My name is Peter Carter and I am a retired rural Veterinary Surgeon. Since retirement I have run a livestock breeding and fattening operation at “Umagarlee” Wellington running cattle, prime lambs and merinos. I am now retired but for the past few decades I was a member of NSW Farmers executive council and the board (3yrs), member of the Exotic disease committee, animal welfare committee and many times chair of both, sometimes concurrently. As such I was largely responsible for the association’s submissions to the NSW Government on amendments to the Prevention of Cruelty to Animals Act and our submission to the Beale inquiry into AQIS and quarantine. I also represented the Association at the Federal level in seeking ways of increasing rural Veterinarian numbers. I have successfully represented the Association and farmers generally in repelling moves to introduce live foot and mouth disease virus into Australian Animal Health Laboratory in Geelong as recently as several years ago. I spent 3 years on the board of AAHL in the late 90’s and 3 years on the NSW Animal Welfare Advisory Council in the early 90’s. On the home front I am very weed conscious and about 20 years ago chaired the Wellington Spiny Burr Grass action committee and with the help of 20 or so energetic members eradicated Spiny Burr Grass from the Twelve Mile road in 5years and it has never returned. I cannot say that my property is completely weed free but I spend a lot of time trying to make it that way including spot spraying the road outside “Umagarlee”. I have spent the best part of 30yrs representing the views of farmers and although I don’t win every battle I can assure you I don’t like to lose. At present I am a newly retired farmer with many years of farming experience behind me. I am married, have 3 adult children and 4 grandchildren. I owned a dairy farm in Scotland before emigrating to Australia in 1980, then “Werai” a 1700 acre irrigation and cropping and sheep farm near Forbes until 1993. In that year a 500 cow dairy was established on the property. In 1998 I moved to a smaller property “Greenbeck” also near Forbes. My experience and knowledge encompasses all types of farming, ie dairying, cropping, lucerne, beef and sheep production. Positions previously held by me are as follows. Joined Forbes Rotary Club in 1981 and held numerous executive positions, including President in 1985. Inaugural Chairman of Forbes Bland Modification and Maintenance Service 1990- 1993. Elected to the Lachlan River Advisory Committee in 1994, being a member until the cessation of the committee in 1997. Member of the Lachlan River Management Committee 1997-2004. (Both committees were ministerial appointments). Inaugural Deputy Chairman of Lachlan Valley Water Users. Elected to Forbes Shire Council in Sept 1990 and has served on Forbes Shire Council until September 2012. Served as Deputy Shire President from 1991 – 1993, Deputy Mayor from 1997 –1999. Served as Mayor for 7 years from Sept 1999 standing down September 2006. Member of the Lachlan Customer Services Committee as the Local Government Representative until 2012. Board member of the Saleyards Operators Australia (now ALMA) from 2003 till 2012 Currently, I am on the Board of Jemalong Aged Peoples Association, a member of the Forbes Advisory Board of the Forbes Medical Centre, a member of the Floodplain Committee of the Forbes Shire Council, and a member of the Forbes Probus Club. I was awarded an OAM for service to Local Government and the community of Forbes in 2009, Emeritus Mayor in 2009 and a long service medal for 22 years in Local Government in 2012. My experience on Local Government taught me high ethical standards and well developed communication skills. As a Solicitor and business owner in Grenfell, I am passionate about ensuring the future of our rural and farming industries. I have a rural background with my family continuing to operate a farming and grazing enterprise in south west NSW where I grew up. I have a long demonstrated commitment to rural communities and I am passionate about quality service delivery to the agricultural industry and the rural communities which they support. I am firmly of the view that there is a need to balance the management of our natural resources whilst ensuring maximum levels of productivity from the farming sector. I obtained a Bachelor of Arts/Bachelor of Laws at UNE in Armidale followed by a Graduate Diploma in Legal Practice from the College of Law in Sydney. I then completed a Post-Graduate qualification in Urban and Regional Planning, also from UNE. I have also worked as a Solicitor in Sydney providing advice primarily to the Primary Industries Bank of Australia (now Rabobank). I then worked at the Department of Agriculture Fisheries and Forestry under the then Minister Mr Warren Truss, as a policy advisor in the area of natural resource management. This was a unique experience that enabled me to develop a broad range of skills relevant to this position, and enabled me to attend several COAG meetings. My passion for rural communities lead me back to the bush. I am now a partner at Gordon Garling Moffitt Lawyers, where we provide quality legal advice to the rural communities in the Central West and have clients all over NSW. I have a vested interest in ensuring the