CARNATION ELEMENTARY EXTENDED DAY PROGRAM

PLEASE NOTE: This handbook is a supplement to our Carnation Elementary Student/Parent Handbook for all Carnation students. All rules in the CE Student Handbook also apply to stu-dents in the Extended Day Program. Welcome to the Carnation Elementary Extended Day Program. We serve Carnation Elemen-tary families by providing quality before and after school childcare for children in grades K-5th. This handbook provides you with information about our program and includes current fees and pay-ment options, our purpose, location, eligibility, program size, hours of operation, holiday and weather related closures, as well as our operating guidelines and procedures. We hope that this handbook will help you better understand our Extended Day Program. PURPOSE

Our Extended Day program is a before and after school care program for K-5 school age children. We are building an enrichment based program to provide students many new op-portunities to explore and expand interests and skills.

ELIGIBILTY To be eligible for enrollment in the Carnation Extended Day Care Program a child must be of school age and enrolled in the Riverview School District. If and when the Extended Day Program reaches a point that it must accept children on a pri-ority basis, the priority of acceptance will be full-time children with a deposit. The date of the application and deposit will determine placement on the waiting list. It is our intent, however, to hire qualified staff and secure space for all who are in need of child care during the work day.

KINDERGARTEN EXTENDED DAY

After Kinder care is available based on enrollment. Eight or more students are required to run the program. If you are interested, please contact Belinda Farhner, Coordinator.

EXTENDED DAY SCHEDULE Our program revolves around a structured yet flexible schedule. In the mornings, students go to the gym from 8:00 – 8:30 on Tuesdays and Thursdays. Art projects, cooperative games, puzzles, and lego building projects are examples of children’s activities. Homework assistance is provided. In the afternoons, students have snack, outdoor play, 20 minutes of homework time (silent work if they don’t have homework), and choice activities. Once a week the students have access to the computer lab. We use snack time as an opportunity to teach students to use good manners, practice please/thank you, and to clean up after themselves. Games and puz-zles teach cooperation and encourage the building of friendships. Art projects stimulate their creativity and often revolve around the holidays.

WHEN WE ARE OPEN

The Riverview Extended Day Program typically operates on regularly scheduled school days, according to the annual Riverview School District Calendar. The Extended Day Program opens on the first day of school and remains open until the last day of school. There is no extended day after school on the last day of school.

Our program will be open during Early Release Days, and half days for Parent/Teacher Conferences. The early release schedule will be 2:15pm to 6:30pm. Half day/early release service has been removed from the basic plans. A fee of $15 per day for early release service (2:15-3:30) and half days (12:45-6:30) has been added. Parents will need to pre-purchase half day/early release day vouchers in 7 day blocks. Please contact Regan Doyle at 425-844-4511 or [email protected] to purchase vouch-ers; they cost $105.00 for 7. We will provide the Daycare Coordinator with vouchers for each child so attendance/payment can be tracked. Vouchers will only be used on days you use the service for early release or half day services. The purchase of a seven day block of half day service does not necessarily mean that the service will be used consecutively. The Coordinator will email you when your supply is getting low.

If the school is closed for In-service Days, teacher work days or vacations, there will be no Ex-tended Day Care service on those days. The school and Extended Day will be closed on all major holidays: Veteran’s Day, Thanksgiving and the day after, Martin Luther King Jr. Day, President’s Day, and Memorial Day. School will be closed for Winter Vacation, Mid-Winter Break, and Spring Break (see school calendar for dates). There will be no Extended Day Care Program during those vacations closures. If school closes because of inclement weather, power outages, flooding or any mechanical mal-functions within individual buildings, the Extended Day Care Program in that building will also be closed. Please check your radio or TV stations or check the Riverview website at: www.riverview.wednet.edu before coming to the day care dur ing these times. Please be sure the Extended Day Care staff is present before leaving your child at school and sign your child in. If the school closes early, students must follow their Emergency Plan that is on file in the school office. During an emergency early release, day care will not be provided. The school will fol-low the Emergency Plan you have provided. Extended Day cannot BE your emergency plan, students must leave the school building and day care will not be provided for the safety of the staff as well as the children. If school starts late because of weather conditions, the Extended Day Program will operate at the usual time.

