By virtue of the authority vested by the Constitution in the Governor of theCommonwealth of Virginia, there is hereby officially recognized:

SCHOOL BOARD APPRECIATION MONTH

WHEREAS, the Commonwealth of Virginia is proud of its educational system and is appreciative of theefforts of local school board members to make the Virginia public school system an excellent place in which toeducate its youth; and

WHEREAS, local school boards have devoted themselves to providing high quality education to all studentsof the Commonwealth; and

WHEREAS, this year's theme "Turning Vision into results" serves as a testimony to the importance ofeducation in all walks of life; and

WHEREAS, the contributions of these men and women should be recognized and appreciated by all whobenefit from our public school system;

School Board Clerk Appreciation WeekFebruary 18-22, 2008

Proclamation

WHEREAS, school board clerks in each locality throughout our great Commonwealthare appointed by law to fulfill their duties and responsibilities; and

WHEREAS, school board clerks are responsible for keeping accurate records of themeetings and proceedings of the school board, a record of all receipts and disbursements,and a record of all official acts; and

WHEREAS, school board clerks perform such other duties in connection with the schoolbusiness of her county as may be required by the school board; and

WHEREAS, school board clerks maintain frequent contact with the public, includingparents, employees and the media, on behalf of the school board and superintendent, and

WHEREAS, school board clerks, in the performance of their duties, are often required towork extra hours attending school board meetings; and

WHEREAS, school board clerks join with school boards to help ensure that studentsachieve to their highest potential; and

WHEREAS, school board clerks provide an invaluable service for school boards andsuperintendents; and

WHEREAS, scho,ol board clerks are indispensable in notifying and scheduling schoolboard members for their training and development needs, the VSBA Board of Directorsdoes hereby recognize the third week of February as School Board Clerk AppreciationWeek in the Commonwealth of Virginia, and

WHEREAS, the Caroline County School Board joins the VSBA in recognizing the manyand varied contributions of school board clerks;

Now, therefore, be it resolved that at its meeting on the 11th day of February, 2008, theCaroline County School Board also recognizes the third week of February as SchoolBoard Appreciation Week.

Black History Month (2008)

Black History Month

WHEREAS, Virginians of all backgrounds and experiences contribute to our Commonwealth's rich culturaldiversity, storied history and promising future, and it is important for Virginians to recognize the positivecontributions to our society made by people of all heritages and races; and

WHEREAS, African Americans are prominent in Virginia and American history, and famous historian Dr. CarterG. Woodson, a native Virginian and the son of former slaves, brought this fact to the world's attention byfounding the Association for the Study of Negro Life and History, publishing several scholarly works andestablishing Negro History Week, the precursor to Black History Month; and

WHEREAS, our nation's first newspaper owned and operated by African Americans, The Richmond Planet,gave a voice to the daily struggles for freedom and equality of African Americans in Richmond and throughoutour Commonwealth and nation; and

WHEREAS, countless African Americans have figured prominently in their respective fields throughout the pastcentury, including such distinguished Virginians as Booker T. Washington, a pioneer in the field of educationwhose efforts to expand educational opportunities for African Americans led to the founding of the TuskegeeInstitute as well as many other institutions of learning throughout the South; Spotswood W. Robinson. III, formerChief Judge of the United StatfJs Court of Appeals for the District of Columbia; Mr. Oliver Hill, Esquire, whose1954 argument in Brown v. tr~ Board of Education of Topeka, Kansas mandated the integration of America'spublic schools; Mrs. Maggie Walker, a prominent civic leader and founder and President of the St. luke PennyBank, the first American bank established and operated by a woman of any race; the Honorable l. DouglasWilder, Virginia's sixty-sixth Governor and the first African American from any state to win a gubernatorialelection; the late Arthur Ashe, winner of the U.S. Open and Wimbledon tennis championships; legendary Jazzmusician Ella Fitzgerald, whose ageless voice was heard around the world during a career that included 13Grammy Awards; and Judge Roger Gregory, the first African American appointed to the 4th Circuit Court ofAppeals; and

WHEREAS, many other African Americans have made important contributions to our society, such as MartinLuther King, Jr., our nation's greatest civil rights activist who, along with his wife Coretta Scott King, became atrailblazer in the struggle for equality and justice for all our citizens; Ida B. Wells, the renowned writer, teacher,women's suffragist and anti-lynching crusader; Jackie Robinson and Earl Lloyd, the first African Americans tointegrate Major League Baseball and the National Basketball Association, respectively; Thurgood Marshall, thefirst African American United States Supreme Court Justice; and Rosa Parks, whose famous decision to remainin her seat symbolized the spirit of the Civil Rights Movement; and

WHEREAS, it is important to learn from the many lessons of history's failures, successes, disappointments andtriumphs as we continue to pursue our Founding Fathers' visions of liberty, justice and equality for all;

NOW, THEREFORE, I, Timothy M. Kaine, do hereby recognize February 2008 as BLACK HISTORY MONTH inthe COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.

