An Invitation from Our CEO & Board Chair Dear Friends,

ur health system is one of America’s great healthcare facilities and a

source of unique pride for Rochester. More than 6,000 dedicated hearts

and minds care for patients from many different backgrounds. What

distinguishes Rochester General Health System? Rochester General Hospital was

built by a group of concerned visionaries who were responding and to dramatic

changes in the landscape of their community, and planning for the future of

Rochester. Through out the decades, our men and women with wisdom, courage,

energy and this uncommon vision have focused their attention upon our mission:

improving the health of the people and communities it serves by providing high

quality care and exceptional service with compassion.

As we enter this next decade of caring, it is important to reflect upon our past.

Today, as in our past, unavoidable social, political and business factors directly

challenge this continued leadership and support. Now, rapid changes in health

care are challenging individuals and institutions to plan for a future distinctly

different from the world today. Growth will no longer be measured by the

number of beds or the square footage of building, but by technology, efficiency

and patient comfort. New technology, such as Electronic Medical Records, and

medical breakthroughs like the Da Vinci Surgical system, are forcing institutions

like our own to once again reinvent themselves.

Rochester General Health System is a living institution. It draws it strength from generations of men and

women who have nourished it from its humble beginnings over 160 years ago. Rochester General Health

System has never stood still. It lives by traditions, energy, and ideals deeply routed in its past- excellence

in all we do, compassionate care and service to its community. It has risen to the occasion time and time

again, striving to anticipate and to help shape the course of change in health care. Our success in our

previous campaign, Partners in Health has enabled us to continue shaping the course of healthcare in our

community.

At this moment we are positioned again to make great strides towards transforming care in Rochester.

Through the creation of the Vision 2020: A Decade of Transformation campaign, we will focus on

Improving Patient Safety, Transforming our Campus, Meeting Community Needs, Expanding Critical

Care in Wayne County and Enhancing our Patient Care. Our plan calls for transformative

enhancements in our facilities and technology and a continued investment in care for our community. As

we enter this new decade of care it is imperative that we all do so with a renewed sense of vigor,

commitment to our mission, and enthusiasm. Just as our history shows us, in order to make this plan a

reality it is essential to involve the community and enlist the support of every concerned resident,

business and organization of the Rochester region. This will be an extraordinary undertaking. There is a

strong determination to ensure that our critical needs are met. The Rochester community’s rich history of

support leaves us no doubt that together we will once again raise the standard of care in the Rochester

community.

Our Mission & Vision For over 160 years, Rochester General Health System has been the heart of

health care for the Rochester community and greater Western New York. Our

flagship hospital was founded in 1847 as Rochester City Hospital by a group of

dedicated civic leaders who united in order to respond to an overwhelming

need in their community. For nearly a half of a century before this point, the

community of Rochester lacked a permanent institution where the sick could be

cared for. As Rochester’s population surged with the introduction of the Erie

Canal, it became increasingly evident that Rochester lacked a centralized

location for health care. With the creating of the first hospital in Rochester,

Rochester’s residents worked to build a hospital that could provide for its

residents. The city now had an institution that would provide high quality,

compassionate care regardless of social class.

Rochester City Hospital built upon its original mission as a community

hospital, expanding and partnering with like minded institutions many times to

meet new challenges and the demands of the constantly evolving health care

climate. We have grown from a humble, single building on West Main Street to

a dynamic health care system providing care multiple communities with the

goal of providing a full continuum of care to our community.

Each time Rochester General has transformed it has remained true to its

mission of improving the health of the people and communities it serves by

providing high quality care and exceptional service with compassion.

Rochester General Health System’s vision is to be the health care provider of

choice for both physicians and patients, and to be known for:

Today, over 300 medical staff members, a workforce of 7,000, and an

Auxiliary of over 600 volunteers are dedicated to the realization of these goals

and fulfilling the mission of improving the health of the people and

Our Tradition of Excellence From its beginnings as Rochester General Hospital over 160 years ago,

Rochester General Health System has played an integral role in the lives of

millions of people. Not only has it been the birthplace of many generations, but

it has been the place that the Rochester community has returned to over their

lifetime to receive compassionate care when they have needed it most.

