If you are a public sector employee, your Award ensures you are paid for all meetings and travel time to attend the monthly Council meetings. Nurses working in the private sector still need to negotiate arrangements with their employers, but ANF is happy to assist and support in this issue. It is vital our Branch Council is active, has diversified views and positions and is prepared to debate the many issues affecting not only nursing but health care in our community and on a Federal perspective.

ANF is currently presenting statewide sessions on the new public sector classification descriptors and career structure and encourages members to read the update on pages 6-7. The important date to remember

is 7 October to remit your Intention to Review Form to ensure, if successful, you receive back pay from 13 May 2012.

More great news is the recent withdrawal by the Government of their appeal against the Tasmanian Industrial Commission’s decision relating to rotating Day Workers and their claim for public holidays. Backpay or accrual of up to 19 days of public holiday entitlements is now deservedly being paid to relevant nurses who had been effectively denied access to public holidays. A special mention and thanks for Tania Battaglini, the ANF Rep on the renal unit at N-THO who continued to push this dispute and appeared in the Commission with ANF Officers.

The outcomes achieved by our ANF Reps will be celebrated this month with our Annual Delegates’ Conference and I would encourage all those members who are keen to be involved, learn new skills and meet like minded, passionate nurses to consider nominating for a term on Branch Council this year. Remember our current campaign - ANF Branch Council - You couldn’t be in better hands! n

ANF meets with students at every possible opportunity to raise the key issues of Professional Indemnity, Continuing Professional Development, other AHPRA requirements and also the progress in employment opportunities. Although care staff are not regulated by AHPRA, there are similar issues to discuss such as

Engaging with studentsindemnity cover, further education and relevant contacts, such as ANF Workplace Representatives who can assist them in their chosen industry of aged or community care.

These discussions may take place in the corridor during a clinical placement, via meetings at a clinical placement or at the education facility or even via the facebook page. ANF encourages every member to ensure they have these discussions with students in their workplaces. These discussions help prepare students so that, at completion of their studies, they have considered all these important issues. This prevents the above-mentioned important issues being pushed to the side, in preference to the sometimes overwhelming task of the

new clinical responsibilities on their plates.

ANF recognises the importance of students and provides two forms of student membership. There is student membership for a small annual fee to cover the cost of the hard copy of Infusion and the Australian Nursing Journal (ANJ) or the free e-student membership which includes access to Infusion online but no ANJ. So next time you see a student, ask them about ANF membership and if they would like to discuss any of the vital issues of indemnity, education and employment prospects. Mental Health Services has lost many key frontline positions, vacant positions have not been filled and existing services transferred to Non Government Organisations (NGOs). Members repeatedly raise the serious issues they have of patient outcomes and safety for both patients/clients and staff. Management have adopted the mantra of ‘the directive to make budget savings is not negotiable’, as the standard response.

The situation is causing much distress and frustration for the clinicians and it must also be distressing for many managers as they are aware that the services they manage are at risk of poor outcomes for patients, increased workloads, unsafe staffing, growing waiting lists, inpatient bed block and patients not always able to receive appropriate treatment in a timely manner.

When the reductions to the service started many members elected to move interstate and continue to do so when opportunities arise. Tasmania is unfortunately losing many highly skilled and qualified caring nurses (from all sectors) and the gap caused will take a long time to replace. It is no longer only an aging workforce that is creating a loss of knowledge and experience in the health industry; we can add cost savings strategies to the list.

In an attempt to get Management to cease the reduction of front line staff, union members implemented workplace bans in September 2011. Members declined the Management requests to lift the bans and considered increasing the bans as they saw no evidence that they were being listened to.

Management have agreed to a time limited sub-committee of the State-wide & Mental Health Services Industrial Consultative Committee to review all data across all services to identify what the cuts have resulted in specific services. The data review includes case loads, sick leave, workers compensation, staffing levels and overtime. To date it is a very positive experience with

Management and unions working very closely in an open and transparent manner.