Program Policies and Procedures

Abuse Issues Staff members are required by Washington State Law and RVSD Policy to report any suspected incidents or physical, sexual, or emotional abuse or neglect to police and/or Child Protective Service (DSHS or CPS). If you have questions about what actions might need to be reported, please check with the school principal or counselor.

Custody Concerns In the absence of appropriate legal documentation, we must consider that all children are in joint custody with legal parents and guardians. If a restraining order or other documentation ex-ists barring a parent, guardian, or other individual from contact with a student, a copy of that order or documentation must be filed with the child’s school and with the Extended Day Coor-dinator. Special notations are made on the emergency cards so that restrictions are noted by all appropri-ate school staff. We request that a custodial parent or guardian sign all permission slips and school forms. Custodial parents and guardians should make sure to specify to the school who is allowed to have contact with, or leave the school premises with a student. In the event that a child is to leave school before the end of the school day, it is requested that the custodial parent or guardian call the school in advance to specify who will be accompanying the child. All chil-dren who are leaving the school grounds during the school day must be signed out in the main office.

Emergency Contact Numbers All parents are REQUIRED to have on file with the Extended Day Program, accessible phone numbers (work, home and cell) and have the names of at least two emergency contacts to call in case you cannot be reached. Failure to comply can result in children being excluded from the program. Please update your phone numbers any time changes occur. *A cell phone number that can reach you immediately should also be listed as your priority phone number.

Homework Homework help is available and a part of our daily schedule in the Extended Day Program (20 minutes of quiet time per day) for homework or reading. Homework is for enrichment and practice with the purpose of increasing the potential for long term retention of content. It is very important to the learning process and development of good study skills. At Carnation, homework is typically assigned at least 4 days per week. We use the concept of assigning 10 minutes X the grade level of homework per night. For example: 2nd grade = 20 min. per night, 4th grade = 40 min. per night. After recess at about 4:45, our caregiver announces that it is homework time. Many times the children in the daycare say they don’t have any homework. All we can do is encourage them to work on their homework. We can set the time aside for homework but it is ultimately the child’s responsibility to get it done and use their time wisely. We can use your help in encouraging them to do so.

Health & Safety The Extended Day Program follows the Riverview School District guidelines for health related issues. Parents will be notified immediately to pick up any child who is vomiting, coughing profusely, has a suspicious rash, or has a temperature of 100 degrees or more. The Carnation school office opens at 8:00am and closes at 4:30pm daily so children who become ill will typi-cally be taken care of by Extended Day staff, not the office staff. The school Health Room (located in the front office) is an important aspect of our school. Kristen Sulzer-Uselman is the district nurse who works regularly and supervises our office/health room staff. If your child becomes ill while at school or in the Extended Day Program or receives an injury that requires further medical attention, you will be notified immediately. If your child appears to be ill in the morning before school, please DO NOT send him/her to school. The following guidelines are used across the district to assess a child’s health to know when to send them home or when you should keep them home:

▪ Temperature of 100 degrees (F) or more

▪ Vomiting or diarrhea

▪ What appears to be pink eye, with or without drainage, until treated

▪ Lice, lice eggs, or scabies until treated

▪ Chronic cough

▪ Injury that needs medical attention

Medical Emergencies In the event of a medical emergency that requires professional aid, school personnel will call 911 and notify parents. IT IS IMPERATIVE THAT ALL EMERGENCY INFORMATION (Emergency Cards) BE KEPT UPDATED DURING THE YEAR. If it is determined by the aid personnel that a hospital assessment is necessary, a staff person may ride in the ambulance with the student and remain at the hospital until a parent arrives.

Medication Students who must take medication, either prescription or over-the-counter, MUST have writ-ten instructions provided and a signature from the physician and parent/guardian on the Medica-tion Authorization Form. A copy of the Medication Authorization Form may be obtained in the school or district office. All medication will be left in the school Health Room. Only medica-tion that needs to be taken during school hours should be brought to school (medication needed three times per day should be taken before and after school and before bedtime). Please consid-er the health of your child and the health of other students when deciding whether to send your child to school with medication.

PARENT RESPONSIBILITY FOR NOTIFICATION of STUDENT ABSENCES AND CHANGE IN SCHEDULE

We welcome you to our Extended Day Program and trust that it will be a great program and service for you and your child. Since safety is a main concern we ask that the parents accept the following guidelines and responsibilities: Please sign your child in and out as they enter and leave the before and after school

program. Children will not be released to any person who is not on their release card or without a signed note from a parent/guardian. We may request to see the ID of the person picking up your child.