RECOMMENDATION: Approve~ ng for enrollment of 10th, 11th and 12th gradeCaroline Hi School students in the 2008-2009Chesapeake Bay Governor's School

RATIONALE: Caroline Co ty students have participated in theChesapeake Bay Governor's School from its inception.During the 005-2006 school year, the program at theGovernor's chool expanded to include classes for 10thgrade stude ts. Caroline County has been allotted 28 slotsfor the 10th, 11th and 12th grade students in the 2007-2008school year. Because Caroline serves as host for theprogram, tw of our slots are provided at no charge. Thereis an increas of $100 in the cost per student which raisesthe total cos to $4500 each.

RECOMMENDATION: Approval of the Four Rivers Technology in Education Consortium GrantContinuation Application

RATIONALE: The Four Rivers Educa~ion Technology Consortium received an EnhancingEducation through Tecl1nology Grant beginning with the 2002-2003 schoolyear that was originally'designed to be a five year grant ending with the2006-2007 school year. Funding for a sixth year for the 2007-2008 schoolyear has been made available. The Enhancing Education throughTechnology Program was designed to provide opportunities for high need-school divisions, institutions of higher education, for-profit businesses, andpublic or nonprofit organizations to develop partnerships and consortiums.The primary goal of the Ed Tech Program is to improve student academicachievement through th~ use of technology in schools. The renewal orcontinuation application submitted to the Virginia Department ofEducation by the Four Rivers Consortium is designed to continue toprovide training to teachers in the use of technology to support math,science, and reading instruction in grades PreK-12. It will also provideopportunities to support the development of Instructional TechnologyResource Teachers (ITRTs) and increase the technology competency levelsof all educators. The artticipated funding is $212,337.18; however, thisamount may be increased or decreased based on the actual grant award bythe Virginia Department of Education. As a part of this consortium,Caroline County Public'Schools will continue to serve as the fiscal agent.

It is expected that this will be the final year of funding for this grant andthat there will be an opportunity to fonn another consortium and apply fora new grant in the future.

Special Education Advisory Committee Annual Reportto the Caroline County School Board

The Special Education Advisory I:ommittee (SEAC) works in partnership with Caroline County PublicSchools and other community agencies in an effort to ensure that the needs of students in specialeducation are being met. A list of projects and activities SEAC conducted or participated in during the..2006-2007 school year IS attachedl.

One of the purposes of the Special Education Advisory Committee is to meet with parents and other~)interested in supporting and improving the needs of students with disabilities. Based on those meetingj)and observations, we respectfully submit the following recommendations and concerns for yourconsideration:

~ The greatest unmet need facing the special education youth of Caroline County is in the area ofTransitioning. Many of our students graduate with insufficient life, social, or job skills training and/orindependent living planning. As a result, they are condemned to a life of reliance on disabilit~,benefits and dependency. If these same students were provided proper assistance in those ke~,areas through transition planning, they might be able to work and lead a more inclusive life withirltheir communities. We have j(jentified three critical components of transitioning that we recommendthe Caroline County School Board support implementation of;

.

Community Based Instrl~ction (CBI) -Incorporating community based instruction into thE~school curriculum for splecial education students would promote community awareness,collaboration, and assistance with transitioning to adult living. Partnering with local business andother community organizations to arrange opportunities for social interaction and job skills trainin~1within the community would assist our students 1n making progress toward Individual EducatiorlProgram (IEP) transition goals thus maximizing the students' potential for success in the post.secondary world. Gel op~lortunities would be beneficial for academic, behavioral, and socialskills, and generalization in a variety of real world settings. GBI would also facilitate datacollection for the Virginia Alternate Assessment Program (VMP) and the Virginia Substitute!Evaluation Program (VSEF') as Virginia requires evidence to be collected in a variety of settings;(i.e. school and community).

