & middle layer, this reduces radiated heat

    transferring to the middle chute and inner chute.

    Layer 2:

    The Middle Layer-Breaking Layer. This layer has a series of stainless steel coiled springs

    sewn into the material, these springs have a small diameter and provide the breaking

    mechanism, designed to restrict but not hold evacuees.

    Evacuees place pressure on the chute's interior wall with arms and legs. The system is a

    pressure based design. By pushing out with arms and legs against the inner chute wall

    decreases the speed of descent, less outward pressure provides an increase in descent

    speed. In all cases the evacuees descent is controlled.

    Layer 3:

    The Inner Layer - Support layer, this is the comfort layer and designed to reduce friction

    burns having a structural dead weight capacity of 5 tons. Suitable for evacuees wearing

    life-jackets, immersion suites and life-saving equipment.

    ECS RSS-V450 Vertical Nomex/Kevlar netted zig-zag style escape chute.

    ECS RSS-V450 Vertical Nomex/Kevlar netted zig-zag style escape chute is supplied as a continuous chute with stainless

    steel bands sewn into each 4ft section.

    Each section has a 4ft Nomex/Kevlar slide these are opposing on each section and provides a zig zag effect. Each 4ft

    section has a side compartment for egress to the debarkation raft and provides the required adjustable height evacuation

    point. This chute is designed to operate at varying heights for vessels with changes in ballast levels or locations prone to

    high wave, sea conditions.

    Each section has qty 4 x 4,600Ib kevlar ropes; these provide additional support for each 4ft section and the overall chute

    column. Each section is interconnected with stainless steel connectors providing additional strength to the chute column,

    providing a 100% redundancy capability. If all ropes failed the chute itself would still retain shape and full structural

    integrity.

    The netted chute without ropes has dead weight capacity of 5 ton, suitable for evacuees wearing life-jackets, immersion

    suites and life-saving equipment.

    At full operating height the chute column will sit in the floor of the debarkation raft with 8ft additional chute length provided

    to accommodate a 15 degree list condition, the 8ft also provides a redundancy factor for low swell conditions. The last

    section of the netted chute is connected to the floor of the debarkation raft.

    Fire resistant sleeve:

    Netted chute to be supplied with heat resistant outer layer providing 650degree heat resistance and melting

    point 800degrees.

    Total chute length 57ft netted chute + 8ft 15 degree list factor = 65ft.

    Section 4. 15400Ib each - Main Kevlar Support Cables:

    Four heavy duty Kevlar 15400Ib ropes are connected from the underside of the main skid assembly

    shackles and travel independently down and through the debarkation raft floor, these are then connected to the stabilization

    plate ensuring that the chute column remains steady and straight during evacuation.

    The escape chute is connected to the main kevlar cables at the centre and last ring of the chute using stainless steel

    carabineers; this allows the chute to be retained within the main kevlar cables without bearing the weight of the stabilization

    plate when deployed. The chute and 25 person debarkation/boarding raft travel freely up/down the main kevlar cables

    allowing adjustment for any ballast our wave conditions.

    ECS RSS-V450 Vertical Nomex/Kevlar netted zig-zag style escape chute.

    ECS RSS-V450 Vertical Nomex/Kevlar netted zig-zag style escape chute is supplied

    as a continuous chute with stainless steel bands sewn into each 4ft section.

  • SECTION 2. RSS66 IECS Integrated Escape Chute System

    The IECS is an integrated Escape Chute System providing a vehicle for personnel who are required to utilise Life Rafts to evacuate an installation and move from deck level into Life Rafts via a protected, enclosed modular system.

    Personnel Descend through the chute to the Debarkation Raft, transfer to The 50 man SOLAS life-rafts which are then detached from the debarkation raft and away from the hazard to await rescue.

    The IECS integrates the Life Rafts with a reliable method of descent to sea that offers protection from heat flux, flame impingement and Smoke/gas.

    Personnel descent through the chute to a debarkation raft at the bottom of the chute column to which the Life Rafts are connected by their painter lines.

