The number of water leaks and sewer breaks is increasing, costing the city hundreds of thousand dollars per year for emergency repairs. Annually, Monterey Park delivers about 2.8 billion gallons of water to 12,300 customers comprised of 60,435 residents, 1,600 businesses, churches, schools and city parks. The city provides water from 12 wells, 11 reservoirs, 11 booster stations and 136.6 miles of water pipes. Over 98 miles (72%) of which were built before 1960, requiring placement to maintain operational efficiency. The city experienced approximately of 25 water pipe breaks per year since 2002, and 34 breaks in 2011. The rising number of annual breaks is a clear indication of an aging system, as repair costs continue to escalate. Pipe repairs cost the city from $10,000 to $270,000 per break; four times more expensive than normal pipe replacements. Pipeline breaks cause street closures and serious damage to the surrounding area. Temporarily shutting off the water disrupts residents' daily lives and restaurants must close for several days until emergency repairs are completed. The water system must maintain proper water pressure for fire protection throughout the city. Aging and undersized pipes, with loose connections or minor leaks in the pipeline, reduces water pressure to the fire hydrants and the overall fire protection ability of the system. Water quality is also a concern. Monterey Park pumps water from the Main San Gabriel Basin, which contains contamination from irresponsible ground disposal dating back to World War II. To assure the water meets or exceeds the current water standards, the city operates treatment facilities in and around the Delta Plant. The treatment equipment must be maintained to utilize our ground water resource A 2012 Water Master Plan recommended a $100 million capital improvement program (CIP) that will improve water delivery, water quality and fire protection. The engineering report recommend replacing 18 miles of pipe for fire flow improvements, replacing Pinetree Reservoir and two wells, upgrade of all water meters and Delta Booster Station improvements. The city's 100 year old sewer collection system consists of 126 miles of sewer pipelines and 2,498 manholes. In 2013, the city conducted video inspection to 35% of the sewer lines. The video shows the sewer pipes in very poor condition and estimated $12.8 million to repair. The remaining 65% of the sewer pipelines are in need of inspection, and will likely show more costly repairs needed. Combined, the city needs $112.8 million of water and sewer system repairs. They are also evaluating the financial stability of residential trash services. The city council is asking staff to propose rate increases supporting these repairs and services within the next 20 years. Residents and utility customers are encouraged to participate in the discussion. For water, sewer and trash rate increases, a public hearing will be held at the regular city council meeting on Wednesday, June 18, at 7 p.m. For more information, contact the Monterey Park Management Services Department at 626- 307-1342 or visit the city website at www. montereypark.ca.gov. Monterey Park's water and sewer system is over 100 years old and needs renovations exceeding $100 million.

The city experienced approximately of 25 water pipe breaks per year since 2002, and 34 breaks in 2011. residents' daily lives and restaurants must close for several days until emergency repairs are completed.

The treatment equipment must be maintained to utilize our ground water resource

A 2012 Water Master Plan recommended a $100 million capital improvement program (CIP) that will improve water delivery, water quality and fire protection. The engineering report recommend replacing 18 miles of pipe for fire flow improvements, replacing Pinetree

Reservoir and two wells, upgrade of all water meters and Delta Booster Station improvements.

The city's 100 year old sewer collection system consists of 126 miles of sewer pipelines and 2,498 manholes. In 2013, the city conducted video inspection to 35% of the sewer lines. Every mouth is full of a variety of bacteria, some of which are good and necessary, but some of which are very damaging. If the damaging bacteria gets into the gums through the gum pocket (the small tunnel space between the gum and the tooth), it can start to go deeper and deeper. This makes it impossible to maintain properly with a regular home care routine. As a result, perfect brushing and flossing is unable to remove the bacteria. If the bacteria is not able to be removed correctly and adequately, it continues to go deeper and deeper into the gums, resulting in bone loss.

When bone loss is detected on x-rays, and also confirmed through different measurements of the gums, a deep cleaning, also referred to as Scaling

and Root Planing or gum treatment, is diagnosed by a dentist. Deep cleanings are specifically diagnosed when gingivitis (inflammation of the gums) or periodontitis (gum disease) is evident. The purpose of a deep cleaning is to remove the bacteria which has gotten below the gum line and is causing inflammation, bleeding, and is starting to break down the bone structure which holds the tooth in place. Occasionally, the dentist may recommend a culture to be taken of the bacteria in the mouth to specifically identify which bacteria are present. Once this is known, an antibiotic can be given to specifically target the known bacteria. If gum disease is detected, but goes untreated, teeth can eventually be lost due to sufficient bone loss.