prosperity of rural communities into the future. I believe that the establishment of the LLS can be a positive step towards ensuring the future of our agricultural industry. Correctly managed and with the right people, I believe the LLS have the potential to deliver superior, integrated agriculture, biosecurity and natural resource management services at a local level for the first time. The replacement of CMAs and the LHPAs and other associated arms of the DPI have not been welcomed by all sections of the community and it is extremely important that this new opportunity is not wasted. The Boards should comprise strong individuals with a commitment to regional service delivery in. I believe I possess the requisite skills and experience necessary to make a positive contribution to this initiative. I have a demonstrated understanding of corporate governance, a commitment to high ethical standards and a proven ability to work as part of a team. I have the ability to communicate, negotiate and influence in a positive way and am willing to fight for all stakeholders in the Central West. I am well placed in my career to devote the necessary time and attention to this challenge to achieve actual outcomes. I will ensure good governance and expenditure accountability and I can assist with the development of regional strategic plans. I want to be a part of establishing effective and transparent decision making processes and I am prepared to be held accountable. Jeff Caldbeck is currently the Chief Executive Officer (CEO) of the Rural Financial Counselling Service NSW - Central West (RFCS-CW), a position he has held since November 2006. He is responsible for the provision of rural financial counselling services covering over 50% of NSW and currently manages a $2.1M annual budget with staff of twenty. TFCS-CW has its head office in Dubbo plus ten (10) remote offices with the Forbes, Dubbo, Nyngan and Coonamble RFCS-CW officer being located with the LLS Central West service region. As such, Jeff would be able to provide positive support to the LLS Board and management through ongoing exposure to the problems confronting agriculture in the Central West, including such key areas as drought, agricultural production, stock levels and emergency management. In addition, having such a broad reaching service area, Jeff believes that he will be able to provide valuable information and experience from across other areas of NSW, assisting with the efficient operations of the LLS in the Central West. To support Jeff's LLS board nomination he has had broad ranging senior management and board membership experience that includes six (6) years of military service in the Royal Australian Navy, followed by nineteen (19) years with the NSW State Government, a period as a Small Business owner / operator, then followed by a Project Manager and Consultant role in Malaysia for three (3) years. After departing Malaysia, Jeff worked out of San Diego and Sydney for a West Coast US company servicing Asia Pacific and this was then followed by a role as the International Sales Manager for a Sydney based group of companies, with markets in Europe, India and SE Asia. Prior to being appointed as CEO of RFCS-CW in 2006, Jeff held the position of General Manager to Dubbo City Development Corporation, a Dubbo and CW regional based business development and assistance organisation, as well as managein a Business Enterprise Centre and a Federal Govt. Austrade office, for over five years. Jeff has always displayed exceptional leadership and management skills in all areas required by an effective manager. Risk management and profit for both clients and company a high priority. 2.Purchased property Coonamble 1978 cleared and cultivated 2800 acres with balance cattle grazing. 3.1987 joined CALM (Auction Plus) for period of 3 years with area Dunedoo-Mungindi, Broken Hill, Parkes to Bathurst. This period allowed perfection in knowledge of rural property and management in many districts. 4. Re-entered agency in 1990 with Dalgety as Franchisee until sold business to AWB landmark in 2000.Opened Ray White agency in Coonamble 2012. 5.During this period and later involved in marketing of livestock for N.S.W. Aboriginal Land Council on properties located Coonamble, Bourke ,Brewarrina and Condobolin. 6. 2008 Councillor on Coonamble shire and delegate to The Castlereagh Macquarie County Council weed and environment management. 7.Rural enterprise involved direct sowing and biodiversity program involving cropping and pasture development. Cattle and farming also combines with management and cropping on property. 8.With CMA planted 3500 trees in 2008 with good success rate. 10.Reason for nomination. I believe all businesses should be run on an economic bases without the bureaucratic culture which has existed over recent years. Funding i.e ratepayers should receive value for the rates they pay instead of “top heavy” waste we are forced to endure. Coonamble district landholders have witnessed the removal of assets from the ratepayers of this district with no capital benefits or compensation in return. If other districts have had similar problems whether it be Nyngan, Forbes ,Dubbo or Wellington ;This must stop. Ratepayers come first. Cost efficiencies and a sound forward plan is a definite requirement.