Rochester General Health System has a deep history of performance, exceeding

expectations and providing world class care. Our recent success in the Partners

for Progress endeavor has enabled us to continue institutional modernization in

order to transform the way in which we deliver acre. In addition, several

nationally recognized Centers of Excellence and continued high level of over

performance have led Rochester General Health System to this juncture.

Rochester Heart Institute

Our nationally recognized, award-winning cardiac program works with many

of the best cardiologists, cardiac surgeons, doctors and nurses to provide

patients with comprehensive cardiology services focused on patient-wellness.

We are also A NY State designated Stroke center- Joint Commission

accreditation in 2007 and 2004, and we have been given the American Stroke

Association Gold Performance Achievement Award in 2009.

Rochester Heart Institute is the only Thomson/Solucient Top 100 Heart

Hospital in the region, and has been honored nine (9) times. Affiliated with

Cleveland Clinic, which has been ranked by U.S. News & World Report as the

#1 in cardiac care for the 15th straight year, Rochester General Health System

has direct access to leading edge research and protocols from the nation’s

number one heart program. It was also named as a Great Cardiovascular

Program by Becker’s Hospital Review, a source of business and legal

information for hospital and health system leaders. Becker’s Hospital Review

awarded the distinction to only 25 US health systems. Accompanying

Rochester General Hospital on the list of Great Cardiovascular Programs were

The Mayo Clinic, Johns Hopkins Hospital and The Cleveland Clinic.

Lipson Cancer Center (affiliated with Roswell Park Institute)

We are a regional leader in Cancer and Hematology with a personalized,

patient centered approach. Oncology and Hematology physicians are board

certified in their specialties, and the Center encompasses all disciplines that

contribute to the care of cancer and hematology patients with nutrition,

counseling, and all services in the same families. The Lipson Cancer Care

Center also features a satellite office in Linden Oaks, which offers increased

access to care for the eastern suburbs.

Surgical Services Rochester General Hospital is ranks in the top 20 in the national in Robotics

Surgery. We were the the first hospital in Upstate New York to implement the

da Vinci® S HD Surgical System which provides patients with new, minimally

invasive surgical procedures that offer significant advantages over traditional

"open" surgeries. These robotic-assisted minimally invasive procedures -

available to treat conditions as diverse as prostate cancer and hysterectomies -

can benefit patients with less pain, discomfort, blood loss and a quicker return

to normal activity. Our program ranks among top 4% in the U.S. in volume and

serves as a global observation center.

The Women’s Center

Our board-certified physicians work closely with highly skilled midwives,

physician assistants, nurse practitioners, social workers and dieticians, offering

the latest information and treatments. For patients needing gynecological

surgery, our physicians are experts in advanced robotic and minimally invasive

laparoscopy, which means less time in the hospital and a faster recovery. We

pride ourselves on a supportive, culturally sensitive environment. With four

ob/gyn practices throughout Monroe and Wayne counties and a broad range of

education and referral services, we make it convenient to get the care you need,

when you need it.

Rochester General Breast Center

Rochester General Hospital is also the only member in the region recognized as

certified participants in the National Quality Measures for Breast Centers, and

is designated as a Breast Imaging Center of Excellence by the American

College of Radiology. We are also a Baby Friendly Hospital designation by the

World Health Organization

Clinical Research

Research at Rochester General Hospital brings together expert, dedicated

researchers to pursue vital clinical and translational work that impacts the health

of human beings worldwide. We draw on alliances that support our pursuit of

innovative solutions to human health problems and enjoy partnerships with

world-class medical and scientific institutions including The Cleveland Clinic,

Roswell Park Cancer Institute and Rochester Institute of Technology.