It is hard to know if you need a deep cleaning or not, unless you visit a dentist. The dentist is able to take proper measurements of the gums to identify how deep bacteria is able to go and can also take x-rays that will adequately show the bone level around each tooth. Occasionally, a 3-D x-ray may also be necessary to fully diagnose the condition. Although bleeding is generally a sign of gum inflammation, it is not a definite indication of the need for a deep cleaning. Also, a deep cleaning may be necessary without the signs of bleeding, dependent on the pocket measurements and the x-ray diagnosis. It is always important to see your dentist for a proper diagnosis.

Since 1965, the City of Monterey Park has had a license agreement to use and access the area known as Edison Trails. The trail starts just east of Edison Trails Park along South Garfield Avenue and travels east for

four blocks before ending at Fulton Avenue just before coming to La Loma Park. It is a beautiful natural habitat that runs under the Southern California Edison (SCE) power transmission lines. Every five years the city renews its license for access to this property.

In 2013, stating safety concerns for their workers, SCE doubled the amount of clearance space required around their poles and towers, increasing the clearance area to up to 50 or 100 feet in some sections. While this change is intended to improve worker safety, it also created great concern over

the habitat in the trails. As the city started the mandatory clearing of trees that were infringing on this new safety zone, there was great alarm and concern from neighbors and hikers of the trail.

Through much negotiation and community involvement with SCE, they have now come back with a more eco-friendly interpretation. While there will be some trimming and thinning and removal of some of the cactus plants that don’t belong within the trails, the trees that will now be removed are the ones which have died over

the years. This cleanup will occur in late April and early May.

In addition to the cleanup, the city also has an $80,000 grant for trail enhancements from Los Angeles County Regional Park and Open Space District. This work will be started by late summer. The City is also looking at transplanting trees at the trail heads at Garfield and Fulton Avenues. SCE has also pledged to try to assist in donating additional trees and shrubs that will further enhance the area.

The Monterey Park City Council has approved several actions to strengthen enforcement efforts to decrease abandoned shopping carts citywide. Shopping carts abandoned on public and private property are not only an eyesore and public nuisance, but also constitute a safety hazard to pedestrian and vehicle traffic; reduce property values; and impact the quality of life in the community.

A public outreach effort such as a “Do Not Remove the Cart” campaign will include signs in multiple languages placed at entrances and exits of stores will remind patrons that removing shopping carts is a violation of state law. To assist in the collection of carts, residents can report abandoned carts via the city website at www.montereypark.ca.gov or via the city’s GoMPK mobile app.

To address the shopping cart issue, five provisions were added to Monterey Park Municipal Code, Section 9.74 relating to Shopping Cart Containment and Retrieval Plans and Abatement of Shopping Cart Nuisance:

• Three languages, English, Chinese and Spanish are required on all signs, including cart identification• Retrieval times were doubled for pick-up of carts to four times a day throughout neighborhoods • Markets with six or more shopping carts would be required to obtain the services of a professional retrieval company if they cannot contain their carts on the premises • A nuisance abatement fee was added to cover the cost of city staff who remove and store abandoned shopping carts of markets that do not have an approved cart retrieval plan • A fine for individuals in possession of shopping carts without permission from the market.

Also included in the amended code were provisions for minimum standards of shopping carts for appearance, safety and a uniform identification color.

AEF celebrates teachers, leaders at 10th Annual Service to Education Awards Dinner

The spirit of community service was honored at the 10th Annual Service to Education Awards Dinner and Gala, hosted by the Alhambra Educational Foundation (AEF) on March 29 at the Hilton Los Angeles/San Gabriel. The festive evening, emceed by AEF President Steve Perry, presented the Service to Education awards, four of which honored the talented and devoted elementary music teachers of the Alhambra Unified School District. Fittingly, the night ended with live music and dancing.

This year’s award recipients were Dave Batti, Lisa Jones, Jim Hamilton, and Julie Sorensen for Education, Keith Matsuda for Community Volunteer, Mun Leu of ML Architecture for Business Organization, and the Alhambra Council of PTAs for Community Organization. All the recipients delivered sincere speeches about their passion for helping and teaching the community.

A parent and school volunteer, Mr. Matsuda,

who currently serves as president for both the Brightwood Elementary PTA and the Mark Keppel High School Alliance, as well as the founder and former president of the MKHS Aquatics Boosters organization, dedicated his award to his parents. Mr. Matsuda recounted how his parents were very active volunteers in the community who told their son, “If you took from something, you give back.” This message and his parents example has inspired Mr. Matsuda to continuously serve his church and community for nearly 40 years.

