(Executive Director East Coast Gang Investigator's Association) The true measure of a person’s character comes through adversity and how that individual survives the ensuing challenges. These tests can manifest themselves in everyday life, or they can come in one horrific incident wrote Richard Norcross. For Haddon Heights New Jersey Police Detective Richard Norcross, the one horrific incident resulted in the deaths of his younger brother, Haddon Heights Police Officer John Norcross and Investigator Jack

cLaughlin of the Camden County New Jersey Prosecutor’s Office. M During this incident, Richard was shot four times and was on life support for four days. He will discuss the events that changed his life forever. He will discuss the ways he prepared himself to survive: mindset, training, and physical fitness. He will also discuss the aftermath problems and how he dealt with them. Richard’s mission is to take his experiences and teach other officers some basic, instinctive survival skills. This is a heart wrenching and motivating lesson that you do not want to miss.

Spousal Pre-Registration

Known as the “Biggest Little City in the World”, Reno offer’s some of the country’s most breathtaking scenery and one of the best recreational areas right at your fingertips. For a fee of $95.00 an attendee can pre-register their non-law enforcement spouse or significant other, which will also entitle them to attend all social events and classes designated for Spouse Attendance. This program is limited to spouses or significant others in non-law enforcement employment. By taking advantage of the Spouse Registration Option, those attending the Institute will avoid the Door Registration process, and realize savings over purchase of individual event tickets at the Institute.

CLANDESTINE LABORATORY SAFETY RECERTIFICATION Friday, November 22, 2013 (0800-1700 hours)

Course Description - This 8-hour annual refresher course is for officers and support personnel who are clandestine laboratory safety certified in compliance with Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1910.120 (Hazardous Waste Operation and Emergency Response). Who Should Attend - Officers and support personnel who are clandestine lab safety certified in compliance with OSHA regulation 29 CFR 1910.120 (Hazardous Waste Operation and Emergency Response) and require the annual refresher to maintain their certification. Course Objectives - This course is an annual requirement of OSHA for all employees certified to work clandestine labs. The course is intended to refresh the students on health and safety issues at clandestine labs, and to discuss any new health and safety concerns with the manufacture of illegal drugs. Course Topics: Chemical Hazards, Physical Hazards, Instrumentation, Air Monitoring, Respiratory Protection, New Manufacturing Trends, Health and Safety Issues at Clan Labs. Class size is limited. COST: This is a tuition free course. Fit testing will be offered for those officers that have MSA Ultra or Scott 2000 or 3000 Air Purifying Respirators. Please bring your APR to the class. Participants must be medically approved to wear an air purifying respirator and personal protective equipment. Participants must be clean shaven in order to be fit tested. ELECTRONIC SURVEILLANCE (WIRETAP) STATE CERTIFICATION COURSE (POST CERTIFIED Plan N/A)

Friday, November 22, 2013 (0800-1700 hours) The California Department of Justice and Northern CA HIDTA, in cooperation with the California Narcotic Officers' Association, will present this course the day before the Annual Training Institute. Course Description - This 8-hour course is for peace officers or qualified individuals assigned to intercept and record wire communications ("wiretaps"). This class covers the legal basis for California wiretap operations as well as the practical and tactical aspects of operating and monitoring a wiretap. Penal Code Section 629.94 requires successful completion of this course before seeking authorization for, or participating in, wiretap operations. Drug Endangered Children Investigations Beginner to Advanced

Friday, November 22, 2013 (0800-1700 hours) Course Description: Drug Endangered Children (DEC) are those children who suffer physical, sexual or emotional harm or neglect from exposure to environment’s where adults are growing, furnishing, selling, using drugs, or manufacturing. Exposure to these highly toxic substances and chemicals can cause serious short and long term health problems. Curriculum will include the identification of Drug Endangered Children, protocols, MOU’s, investigative methods, prosecution techniques, preparing for court, benefits of working together, child abuse laws and Cal EMA or the new Board of State and Community Corrections (BSCC) grant requirements. Who Should Attend: Law enforcement, DA Investigators, patrol officers, detectives, social workers, prosecutors, probation/parole officers, (supervisors, mid managers, Dept. Heads from these agencies), code enforcement, fire/hazmat, animal control, all first responders, medical professionals or anyone in a position to affect the lives of drug endangered children, including all mandated reporters.
