Pursuant to due call and notice thereof, a regular meeting of the Cambridge EconomicDevelopment Authority( EDA) was held on Monday, December 7, 015 at Cambridge

City Center, 300 3 d Ave NE, Cambridge, Minnesota, 55008.

Members Present: President Joe Morin, Vice President Lewis, and EDA

members Lisa Iverson (arrived at 5 rlys Palmer, and

Tiffany Kafer. All present, no abse .

Call to Order

Morin called the meeting to order at 5:45 pm.

Lewis questione y ' rent commenting that it appeared high. Woulfe explained the FairMarket Rent amounts are not set by the City of Cambridge and they are based on themetro area average rental amounts. Woulfe explained if the rent is higher than the FairMarket Rent, the tenant would pay the difference to the landlord. Lewis moved,seconded by Kafer to approve Resolution R15-004 Adopting 2016 Payment Standardsfor Rent and Utilities. Motion carried.

EDA Reso/ution No. EDA R15-005 Recommending the City Council Adopt aModification to the Development Program for Deve/opment District No. 6 and theTax Increment Financing Plan for the Establishment of Tax lncrement Financing

District No. 6- 17

Gustafson introduced Nick Anhut from Ehlers and Associates rew Johnson from

Oppidan. Anhut reviewed the TIF plan. ( Iverson arrived)

Palmer asked when the current owners of the propertie 1 sell rcels. Gustafson

stated his understanding they are waiting to close properties there is formal

approval from the EDA and City Council along ' plat approval.

Lewis stated he felt this was complicated a sn' t convin d the "but fo rine

occur.

Palmer confirmed the developer chooses the retailers and asked what would happen ifone of the companies was a non- profit company. Gustafson explained if there are notaxes generated, there wouldn' t be a need for a TIF district.

Drew Johnson of Oppidan explained the need for funding and noted there are manye ernal factors for requesting TIF such as the clean- up and infrastructure.

Iverson moved, seconded by Morin to approve EDA Resolution R15-05 recommendingthe City Council Adopt a Modification to the Development Program for DevelopmentDistrict No. 6 and the Tax Increment Financing Plan for the Establishment of TaxIncrement Financing District No. 6- 17. Motion carried 3/2 with Kafer and Lewis votingnay.

Bridqes:

2015- ) 099 Proof reporfs have been sent out to landlords for fihe months of Janvary- August, themonths we administered the Bridge' s Program.

Public Housinq:

2015 Certificate of Rent Paid were handed out to Bridge Park tenants and sent to residents who vacatedin 2015.

Staff closed out Certificate of Deposit at Minnco and transferred funds to People' s Bank of Commerce.Sent HUD 2016 Operating Budget and supporting documentation.Residents had a Christmas Party on Wednesday, December 23, 2015.One unit turn over January- 2016Two vacate notices given for February 1 - staff is processing applications.

Proiects:

Packets for soliciting bids on the remaining closet doors, replace maintenance exterior door and first floorceiling have been sent out and a notice posted on Cifiy of Cambridge website.