Vocationalrrechnical Cel1lter -Transition requires that students receive job coaching, useable!skills training, and work tovvard acquiring the skills for independent living. Another critical key toindependent living is self sufficiency and support followed closely by life skills. The ex1stin~,program at both the Middle and High School levels does not address these needs. Our student~;are not prepared for life after high school. It is more likely that a student with special needs willnot attend college but require vocational or technical education to sustain employment. Ourcurrent curriculum leaves no alternative except life-long dependency, poverty, and meaningless;existence. Although this was presented to the School Board last year and it was generallyagreed that Special Education job and life skills training opportunities would be incorporated irlthe plans for the new vot:ational/technical center, partnering with other community agencie~;would be an acceptable anld expedient way to accomplish this goal in the meantime.

Transition Planning -The addition of the Transition Coordinator has already proven to bebeneficial to the students of Caroline County. However, to be most effective we must now involve~the student, parent, community, and outside agencies in transition planning. Your continuedsupport of requirements within the transition planning is needed.

~ Additional Special Education Staff -SEAC supports any staffing identified by the SpecialEducation Department as nece~ssary to meet the needs of students in special education. When hirin~1new staff, areas that should be considered are: training, mentoring, support, and transition.

~ Competitive Wages -Staff 1hat have met "highly qualified" status and are endorsed in a criticcllneed area should be compensated at a rate that would be competitive with surrounding schooldistricts in order to attract qualified staff members and increase staff retention.

» ProActive Planning in regard to Community Growth -We support a very pro-active approachwhen determining the future educational needs of the community by Caroline County School Boar(jOfficials. We recommend that when developing plans for new schools, classrooms specifically suite(jto the needs of the severe and profound should be in ratio to existing students and projected growth.Consideration should be given to the needs of all students to include students requiring adaptivE~equipment and recreational facilities. It is imperative that staff knowledgeable about this type ofservice participate in these meetings from planning to implementation.

The Special Education Advisory Committee has committed to several projects for the 2007 -2008school year. These projects were already approved and are on-going until completion or no longerneeded. They are as follows:

Transition Packets -SEAC rnet with the new Transition Coordinator, Melinda Brown, and is in theprocess of finalizing a transition packet that will be distributed during J.E.P meetings to students andparents eligible for transition sE~rvices (beginning in Middle School) or at the request of the student orparent. It is expected that packets will be distributed during J.E.P. sessions in the spring of thisschool year.

Project Lifesaver -SEAC continues to collaborate with the Caroline County Sheriff's Office (SheriffLippa & Captain Moser) to prlDmote this project in the community. The Sheriff's Office has beer,successful in securing funding, providing training, and purchasing equipment so that this service i~iprovided at no cost to participants. Project lifesaver is tracking bracelet worn by people can becomeeasily disorientated or lost suc:h as people with but not limited to: autism, Alzheimer, dementia andmental retardation. This bracelet assists rescue personnel in quickly locating these person's if theyshould wander away or is reported missing.

Family Fair -To meet the rleeds of parental concerns, SEAC will once again collaborate withCaroline's Promise, PRC, and :SPED in organizing and holding a disability fair (Family Fair) which willinclude classes presented by the Department of Education, PEATC, DSS, RACAP, and otherpresenters. The fair will include breakfast, lunch, free child supervision, McGruff the Crime Dog andfingerprinting, a vendor fair, anl:/ door prizes. The event will be held on Saturday, April 19, 2008. We~invite you to attend.

On-site Visits -SEAC visited all Caroline County Public Schools during the 2006-2007 school year.The purpose of these visits was to become familiar with the instruction/class setup presently beingprovided to students with spel:ial education needs and to determine how the committee can bestassist or advocate for stude nits and staff. SEAC completed visitation of all schools located inCaroline County (report attached) and plans continue on-site visits during the 2007 -2008 schoolyear to both Caroline County s(~hools and outside placement.

2006 -2007 At-A-Glance

The Caroline County Special Education Advisory Committee (SEAC) is made up of individuals withdisabilities, parents or guardians of individuals with disabilities, community or civic organizations,business and industry, higher E~ducation, human services programs or public agencies providingservices for persons with disabilities, and/or citizens concerned with the care of individuals withdisabilities. The Committee met nine 11 times this year; four (4) regular meetings and five (5) worksessions/two (2) training sessioru).

