This handbook will provide you with important information to allow you to specify and use EuroSteel and EuroSteel Xtra-Ductile products with confidence.

EuroSteel
Reinforcing Steel
Supply Partners
Reinforcing steel supplied by Euro Corporation is sourced from two key supply partners, Pacific Steel in Auckland and Amsteel in Malaysia.
Both suppliers have been with us from the beginning and have been critical to ensuring a reliable supply of a range of products and raw materials that either meet or exceed all applicable New Zealand Standards.
Pacific Steel is a well established manufacturer and supplier of “long” steel and wire products to the New Zealand market in either their finished form or in bulk coils of raw material. Pacific Steel is part of the Fletcher Building group of companies.
Amsteel has been in operation for over 40 years and continues to invest in and use the very latest steel making technology. This ensures that the mill produces consistent high quality product that complies with relevant standards including AS/NZS4671.
Amsteel has a strong reputation for consistent high quality and has held ISO9001 accreditation since 2004 and has recently gained ISO14001 Environmental Management System accreditation.
Annual output from its operations in Malaysia is in excess of 200,000 tonnes of reinforcing steel. This steel is used in construction across Australasia.
Irrespective of where we source our product, EuroSteel reinforcing products are quality assured so you can specify and use them with confidence.
Quality Assurance – Reinforcing BarAS/NZS4671 Steel reinforcing materials provides the single specification of material requirements for steel bars, wire and mesh, intended for use in reinforced concrete structures which have been designed in accordance with NZS 3101.
AS/NZS4671, Appendix A outlines four acceptable means of demonstrating compliance:
• Statistical Sampling• Product Certification• Suppliers Quality Management System• Other means of assessment
In the case of product sourced from Pacific Steel, compliance with AS/NZS4671 is demonstrated through statistical sampling as per Appendix A2.
Compliance with AS/NZS4671 for EuroSteel products sourced from Amsteel is demonstrated through three different means outlined in AS/NZS4671 Appendix A – A2, A3, and A4.
A2 Statistical Sampling which is the same as for Pacific Steel product sold by Euro Corporation
A3 Product Certification The “S” Mark provides independent, third party assurance that the claim by the manufacturer of compliance with AS/NZS4671 is correct. In the case of EuroSteel this assurance is by way of “S” Mark license 2655, granted by Bureau Veritas New Zealand.
The “S” Mark is an internationally recognised, totally independent mark of quality assurance.
The “S” Mark certification scheme is JAS-ANZ accredited and shows that the EuroSteel product consistently conforms to the requirements of the Standard.
A4 Suppliers Quality Management System provides further independent, third party assurance that the EuroSteel product consistently conforms to the requirements of the Standard.
Amsteel has ISO9001 Accreditation for its manufacturing plants in Malaysia which means it operates its own quality management system as a means to ensure products comply with appropriate Standards.
In the case of products supplied under the EuroSteel brand, the relevant Standard is AS/NZS4671
The “S” Mark
The “S” Mark is unique to EuroSteel products in New Zealand and the rights to use the “S” Mark are licensed to Euro Corporation by Bureau Veritas. The “S” Mark is a mark of certification that indicates that the product it relates to complies with the relevant Standard.
In the case of Amsteel reinforcing bar marketed under the EuroSteel brand this compliance is to AS/NZS4671.
Bureau Veritas (BV) is a world leader in testing, inspection and certification. BV was founded in 1828 and today is one of the largest testing, inspection and certification organisations in the world with 52,000 employees across 140 countries.
BV New Zealand is a JAS-ANZ accredited certification body and has the rights to license the “S” Mark in New Zealand.
Bureau Veritas ‘S Mark’ Product Certification scheme is accredited by JAS-ANZ to ISO Guide 65 - the International Standard for Bodies offering Product Certification.
JAS-ANZ is the government-appointed accreditation body for Australia and New Zealand responsible for providing accreditation of conformity assessment bodies (CABs) in the fields of certification and inspection. Accreditation by JAS-ANZ demonstrates the competence and independence of these CABs.
Accreditation is an endorsement of a conformity assessment body’s (CAB’s) competence, credibility,
independence and integrity in carrying out its conformity assessment activities.
Bureau Veritas ‘S Mark’ was originally developed by Standards New Zealand and has become a leading assurance mark of product performance and safety. It is a powerful endorsement that sets EuroSteel product apart from other rebar product sold in New Zealand.
‘S’ Mark is a truly independent symbol of quality assurance and approval. It carries a three-fold message:

•Control
•Confidence

Environmental Management
Pacific Steel is well known for its commitment to environmental responsibility. Many of its steel and wire products carry the Environmental Choice Award “tick”
To achieve this, they use processes that are acknowledged as world-best practice, which ensure they manufacture and supply products manufactured without adverse environmental affects.
Amsteel has a similar commitment to environmental management which has culminated in them gaining ISO14001Environmental Management Systems accreditation.
Launched over 15 years ago as a guideline for measuring and monitoring organisational activities that impact the environment, the ISO 14001 standard today is a widespread benchmark for thousands of organisations around the world that want to communicate to end users, the public and stakeholders that they are environmentally responsible.
In 2012, EuroSteel reinforcing products were used in The Geyser development in Parnell, Auckland. This building is New Zealand’s first 6 Star Green Rated office building.
Reinforcing SteelBar Marking
All EuroSteel reinforcing bar complies with AS/NZS4671 and is marked as below. All Grade 500E product is micro alloy (MA) and is marked accordingly.
Products
All EuroSteel rebar is supplied in a range of nominal diameters, cross sectional areas and masses as defined in table 5b of AS/NZS4671.
Stock lengths of reinforcing steel up to 20mm are usually supplied in 6m lengths and are colour coded to make identification even easier in the supply chain.
For reinforcing steel that is pre-fabricated to plans prior to delivery, stock lengths and colour coding does not apply.