Speaking on behalf of the music teachers, Mr. Batti delivered a humorous speech accented with drumbeats saying that “the four of us have taught in the district for a combined 109 years” and have “mastered the art of driving, eating at the same time, calling our spouse, and cussing out the guy ahead of us for not driving fast enough because we have forty students waiting for us.” These four teachers cover 13 schools in the district – “You do the math,” joked Mr. Batti. “We’re all very

passionate about teaching for music is the food of our soul,” he said. “We teach because we want [our students] to love music as much as we love music, we want them to grow up to be good citizens of the earth.”

Other evening highlights included a delicious dinner of steak and sea bass, an extensive silent auction, which featured fast and furious bidding over items ranging from gift baskets donated by supporters to high end jewelry from Hikari Pearls, and the live auction in which a 10-week old pure-bred black Labrador puppy raised $1650 in bids, finally won by Mike Vollebregt of TKR as a surprise gift for his wife. Mr. Vollebregt, who was not present, bidded via cell phone through his co-worker Velvet Carranza.

The gala evening, attended by more than 450 guests, raised more than $55,000 for AEF’s “Music & More” Campaign to provide educational and enrichment programs at all AUSD schools, including a new Music

Instruction program for all K-3 students, support for the 4th-8th grade band/orchestras, and the addition of a College and Career Counselor at AUSD high schools.

“I want to offer my sincere thanks and gratitude to AEF for their never-ending support to the District and its students and to congratulate tonight’s honorees. Thank you for your dedication to making a difference in the lives of our students, our schools, and our community,” Supt. Laura-Tellez-Gagliano, Ed.D. said.

At the end of the evening, Mr. Batti played with his rock band Hard Rain and guests danced the night away.

Gala attendees enthusiastically place bids on jewelry at the silent auction. Near the closing of the auction guests hovered around the table hoping to not get outbid. A Tahitian pearl necklace eventually sold for $1,200.

Keith Matsuda, AEF’s “Community Volunteer” honoree delivers his remarks, noting the inspiration of his parents.

The evening’s desserts were mini chocolate mousse cake and cheesecake adorned with the AEF logo made out of chocolate.

Velvet Carranza representing Mike Vollebregt of TKR placed the winning bid of $1650 for the 10-week old purebred black Labrador puppy.

Music teacher Dave Batti played with his band Hard Rain and entertained guests at the evening’s conclusion.

AEF’s Service to Education Awards honorees for “Education” were the four elementary music teachers of AUSD (l-r): Jim Hamilton, Julie Sorenson, Lisa Jones, Dave Batti, with AEF President Steve Perry.

Who are the Mustangs?by Candy Thong, eighth grader, Ramona Elementary.

Ramona Elementary's teams had an exceptional year in contests sponsored by City of Alhambra Department of Community Services. Starting with the fall season the cheer team which consisted of A Squad, and B Squad, both took first place. A Squad included members from the seventh and eighth grades and B Squad had four members from fourth, fifth, and sixth grades. The basketball season brought victory to

Ramona's five basketball teams. Four teams placed with first, second, and third place trophies for the Mustangs. Ramona Boys A Blue team made up of all eighth graders placed not second, not third, but in fact, first place! This season, Ramona's A Blue team had an impressive record of 10-0. Victory does not stop with A Blue, placing second were B Gold and B Blue teams who deserve a great big applause. Players from third through

sixth grades, the mini Mustangs truly earned their trophies. Last, but not least, the Lady Mustangs won third place for a third year in a row proving that basketball is not only a guys sport, but also a sport that can perfected by girls as well. Each player on each team played their hearts out on the court with hopes that the Mustangs would not lose their mojo."Drill Team Atten-hut" means drill team attention. Drill teams are forming and the past

few years, Ramona's Drill teams have been on a winning streak, consecutively winning first place year after year. The big question is if the 2014 Ramona Drill team can do it again. Can't forget to recognize the Mustang coaches. Without them, where would the teams be? The Ramona Mustangs would like to thank coaches John, Natalie, and Michael for all their time and dedication. Keep it going, Ramona. Let's go Mustangs!

Northrup PTA celebrates children and their familiesThe Northrup PTA Board hosted "Children's Day 2014.” Over 200 plus family members attended, bringing lunch for their children during lunchtime.

PTA Treasurer Patricia Bravo commented: "It was like one big family party!"