No doubt Management are looking for an outcome to justify lifting the industrial bans while union members believe the process will verify the anecdotal reports of difficult times and limits on ability to maintain safe practice and positive patient outcomes. Big hopes are placed on the Federal rescue money to get back some of the lost resources. n

FLY iN FLY OuT NuRSiNg iN ThE PACiFiC iS BY NO MEANS EvEN A gLiMPSE AT whAT iT iS LiKE TO LivE AND wORK iN ONE OF ThE REMOTEST PLACES ON EARTh.

Imagine the Pacific blue as red dust of Australia’s outback and the idea is getting a little closer to reality. And then imagine that the outback is several times bigger than Australia as a whole. An island can be a speck in the ocean as our impact in health can be. So it is necessary to strive to get it right.

As a volunteer with The Pacific Island Program since 2002 I have been privileged to be on medical teams helping Islander health professionals in the nations of Kiribati, Tuvalu, Vanuatu and the Marshall and Cook Islands. Our aim is to provide tertiary medical services and the legacy is to provide capacity and self-sufficiency and self determination in health care.

One doesn’t have to be the world’s best scrub nurse but rather a gentle mentor/teacher that can engage with the local staff and put value in their own worth. Most Island nurses, without the privilege of higher education, are highly intelligent and have a thirst for knowledge. I have fond memories of the local island nurse being frightened of our team surgeons on day one of our visit but by the end of the week, the nurse is successfully scrubbing for technically difficult operations feeling confident and competent. n

Calvary South UpdateCALvARY SOuThERN CAMPuS hAS BEEN A hivE OF ACTiviTY OvER ThE PAST FEw MONThS, wiTh ThE EBA NEgOTiATiONS OCCuRRiNg AND ThE AgREEMENT NOw BEiNg FiNALiSED AND NOw ChANgES TO wARD LAYOuTS AT ThE LENAh vALLEY CAMPuS.

Negotiations for the EBA began at the end of May, following your Log of Claims being developed from ANF membership meetings.

Following the initial discussions with Management, it was clear that your current conditions were not going to be maintained and there was a loss of 4 key conditions from your Agreement.

Following ANF meetings on all units, ANF were able to use the member’s momentum and strength of voice to negotiate back into your Agreement your lost conditions.

ANF members raised concerns in regards to conditions in the EBA, in particular the potential loss of their night duty meal break following ward amalgamations.

To find out the level of concern that was present, ANF surveyed all members to seek their views on the Agreement and whether they would be prepared to take industrial action.

Only 20% of ANF members at Calvary responded to the survey and from that only 11% of returned votes advised that they would be prepared to take industrial action.

From this information, ANF recognised that there were members who were not happy with the Agreement and therefore did not endorse the proposed Agreement.

The EBA has now been to ballot. 18% of employees returned their ballot papers and of those 58% were in favour of the agreement. Unfortunately, this means that 42% of those who responded voted against the agreement. However this was the outcome of the vote and the democracy in which we live

As the EBA has now been passed, it now goes to Fair Work Australia for registration. If the agreement is endorsed, then both ANF and the employer must abide by the terms of the Agreement and ANF will utilise all possible avenues to continue to ensure the key concerns of workload are addressed. n

The Translation, Classifications to the Nurses and Midwives career structure and review (Schedule 8), contains the processes which will form the basis of translation to the new classification structure in Schedule 7 and resulting review process. The process will provide nurses and midwives the opportunity to have their translation/classification reviewed in accordance with the agreed processes. No-one will be disadvantaged and there will be no ‘spill and fill of positions’ under this process. The Classifications Standards for Nurses and Midwives set out the agreed generic characteristics expected of positions at each Grade in the 2010 Nurses and Midwives Career Structure. The Classification Standards were developed by the ANF and the DHHS, and are intended to be read in conjunction with the HoA document. The Classification Standards are to be used as a basis for preparing Statements of Duties and classifying positions into a Grade.