Bending, Rebending and Welding
The requirements of AS/NZS4671 should be adhered to in relation to bending, rebending and welding of EuroSteel rebar.
In addition, Euro Corporation recommends that specifiers, BCA’s and builders and fabricators, refer to the DBH Practice Advisory 11, December 2009 – “Grade 500E reinforcing steel - Good Practice” for guidance when bending, rebending or welding EuroSteel Grade 500E MA rebar.
Welded WireReinforcing Mesh
Types of Mesh
In May 2011, the Department of Building and Housing (DBH), in response to lessons learned from the September 2010 and February 2011 earthquakes in Christchurch, mandated that in Canterbury:
• all residential house slabs were to be reinforced
• all welded wire mesh used in residential applications should be Grade 500E
• all mesh should be tied to perimeter reinforcing steel
At the time Grade 500E mesh was not available in New Zealand and an interim acceptable solution was defined for a suitable mesh. As an alternative, a solution was also defined where tied reinforcing bar was able to be used in place of mesh.
In August 2011, the requirements for all slabs to be reinforced, use of ductile mesh and for mesh to be tied to perimeter steel were subsequently extended to all of New Zealand. A transition period of six months provided industry time to develop and commercialise a compliant Grade 500E mesh.
As of February 1st, 2012 all residential slab on ground construction, where compliance is claimed via the new B1/AS1 Structure, is required to be reinforced. Grade 500E ductile mesh must be used and is to be tied to perimeter reinforcing steel.
The result of these changes is that two types of welded wire mesh are available and commonly used in slab on ground construction:
• traditional, non ductile, welded wire mesh
• Grade 500E ductile mesh
AS/NZS4671 defines the requirements of both ductile and non ductile meshes.
All Euro Corporation mesh complies with AS/NZS 4671
Grade 500E Ductile MeshIn September 2011, we launched our EuroSteel SE615-500STD Xtra-Ductile mesh as the first Grade 500E compliant mesh available to the market.
The key characteristics of EuroSteel SE615-500STD Xtra-Ductile mesh are:
• Uniform Elongation (Agt) ≥10%• Stress Ratio ≥1.15 ≤1.40• Yield Stress ≥500 ≤600 MPa• Weight per m2 2.46kg/m2• Cross Sectional Area 158mm2/m
EuroSteel SE615-500STD Xtra-Ductile mesh is designed as a direct replacement for traditional 665 non ductile mesh. With the same sheet size and 150mm centres as 665, SE615-500STD Xtra-Ductile has been quickly adopted.
The mesh was designed to exceed the 2.27kgs/m2 minimum weight per square metre required by B1/AS1. At 2.46kgs/m2, and with a Cross Sectional Area of 158mm2/m, SE615-500 Xtra-Ductile mesh has 8% greater strength than the minimum required.
Since the introduction of SE615-600 Xtra-Ductile we have developed a full range of ductile mesh in 150mm, 200mm and 300mm centres.
Grade 500E Xtra-Ductile mesh identification Each sheet of EuroSteel Xtra-Ductile mesh is identified by a pink identification tag which carries the product code and a unique batch number. This tag is left on the sheet when the mesh is placed in position for ease of identification.
Each batch, and therefore each sheet, is able to be traced to the original cast of raw material used in manufacture should this be necessary.
All identification either meets or exceeds the requirements of AS/NZS4671
Grade 500E Xtra-Ductile mesh quality assurance Each batch of Xtra-Ductile mesh is tested according to the requirements of AS/NZS4671 by an independent third party before it is able to be sold.
Specific testing and reporting of Stress Ratio, Uniform Elongation (Agt) and weld shear is carried out.
A test certificate for each batch is issued. Test certificates are available on request to Euro Corporation.

Non Ductile Mesh
Non ductile mesh has been successfully used in New Zealand for many years. AS/NZS4671 specifies requirements for the chemical composition and the mechanical and geometrical properties of reinforcing steel in the form of machine welded mesh used for the reinforcement of concrete.
Euro Corporation has a full range of non ductile mesh that meets the requirements of the Standard.
The EuroSteel non ductile mesh range includes a variety of sheet sizes within any given non ductile mesh product i.e. 665 mesh and equivalents includes M66510, M66515, M147/10, M147XL

Lapping Mesh
Lap splice requirements for welded wire mesh are defined in the Code of Practice for the Design of Concrete Structures NZS3101:2006.
Lap splice diagrams shown on EuroSteel Xtra-Ductile mesh specification sheets are based on NZS3101:2006.
However specifiers and designers need to verify for themselves the correct lap splice applicable to each specific situation.
