California Market Critical for Growth of Clean Transportation Tech Industry
• As a result of current state policies, California is and will be the earliest and biggest market for clean fuel vehicles in North America
• CA is only state in nation able to establish its own air quality regulations/policies
• Typically, 12-18 other states follow California’s lead (impacting 25-40% of nation’s population)

Governor Signed Two CALSTART Sponsored Bills in 2007
• AB 118 (Núñez) Created $200 million/year program in California to reduce harmful transportation related emissions and minimize state’s dependence on oil– Within past six months, among others, CARB and CEC
have made productive investments in EV, NGV, and H2 infrastructure, RNG production plants, in-state manufacturing incentives, and hybrid trucks
• AB 236 (Lieu) Establishes petroleum reduction goals for State of California’s own fleet

Governor Signs Legislation Backed by CALSTART – Key Element of CA Growth Agenda
• In late March Governor signed Senator Padilla’s SB 71 exempting cleantech mfg equipment from sales tax – measure had broad bipartisan support
• CA was one of three states which had such a tax
• Treasurer’s office now working to implement policy – not a “pure tax exemption”

New Bill….As Of Last Week…
• Assembly Bill 684 (Buchanon) was amended last week to do the following:
• Authorizes the California Treasurer’s Office to provide financial instruments to clean technology manufacturers in the state
• Would allow Treasurer to offer Loans, Loan Guarantees, Down payment Assistant and Product Warrantee Guarantees
• Restricts eligible manufacturers to those that operate in California and develop technologies that benefit GHG and Air Quality – includes vehicles, fuels, energy technologies and solar.
• Bill is part of the Assembly’s jobs package – backed by Speaker

Proposition to Overturn CA Policies Qualified This Week for California Ballot in November
Passage of “Dirty Energy Proposition” would effectively repeal Assembly Bill 32 (clean energy and air pollution reduction law)
AB 32 establish goal (15% below 1990 levels) for greenhouse gas reductions and schedule (by 2020)
Dirty Energy Proposition Claim that it’s simply a “suspension” is deceptive and untrue“Suspend until unemployment reaches 5.5% for full
year”Unemployment only at that arbitrarily low point 3

• CALSTART 2009 report identified over 200 California companies and organizations in clean transportation technology sector
• Industry could be leading source of future jobs – leverages talent from CA’s engineering schools and entrepreneurial spirit
• High # of leading nextgen biofuel firms based in state
• Venture capital firms showing much higher level of interest than last CALSTART industry report in 2003
• State needs to be pro-active to foster growth (strong policies help)