PTA Children's Day brought the Northrup school community together. "When the families began arriving, they had smiles on their faces and food in their hands,” PTA President Elsie Alaniz said. “They patiently waited to be checked in and we're very pleased with the DJ we hired to entertain. DJ Cory, from DR Party Pros enthusiastically played music and was very entertaining. His wife went to Northrup as a child! The kids enjoyed dancing the ChaCha Slide. We have some amazing kids at Northrup and the outpouring of support from the families was fantastic. Positive reviews from all"

Northrup's PTA Board consists of President Elsie Alaniz, Vice President Delia Arellano,

Treasurer Patricia Bravo and Secretary Dioselena Gallardo. The Northrup Staff believes they are a strong team and enjoy their positive presence on the school campus. They continue to recruit parents to become a part of the PTA.

When asked what was the best part of this event as both a parent and as a first year PTA President, Ms. Alaniz said, "As President, I enjoyed seeing the parents’ faces as they so proudly walked up to be checked in. They were eagerly waiting their turns to come in and share the lunch time with their student(s). It would have been nice to see more teachers make an appearance to our PTA event, but we understand how important their lunch time is to them. My board members deserve a huge thanks for making this event possible. Working as a team, we are making Northrup an enjoyable place. As a mom, I know my 3rd grader and 8th grader enjoyed having my mom attend and that makes me feel complete. The DJ made the ambiance calm, enjoyable & fun at the same time. A complete success!"

San Gabriel HOSA team places in state competitionby Tran Lam, junior, Web Editor, The Matador, San Gabriel High School.

In its first ever state conference appearance, San Gabriel High School’s Health Occupations Students of America (HOSA) team placed highly by having three out of seven groups make it to the second round of competition. Overall, the EMT group of twin brothers Daniel and Wayne Pollock placed fifth, while Brandon Vazquez, Dillon

Hong, and Elton Hong placed top 10 in the Community Awareness Event.

“It was pretty incredible to see the students go to these levels that they weren’t really prepared for, but they attacked it well, and I’m very proud of them,” HOSA adviser Cynthia Okimura said.

The HOSA team faced obstacles such as the lack of textbooks and funding. They needed to fundraise enough money in order to pay for the hotel, competition, and bus expenses. In addition, the HOSA team did not receive its textbooks until two weeks before competition because of funding delays. They found pieces of other textbooks to use in the meantime.

“I didn’t really expect anything. It was all new and nerve-wracking,” senior Wayne Pollock said. “Other schools actually practiced the competition year round and really dedicated their time to it, while we were stuck with no textbooks until later and had little experience.”Senior Kartik Patel had to balance study time and school work for the competition. “I put two to three hours of studying for it, per week, ever since November,” he said.

Ms. Okimura urges students who are interested in the medical field to join HOSA to understand that there are a variety of jobs related to this field and also to participate in

the next year’s competition.

“It’s not only exciting and challenging and fun, but [the students] also see that there’s a lot of young people who are passionate about medical and health, so it was nice to see the teamwork between the students and advisers,” Ms. Okimura said. Over three thousand students from all over California competed in Anaheim, March 29 – April 1 at the 2014 Cal-HOSA State Leadership Conference. Each day there were leadership workshops, a college and career fair, and students' displays in addition to knowledge, hands-on, and team competition events.

The HOSA team is proud of what they had accomplished and hopes that they will be recognized, in order to inspire potential students interested in the medical field to join HOSA and to participate in next year’s competition.

San Gabriel marching band receives ‘superior’ ratingby Rebeca Lei, junior, News Editor, The Matador, San Gabriel High School.

Matador Marching Band members screamed, shouted and let it all out after receiving a "Superior" rating at the South California School Band and Orchestra Association (SCSBOA) band festival at Montebello High School for the first time in 13 years. The festival consisted of a stage performance in the school auditorium in front of three judges with considerable experience in music as well as a musical clinic, where the band was given advice by one of the adjudicators. Band

ratings ranged from “Superior,” “Excellent,” “Good,” “Fair,” and “Poor,” with “Superior” being the highest rating and “Poor” being the lowest.

Prior to the festival, a running gag in the band room was the empty “cursed nail” on the wall where the “Superior” rating plaques were displayed - a nail that remained bare for 13 years.

“It was frustrating to work so hard to perfect our pieces, to think that a [song] had been mastered, only to receive an ‘Excellent’ or even a ‘Good’ in previous years,” flutist junior Sophia Huynh said. “Knowing that the ‘cursed nail’ will finally have a plaque may seem like a very trivial matter, but for me, it was a rewarding moment that I’ll definitely remember.”

For many first-year Marching Band members, achieving such a feat was an inspiration and reason for them to work harder for similar feats.

“[This year’s band festival] was the first one where I performed with the Marching Band,” clarinetist sophomore Emily Eng said. “The experience of receiving [the award] was amazing. I didn’t expect it at first, but all of our hard work throughout the year really paid off.”