October SEAC participated in the Harvest Festival (Oct. 2005) with the Parent ResourceCenter (table/booth providing information about SEAC, PRC and recruitment).

Project Lifesaver is now available in Caroline County through the Sheriff'sOffice. SEAC will continue to collaborate with the Caroline County Sheriff's Office(Sheriff Lippa & Cc3ptain Moser) to promote this project in the community. The Sheriff'sOffice has been :successful in securing funding, providing training, and purchasingequipment so that this service will be provided at no cost to participants.

To meet the neEids of parental concerns: the SEAC Committee agreed to onceagain work with Caroline's Promise, the PRC, and SPED on organizing and holding adisability fair (A Family Fair) and to include D.C.E., PEATC, DSS and RACCAP andother presenters.

November Development of :SEAC Member Training Module. State SEAC Training has beenprovided to all arl~a SEAC's beginning last Fall in Mechanicsville (attended by Ms.Childs, Ms. Gayle, and Ms. Rogers) and more in-depth overnight training during theSummer in Charlottesville (attended by Ms. Rascoe, Ms. Gayle, and Ms. Rogers).Information and resources obtained during these sessions have been used to developa required membE~r training/orientation program for the Caroline County SEAC. Allmembers have bel~n provided training.

Submitted SEAC Report and Recommendations to the School Board through theSuperintendent of Schools

Caroline's Promise commits to "A Family Fair"- Met with Ms. Darlene Keener,Coordinator for Ci~roline's Promise, who conveyed their commitment of $2500.00 tothis year's Family Fair and adoption of Family Fair. This year's date is set for March17, 2006. Committee will start lining up speakers, volunteers, vendors, and solicitingdonations.

December "Family Fair" -(~ommittee continues to focus on coordinating and scheduling thismajor event including solicitation of donations, contact speakers, distributing flyers inthe community, through the schools, and the PRC newsletter. Registration is ongoingthrough the week of the event

February Student Voluntet!r Training, Caroline High School -Child care training was providedby Title I -JessiE~ Rollins, and PRC -Susan Gayle. Instruction/role play on how towork with children with special needs was provided by Evelyn Rogers -parent of aspecial needs child. (68students attended -BETA, NJHS, NHS, JROTC, Caroline'sPromise, 4-H, FCCLA, and James Farmer Scholars)

Annual Report/Advocating for Vocational Center and Transition Coordinator.The committee and its recommendations were represented at the February Boardmeeting by Charles Tillapaugh during public comment and Evelyn Rogers underspecific agenda: Special Education Recommendations/Report. Mr. Tillapaughsupported the Ineed for a Transition Coordinator and full funding of allrecommendations and needs as represented in the report and by the SPEDdepartment. Ms. Rogers briefly spoke about the upcoming "Family Fair" event andasked the Board clnd Public to come out in support of the project followed by highlightsof SEAC Recommendations with specific emphasis on Transition needs to include aTransition Coordinator and Job skills/task training for students unable to obtainvocational certification or diploma in a specific job field. Ms. Rogers also emphasizedthe need for ac<!uiring and retaining highly qualified paraprofessionals/aides andteachers in special education which a focus on competitive salaries and incentives.

"A Family Fair" -Continued planning and organizing the event. Developed Flyer anddistributed to all ~;tudents/staff CCPS's, local businesses/organizations, and throughthe Parent Resource Center Newsletter also: registration of vendors, presenters, andparticipants; confirmation packets mailed; solicitation of freebies/giveaways from localmerchants, busiru9sses and other organizations; assembled participant, vendor, &presenter packets and folders; etc...

March "A Family Fair"- Event was held on March 17, 2006 and attended by approximately200 participants including students, student volunteers, child supervision providers,children needing child supervision, teachers, parents, vendors and presenters.Feedback was exc:ellent.

April "A Family Fair" --Wrap up: distributed certificates of recognition and participation toteachers, organizcitions, community volunteers and contributors also generated finalreports, disassembled registration packets and giveaway bags.

On Site Visits -~)EAC Members began on-site visits to all schools on Thursday, April19, 2007. The pulrpose of these visits is to become familiar with the instruction/classsetup presently being provided to students with special needs and to determine howthis committee can best assist or advocate for these students. The Committee hascompleted visitation of all schools located in Caroline County and plans are underwayto visit facilities that service students in outside placement.

