Elections Each election season we are told that this one is the most important election we have ever seen. This year is no different, this election is the most important we may ever see.

Presidential Obama/Biden vs. McCain/Palin Obama/Biden – both Senator Obama and Senator Bidden have been staunch advocates for Labor issues. Senator McCain has opposed Davis/Bacon,

which ensures appropriate pay for workers; supports Right-to-Work, which guts the strength of Unions; is endorsed by the ABC, which seemingly works to lower wages; opposes the Employee Free Choice Act, which protects workers from employer harassment; and the list goes on. McCain and Governor Palin are right on one issue – development of the vast resources in Alaska. McCain is not in favor of ANWR development but Palin is. Regrettably this alone is not enough to overcome the other anti-labor stances of McCain.

United States Senate Begich vs. Stevens Begich – the Mayor of Anchorage has been a longtime supporter of the Carpenters Union as has the Carpenters been a supporter of him. While Senator Ted Stevens has performed admirably over his lengthy career, we believe it is time for a new energized direction for Alaska.

United States Representative Berkowitz vs. Young Berkowitz – the Carpenters Union first endorsed Ethan Berkowitz on his very first campaign and have enjoyed a mutually beneficial relationship. Ethan understands and supports our issues. Congressman Don Young keeps voting right on most of our issues and we have always endorsed Representative Young in the past, however, lately he has seemed to have lost touch with the people who have supported him. At an ARCC Delegate meeting all US Representative candidates attended except for Don Young nor the promised representative from his office.

Apprentices Get To Visit Las Vegas

Starting this year the United Brotherhood of Carpenters have committed to bringing apprentices to the Training Center in Las Vegas. The object of this training is not for skill enhancement but rather to demonstrate how they can be a more effective employee, how contractors view their workforce, community involvement, politics, the importance of the union, and the future direction of the UBC. This is the pilot year with about 10% of the third year apprentices nationwide attending with next year having an even higher participation.

Contract For Piledrivers, Divers and Carpenters

Over 400 ballots were returned for the ratification vote for the statewide Collective Bargaining Agreement (CBA) between the Associated General Contracts (AGC) and the Alaska Regional of Carpenters on behalf of Locals 1243, 1281, 2247 and 2520. 93% supported the new three year contract that gave some of the largest raises in the last thirty years.

The Alaska Regional Council of Carpenters is seeking applicants for ARCC positions on a continuing basis. Applicants will be interviewed as positions are needed. Based on the interview results, selected applicants are sent to our UBC three day evaluation. If an applicant is not selected for advancement to three day, he/she may re-apply. Upon successful completion of three day, an applicant is placed in an eligible hiring pool. Positions are on an ‘as needed’ basis, and may or may not be announced. We encourage you to apply regardless of vacancies. If you are interested in a fulfilling career with the ARCC, pick up an application at your nearest Union Hall.

STATEWIDE ORGANIZING REPORT “LIVE BETTER — WORK UNION”

The major focus of the ARCC Organizing department has been the Mat-Su Valley. The Organizers have been talking with various contractors, workers, politicians and getting involved on numerous Boards and Community Councils. These efforts have resulted in signing new union carpenters, some small one job agreements, community influence through Regional Advisory Councils and a major proposal for Best Value Contracting which will help insure that quality contractors, usually union, have the best opportunity for securing work. The Organizing department has been assisting the Millwrights Local this past year by staffing the office until a permanent Business Representative is selected, covering the MainTech negotiations, and helping on some organizing opportunities.

The Piledrivers and Divers with the Organizing department have worked to keep the number of out-of-state contractors honest in their dealings.

There are efforts to demonstrate to the native corporations our dedication nationwide to form partnerships and relationships that results in training and jobs.

We are also excited about continuing to work with the Locals to increase HUD wage rates which currently hold down the wages of construction workers.

Council for Tribal Employment Rights and the UBC

The UBC has been partnering with the Council for Tribal Employment Rights (CTER) for many years. CTER is the board that is made up of tribes from across the country who have Tribal Employment Right Ordinances (TERO’s).