Senior Care

Rochester General Health System operated three programs that are dedicated to

the growing senior population of the Rochester region: De May Living Center,

a 24 hour, 180 bed skilled nursing facility with the mission of creating a warm,

comfortable place where seniors can receive short to long term care; Hill

Haven Nursing Home, a 24 hour nursing facility for those in need of

rehabilitation, long term care, transitional care, or hospice; and Independent

Living For Senior, a unique program which gives the frail elderly an alternation

to nursing home placement. At the heart of each program is a desire to provide

a safe care facility for seniors where all health needs are met.

A Community Asset While we continue to strive to provide an exceptional standard of quality

care to a growing patient population, we are also becoming more

involved with techniques and technology regarded as being on the

cutting edge as well as enhancing our campus. A series of

transformations include:

Establishment of the B. Thomas Golisano Pavilion and Emergency

Center;

Development of the Eugene Polisseni Pavilion and Patient Access

Center;

Expansion of the Rochester Heart Institute; and

Re-designation as Nursing Magnet program- a distinction held by

just 2% of the hospital nursing teams in the United States; and

We have been committed to providing cost efficient, high quality care

with compassion since our founding. Our commitment to compassionate

Our Strategic Opportunities To remain an exceptional community based resource, a hospital must

continually adapt to the needs of the people it serves and the changes in health

care delivery. RGHS has been at the forefront of change in the Rochester

community striving to provide its residents with sophisticated medical care in

convenient accessible settings. Our tremendous success coupled with the

changing community demographics, a growing need, and the rapidly evolving

state of healthcare in our country has made modernizing and expanding

Rochester General Health System imminent.

As this new era approaches, Rochester General Health System faces many

challenges that require new solutions to sustain the quality of care and service

that we have traditionally provided. These challenges include:

Outdated & Overcrowded Patient Facilities

Many of the facilities at Rochester General Hospital date as far back as 20-30

years. While most, like the recent Polisseni Pavillion, and Golisano Emergency

Department have been updated over the years, we still need to modernize and

replace facilities that meet our high standards of care and our community’s

expectation for excellence.

Undersized Ambulatory & Surgical Units

Improved techniques and equipment, particularly in the area of surgery have

made inpatient admissions for many types of procedures unnecessary.

Ambulatory surgery is one of the fastest growing areas in health care, in part

because of the increasing sophistication of laparoscopic and other minimally

invasive techniques.

An increasingly large aging population

Across the country, the fastest growing segment of the population is those 65

years of age and older. The Greater Rochester region is no exception. Future

population projections indicate that individuals over 65 years of age will

comprise almost _____ percent of the counties total population. This

population is also the greatest consumer of medical and surgical services,

placing increasing demands on the health system. This population is one for

which Rochester General Hospital is determined to care for in the future, as it

has in the past.

A drastically under-served population in Wayne County

Newark Wayne Community Hospital is the only emergency medical resource

in the county and 15-20 percent of patients seen in the Emergency Department

are admitted for inpatient care. The Emergency Department was originally built

to accommodate 3,000 patients per year. Since it was originally constructed, it

has undergone only minor equipment upgrades in the last 35 years. Patient

volumes have grown considerably, from 12,700 to 1999 to more than 20,000

patients in 2008, and increase of more than 50 percent in the last eight years.

High need for Dialysis services in our community

The outpatient renal dialysis unit located on Ridge Road has experienced rapid

growth. Since 2006, in keeping with national medical trends, there has been a

overwhelming surge in the patient demand for Dialysis Services. The center has

already expanded from 3-4 shifts to accommodate this significant growth. By the

end of 2010 the center is projected to reach full capacity. The over capacity

center will force RGH will to send patients to other Dialysis Centers outside our

health system, sometimes in less accessible geographic areas. This disparity in

care will not only create physical, logistical and financial burdens on our patients,

but will also cause significant disruptions in care, leaving many patients without

RGH physicians to monitor their treatments and progress.