    The system enables a large volume of personnel to evacuate from a topsides location into Life Rafts without exposure to flame/heat or smoke without entering the water. Transit time varies but each person will spend approx 15 seconds transiting from topsides to the debarkation raft.

    The IECS is a low cost low maintenance, low weight, modular unit skid mounted and easily integrated into any existing or new build facility; needing only an unobstructed drop to sea below and 7ft GAP created in the deck edge rails.

  • STEP 1 - TCAS enters the skid, releases Life Raft retaining straps, removes safety pin from deployment leaver situated at the right hand side of the main chute container. Remove the pin and pull the leaver back towards you, the system will deploy. Open the chute container lid for access to chute system.

    STEP 2 - Chute falls to sea with Debarkation Raft and Stabilizer attached to bottom, deploying both life rafts with it. Check to ensure that the debarkation raft is inflating prior entering the chute.

    As the debarkation raft hits the water it starts to inflate, attached to the chute

    bottom by the anchor cables running through the raft to the stabilization plate.

    On impacting the water the two SOLAS life rafts float awaiting inflation by the

    LRAS they are connected to the debarkation raft via the painter lines. LRAS pulls

    the life rafts in and attaches them to the debarkation raft via Karabiner clips.

  • Risk Safety Systems Fully Integrated Escape Evacuation System

    The RSS fully integrated escape chute system with life rafts and debarkation raft is a skid mounted system. Offering a fully integrated escape & evacuation system designed to enable users to safely evacuate to sea using the integrated escape chute and life-raft system.

    The system comprises:-

    1 x Mild Steel powder coated steel box section welded skid, powder coated caterpillar yellow. (Access to the skid is via a purpose built access gate.

    2 x 12/25/50 man SOLAS approved life raft with hydrostatic release and painter line for each system. 1 x Escape Chute, fully integrated with a SOLAS rated 25 man Hydrostatic debarkation life-raft with

    integrated lanyard system for life raft retrieval at debarkation point.

    HOW IT WORKS: -

    In emergency, the crew open the gate and enter the skid. Lift the lid of the escape chute container, pull the release handle, this releases the latching mechanism and allows the debarkation raft to free fall with the chute attached.

    At the same time the life rafts are released, these are attached to the debarkation raft via the rafts painter lines. The debarkation raft and life rafts are inflated using the hydrostatic release method.

    The escape chute is designed to have a top fixed length section of the conventional three layered type chute. The lower level chute is of the net style and is designed to operate at the maximum operating height variance, any operational height under the maximum will be adjusted by the bottom 3ft sections of the chute remaining folded in the floor of debarkation raft . 4 x guide lines are used these run up the total length of the netted style chute and ensure that that all open and folded chute sections remain in there correct position at all times.

    General Operating Components:

    1. Skid Assembly with purpose built hand railings and access gate.

    2. Painter line is secured to the debarkation raft and attached to both the life- rafts.

    3. The crew open the chute container lid and pull upwards on the red handled lever, this ispositioned on the right hand side of the chute container.

    4. As the debarkation raft and chute deploy both life-rafts deploy automatically and are attachedto the debarkation raft via there painter lines. Evacuees descend through the chute to thedebarkation raft and pull in both rafts to the debarkation raft.

    6.Each systems is designed to accomadate a POB of 12/25/30/37/50/100 persons who transverse the chute directly into the debarkation raft and then into the life rafts. When the evacuation has been completed a crew member detaches the life rafts from the debarkation raft by unlocking the two karabiners, allowing the life rafts to drift away from the installation.

    RSS DuPont Kevlar and DuPont NG2160 Netted Type Escape Chute.

    Nomex Kevlar used in offshore-rig evacuation chutes was a strategic decision. DuPont Kevlar brand fiber is five times stronger than steel at equal weight. It is now widely known as the key strength

    ingredient in a wide range of personal-protection devices, from bullet-resistant jackets to buildings

    equipped with a DuPont Storm Room with Kevlar - capable of protecting people and valuables from hurricanes, tornadoes and powerful Category 5 storms.