Please notify the Extended Day staff by a phone call or by a note that your child will

NOT be attending a scheduled session. If the staff believes a child should be in the program and is not present, a phone call to the parents will be made. NOTE: This phone call is in addition to calling in your child’s absence to the main office for school absences. You should call both places if your child is absent from school.

Please pick up your child by the program closure time (6:30pm). Lateness will result in

an additional charge of $15.00 for every 15 minutes late. Chronic lateness may result in termination of services (as determined by program coordinator and director). The Extended Day staff will notify the Program Director of habitual lateness. Corrective action will be taken.

STUDENT RESPONSIBILITY

All children enrolled in the Extended Day Program will strictly adhere to all regular school and program rules (as listed in the school Student Handbook and/or this Program Hand-book). Please refer to our Extended Day Discipline Policy for expectations and consequence of mis-behavior.

Please notify the Extended Day Care staff in writing of any day or time schedule changes that may occur regarding your child’s attendance in the program.

STUDENT DISCIPLINE POLICY Everything that we do in our Extended Day Program will be to protect the safety

of self and others and will promote respect for people, boundaries, and personal and school property. Expected Behaviors:

Use respectful, appropriate, and kind language. Don’t cause a problem for yourself or anyone else. If you do cause a problem for yourself or anyone else, each situation will be dealt with in a fair

and equitable manner for each person involved. Show respect for all personal, school and program property. Work and play in a cooperative manner. Observe school and program safety rules. Beliefs:

Children are responsible and accountable for their own behavior Children need to know healthy boundaries, expectations, and limits Staff will model appropriate, respectful, and professional behaviors Results:

Achievement Respect Freedom Fun Procedure for progressive discipline with students: When a child misbehaves, the Extended Day staff will: 1. Meet with the student to identify the problem and work on a solution to change the behavior and/

or identify the reason behind the behavior. 2. Give a Student Warning (if appropriate). 3. Call or notify the parent and identify the problem and plan for a solution and success for the

child. 4. For more severe behavior situations a “White Slip” may be given. (see school handbook) 5. Contact the building’s Program Director/Principal and/or the Program Coordinator. The Extended Day Program will focus on giving your child responsibility, respectability, and relia-bility. We believe in creating a day care climate where an unconditional high regard for one another is seen, felt, and heard. The staff will model and expect this behavior from each other, the children in the program, and the parents and community members involved with the program, so that the pro-gram will produce a proactive effect. Please contact the Extended Day staff, the Program Coordinator, or the Program Director (School Principal) immediately regarding a discipline issue or concern. We want your child to feel safe, se-cure, happy, and enjoy coming to Extended Day Care every day. IMPORTANT: We expect children to manage their own behavior, language, and self at all times. Any student who endangers him/herself and/or others or is disrespectful to staff may be dropped from the program at any time.

FEES AND PAYMENTS

Fees are assessed on a flat scale per month and are due on the 5th or the 20th of each month from September to June. The Riverview School Distr ict r equires automatic payment withdraw completed through the school district office using the attached forms and a voided check. All fees are considered late if they are not received by district office on the due date. A $25.00 NSF fee will be assessed for each NSF occurrence. Please do not send your child to the Extended Day Program until fees are paid in full each month. If fees are outstanding and you send your child, you will be asked to remove them from the program. They may return to the program when appropriate fees have been paid in full. The process for the collection of fees is being handled by the Riverview School District Office. The purpose of doing this is so that our Extended Day Staff can concentrate on providing a loving and caring learning environment for your child. For those who use the program on a part time basis, please be sure to inform the Extended Day staff in writing of any changes in your schedule or plans regarding times or days of ser-vice. No drop-ins will be allowed without proper registration and prior notification. Please note that if you are late picking up your child, additional fees are assessed at $15.00 for every 15 minutes. Payment is due immediately upon your late ar r ival to the Ex-tended Day staff. Thank you for picking up your child promptly to avoid any late fees. Since fees are assessed on a flat scale and no credit for unused days will be granted, failure to pay for services will result in being dropped from the program.