The continuing partnership was evident during the National TERO convention in Tulalip, Washington. The Resort Hotel and Casino were built in partnership with the Carpenters. The Pacific North West Regional Council of Carpenters signed a Tribal Labor Agreement (TLA) granting tribal members access to the UBC apprenticeship as well as membership to qualified journeyman.

The ARCC is also working with Native groups in Alaska as well. Our partnerships have helped gain membership throughout Alaska as well as helping our contractors gain favor on Tribal projects.

Notice from Carpenters Local 1281

As of January 1, 2009. The arrears notice fee will increase from $3.00 to $5.00 to make a uniformed assessment for all local unions within the structure of the Alaska Regional Council of Carpenters. Local 1281 would like to remind our members that you can avoid these arrears charges by staying current on your dues. Remember, only members in good standing are eligible to be local union officers and vote on union matters.

A member must be in good standing to remain on the out of work list

and to be referred to a job.

Safety Corner by Keith Montgomery

The Alaska Regional Council of Carpenters and the UBC are dedicated to providing you with the skills and training to be the safest, most productive craftsman in our industry. Enhanced skills will enable union members to provide security for you, your family, and your future.

The Alaska Regional Council of Carpenters wants to make sure you are able to enjoy those benefits in good health and to avoid dangers that come from job site hazards. One of the most important functions of our union is to provide safety training such as OSHA 10, Fall Protection, First Aid/CPR, NSTC (North Slope Training), and other safety training as the need arises.

Recently, in the Collective Bargaining Agreement, new language was added that reads: Effective January 1, 2009 in addition to the First Aid/CPR Card all foremen shall be required to have a current OSHA 10 Certification. All employees, especially stewards, in addition to the First Aid/CPR Card are encouraged to have a current OSHA 10 Certification. Furthermore some of the jobs now require that all construction workers have an OSHA 10 card as condition of employment to work at the job site.

Construction is a dangerous industry that requires a 100% commitment to safe healthy work practices from everyone on the job. From the project owner to the newest apprentice, everyone has a role to play in maintaining a safe and productive worksite.

The Alaska Regional Council of Carpenters and the Training Centers are committed to provide quality Safety training to insure that all union members get to go home safely to our families every night.

Carpenters Local 1243 The season started pretty slow in Fairbanks but over the course of the summer we had a total 263 dispatches to various contractors. A lot of those jobs were short in duration and had small crews. The bulk of the work was in Fort Greely. Contractors working in the area were American Mechanical and Interior Concrete on the Battle Complex; Norcon and Handle Construction on the Power Plant; Bechtel Construction working on the Missile Field #2, and Unit Company working on utilidors. These jobs are going to cut back to minimum crews or shut down for winter. Roger Hickel Construction will be working on the AAFES Commissary on Fort Wainwright this winter on an addition and remodel. At this time that will be the only job scheduled to run through the winter. As for next year, it is too early to tell what jobs will be out for bid. We will have to take a “wait and see” attitude. Hopefully after the elections in November the new administration will be able to settle down our shaky economy and get us back on track for a more prosperous future. In Fairbanks we have the ULTRA dispatch system up and running. This computer system handles all of our dues records, dispatches, and out of work list. It also keeps track of a member’s status of, active, retired, arrears, or suspended. ULTRA keeps track of a member’s eligibility to vote or hold an office. Carpenters Local 1281