    Kevlar is synonymous with lightweight strength and Nomex with fire resistance, said Ruth Farrell, Global Marketing Manager for DuPont Kevlar in the oil and gas industry. These materials are ideal for an offshore platform based environment, where sudden danger can come from fire and explosion, and

    the rescue can easily be hampered by wind and waves.

    Kevlar adds strength to a variety of safety applications, from our offshore oil platform personnel escape

    systems to lifejackets for firefighters and body armor worn by customs agents and harbor police,

    The dangers on offshore platforms can be perilous. When disaster strikes, the preferred evacuation

    method is via helicopter or life boat as a primary means of evacuation. However, in the event of a sudden

    emergency, such as fire, secondary evacuation capabilities are required if personnel are unable to reach

    the life boat station.

    However, in the event of a sudden emergency, such as fire, explosion, or severe weather--or under any

    conditions that make air evacuation impractical or impossible--an equally dependable, chute based

    escape method becomes critical. Creating that secondary method is where RSS excels.

    About 20 years ago, inspired by netting used by fishermen, a net-based escape chute was designed in

    Norway. Offering offshore-platform workers to safely climb down to an attached boarding platform. The

    chute concept featured seawater-resistant stainless steel rings reinforced with Kevlar. It also

    incorporated Nomex to enhance its fire-resistant properties.

    DuPont Kevlar was a natural component of chute-design specifications. Its fire resistance andstrength were well known in Europe when the escape chute was first conceived.

    IECS With Purpose Built 14ft x 14ft Cantilever Frame.

    If deck space is at a minimum and a 7ft x 7ft cut out is not available with an

    uninterrupted drop to sea level, Risk Safety Systems can provide a purpose

    built heavy duty cantilever frame.

    The RSS Cantilever frame is built in line with customer requirements and all

    structural calculations are provided to support the design and manufacturer.

    The cantilever frame is designed to allow the 7ft x 7ft skid to drop and bolt in

    and can be easily removed for service or inspection.

    In all cases RSS design the frame based on customers fitting location and in

    most cases structural information is required to ensure the location is suitable.

    RSS recently built and supplied eight IECS systems for Exxon Mobil Kiz A/B

    FPSOs in Angola. Each system was supplied with a cantilever frame which is shown.

    Risk Safety Systems can design a frame to match the customers individual

    needs and will provide all technical support as required to enable the customer

    or customers designated contractor all dimensional and design drawings and

    structural requirements.

    Please note: Risk Safety rely on the customers engineering department to find

    a suitable and structurally stable location for frame mounting.

    No hot work permits are required as the frames are designed to bolt into

  • Introduction Vertically Stored Cantilevered IECS Escape Chute System.

    Note: chute options are stated for the ECS & IECS Systems

    Risk Safety Systems would require full locational layout plans and rig deck drawings to be able to provide an accurate design

    criteria prior to manufacture. Met Ocean data is also required to enable RSS to calculate wave, wind and sea action within the

    operational location.

    This information is used to calculate the weighted stabilization plate that sits 6ft under water when deployed.

    Risk Safety Systems in all cases provide full layout, fabrication and AutoCAD design drawings, these would be produced and

    submitted for approval prior to manufacture. RSS can send an engineer if required to carry out a physical survey, ensuring

    correct sizing and engineering design.

    Site survey would comprise of the following:

    1. Photograph, take measurements and prepare full written assessment of the proposed fitting location.

    2. Review skid measurements in relation to the proposed fitting location, ensuring specification sizes are suitable.

    3. Check floor and wall structures and provide correct information with regard to bottom skid mounting and top draw bridge

    motor location.

    4. Check operational height and confirm correct chute tensile strength and weighting methods.

    The skid footprint can be modified and re-sized to suite the application, however a minimum foot print of 7ft x 7ft would be

    required. RSS have included a welded angled plate at the bottom of the skid, this would act as a stopper and butt up against

    the rig floor plate, this is assuming the floor structure is deep enough, if not a steel plate could be fitted on the end of the floor

    section, this would ensure the stopper has a suitable structure to provide additional support.