The band prepared for the festival by practicing every morning in zero period, perfecting musical phrases with unrivaled determination, repetition, and dedication,

and showed off their musical mastery with the pieces “Music for a Ceremony” by John Morissey, “Fantasia on a Theme” by Thomas Tallis, and “Quintology” by Richard Meyer.

“I was ecstatic, elated when I saw [the ‘Superior’ rating],” band director Tammy Cognetta said. “We went in there and we showed them what we got. It just shows that we’re capable of a superior performance; it’s a matter of being able to focus for the entire [duration of the] performance, which is kind of hard with 111 performers. But I will say this - practice really makes a difference.”

The next step for the band will be at the SCSBOA regional festival held at Colony High School in Ontario, Calif. on May 16, where they will hopefully compete for a chance to move on to the next stage in the competition.

“If we work as hard as we’ve been doing, I think that we can definitely do it,” drum major junior Aydin Hau said. “As long as we don’t falter, I believe we can succeed. For us, the sky’s the limit.”

April 8, 2014 — With a crowd of more than 450 business and community leaders, staff, teachers and parents from the Alhambra Unified School District (AUSD), the Alhambra Educational Foundation (AEF) celebrated its 10th Annual Service to Education Awards Dinner & Gala on Saturday, March 29 at the Hilton Los Angeles/San Gabriel. AEF honored four dedicated education leaders and volunteers at the event, which raised more than $55,000 for AUSD’s schools.

This year’s event benefitted from 40 event sponsors, including Hilton Los Angeles/San Gabriel, which served as the Crown Jewels/Presenting sponsor. Other top sponsors included The Ratkovich Company/The Alhambra, ML Architecture, The Nazerian Group, Republic Services, George K. Baum & Company, PreFast Concrete Wall Systems, School Services of California, Vector USA, TKR Consulting, Cathay Bank, Security Industry Specialists, Steve and Débora Perry, Honorable Bob and Diane Gin, and Spark Afterschool Academy. The Service to Education Awards Dinner & Gala also featured an extensive silent auction, with vacation getaways, electronics, tickets to sporting events, and a variety of baskets and gifts donated by AUSD schools, parents, booster organizations and PTAs. The event culminated in a rousing live auction and dancing to the live band “Hard Rain” featuring AUSD elementary music teacher Dave Batti.

This year’s distinguished recipients of AEF’s Service to Education Awards were honored for their wonderful dedication to AUSD schools and students, and their impact on local education. AUSD’s four talented and devoted elementary school band and orchestra teachers — Dave Batti, Lisa Jones, Jim Hamilton and Julie Sorensen — were honored as the “Education” honorees for their dedication to instructing and inspiring the love of music in AUSD’s 4th-8th grade students. The Alhambra Council of PTAs was honored as AEF’s “Community Organization” honoree for the group’s

95 years of service to, and advocating for, the students and schools of AUSD.

AEF’s “Business” honoree was longtime AUSD architect and school supporter Mun Leu of ML Architecture, Inc. Mr. Leu has designed and managed the construction of many of AUSD’s district and school site buildings erected in the past few years, including AUSD’s new central kitchen. Honored as AEF’s “Community Volunteer” awardee is parent and school volunteer Keith Matsuda, who currently serves as President for both the Brightwood Elementary PTA and the Mark Keppel High School Alliance, as well as Founder and former President of the MKHS Aquatic Boosters organization.

“We are grateful to the Hilton Los Angeles/San Gabriel, our generous sponsors, auction donors and attendees for helping AEF make our 10th annual Service to Education Awards Dinner and Gala a successful and fun community-building event,” stated Steve Perry, President of the AEF Board of Directors. “This year’s event featured our most extensive silent and live auctions ever, including a pure-bred Black Labrador puppy. It’s wonderful to see everyone coming together to support AEF and our schools. I’d like to thank all

our volunteers for their dedication and help in making this night a success.”

All proceeds from this year’s event will benefit AEF’s District-wide “Music & More” Campaign, to provide educational and enrichment programs at all AUSD schools, including a new Music Instruction program for all K-3 students, support for the 4th-8th grade band/orchestras, and the addition of a College and Career Counselor at AUSD high schools. Currently, AEF is halfway to its $300,000 goal for the “Music & More” program, which is set to be implemented in AUSD schools in the 2014-15 school year.

The Alhambra Educational Foundation, a 501(c)(3) non-profit organization, is the official fundraising partner of the Alhambra Unified School District. All proceeds from AEF’s fundraising efforts, including the summer school program, the annual Service to Education dinner gala, AEF’s annual appeal, and the Taste of Alhambra community event, benefit all the schools and students of AUSD.
