As we celebrate the Fourth of July, and upon review of the City of Folly Beach Comprehensive Plan, it is encouraging and significant to recognize that citizens are proud and committed to serving and participating in Folly Beach clubs and organizations. The City has such a diverse and comprehensive range of civic engagement opportunities. The submissions to The Sandspur certainly reflect this dedication to community service. Additionally, the City page and articles written by City officials and staff surely demonstrates public service.

As usual, the Civic Club will not meet during the months of July and August. Therefore, we will be meeting in September and feature a presentation by the Mayor and the staff. Folly’s very own Dr. Doolittle spends quite a bit of her time aiding animals of all shapes and sizes. Her love and care for all creatures is evident at any time her services are needed. For example, someone called in that a baby duck had fallen through one of the sewer grates. It was yelling for its life as any creature would. Carol was called and Folly’s finest pried off the sewer grate and Carol put her hands into the putrid water to rescue not a duck, but a poor little wood frog. She took him home to make sure he was ok.

Carol has the credentials to care for most wildlife or she knows who to contact to get that care. She has an entire page of honors and accolades from across the country. She also volunteered during hurricane times and is always ready to help any living creature.

She successfully raised monies to build the Pet Helpers on Folly Road. Pet Helpers also has received a grant that will aid folks who need help paying for vaccinations or spay or neuter for their pets These funds should last a couple of months.

Next month, we will learn about some of her most unusual rescues...

...Some things just don’t change! Happy July 4!

Summertime

And the livin' is easy Fish are jumpin' And the cotton is high Oh, your daddy's rich And your ma is good lookin' So hush, little baby Don't you cry One of these mornings You're going to rise up singing Then you'll spread your wings And you'll take the sky But 'til that morning There's a'nothing can harm you With daddy and mammy standing by.

The Gershwin House...then and now!

Fellow Citizens,

Well, it is here, the 4th of July, our largest celebrated

secular Holiday! Of course, I do not have to tell

anyone who has lived at Folly for longer than a year

how large the 4th of July really is. We have all experienced being

captives on our island for that time of celebration as thousands of

people descend upon the beach to celebrate, whether it is sun-

bathing, surfing, swimming, boogie boarding, picnicking with

family and friends, or just sitting and relaxing to the sounds of the

ocean and seabirds. Everyone loves the beach!

While considering what to write about the 4th, I thought it would

be nice to dispense with some of the usual reports of the city and

think about how this time came to be. We all know the time-

honored history of our Founding Fathers, and Ladies in the back-

ground of the time, we know the stories of many great battles

fought, won, and lost by those stalwart men of the Continental

Army. If not, then I would encourage you to dig into these

historical facts a little deeper. I bet you will be astonished to find

exactly how much the State of South Carolina, Charleston and our

surrounding area was involved in the war of Independence. From

Francis Marion, The Swamp Fox, to the last battle fought in this

war on James Island! We, South Carolinians answered the call.

While getting ready to write this article I could not help but to

think about a couple of my favorite quotes from that time. First

from the Declaration of Independence,

“I am well aware of the toil and blood and treasure it will cost us to maintain this declaration, and support and defend these states. Yet through all the gloom I see the rays of ravishing light and glory. I can see that the end is worth all the means. This is our day of deliverance.” John Adams

“Equal and exact justice to all men? Freedom of religion, freedom of the press, freedom of person under the protection of the habeas corpus; and trial by juries impartially selected, these principles form the bright constellation which has gone before us.” Thomas Jefferson

Finally, my favorite quote from a man we all know for many saying and inventions we still use today. That famous Statesman, author, and inventor Benjamin Franklin :

“ We must all hang together, or assuredly we shall all hang separately.”

I think he sums up the thought behind our great nation, whether it is in the throughts of Independence, a World War, a national election, a state election, or a Folly beach issue or election. At the end of the day, when all discussion and debates are over, we must rally around the decisions made for the good of the Majority. This is not easy sometimes, but as Ben Franklin said, if we don’t hang together to face the problems/opportunities, we will hang (or fall apart) separately.

Off my Soap Box for now! As always if you need to talk or answer a question don’t hesitate to contact me:

[email protected] or 843 7290298 Mayor Tim

Big thank you to Mayor and City Council for having the vision to get the job done. It turns out that it was a great time to take on a project of this size during the pandemic before labor and material prices started to soar as we are seeing now. It is good to be back in After 9 months of temporary trailers, pandemic response, a hurricane season, and the normal ins and outs of daily life, we are excited to have the City Hall interior renovation completed! The new building maximizes natural light with all the windows serving offices and the new Council Chambers. It is a much better layout of interior space for Mayor, City Council, City Staff, and service to the residents of Folly Beach. Please stop by and see us when you have time. Pay a water bill, pull a permit, or simply come say hi and check out the new space.

Finished in 1997 the original layout provided service to the City for 23 years and now with the new layout and use of space, we hope the building will serve the City well for another 25 to 30 years as designed.

Friends,

June wrapped up with schools getting out, which definitely showed in our busy island and beachfront. We completed two days of ocean rescue training, partnering with Kiawah Island’s crew. We also finished June with two new Officers. Officer Conner Bryant is from Myrtle Beach, SC and comes to us after a career in the US Coast Guard, and previous law enforcement experience in Virginia as a marine enforcement officer. Officer Carter Honeycutt is from James Island, SC. He doesn’t have previous law enforcement experience, but has a degree in criminal justice and appears to have a servants heart and a desire to make a positive impact in his hometown beach. We are excited to have them on board to assist with this already busy summer season.