I have been the treasurer of several networks, and administered the original funds on behalf of the Department of Land and Water Conservation when the Central West and Lachlan Catchment Management Authorities were formed. I was also a member of the selection team that employed the original staff of the CW CMA. As a successful primary producer for over 30 years I am well equipped to provide support and a sympathetic ear to all members of the industry. I have taken part in several programs in pest and weed management including rabbit, fox, goat and pig eradication and blackberry and blue heliotrope trials of various chemicals and rust inducing pathogens. I have been a member of the Rural Fire Service since 1975 and have worked on many natural disaster fires in the Pilliga and the Warrumbungle Shire. I am currently the President and Patron of the Timor Brigade. As a member of the Central West NRM group I have worked with the corresponding Aboriginal group and also attended many training workshops conducted by members of the Aboriginal community. I have taught many young Aboriginal persons in Green Corps teams fencing, tree planting, weed identification and conservation etc.

With the passion I have for Agriculture and my local region I will be able to assist in the delivery of Local Land Service outcomes. Along with my husband we run a successful mixed farming business at Armatree, a small village north of Gilgandra. The enterprise mix has seen the business evolve and develop with an extensive level of industry involvement. Through this involvement I have developed a network of contacts within the rural industry at all levels covering both the livestock and cropping sectors. The mix of the business allows me to have a broad understanding of regional issues. The committees and boards that I have had the opportunity to be involved in over the past decade have all revolved around my Agricultural interests and all undertaken with the benefit of the producer at the forefront. In 2005 I was awarded the RIRDC NSW Rural Women’s Award, apart from the opportunity to undertake a study on Lamb Marketing, I completed the Australian Institute Of Company Directors Training. This allowed me to confidently undertake a number of Board and advisory positions. I have had a long and extensive association with one of the longest running lamb producer owned co-operatives of its kind in Australia being the only female director for ten years, the final two years as Chair of this successful business. I am currently active on a TAFE NSW council. I enjoy the team effort involved ensuring the Council delivers on best possible outcomes for campuses throughout NSW. I have also enjoyed the experiences in an advisory role for the Information Nucleus Flock (INF) based at Trangie Agricultural Research Station for a term of three years. I believe I am qualified for this position through the skills I have accumulated. In addition as part of the farming business I have used all the services involved in primary production whether it is Department of Primary Industries Advisory services, Livestock Health and Pest Authorities or Catchment Management Authorities. This I feel would give me a unique position in understanding the services that need to be delivered by the Central West LLS, to the producers of the region. If given the opportunity to represent on the Central West LLS Board I will be committed to change in policy on drought and the assistance offered to producers. Ensure that funding via our State Government and rates is sustainable and accountable, I also remain committed to seeing the flow of information from research is disseminated to producers in a way that is easily accessible and independent. This is an exciting and challenging step in the restructure of organisations that provide services to primary producers, however I strongly believe the make-up of the boards will be pivotal in the success of the LLS. Susan Madden brings skills, experience and networks gained from a background in family farming, a First Class Honours degree in Agricultural Economics, and over ten years working in agricultural and natural resource management based roles. She has worked in both public and private sector roles, including experience with the NSW Catchment Management Authorities, agricultural consulting firm Hassall & Associates, and accounting firm KPMG. For the past five years Susan has been the Executive Officer of regional farming group Macquarie River Food & Fibre based in Dubbo. Over this time she has represented farming interests in major government reform processes like the Murray Darling Basin Plan, and fought to control government cost creep through representations to the Independent Pricing and Regulatory Tribunal and the Australian Competition and Consumer Commission. Susan has gained experience on a number of committees and advisory panels including the State Water Corporation Customer Service Committee for the Macquarie and Cudgegong Valleys, the NSW Irrigators’ Council and the National Irrigators’ Councils. She is a Fellow of the Peter Cullen Trust and was a finalist in the 2013 Australian Cotton Industry Young Achiever of the Year Award. Susan will combine her skills in financial management and stakeholder engagement to ensure that efficient use is made of the rate-payer and government resources that will be available to the Central West Local Land Service. She will work to ensure that the new organisation is accountable and relevant to landholders right across our region.