    A drawbridge system can be utilized for vertical storage, if overhead space is an issue floor mounted electric/hydraulic control

    arms could be used.

    NOTE:

    In all cases power is only required for retrieval of the system, for deployment the hydraulic fluid is bled into the return

    reservoir lowering the chute system into position.

    Section 2. Escape Chute Configuration and Specification - IECS RSS-V450 Vertical Nomex/ Kevlar netted zig-zag

    style escape chute:

    Netted/Dual chute or three layered chute options can be provided offering heat resistance of 600C for the netted style and 650 for the three layered chute. The netted style chute is supplied as a single layered tight knitted netted Nomex/Kevlar

    vertical escape chute, with the three layered chute supplied as the enclosed grab method.

    For the netted chute each section has a 1.21m Nomex/Kevlar slide these are opposing on each section and provides a zig

    zag effect. Each 1.21m section has a side compartment for egress to the debarkation raft and provides the required

    adjustable height evacuation point. This chute is designed to operate at varying heights for vessels with changes in ballast

    levels or locations prone to high wave, sea conditions.

    At maximum operating height for both chutes the base will sit in the floor of the debarkation raft with 2.42m additional chute

    length provided to accommodate a 15 list condition. The additional 8ft also provides a redundancy factor for low swell conditions. The last section of the netted chute is connected to the floor of the debarkation raft.

    Qty 4 per system steel braided winch ropes are attached at each 2.42m section of the chute column, upon deployment the

    chute automatically lowers as the winching system lowers the main stabilization deck and life rafts in a controlled descent to

    MSL.

    Bomb Proof Containment (BPC) System:

    The Bomb proof containment system is designed to provide protection in volatile situations where there is a possibility of

    explosion and gas leak. The system is modular and is provided with a main 3.03m L x 2.12m W x 2.12m H container which

    is bolted to the RSS main cantilever frame. Attached to the main container are two additional containers, these are used to

    store the life rafts; the system is fully integrated and supplied as a complete unit. Qty 4 x heavy duty 9071.847Kg each lifting

    shackles are provided for lifting the bomb proof container into position, providing ease of installation.

    Risk Safety Systems supply a purpose built cantilever frame designed to allow the main skid assembly to be dropped and

    bolted into place. This is useful when deck space is at a minimum or there is no suitable deck space. In this case the

    cantilever frame is required to accommodate the RSS-100-12BP container offering heat blast protection whilst evacuation is

    underway. The cantilever frame is designed to take a dead weight of 14000Kg and sits out over the deck by 2.36m. No hot

    work permits are required as the cantilever frame is designed to bolt down and supplied with full structural analysis and

    fitting method. Refer to drawing RSS100-BP. 9071.847Kg lifting eyes are provided for lowering the cantilever into position.

    BPIECS With Bomb Proof Containment.

    30 Person SOLAS B, Debarkation/Boarding Raft:

    Each system is supplied with a debarkation/boarding platform which is packed and sits on the main stabilization plate within

    the chute container. The raft is self inflating and designed to commence inflation as soon as it reaches sea level. This is

    achieved by attaching the painter line to the stabilization plate, as the stabilization deck continues to sink when lowered and

    deployed the shortened debarkation raft painter line releases the inflation valve and is fully inflated in less than 60 seconds.

    12/25/37/50 Person Zodiac SOLAS A pack self righting life rafts:

    Each system can be supplied with qty 4 x SOLAS rated self righting life rafts. The main rafts are lowered with the main skid

    assembly and upon reaching sea level roll off their stacking frames. The painter lines are attached to the debarkation/

    boarding platform and make ease of recovery when at sea level. The first persons into the debarkation boarding raft pull the

    main rafts in and pull the painter lines to inflate. The rafts are then tied off to the debarkation raft until completion of cross

    boarding. Upon full evacuation the rafts are released and float free awaiting recovery.

    Operational & System Performance:

    The Escape Chute System is designed to be overhung and in all cases requires an uninterrupted drop to sea level.