Carpenters Local 1281 had a good season. Although the year started out slow, we ended up being busier than usual. Work is up about 17% from ‘07 and membership has grown. Next season looks better! Completed or substantially completed jobs: Eagle River Walmart 2 Target Stores Danaina Convention Center Pacillo Parking Garage, JL Tower- 14 Story F-22 Hangar Anchorage Museum Ft. Rich Troop Health Clinic C-17 Hangar Eagle River Providence MOB Mid Town 14 Story and Parking garage. We anticipate an increase in manpower and membership throughout next year. There is also a pressing need to replenish membership because of an aging workforce of at least 5% -10% who will be retiring soon. There is currently a demand for skilled metal stud/drywall workers, and a definite emphasis on acoustical ceiling workers. Carpenters Local 2247 Brothers and sisters, 2009 is going to be another great year for the Carpenters Union. Each and every one of you have made Local 2247 a stronger and better union and our message is being heard across Southeast Alaska. When contractors need to get the job done and they want the best, they call the Hall looking for you. Why do they call? Because YOU have built the reputation that the best carpenters in Southeast Alaska are union carpenters. It has been a good season. We finished a $55 million project for Coogan Construction which employed up to 35 carpenters. Ongoing projects include projects with North Pacific Erectors and the Bart Link Hydro-Electric project. We’re waiting on PLA’s with the City and Borough of Juneau. Pending projects include the parking garage, a swimming pool in the valley, and the expanding baggage conveyor system at the airport. Ketchikan has a growing workforce and they have been busy. Projects include the Whitecliff Remodel and Berth one and two at the shipyard with Dawson Construction. Delegate members Rick Boyle and Karl Vandor were re-elected for another term. More and more contractors are requiring workers with certification on their projects. Now that things are slow this winter, I urge journeymen members to get upgraded. Upgrade classes are being offered in Juneau with local workforce trainers. Mike Shurrock and John Duncan Sr. are the local Train-the-Trainers. Take advantage of this training. You do have time to take advantage of all that is offered.

Millwrights Local 1501

2008 has been a good year as members have put in more man hours this year than any other in the last five years. Major projects included the baggage conveyance systems at the Ted Stevens International Airport as well as the Fairbanks International Airport contracted by MultiTech. North Slope activity continues to play a major role for employment for millwrights. Dresser Rand was involved in a major overhaul at Alpine as well as maintenance work at Kuparuk and Meline Point. Jaffa Construction continues to be a consistent employer statewide with jobs including turbine work at Aurora Energy and the Healy Clear Air Force Base bucket elevator project. For next season the economy is hard to predict, but the oil and gas industry looks stable. I don’t foresee any decline in work for 2009. Key future projects we are pursuing are in the mining industry and the gas line construction project. Demand for skilled journeymen will double with these booming projects. As mining job opportunities expand, we must be able to provide a qualified and trained workforce. One big push is that we are currently developing strategies to partner with what has historically been non-union companies. I would like to remind all of you that you must complete the Millwright Qualification Program in order to take an open call. You must also take at least sixteen (16) hours of upgrade classes each year to keep your qualification up to date. Lou is working on an upgrade training schedule and is sending out a skill survey/upgrade class request form. Return your survey, call him, email him, and get involved! You have no one else to blame but yourself if you don’t take advantage of these classes. Remember the millwright qualification card and current certifications are required for an open dispatch call. So get involved! Participate!

Piledrivers & Divers Local 2520

2008 started off slow and turned out to be one of the good years and matched the last two years. We finished the season having worked on the major Port of Anchorage expansion project with MKB out of Seattle. There were also projects in Kodiak, Yakutat, Dutch Harbor, False Pass and Nome. Contractors included Swalling, West, AIC, Kelly Ryan, Sandstrom and Wilder, Western Dock and Bridge, MWD, Western Marine, and ACC. Diving companies have been real busy with Offshore Diving working on projects in Cook Inlet and American Marine working on projects at Prudhoe Bay. There is a strong demand for skilled divers in the Alaska commercial diving industry as the Gulf of Mexico projects hire graduates right out of school. Next season is starting to look real good. There are projects in Kodiak, Prudhoe Bay, Nome, Naknek, Cordova, and the big port job in Anchorage. Manpower needs are being taken care of in the apprenticeship program. People are added as the need arises. The Port of Anchorage expansion is a four-phase project projected to be finished in 2012. Phase I employed 20-30 of our members. The oil and gas industry is hot with projects in Cook Inlet and Prudhoe Bay. Keep up on welding certifications and all other certifications for upcoming work. Contractors are requiring certifications on job sites. There is a lot of training going on here at the hall. Some classes are mandatory in order to work on some jobs. Most of this training is free. See Apprentice Coordinator, Kevin Hanley for a schedule of the classes. First aid and CPR classes are offered on a regular basis.