May Student VolunteEir Reception -Held at Caroline High for all students that participatedin "A Family Fair". Students receive certificates of participation, small tokens ofappreciation, and refreshments are served. SEAC obtains excellent comments andfeedback from teeln volunteers during the reception.

Annual Plan -SEAC reviews the Annual Plan with the SPED Director, Lisa Roarty.

Transition Packe'ts -SEAC will hold a meeting/work session to develop a transitionpacket to be distributed to all students, parents, and teachers prior to eligibility fortransition so that informed, specific advanced transition planning may occur.

When visiting the schools in Caroline County, the overall staff attitude was very warm andwelcoming. They seemed to appreciate the time taken by our committee to come in and viewtheir schools and answered all questions candidly. The Special Education Advisory Committeehad at least three to four persons attending each on-site visit and the consensus of all membersattending was that we have some very excellent, dedicated and compassionate professionalsworking with our students. It should be noted that the conditions, equipment, materials, andsupport wasn't always the most conducive to achieving the greatest success, however staff wasvery good at improvising and compensating to be as effective as possible.

Generally across the board all our schools are in need of better support or assistance in the areasof technology, appropriate or grade level reading and learning materials, staff training, adaptiveP .E., Community Based Instruction, Life Skills training, equipment, suitable and well-equippedclassrooms, additional staff, Xerox machines, and opportunities for development of social skills.

The Special Education Advisory Committee recommends that on-site visits become an annualprocess by which unmet needs in Special Education Programs of Caroline County can beascertained and progress toward meeting those needs can be measured.

Attached you will find my notes from each school visit and their identified needs (per ourconversation with staff and principals). Hopefully, as you peruse these notes they will assist youin becoming more familiar with our Special Education Programs.

Background -Ladysmith Elementary has 65 SPED students, 5 teachers (all highly qualified), 5instructional aides, 2 one-on-ones, and 3 highly qualified paraprofessionals.

Classrooms include:.2 Self Contained -Mrs. Bland, severe and profound (8 students, 2 outside placement)

& Mrs. Brown, 4th & 5th grades (7 students)..1 Third Grade Resour~e classroom (10 students) w specific pullouts and

collaboration classes in Math Science and Social Studies also 1 aide within the

classroom..1 Fourth Grade Resour~e classroom (17 students) similar setup as other resource

class.

Classroom setup was very conducive to providing a good learning environment for the studentswith the exception of a shared trailer where noise could be distracting to the other classroom.

Needs -Several needs were identified and discussed

built to support the present population needs especially Special Education.

RECOMMENDATION: Informational.

RATIONALE: It is the responsibility of the Caroline County School Boardto detennine the name of schools in the division. SchoolBoard policy, File: FF A, states that the Board will solicitand accept input from the public regarding school namesbut reserves the right to make the final decision regardingthe name of any school. Suggestions regarding the name ofa school must be in writing, must state the name of theperson or group making the suggestion, and must state thereasons supporting the suggestion.

No school will be named for a living individual. Schoolsmay be named for individuals who have been deceased forat least ten years.

Renaming Committee Members: Michelle Hinegardner, Margaret Watkins, JudyBelcher, Teresa Hicks, Catherine Denniston, Amy Palmi

For Ladysmith Primary School to celebrate a new beginning as a K-5 school, we look tothe rich history of Caroline County. The historical building blocks for our school beginwith Ambroise Madison, one of the king's magistrates charged with establishing CarolineCounty. He was the great grandfather of President James Madison, whose parents residedin Caroline County. The name Madison Elementary is recommended to reflect thehistorical significance of our ancestry.

Caroline County School Board seeks to recruit and retain the best possible qualified applicants,ensuring that all openings are properl~ advertised to give all interested parties the opportunity to beconsidered. RECOMMEND~TION: Informational

RATIONALE: The Superintendent of Public Instruction has announced January1 through July 15, 2008 as the period during which the 2008Triennial School Census will be conducted and completed.

The triennial census count is used to distribute the estimatedone percent sales and use tax proceeds to school divisions as apart of the Basic Aid funding fonIlula.

School divisions will be required to submit a summary count ofall persons ages 5-19 residing in their respective counties, cities,and towns. This count reflects all children residing in CarolineCounty and the towns of Bowling Green and Port Royal, notjust students enrolled in the school division.

The summary data is due to the Department of Education byAugust 15,2008.