I am 64 years of age and have spent my life involved in livestock and farming pursuits including commercial cattle and sheep production, stud cattle breeding and growing winter and summer crops and improved pastures. I had the honour of serving for two terms on the Coonabarabran RLPB, the last five years as Chairman. For the past four years I chaired the State Policy Council of the LHPA system. I am a member of the Australian Institute of Company Directors and have completed their training in Corporate Governance, Strategy and Risk Management and Financial Management. I have also completed an Accounting for Decision Making module through the University of Southern Queensland. I see a challenging future for the Local Land Services Boards in protecting the interests of ratepayers within the bureaucracy that has been created by the amalgamation of the LHPAs, CMAs and DPI Extension Services. As the majority of appointed directors appear to come other cultures and have no knowledge of our business, it is important that the elected directors have have had a close involvement in the LHPA system in order to protect the interests of those ratepayers. The funds and infrastructure belong to the ratepayers, not the government, and the politicians and bureaucrats need to be constantly reminded of that fact. On the positive side, I feel that there are great opportunities in the new LLS organisation for ALL stakeholders and have a passionate desire to see them realised. As a current commercial livestock producer as part of a family farm business located in the Coolah district, a current manager in local government, and a past agronomist, I believe I have the depth of experience and passion to drive the CWLLS towards meeting the needs of the agricultural sector and communities across central west NSW. A background encompassing agronomic advisory services, agrichemical research, commercial livestock production, small business management, Statutory Authority board membership and local government management provides a strong foundation in understanding the challenges of regional NSW and in particular the agricultural industry. Experiences I believe will contribute to the CWLLS board include the grains and livestock industries, communication, finance and risk, and an understanding of the dynamics of communities, family farm businesses and more recently local government. I have also been part of the Central West Catchment Management Authority board from 2011 to 2013. My working career has been located in central and northern NSW, enabling an understanding of the central west’s regional issues and rural communities. Involvement in the agricultural sector, small communities, local government and not-for-profit groups has widened my diversity of skills across a wide range of issues challenging rural and regional Australia. • Lifetime association with living and working in rural communities. • Born, raised and worked on a mixed family farm. • Bachelor of Agricultural Economics (UNE) majoring in Farm Business Management and Resource Economics. • Initial professional employment as a Research Economist with the Australian Bureau of Agricultural and Resource Economics (ABARE) on projects such as analysing the demand for water in the irrigation areas of southern NSW and conducting farm surveys in the rice industry. • Joined the Soil Conservation Service of NSW in Orange in 1988 as a Regional Economist, conducting economic analyses of areas such as soil conservation projects, conservation farming practices, cap-and-pipe-the-bores schemes and trees on farms programs. • Became a Soil Conservationist in Bathurst in 1992, designing and implementing soil and water conservation works on farms, erosion and sediment control on highways and rehabilitation programs on mine sites. This work involved a large amount of liaison and interaction with farmers and other landholders to encourage the adoption of soil conservation measures and other land management practices. • Spent three years in private business management in NSW and Qld prior to joining the then Department of Land & Water Conservation as Catchment Manager at Wellington in 1997. In addition to those activities undertaken in Bathurst as a Soil Conservationist, this role included advising farmers and land managers on a wide range of issues including native vegetation management, farm dams policy, as well as conservation