FCTC Alaska Millwright Training Center

We currently have six active apprentices and along with that training we offer several Journeymen upgrade classes; Millwright 16 hr. Health and Safety. NSTC (North Slope Training Cooperative), Fall Protection, Aerial Lift, Forklift (Rough Terrain and Industrial), Rigging Qualifications, Millwright Mathematics, Basic Machine Shop Level One, Machinery Alignment, UBC Flowserve Pump Technician Level 1, AK M/W Pump Technician Level 2, Hytorq Bolting Technician, GE Gas Familiarization, GE Gas Turbine Qualification, GE Steam Turbine Qualification, Conveyor Qualification, AK M/W Introduction to Steam Turbine Technology and working with OEM Manuals, Blueprint and Layout Basics, Confined Space, Welding Certificates, Millwright Qualification, Vibration Analysis Level 1.

We will be expanding this year with students who have mastered earlier Mechanalysis based training by moving into more defined areas such as Dynamics of Balancing and programs I developed during my supervisory career in the Petro / Chemical field. A big part of this will also include becoming proficient with horizontally and vertical split line multi–stage equipment.

We are currently waiting on signatures that will enable us to start our training year as our cash flow is in its infancy stage since we are still basically a new Local. We have other entities such as Dresser Rand who are developing their own training programs in conjunction with us so as to fine tune product specific field service crews. I would like to thank Mr. John Ohler for all his input and effort with this.

As we are getting such a late start this season, it will be imperative that members needing any specific training or skill enhancement attend the class as it is scheduled because many classes will not be repeated this year due to time constrictions between now and June 30, 2009, which is our closing deadline.

I will still be enlisting the experience of Jim Gattenby as my training partner this year, but it is also my intention to initiate new craft specific subject matter experts into the fold.

I’d like to extend an open invitation to all our UBC brothers regardless of their specific craft. I believe we have a fiduciary responsibility to afford the most efficient use of their invested training dollar. All are welcome to our classes. We here at the Millwright Training center would like to extend a special acknowledgement and thanks to Jeff Pruss without whom most of this would have not been implemented or even possible in some venues. Fairbanks Carpenter Training Center In Fairbanks that new blanket of white outside signifies that the training season is not far off. We at the Fairbanks Training Center are busy developing lesson plans, stocking the shelves, and sharpening pencils for those eager fourth year apprentices to begin their last year of training on November 17th. Those nine apprentices will be attending five weeks of class at forty five hours per week, as will the third and second year. Selections for the 2009 first-year apprentices have been scheduled for March 13th. Their training session begins mid April and goes through the end of May. We look forward to seeing all apprentices again for a fun, informative year of training. The apprentice completion ceremony last year was fairly brief, in that, we only had one completing apprentice, Matthew Hackenmiller. We will make up for that this year as we are scheduled to complete the following thirteen apprentices: Lyle Axelarris, Kimberly Bodding, Joe Bower, Kendall Chesnick, Aaron Emerick, Josh Hebb, Ely Holmes, Stephanie Illichman, Jennifer Ingram, Steve Kraft, Ryan Kramer, Karen Olson and Chris Smith. We extend our most sincere congratulations to these completing apprentices. The new collective bargaining agreement calls for all foremen to have training in First Aid/CPR, as well as OSHA 10. We are currently putting together a schedule of upgrade classes in those subjects to accommodate the current and prospective foremen. Training should take place starting in mid November. We will have our full upgrade schedule out to the members by December.