Transformations in Technology

Every day technological changes result in less restrictive products, less

invasive therapies and improved diagnostics for treating people. Rochester

General Health System is committed to bringing its patients the most advanced

treatments and the best technology available to enhance patient safety, dignity

and care. RGHS strives to continue to enhance our technology so that we can

provide our health professionals with the most cutting edge equipment and

techniques so that in turn, they can provide our patients with the quickest, most

effective diagnosis possible.

Our Plan for the Future Exciting advances in the practice of medicine are rapidly changing the face of

healthcare, and today we have the opportunity to build on the Hospital’s rise to

excellence. The intent of Rochester General Health System’s Master Facility

Plan is to strengthen our future while facing the challenge of providing

increasingly sophisticated medical care to our community. Rochester General

Health System has developed a Master Facility Plan to meet these needs.

Rochester General Health System aims to continue to be a distinguished

regional leader among top Health Systems and transform the way we deliver

care in Western New York by focusing on a set of strategic opportunities over

the next decade. The Vision 2020: A Decade of Transformation campaign will

focus on Improving Patient Safety, Transforming our Campus, Meeting

Community Needs, Expanding Critical Care in Wayne County and

Enhancing our Programs. The effort is multi-fold, encompassing a

modernization of the systems facilities to make patient care even more safe,

comprehensive, comfortable and efficient, an investment in innovative

Investment Priorities: Building on Excellence RGHS' goal is to build an all-inclusive health care delivery system able to

provide for and manage patients' health care needs over time, regardless of the

setting. This requires a full palate of services from traditional acute and

institutional care, to new community-based services such as home health care,

housing, transportation and more. Integration of services and technology not

only promises added convenience for our patients but also ensures that our

delivery will be cost-effective and of uniformly high quality. Transformative

enhancements are now positioning us to fulfill our vision as being the premier

healthcare provider of choice for physician’s patients.

1) Transforming Our Campus

Patient care is exponentially improved when integrated teams of physicians,

specialists, nurses, and health care professionals can work together seamlessly.

State of the art facilities will enable world-class patient care to take place.

Rochester General Hospital Modernization

As hospital costs rise the need to maintain efficient facilities becomes

increasingly important. RGHS must strategically enhance its facilities so that

we are providing patients with a seamless, high quality experience. RGH

facilities have an average age of 20-30 years, and improvements in overall

logistics and energy efficiency lighting and heating are needed. With these

transformations and upgrades, RGH will be able to improve cost efficiency and

patient satisfaction, and provide high quality care in a convenient comfortable

setting for both the patient and family.

King Park & Wilson Health Center

Rochester Health System seeks to consolidate its current support facilities.

With the addition of these 2 building on the main campus, Rochester General

Health System will be able to unify its administrative support, providing for an

efficient, systematic approach. 2) Transforming Healthcare in Wayne County

Rochester General Health System plans to expand and modernize Newark Wayne

Community Hospital. The Newark Wayne Emergency Department has not been

updated in 35 years and there is a great need for care in the community.

RGHS plans call for a new modernized Emergency Department with cutting edge

technology. An updated floor plan will focus on expanding the capacity of the

facilities as well enhancing patient privacy in both the treatment rooms and

waiting area. Central to this transformation will be the new Patient Access

Center, where our team will provide streamlined care which will enhance the

patient experience and improve patient satisfaction. A new Endoscopy Suite will

also be added.

Additionally, enhancements have been made to the Adult Day Care Center so

that participants are in a new, safe facility.

3) Meeting Community Needs

Rochester General Health System will continue its quest to meet community

needs through a focus on expanding our Dialysis Center to provide for the

growing demand in care facilities for Chronic Kidney Disease, and renovating

and modernizing Hill Haven Nursing Home so that residents can receive high

quality care in a state of the art Nursing Home.