farming and grazing practices. • Whilst at Wellington, was responsible for managing the Conservation Farming Program run out of the Wellington Research Centre and the management of 20,000ha of the Burrendong Dam Foreshores. • After a period with the Central West Catchment Management Authority as Business Manager, joined the then Department of Lands in Dubbo to establish and manage the Landscape Services Centre in 2005. This has involved, among other things, setting up the unit, business processes and policies to strategically assess and protect environmental values on perpetual leases and manage state-wide Crown land programs such as pest and weed control, bushfire mitigation and contaminated land remediation. • Own and manage a grazing property near Dubbo. • Life member and current committee member of the Conservation Agriculture & No-till Farming Association (CANFA). • Have participated in four mainly self-funded conservation farming study tours to Canada, China/Vietnam, Southern Africa (South Africa, Namibia, Botswana & Zimbabwe) and Argentina. • Currently Honorary Secretary for the Geurie Racecourse and Recreation Reserve Trust and committee member of the Dubbo Junior Rugby Club. I am a farmer in the Forbes district standing for election for the Local Land Services Board. I own and manage a mixed farming property including winter cereal cropping and lamb and wool production. We specialise in a lamb feeding operation of our own lambs and as well as custom feeding for many different clients from all over the state. In the past four years I have been the Chairman of the Lachlan LHPA as well as a Director from 2009. From 2000 until 2008 I was a Director at the Forbes RLPB. I also served on the State Management Council from October 2012 through to December 2013 as an appointed director. Through my involvement in the Forbes Shire I was part of the Saleyards Advisory Committee, responsible for developing the new Forbes sheep saleyards, and I also currently serve as the Captain of the Carrawobitty Rural Fire Service. I see a strong and vibrant future for the Local Land Services regions. This will only happen if and only if the board gains true representation of the producers and ratepayers in each unique region. I would bring to the board a very strong biosecurity knowledge in both animals and plants. This is the major issue facing agriculture today and I believe we need to be well equipped to deal with this issue, a skill I do possess. As this amalgamation has taken place, I feel a strong need to both maintain and improve the services that were offered the LHPA, CMA and DPI. A true customer service must be preserved in all the current offices, not just in major regional centres. Staff must be well informed and this will only happen with true and consistent communication between boards and the senior staff. I believe all board members must be contactable and transparent. This is something I have always maintained in my career. I John Kelly of "Hillview" Wongarbon would like to offer myself as a candidate for one of the three farmer ratepayer elected positions on the board of the newly established Central West Local Land Services. I would hope to be able to help restore and maintain front line services to farmers previously supplied by DPI (NS Dept of Primary Industries), Central West LHPA (Livestock Health and Pest Authority), and CMA (Catchment Management Authority), eg, local agronomic services. I have been involved for the last 40 years with the three previous authorities in the following ways. Involvement and assistance with NSW DPI to provide on farm access for agronomic trial sites resulting in Annual Field Days to assist local farmers with unbiased various crop management and variety selections. Field days involving sheep management including OTH (over the hook) marketing of prime lamb and sire selection. I have helped the CMA with examples of creek rehabilitation and soil erosion control. Assistance has been provided to various secondary and tertiary students with their agricultural studies. Industry involvement has included holding various positions with NSW Farmers Association, a GDDC committee and two sheep breeder groups. Community involvement includes various Wongarbon groups including Rural Fire Service, instigating the Wongarbon Hall restoration committee and instigating a Rural Working Party as a sub-committee of Dubbo City Council.