    The stabilization plate deck when not in use fits directly into the opening of the cantilever frame and acts as the floor deck

    when in the stored position. The debarkation raft and chute are packed into the centre of the stabilization deck with qty 4 x

    life rafts stored in containers and stacked two high each side.

    The main rafts also sit on the stabilization deck as the whole floor is lowered when deployed.

    The rafts sit on the deck plate and roll off upon reaching sea level. The main rafts are attached to the debarkation raft by

    their painter lines making recovery and inflation easy.

    Two overhead dual winches are supplied, these run the wire braided cables down and connect to each chute section at

    1.21m intervals through the floor of the debarkation raft and attached to the stabilization deck in four places using heavy duty

    9071.847kg eyes and shackles.

    The system uses two winches one each side these are dual drum operation and feed two cables each. A total of four cables

    are run from the winches through the chutes stainless steel connecting rings at every 1.21m, then through the debarkation

    raft and secured to the stabilization deck. Both winches are fully synchronized and require no electrical power for

    deployment, for recovery purposes electrical power is used.

    Deploying the System

    Open the main container door and step inside, using the pneumatic knife cut the secondary deployment retaining strap; this

    is provided to ensure the system is not deployed in error or by accident during inspection or drills.

    In the case of the deck mounted system for the South Process Deck area, rotate the platform seaward first and lock into

    position prior to deployment. Continue with the deployment procedure.

    Open the wall mounted panel that states DEPLOYMENT CONTROL PANEL, upon opening the panel and only after cutting the secondary deployment strap, push the hydraulic arm inwards and

    hold, the system will start to deploy, check to ensure that the system has not snagged and that the winches are lowering the

    chute assembly/deck skid evenly.

    By releasing the handle the system will stop, if in doubt check then continue, color coded markers are wrapped on each

    cable this shows when maximum deployment has been reached, release the hydraulic deployment lever and make a visual

    check to ensure that the following has occurred:

    Do not enter the chute until the following checks have been completed:

    The deck is below the water line and the main life rafts have floated free and there painter lines are attached to the

    debarkation raft. The debarkation raft has fully inflated and is sitting central at the base of the chute column.

    The chute has not tangled or snagged and is fully deployed with the last visual chute section sitting in the base of the

    debarkation/boarding raft. REMEMBER an escape chute is a critical safety device, check and double check before entering.

    Ounce in the chute you cannot come back up.

    Upon completion of all checks the evacuation process can proceed. 39

    Section 2. Escape Chute Configuration and Specification - IECS RSS-V450 Vertical Nomex/ Kevlar netted zig-zag

    style escape chute:

    Netted/Dual chute or three layered chute options can be provided offering heat resistance of 600C for the netted style and 650 for the three layered chute. The netted style chute is supplied as a single layered tight knitted netted Nomex/Kevlar

    vertical escape chute, with the three layered chute supplied as the enclosed grab method.

    For the netted chute each section has a 1.21m Nomex/Kevlar slide these are opposing on each section and provides a zig

    zag effect. Each 1.21m section has a side compartment for egress to the debarkation raft and provides the required

    adjustable height evacuation point. This chute is designed to operate at varying heights for vessels with changes in ballast

    levels or locations prone to high wave, sea conditions.

    At maximum operating height for both chutes the base will sit in the floor of the debarkation raft with 2.42m additional chute

    length provided to accommodate a 15 list condition. The additional 8ft also provides a redundancy factor for low swell conditions. The last section of the netted chute is connected to the floor of the debarkation raft.

    Qty 4 per system steel braided winch ropes are attached at each 2.42m section of the chute column, upon deployment the

    chute automatically lowers as the winching system lowers the main stabilization deck and life rafts in a controlled descent to

    MSL.

    Bomb Proof Containment (BPC) with Heat Tracing:

    The Bomb proof containment system is designed to provide protection in volatile situations where there is a possibility of

    explosion and gas leak. The system is modular and is provided with a main 3.03m L x 2.12m W x 2.12m H container which

    is bolted to the RSS main cantilever frame. Attached to the main container are two additional containers, these are used to

    store the life rafts; the system is fully integrated and supplied as a complete unit. Qty 4 x heavy duty 9071.847Kg each lifting

    shackles are provided for lifting the bomb proof container into position, providing ease of installation.