Webster Dialysis Center

It is our goal to expand our role as a leader in Monroe County in caring for

patients with chronic kidney disease. This is evident by our recent launch of

Monroe’s first home dialysis program and centralized nephrology services at

one convenient facility. Our plan for a new Webster based Dialysis Center calls

for a new 12-16 station facility with clean, soiled and medication rooms.

Hill Haven Nursing Home

As the need for centralized care for our aging population grows, RGHS will

continue to remain dedicated to providing a full continuum of care to all

patients. RGHS is ready to respond to the demands of our community by

undertaking a major renovation and expansion of our current Nursing Care

Facility, Hill Haven Nursing Home. Our plan calls for the addition of 144 beds,

which will almost double the size of the current facility. Our existing facility

will also be completely modernized, providing both residents and team

members with the highest quality facilities. Additionally, due to the high need

for Dialysis Service and to further our commitment to treating patients with

chronic kidney disease, the new facility will have four new Dialysis stations.

This enhancement will guarantee residents of Hill Haven convenient,

accessible care in a state of the art facility.

4) Enhancing our Programs

Advanced technology and innovative approaches will allow RGHS to provide

new methods to saving lives through better diagnosis, treatment and prevention

of illnesses. Rochester General Health System plans to invest in Surgical

Services and Medical Imaging so that our physicians have access to cutting

edge technology, and our patients receive the highest quality care in a

convenient, private setting.

Surgical Services

Our Surgical Services Unit will undergo a major modernization program with

dedicated focus on updating our equipment, increasing patient flow and family

access and improving patient privacy. At the core of our vision is the addition

of six (6) new state of the art operating rooms which will replace our outdated

facilities, forty-one (41) pre/post surgery beds, and three (3) new GI procedure

rooms.

Imaging Center

Rochester General Health System’s Imaging Center will be enhanced though

the addition of several cutting edge medical imaging devices enabling our

specialists to provide patients with better diagnosis. Through this enhancement,

Rochester General will add an X Ray, fluoroscopy, DEXA, Mammography,

ultrasound and CT Scan devices. This enhancement will add services to 40

physicians on campus. Through this additional capacity, patients will no

longer have to travel outside of our system or significant distances to receive

high quality medical care.

5) Patient Safety Initiatives

Electronic Medical Records (EMR) will allow our Health System

unprecedented access patient records leading to faster diagnosis, less redundant

care and the more efficient practice of medicine.

Cash Gifts This is the most common method of making a pledge.

Your gift is tax deductible and may be paid over three to

Gifts of Securities A gift of appreciated securities is a way to make a

significant contribution at a reduced cost to you. Federal

tax laws allow a charitable deduction for the full market

value of securities on the date of your gift.

Bequests Charitable bequests are fully deductible from your estate

and can reduce estate taxes on the balance of your estate.

Your bequests may be specified as a gift of cash or

securities, real estate, or other property. Alternatively, it

may take the form of a percentage of your total estate.

You may also consider a residuary bequest, which is a

gift of all or a portion of your estate after other conditions

These enable you to make a significant gift to the

Rochester General Health System during your lifetime

and continue to receive income for yourself and/or other

beneficiaries. After the life interests have passed, the

remaining principal will pass to the Rochester General

Health System. In addition to income tax deductions in

the year the trust is instituted (with five-year carry-over

privileges), donors may avoid capital gains and

significantly reduce estate and gift taxes.

Trusts

Rochester General Health System receives interest

income for a period of time from an amount you retain at

the end of the trust term. You would receive tax benefits

on the original amount of the trust and on the growth of

funds during the term of the trust. The trust will go to

your heirs upon your death.

Life Insurance Gifts of life insurance could include Absolute

Assignment (transferring ownership of a policy that has

outlived its original purpose) and Co-Beneficiary

(naming Rochester General Health System as co-

beneficiary of part of the proceeds of a new or existing

policy).

Rochester General Health System’s healthcare plan possible, several

System is offering a list of funding/naming opportunities to help ensure

not only the establishment of this project, but the long-term support of it