At the time of writing, ANF is working with the Chief Nurse’s Office

in developing documents to enable nurses to seek a review of their translation/classification. ANF will keep members up to date with the process and will be developing an easy to read guide. Timeframes for some of the translation/classification reviews have been agreed with backpay of wages (the Community Nurse dispute is listed for early October and their entry points are not completed at this time).

Employees are required to submit an ‘Intention to Review Form’ to their manager BEFORE 7 October 2012 in order to be eligible for backpay. If the outcome of the review results in re-classification eligible employees will be entitled to receive backpay at the higher classification from 13 May 2012.

Employees who submit an Intention to Review Form AFTER 7 October 2012 will NOT BE ELIGIBLE for backpay. For employees who apply AFTER 7 October but PRIOR to 8 March 2013, the operative date

will be the date of submission of the Intention to Review Form.

Under this process, employees may not apply for a classification review after 8 March 2013.

For Grade 7a and 7b, eligible employees will be assessed as at 13 May 2012 against the agreed criteria and if successful in meeting the criteria for Grade 7b, will receive backpay to 13 May 2012. Nurse Unit Managers will have the opportunity to seek review. Grade 8 and 9 employees who meet the eligibility criteria for levels 8 and 9 will also have the opportunity to seek review, and, if successful, will receive back pay to 13 May 2012.

Also included in Schedule 8 is the ability to apply for Advanced Progression for those who have completed Grade 3, Year 4. Those employees who are at Grade 3 Year 5 as at 13 May 2012 are eligible to apply for advanced progression to Grade 3, Year 6. If an application which results in advanced progression is received by the employer on or prior to 31 October 2012 that advancement will take effect from either 13 May 2012 or the employees’ anniversary date if it falls after 13 May 2012.

Membership meetings were held in all major hospitals in September and Organisers are currently in the process of visiting wards individually to talk to members one on one. ANF NuRSE EDuCATOR CORiNNE TREviTT iS PREPARiNg TO uNvEiL hER LATEST wORK. CORiNNE hAS ALMOST A DECADE wORKiNg wiTh ELizABETh MACKiNLAY RESEARChiNg iN PREPARATiON FOR ThEiR BOOK ON SPiRiTuALiTY AND DEMENTiA – Finding Meaning in the experience oF deMentia: the place oF Spiritual reMiniScence Work.

Associate Professor Rosalie Hudson launched the book at the Australian National University on 27 September in Canberra. Finding Meaning in the Experience of Dementia is a vibrant account of people’s experience of dementia that invites the reader to connect with their humour, hopes and fears. Associate Professor Hudson from Charles Sturt University says of the book “Rather than theories about dementia, the authors prompt us to engage with the person, carrying their stories”.

There is much time, energy and expertise currently being invested in researching to find a cure for dementia but less information about people’s experience of the condition. Corinne explains, “We were so privileged to travel a journey with people who have dementia and wanted to produce a text that shares what we learnt about seeing a person with dementia as a ‘whole’”.

Nathan Bradbury and Kate Mellor

Nathan Bradbury comes to us as the Education Assistant and is working with our Education team to bring Continuing Professional Development to our members. His main roles are collating information for our CPD Calendars, promoting sessions to our members and organising sessions around the State. If you have any questions about spaces in our education sessions or suggestions on future topics give Nathan a call in the Hobart office.

Kate Mellor has come on board as a Membership Services Officer, joining Jayne in the role. She has quickly learnt the many processes involved in servicing our members and has played a large role in setting up our new E-Student membership category. If you need to change any details about your membership with ANF, or would like some information on the benefits of being an ANF member, you can call Kate or Jayne in the Hobart office. n

Nurse Leaders’ Conference This conference is for any nurse or carer who is working in a leadership role or who is required to take on managerial tasks at work.

Topics for the day include Leadership Skills by Steve Willing, President International Coaching Federation (Tas Branch), Leadership in Challenging Times by John Kirwan, CEO THO North and Innovation in Health by Gavin Austin, A/CEO THO North West and Jo-Ellen Reid, ADON Research and Education THO North West.

There will also be an update on the new OHS laws being implemented in January and a HSR will speak about her role in the work place.