    General BPC Specification escape chute system as stated within BPCIEC66 model:-

    Heat Tracing:

    With the PBCIECS66 ARTIC model heat tracing is provided offering subzero protection up to -46

    All Electrical components are suitable for Zone1.2 and hazardous area locations - classification with all electrical terminals

    glanded and enclosed in an Exd enclosure with IP66 immersion, suitable for Class1. Div1. Voltage options are supplied

    suitable for operational locations and in most cases are 110 or 220 volts. An (IS) intrinsically safe version is also available.

    All system components are thermally heated using heat tracing elements & coils, these are fitted to the lower chute

    container and provide thermal heat protection from freezing, this includes the main chute, boarding raft and main rafts, all

    mechanical and moving parts are also included.

    The heat tracing elements & coils are controlled from a purpose built control panel located in the main PBC container,

    additional monitoring and alarm functions are provided to allow remote PC monitoring and audible alarm functions.

    If the temperature of the element or coil reaches the pre-set low temperature setting the audible alarm will sound and an on

    screen warning sent to the main control panels and designated PC or PCs.

    The PC monitoring function is provided at an additional cost, all systems are supplied with the audible alarm function as

    standard.

    The heat tracing system is manufactured by Tyco thermal controls.

    TEMPSC Modification Davit Launch Life Boats

    Executive Summary.

    Totally Enclosed Mechanically Propelled Survival Craft (TEMPSC), more generally referred to as Lifeboats are

    available in a variety of craft types; with a variety of release gear types, engines and, davit/winch types.

    They are boarded at deck level and once fully loaded the vessel is then lowered to sea on davits or dropped free fall

    from a cradle. In either case the personnel are required to embark and be seated prior to and during the launch

    process.

    They are widely utilized by the offshore oil & gas industry as the primary means of evacuation from a facility when

    Helicopter evacuation is not available. However, as early as October 1986 (within months of their use becoming

    mandatory in UK), UK regulators had become concerned at the number of reported accidents involving davit launched

    TEMPSC on-load release gear.

    As a result UK Department of Trade (DOT) issued an M.1248 notice reminding those involved in lifeboat drills & tests

    of the need for full and regular training in the correct use of the equipment.

    Since that time and despite regular warnings from flag state administrations, underwriters and classification societies

    the number of accidents and seriousness of the consequences has continued to rise. This has lead to a number of

    studies into Life boat safety.

    These include:

    OCIMF Results of a Survey into Life Boat Safety (Ref 2). OCIMF Intertank & SIGTTO Life Boat Incident Survey 2000 (Ref 3 & 4). MAIB Review of Life Boat and Launching Systems Accidents (Ref 5).

    As a result the need for a system that would enable the TEMPSC to be launched and then boarded was identified.

    This paper sets forth a scheme for an Alternative Embarkation System for Davit Launched TEMPSC that allows the

    TEMPSC to be launched with minimal/no manning; allowing the crew to embark once the TEMPSC is safely deployed

    to sea level.

    This document is supported by drawings, calculations and other supporting data which are the intellectual property of

    Risk Safety Systems Inc. The proposed embarkation scheme is described in summary below:

    In evaluating possible options for the reduction of risks posed to personnel evacuating from an offshore facility using a

    Davit Launched TEMPSC it became obvious from the data derived from various studies referenced within this

    document that there existed a primary risk driver.

    That was, the need for personnel to board the TEMPSC at its stowed location at various deck levels all of which

    required the TEMPSC to be lowered fully manned 30-50m to sea level. This exposes the personnel to the risk of fall to

    sea should the launch system fail.

    Therefore, attention was given to reducing personnel exposure to the risks associated with lowering the TEMPSC to

    sea while manned. In order to significantly reduce the risks associated with the use of a davit launched TEMPSC

    during an evacuation it is necessary to minimize the exposure of the crew to the risks associated with lowering the

    TEMPSC fully manned.