July 4th weekend, even without the fireworks, will be staffed with our entire cadre of officers and firefighters to prepare for the inevitable influx of visitors and calls for service. Looking forward through the rest of the month, we plan on continuing our marine patrols and rescue training. Last month and moving into July, we have staff attending courses covering unconscious biases, dealing with the mentally ill, patients or suspects suffering from excited delirium, and safe identification, handling, and treating situations involving the dangerous drug Fentanyl. We appreciate the support of the Mayor and Council in our new budget. We will start the outfitting of our cruisers with new AED’s, and continuing our training path to eventually provide ALS medical services to the community. We have had great luck with our hybrid patrol cars from last budget and look to continue that trend setting green initiative.

As always, I want to continue to thank those of you that call in con-cerns and issues you find, we appreciate the community involvement in keeping our city safe. Additionally, I always welcome feedback of interactions you have with our staff, we strive to provide professional services you expect. My email address is [email protected] Our non-emergency call in line is 843-588-2433. 911 is also available in emergencies as always. Be Safe,

The Planning Commission has updated the 2015 Comprehensive Plan through rigorous research and meetings over the last year and a half. On June 7th, 2021, the Planning Commission voted to recommend the updated draft of the 2020 Comprehensive Plan to Council for approval. The updates by the Planning Commission are:

• Updated all elements with 5 Year Update language to show change and progress in the information outlined in Section 1: Existing Conditions.

The elements updated included: Population, Economics, Natural Resources, Cultural Resources, Community Facilities, Land Use, Transportation, and Priority Investment.

• New element (Resilience) was written in accordance with state law. It is a requirement for this element to be included in all Comprehensive

Plans. It addresses natural disasters, climate change and adaptation strategies.

• In Section 2, Public Input was gauged through a survey and measured how much the City has achieved in the goals outlined in the 2015 Compre-

hensive Plan. The survey also asked for citizen input on what goals were missing and what new long-term planning issues had arisen in the last five years. In Section 3, needs, goals and implementation strategies were updated to reflect progress, whether they were carried out, studied but no action taken, or action still required. New goals were also added based on 5 Year Update language and new Resilience Element. A public hearing will need to be conducted as the next step of the process after Council reviews it and remands back to Planning Commission. Katie Gerling Planning and Zoning

The Sandspur

Folly Beach Turtle Watch volunteers have been extremely busy

lately. We currently have 36 nests. We’ve also had 25 false crawls.

Once again, we want to remind everyone to please turn off all

beachfront lights. This also includes flashlights on the beach at

night. Lights are definitely one possible reason why we’ve had so

many false crawls. It’s extremely important to keep the beach dark

at night when hatchlings begin to emerge in August. They go to-

wards the first light they see and the light disori-

ents them away from the ocean, it can be very

detrimental to them. Thank you for supporting

our turtles.

FOR CONSIDERATION FOR THE 2022 CALENDAR

Where is this Mystery Folly Location? ?

Connecticut Wins the Day!

Just before dawn on July 10, 1863, four thousand five hundred Union Infantry of the 7th Connecticut, 48th NY, 98th Maine, 3rd NH, 76th PA, and the 6th Connecticut began crossing Light House Inlet to invade Morris Island. Meanwhile, out in the Atlantic Ocean, Union monitors (heavy armored gun boats) Catskill, Montaur, Nahant, and Weehawken, steamed into range of the Confederate positions catching them in an enfilade (being fired upon from the side). Their commander was Admiral John Dahlgren. Under fire from Folly Island and the fleet in the Atlantic, the Confederate artillery fire became sporadic and inaccurate. Union Barges debarked their infantry who assaulted the Confederate works led by the 7th Conn. The 6th Conn. captured several batteries by the ocean.

After fierce fighting and the death of their Commander, Captain Haskell, The Confederates began to retreat back down Morris Island toward Fort Wagner which was their strongest fort. Confederate reinforcements of the 7th SC Battalion and the 20th SC who had landed on Cummings Point and had run the length of Morris Island were not able to stem the Union advance. Casualties were 106 Union and 291 Confederate, but the Union was now secure on Morris Island and ready to move forward against Fort Wagner. With the capture of Fort Wagner, the Union would be in range of Fort

Sumter and could aid the fleet in its capture.

...and now you know.

Yard of the Month by Lynn Ray Smalley

July's Yard of the Month recipient is Sally Lanford at 342 Shadow Race Lane. One year ago she acquired her dream house and began landscaping with native plants for butterflies and bees with the prospect of someday having a beehive of her own.

Numerous sagos were culled from the yard to open up beds and showcase plants such as the gracious pink mimosa in the right bed. The roadside bed is lined with blue daze as a deer deter-rent. Purple passion flowers form the next procession. Tall palmettos are present with lavender society garlic, purple plumbago and yellow lantana to entice butterflies below. White cone flowers, purple salvia, and scabiosa form the kaleidoscope of yellow, purple and pink Dr. Seuss like plants.

Both side beds are grounded with preexisting palmettos and Indian hawthorns, one on the right side hosting a birds nest within. The ubiquitous purple plumbago, passion flowers and yellow lantana thrive. Purple butterfly weed and white guava contrast in the far left bed with the textures of jo jo weed, muhly grass and a grand sago palm.

Palmettos and white crepe myrtles offer symmetry to her home's entrance. Birds are attracted by wild blackberries on a crepe myr-tle while haints are trapped in a traditional blue bottle tree to the left.

A tiny bed at the entry is watched over by a hot pink metal flamin-go painted by her daughter. Variety is key here with a gifted spotted geranium and purple Mexican petunias amid sage and lavender.

The Garden Club is honoring summer vacation and hopeful for renewed meetings in September. Happy and Safe 4th of July!
