The Caroline County Board of Education

Dear Parents and Community Stakeholders,

I am privileged to be serving as the Interim Superintendent for Caroline County Public Schools (CCPS) for the 2014-2015 school year. To that end, I share this Annual Report with you in excitement! This report showcases CCPS progress and articulates the accountability measures we use to ensure we are preparing our students to be college and career ready. It is important that every citizen understands the complexities of our school system and the levels of success our students are achieving.

The impact of education on the economic productivity of an individual continues to grow. The comparative potential income for a college or career ready graduate when compared to someone who fails to graduate from high school, has never been greater.

I encourage you to review this information with a critical eye. There is much to be proud of in Caroline County. Our graduates have

historically gone on to highly productive adult lives. Many of the currently enrolled students will continue that tradition. At the same time, many challenges remain. We must continue to show improvements. We will continue to evaluate our resources, provide training for our staff, and set the bar high for students. We will continue to strive for that highest level of a “world-class” school system.

I thank you for your continued support of our school district. I believe our partnership establishes a positive environment for our students to be successful. Your comments and suggestions are valued and welcomed.

About Caroline County Public

Schools

• There are five elementary schools, two middle schools, two high schools and one career and technology center.

• Caroline County Public Schools has an enrollment of 5550 students in Pre-Kindergarten through Grade 12.

• Students are served by a total of 500 certificated staff and 360 support staff.

• The average student teacher ratio is 20-1 at the elementary level and 16-1 in the secondary schools.

• 61.1% of the system’s teachers have an advanced professional certificate and 36.4% have a standard professional certificate.

• Approximately 14 Advanced Placement courses are offered in both county high schools, along with dual enrollment option with area colleges.

• The ethnicity of the student population is as follows: White 66.5%; African-American 15.9%; Hispanic 9.8%; Asian & American Indian/Alaskan 1.4%; and students who identify themselves as two or more races 6.8%.

• The Special Education Department serves approximately 590 students.

• 54.6% of the student population qualifies for free and reduced meals.

• There are 330 English Language Learners (ELL) in Caroline County Public Schools.

• Health Centers, in partnership with Choptank Community Health system, in nine of our schools.

• All 10 of the county’s schools have earned Energy Star® certification. Solar arrays are at three school campuses.

• 16 National Board certified teachers.

Chad Shelly, Caroline County Teacher of the Year

Mr. Chad Shelly was chosen as the 2014 Caroline County Teacher of the Year.

Mr. Shelly has a Bachelor’s Degree in Science Education from Indiana University of Pennsylvania. He has his Master’s Degree in Chemical and Life Sciences form the University of Maryland.

Mr. Shelly teaches the Project Lead the Way Biomedical Program at Colonel Richardson High School and will be a Master Teacher at Stevenson University. He also teaches HSA biology and is the advisor of multiple clubs.

Additionally, Mr. Shelly is an active leader in technology in the classroom, mentor, and tutor for HSA remediation. He feels that his greatest accomplishment in education is developing unique ways to challenge, motivate and engage all students.

Preston Elementary School Renovation & Addition

• Original construction – 1971 – 46,900 square feet

• Total renovation & addition of 15,390 square feet

• Architect selected – November 2011 – King, Asbury & Associates • Project approved for planning and partial first year funding – FY 12 ($350,000) • Construction company selected – March 2012 – Whiting-Turner • Inclusion of Energy Performance Contract guaranteed savings - $400,000

! Original oil fired boilers being replaced with geothermal system ! Solar panels on roof for electricity generation

• Purchase of selected mechanical equipment with local PayGo funds - $95,000 • Construction started – March 2014 • Anticipated substantial completion – Late spring 2016 • Total project cost - $16.3 million

Caroline County Public Schools Highlights & Achievements

! Linda Hopkins, Lead Teacher for the Early Head Start program at

the Federalsburg

Judy Center, received the Maryland Family Network Family Staff Award.

! Denton Elementary, Greensboro Elementary, Preston Elementary and Lockerman Middle School received the Bronze Award for implementing the Positive Behavior Interventions and Support (PBIS) program.

! Colonel Richardson High School received the Silver Award for their PBIS program.

! Federalsburg Elementary, Ridgely Elementary and Colonel Richardson Middle received the Gold Award for their PBIS programs.

! Dr. Andrea Berry-Opher, Supervisor of Minority Student Achievement, published

her first children’s

book – “Stand

Stall, Stand Proud

and

ASPIRE.” ! 2014 Elementary School 5th Grade County-

wide Spelling Bee winners: First Place – Lindsey Groves (Greensboro Elementary); Second Place – Jaylen Miles (Denton Elementary); and Third Place – Meadow Timmons (Denton Elementary).

! North Caroline High School student Joshua

Becker was named a National Merit Scholarship recipient.

! Dr. Kari M. Clow, Preston Elementary Assistant Principal, earned her Doctor of Education degree in Educational Leadership and Innovation from Wilmington University.

! Kyleigh Harding, GES 5th grader, had her artwork selected for the 2014 Board of Education holiday greeting card.

! Josh Becker, Hunter Geisel and Jada Taylor, NCHS students, placed 2nd in team competition at the Salisbury University Eastern Shore High School Mathematics Competition. Geisel placed second in individual competition.

! Samantha Pauley, NCHS student, was selected to participate in the 2015 Maryland All State Senior Mixed Chorus.

! Colonel Richardson Middle and Lockerman Middle School students chosen to participate in All Shore Chorus: Cameron McMahan, Rorie Garland and Jade Pearl.North Caroline High School students chosen to participate in All Shore Chorus: Leeann Sard and Sean Priest.

! Lockerman Middle School and Colonel Richardson Middle School students chosen to participate in All Shore Band: Zachary Higgs, Forrest Geisel, Harrison Ghrist, Thomas Smith, Brandon Jester, Thomas Cheezum, Mackenzie Whitby, Cassandra Brey, Ty’Asia Jenkins and Amaya Greene.

! Colonel Richardson High and North Caroline High students chosen to participate in All Shore Band: Hunter Geisel, Arden Miller, Julianna Wedding, Stephen Ganong, Mikaela Walton, Tyler Smith, Nick Lewis, Zoey Hacker, Emma Hacker and Blair Armes.

! Noah Ferkler, Jayson Herlth and Michaela Simmons, North Caroline High school students, who placed first in the state in the Fall Stock Market game.

! Kathryn Belmonte, an 8th grade Lockerman Middle School teacher, earned her National Board Certification.

! Colonel Middle and Lockerman Middle both had teams who placed first in the LEGO League Robotic’s Regional Qualifier.