    The implied solution is to modify the process such that the TEMPSC can be launched and the crew board once the

    TEMPSC is at a safe height location at or slightly above sea level.

    This removes the risk of the TEMPSC falling to sea fully loaded likely resulting in fatality or injury to the crew.

    Executive Summary Cont.

    On that basis RSS propose that a stand alone lightweight access system be installed such that it locates a vertical

    escape chute over the rear top access hatch to the TEMPSC. Figures 1.1 and 1.2 illustrate the system installed over

    an existing TEMPSC station. As can be seen the system does not interfere with access for maintenance or launch of

    the TEMPSC or Davits.

    As can be seen the proposed system is simple, low weight, low cost and based on RSS existing tried and tested

    vertical escape chute technology. The system can be installed with TEMPSC in place with minimal interference to

    facility as no hot work is required (platform is bolted into position).

    In conclusion, the RSS TEMPSC Embarkation System offers a significantly reduced risk to personnel requiring

    evacuation from a facility via davit launched TEMPSC for the following reasons:

    It eliminates risk to personnel of falling to sea in fully loaded TEMPSC should Davit or other system fail. This implies a

    significant potential reduction in IRPA, PLL or FAR for offshore facilities while not imposing significant additional costs.

    Removes personnel from hazards at topsides enabling them to wait in the TEMPSC at or near sea level while any final

    personnel missing from muster are being located. This eliminates exposure to heat flux, flame or contamination of

    TEMPSC environment by combustion products which may be more likely to occur if the TEMPSC is boarded and

    loaded at deck level.

    The system can be retrofitted with no significant impact on facility operations or use of current evacuation systems.

    The system is low cost and lightweight with low maintenance.

    Personnel boarding time is not increased significantly by using the vertical escape chute.

    Vertical Three Layered Escape Chute is a rapid and safe method of evacuating from

    heights to deck level.

    Escape Chute Specification:

    Three Layered Vertical Escape Chute designed to support a dead weight of 2 ton and heat resistant to 650 degrees with a melting point of 800 degrees. The Chute length

    varies dependent on operating height, however in all cases a one meter air gap is

    required at deck level for evacuees to exit the chute.

    Layer 1:

    The Outside Layer-Flameproof Layer Is there to protect you from the flames and radiated

    heat, this layer can withstand a constant temperature of 650 Deg "C", and starts to melt at

    800 Deg C.

    There is a space between the outer and middle layer, this reduces the radiated heat being

    transferred to the middle chute.

    Layer 2:

    The Middle Layer-Breaking Layer. This layer has a series of stainless steel coiled springs

    sewn into the material, these springs have a small diameter, so as you travel

    through them they restrict you, but will not hold you.

    The evacuee only needs to apply pressure on the chute's interior wall with leg's and arms,

    the more pressure, the more you slow down, less pressure and you will speed up.

    In all cases descent speed is controlled and safe.

    Layer 3:

    The Inner Layer - Support layer This is the layer that is connected to the

    storage/deployment device, and holds the chute in place; it can withstand the dead

    weight load of 2 tones.

    Annual Servicing of the ECS:

    Annual inspection of the RSSDM-10 is required; this can be carried out by

    Risk Safety Systems or a designated service agent.

    The RSSDM-10 escape chute system has been designed to be low

    maintenance providing reliability, ease of use and available on demand.

    Annual inspections are carried out and include the escape chute and chute

    container.

    The annual inspection includes testing and re-certification of the escape chute

    with all mechanical and structural components inspected and serviced as

    required.

    The RSSDM-10 is designed to be low maintenance and only requires greasing

    of key components.

    On the 5th year a complete inspection is carried out and the escape chute

    removed, unpacked, with a full inspection carried out.

    RSS can also provide onsite support for installation and fitting if the customer

    decides to carry out the installation. If required RSS can also provide a survey

    prior to manufacture and installation to ensure that the proposed design is

    The RSSDM08 Vertical Three Layered Escape Chute is a safe and

    effective method of evacuating from heights to safety.

