From  Governor  Brown’s  proposed  budget    “Traditional  enrollment-­‐based  funding  does  not  encourage  institutions  to  focus  on  critical  outcomes—affordability,  timely  completion  rates,  and  quality  programs…”    “…  [T]he  Administration  expects  [UC,  CSU,  CCC]  to  use  these  funds  to  achieve  statewide  goals,  including:    •    Maintaining  affordability;  •    Decreasing  the  time  it  takes  students  to  graduate  •    Increasing  the  number  of  students  who  complete  programs  •    Improving  the  transfer  of  community  college  students  to        four‑year  colleges  and  universities”  

President  Napolitano  to  UC  Santa  Cruz    “…I  am  particularly  focused  on  four  year  graduation  rates  and  time  to  degree.  At  UC  Santa  Cruz,  only  57  percent  of  all  freshman,  47  percent  of  underrepresented  minorities,  and  50  percent  of  low-­‐income  students  graduate  in  four  years.”    “I  believe  that  there  is  considerable  room  to  improve  these  rates  across  the  board,  and  to  close  the  gap  between  underrepresented  minority  students  and  the  overall  student  population.”    From  a  letter  sent  Fall  2014