I moved to 200 acres at Bimbi as a shearer and shearing contractor in 1984. By 2003 I had established 1500 acres and felt I would like to contribute to community administration. After a mid term resignation, I was elected to the Forbes R.L.P.B. in 2003. After the discipline and efficiency of the shearing industry, the administration was nothing like anything I could have imagined and completely devoid of any appreciation that time equalled money. After about 4 months I realised the purpose of monthly meetings was to spend all day mumbling sweet nothings and rubber stamping directions from D.P.I. The unaccountable bureauracy was completely out of control and elected representatives simply rolled over and sold out their constituents for a grilled fish at lunch time. I was given the Impact Statement to justify the introduction of NLIS. I concluded it was a massive confidence trick and explained accordingly. I was told it was none of the Boards business and to keep my mouth shut. I have since been told by former Directors, that I was right from the start. Refusal by authorities to allow any form of examination of the efficacy of NLIS is an admission that my initial conclusion and subsequent revelations that it is little more than a nonsense, based on fantasy, with no purpose and more importantly no result is pretty close to the mark. NLIS should be abandoned immediately in favour of the previous brands and earmarks system . I was elected to the Weddin Shire in 2004 and it was not much better. I have demanded accountability and exposed petty operatonal inefficiencies. Thanks largely to the Grenfell Record I have been able to demonstrate my support for democracy. I have campaigned against Councillors who have been prepared to support the bureauracy rather than their constituents. The 2012 elections delivered 5 new Councillors including a new Mayor, July 2013 a new General Manager and a return to democracy and an involved community. I am currently the Deputy Mayor of the Weddin Shire and Chairman of the Australian Beef Association. The ABA was initially branded radicals and mavericks. Our persistence with researching and reporting rorts and inefficiencies has now been vindicated by the scheduling of a Senate Inquiry into the structure of the Red Meat Industry. The Local Land Services structure with a minority of elected representatives will be a minefield of bureaucratic bullying, subterfuge and incompetence. I would like to feel it will take a huge effort by somebody with analytical capacity and a track record of demanding practical visionary decisions. I would really appreciate the opportunity and promise to listen to and represent the best interests of ratepayers.

Summary Emma runs a mixed livestock and cropping business near Forbes, with her husband and three children. Her working knowledge is complemented by a Masters in Environmental Business Management. Emma is strategically involved with resource planning, investments and policy setting with a well developed network of relationships with landholders, policy makers, industries and Government. Below is an outline of her experience. Voice of Experience Emma already represents producers interests on key local and national industry organisations. She is an experienced voice in representing farmers issues to the Grain Growers Limited - National Policy Group. In the Central West, Emma advocates economic opportunities for local farmers and the region, as a member of Regional Development Australia (RDA) Central West and the Forbes Shire Business and Industry committee. Emma already works with these committees to help seek better economic outcomes for the Central West region, and to find ways to make it easier for farmers to trade produce locally, regionally and internationally. Emma is the only producer representative on the Grain Trade Australia (GTA) - Trade and Market Access Committee. She works to improve opportunities to trade Australian grain produce; one such issue is the development of a program to raise producer awareness of fungicide and fertilizer residue limits in grain. Passionate about hearing and representing the views of our community Emma’s approach is to use a variety of ways to hear and represent community views. Each week the blog focuses on the issues facing agriculture in Australia and internationally and the work she is doing to represent the issues of farmers in our region. EMMA THOMAS Business Manager – Resource Planning Emma is currently seeking to understand the views and ideas of young people in the central west working or studying in the agricultural sector. Through a survey which has been circulated at colleges and universities Emma is asking young people what they think the key issues will be in the future. What do they see impacting on agriculture in our area in the future, how do we need to plan now, to make sure there is a viable future for young people in our area in agriculture? Emma has facilitated and written business and strategic plans for different groups including the Kangarooby Catchment Landcare Group; she has facilitated many community and technical consultation processes in strategic business planning over the past 10 years. An experienced biosecurity advocate for local producers Biosecurity and managing emergencies can be a critical issue for local producers, Emma offers a depth of experience in this area to represent your interests and to help improve the services that producers receive from the LLS. Holding a Public Safety Certificate III ensures up to date understanding of the complexities of this issue and also how to help educate and mentor producers to be prepared for and manage emergencies. Emma has practical experience in working on the ground to address disease outbreaks and quarantine. Also her work with Grain Growers Limited - National Policy Group has involved liaison with Plant Health Australia. Emma has a good understanding of their work and the development of protocols with industry to reduce the threat of a weeds and plant diseases which affect farming. She has also personally developed and facilitated producer training programs, that build capacity within the farm business to improve knowledge and to take advantage of new research, technology and opportunities for producers. In nominating for the election as an Independent Director of the Central West Board of Local Land Services (LLS), as a Board member I will bring a strong commitment to the farming and business community as a practicing primary producer and small business manager both living and working within the Board’s locale. In December 2013 I completed four years as Chairman of the State Management Council (SMC) of Livestock Health and Pest Authority (LHPA).