    Slide Chute Onshore/Land Based Derrickman Escape Chute:

    Supplied with a purpose built vertical support frame the chute system and frame

    comprises of the following:-

    Box section epoxy painted frame designed to accommodate the slide chute.

    Inclined heat resistant Slide Chute designed to support a dead weight of 1 ton and heat resistant to 600 degrees and melting point of 800 degrees. Chute length varies

    The vertical container has a removable back door for rapid access, a hinged door can be

    supplied as an option. In all cases the chute should attached securely to ensure safe

    operation.

    The chute is fully weather resistant and can be left in a permanent deployed position if

    require, alternatively the chute can be stored within its container and deployed in

    an emergency event .

    Design:

    The chute is designed to be pegged out with two 8ft box section uprights supports

    supplied, these are concreted into the ground and the predetermined position. The slide

    chute is fully extended and attached using the four Nomex Kevlar 14500Ib ropes that are

    sewn into each corner an run the full length of the chute from the container to the posts.

    Carabineer snap on connectors are attached at the end of each Kevlar rope and make

    attaching the chute to the posts an easy process.

    The chute is measured so that when it is in its deployed position it has sufficient sag in

    the centre to reduce the descent speed of the evacuees. A landing pad is attached to the

    end of the chute and acts as a cushion when exiting.

    The chute can be attached to the back of a truck if required and all designs are

    discussed with the customer prior to manufacturer.

    Technical, Testing and Individual Component Certification, Training and Manuals:

    In all cases full testing is carried out ensuring that the escape chute system

    performs correctly, All components will be supplied with certification, covering:

    Escape chute, frame and chute.

    Full operational and maintenance manuals are supplied in electronic and paper

    format. Full onsite training can be provided. Risk Safety Systems can also provide

    Train the Trainer courses whereby key personnel are trained to become certified

    trainers.

    Annual inspections are carried out and include the escape chute and chute container.

    The annual inspection includes testing and re-certification of the escape chute with all

    mechanical and structural components inspected and serviced as required.

    The RSSDM-08 is designed to be low maintenance and only requires greasing of key

    components.

    On the 5th year a complete inspection is carried out and the escape chute removed,

    unpacked, with a full inspection carried out.

    RSS can also provide onsite support for installation and fitting if the customer decides to

    carry out the installation. If required RSS can also provide a survey prior to manufacture

    and installation to ensure that the proposed design is structurally suitable for proposed

    application.

    Note: The RSSDM-10 Vertical Chute can also be used for Onshore applications.

    Throw-over Liferafts

    An intensive R & D program ensures any new advances in life-

    saving technology or proposed changes in legislation are

    investigated and incorporated keeping ZODIAC throw-over

    liferafts always one step ahead.

    An extensive range includes 4, 6, 8, 10, 12, 16, 20, 25, 37, 50 and

    150 person liferafts.

    Davit Launched Liferafts

    Davit launched liferafts are specially designed for use on

    passenger vessels and cruise ships where they are inflated at

    deck level in front of muster stations and then lowered by a davit

    with the passengers on board. An extensive range includes 12,

    16, 20, 25, and 37 person liferafts.

    M.O.R. Liferafts

    The ZODIAC MOR (Means of Rescue) is of a unique design. It has

    been specially developed to meet the latest requirements

    introduced for Roll On/Roll Off passenger ships and is fully

    approved.

    Now mandatory on board RO/RO passenger ships, it provides a

    safe transfer of survivors from sea level to the deck of the ship in

    rescue operations.

    O.R.I.L. / I.B.A. Liferafts

    These liferafts are used by passenger ship and fishing vessels

    on inland or coastal waters.

    ORILs are designed for immediate use, no matter which side up

    they inflate. An extensive range includes 4, 6, 10, 20, 30 (37) (45),

    50 (65) (75), 100 (122) (150), and 151 person liferafts depending

    on national rules.

    Search and Rescue Transponder: SART

    The implementation of the SOLAS Rule 26 as specified in

    MSC.134(76), will impact the operators owning liferafts on ro-ro

    passenger ships as soon as the first of July 2004