Piledrivers Training Center

The United Brotherhood of Carpenters and Joiners brought Piledrivers and Divers across the nation together to update the training books provided by the UBC Training Center. We have upgraded the curriculum to include the new books being published by the UBC. Welders working under old continuity letters need to come by the training center for a current test. The Piledrivers/Divers are looking forward to having possibly up to fifteen new apprentices this year that will start training on April 6, 2009. Kevin Hanley and Levi Allain will be the apprentice instructors with assistance from Kathleen Bugbee and Keith Montgomery for CPR, OSHA 10, and NSTC. Southern Alaska Carpenters Training Center

This has been a great year! A new improvement to the school this year is lighting for the yard. This will make it safer when building the cabins for classes in third year. There are currently 157 apprentices in the program and four instructors at the Training Center: Mike Houle, Dan Matthews, Aaron Combs, and Rick Shockley. Our upgrade instructors are: Dale Long, Doug Hopkins, Steve Engle, Frank Domokos, Kathleen Bugbee, and Bruce Muse. From Southeast Alaska we have Mike Sturrock and John Duncan.

The 4th year class started September 15th 2008 and will end October 24th 2008. The 3rd year class starts October 27th 2008 and will end December 17th 2008. The 2A year class starts January 5th 2009 and will end February 20th 2009. The 2B year class starts March 2nd 2009 and will end April 17th 2009. The 1st year class starts April 27th 2009 and will end June 19th 2009.

Instructor Mike Houle received the “Instructor of the Year” award from the State of Alaska Department of Labor and Workforce Development. Mike has been with the Southern Alaska Carpenters Training Center for 24 years. He goes out of his way to assist with problems with curriculum or projects. Mike has a great work ethic and is a motivator as he helps you pick up the pace if you are moving too slow on a project. He has great patience; if you were having difficulty with any of the math he makes sure you understood it before moving on. Mike has helped many apprentices turn their lives around to be able to work hard and make a good living. There are quite a few journeymen, foremen, superintendents, and owners on the job that have been taught by Mike. There are students currently in the program now that Mike has taught their parents the trade. I remember him telling me that if that happens, it is time to retire.

The Southern Alaska Carpenters Training Center took part in the Alaska Construction Career Days at the State Fair Grounds in Palmer. This event provided hands on experience with heavy equipment, welding, small tools, plumbing and wiring. There were also informational booths that provided information on working in the various construction trades. The Carpenters Training Center had hands on booths for nailing and running a screw gun. We also provided a booth for the painters and tapers for their demonstration. Apprentices from the carpenters union volunteered with the booths. We had 435 high school students show up for the event. It turned out to be a great event for the union construction trades!

Interested in Supplemental Insurance? One out of two people will need some type of long-term care whether at home or in a facility. The national average is approximately $72,000 per year, whereas in Alaska it is higher in the range of $120,000 per year. The Alaska Carpenters Union realizes this could be a potential problem for its members. We are establishing a sponsored group program with John Hancock, a leader in the long-term care insurance industry. There will be a series of workshops set up this fall to educate and offer long term care insurance to our members.

ID Card Requirements For Some Jobs - TWIC

The Transportation Security Administration (TSA) developed the Transportation Worker Identification Credential (TWIC) Program in response to the Maritime Transportation Security Act of 2002 (MTSA). MTSA requires use of a biometric identification credential by individuals who require unescorted access to secure areas of maritime facilities (Ports of entry) and vessels. Before issuing a TWIC, TSA must conduct a security threat assessment on the TWIC applicant. An applicant who, as a result of the assessment is determined to not pose a security threat, will be issued a TWIC card. To apply, simply visit the website: https://twicprogram.tsa.dhs.gov/TWICWebApp/ and sign up for a brief initial appointment. Should you be found eligible, a follow up appointment will be made to pick up your TWIC card. The TWIC card may be required on future projects. It can take up to six weeks to receive a TWIC card. If you anticipate that you may be working on a project that requires a TWIC card then you are encouraged to start the process now so that you will be ready to work when the time comes.
