Carolyn Harper regains the Club Championship title for 2006. The tournament was played the weekend of Sept. 29-Oct. 1. Results and pictures of other winners are listed on page 20.
Lake Kiowa Raises $50,000 in “Rally For A Cure”
$50,316.42 - Yes, that is $50,000, will be sent to the Susan G. Komen Breast Cancer Foundation for research.
Something more than kudos are needed for the Lake Kiowa Ladies who accomplished this feat. Just when the Lake Kiowa Rally for a Cure® Committee had great concern that last year’s record donation of $32,000 for breast cancer research could not be topped, you each helped in every way you could and the 2005 record was exceeded by $18,000. What an outpouring of love and gratitude from all who were willing to reach a little higher this year.
The committee started planning in January and canvassed most every business in Gainesville, Lake Kiowa and the surrounding area. I don’t think anyone refused. These gals are good at what they do! Lake Kiowa opened their arms and supported this group in every way possible. The Lake Kiowa Woman’s Club, our co-sponsor, gave a
large donation and sold their remaining cookbooks with all proceeds going to the Rally. They dedicated their September meeting to Breast Cancer awareness. They have also ordered more cookbooks and proceeds from these will go to the 2007 Rally. They will be for sale at KWC and WGA Meetings, the Country Bazaar on Oct. 29 and at various stores in Gainesville who will not charge for their sales. The price is $15 and they make wonderful gifts.
The Rally Committee consisted of Barbara Cole, Chair; Fran Adams, Maureen Anselmi, LaVona Duryea, Co-Chair; Catharine Moss, Lee Skinner, Linda Stroup, Neta Stutzman and RosaLeigh Woods.
The day of the Rally dawned with beautiful weather for the 135 lady golfers. After a pick-up breakfast and coffee and orange juice, pictures of the group were taken on the #18 berm and they headed for an 8:15 shotgun start. Prayers were said for all ladies and families who have been affected by this
invasive disease. The golfers were supported along the
course by onlookers, decorated homes and all those wonderful hole sponsor signs which were sold to raise money.
Lunch at the Lodge followed play and numerous donated door prizes were given to the golfers. Thanks so much to all the donors.
Yolanda Arronte’ who chaired the first two rallies gave a talk about her survival of metastatic breast cancer. She provided many wonderful laughs and spoke with great candor about her battle with liver and brain cancer during the past five years. She is a ten-year Breast Cancer survivor. She and 13 other survivors played in the Rally. These ladies were each presented with a pink rose. Prizes for the day’s play were awarded. Next year’s Rally Chair LaVona Duryea led everyone out in front of the Lodge, gave a prayer for a cure and about 200 pink and white balloons were released by the players. What an awesome day this was for all.

We have been catapulted into the Holiday Season so pay special attention to the various announcements in this issue so you don’t miss any of the events. Please note that the LKPOA office will be closed on Thursday and Friday, Nov. 23 and 24 and on Friday, Dec. 22 and Monday, Dec. 25, so the staff may enjoy the Thanksgiving and Christmas holidays with their families. Of course, emergency situations will always be covered.
Schalk & Smith, P.C. presented their annual Auditors Report at the Oct. 16 meeting. Their comments included praise for our “knowledgeable and helpful staff” and no suggestions were made for changes in our accounting
practices or procedures. Also at this meeting your Board of Directors approved funding for Municipal Planning Resources Group, Inc. of Burleson to provide site plans for long range considerations at the west beach, east beach, horseshoe and campground areas. The Board endorsed sending an indication of willingness to the American Red Cross to support local area disaster relief. The Board approved the Emergency Response and Recovery Plan that culminated a year’s work on the part of the Emergency Response Subcommittee, the Community Manager and staff, and various outside entities. If you attended the last Board meeting, you heard a presentation from our auditors, Schalk and Smith, regarding the POA’s end-of-year financial statement. We received an extremely favorable end-of-year report for Fiscal Year ’05-’06 (please see page 28 for more information on this report). I would like to personally thank our Finance Director, Sherry Brummett, and her staff for the continued high quality work and effort throughout the year that results in such positive reporting.

PUBLIC WORKS REPORT:
Head reports was mention that the paint we are using to stripe our roads is the paint specified by the Texas Department of Transportation (TxDOT).
Fall Cleanup is scheduled for Nov. 9, 10, 11, 12. Remember, this four-day event is for members’ normal household items only. Contractors are prohibited from using this as a dump site for construction trash; and, as in the past, no hazardous waste such as paint, tires, batteries, etc. will be accepted.
The Board Meeting on Monday, Nov. 20 will include an update from the Long Range Planning Committee. Even though it is Thanksgiving Week, we hope you will make an effort to attend so that you may stay informed.
Don’t miss the Christmas Lighting Celebration at the front entrance on Saturday, Nov. 25. The event will begin at 6 p.m. and include refreshments and caroling as well as the arrival of Santa
shortly after the lights are switched on. This is always a fun time for children of all ages! Kiowa Woman’s Club has purchased two new items for the Nativity: a camel and a star. The star will be an annual reminder of the past presidents of Woman’s Club.
Woman’s Club will sponsor the Christmas Tour of Homes on Sunday, Dec. 3. Please pay special attention to the parking restrictions that will be posted near each home—they will be for your safety. If you purchase a ticket for a friend or relative living outside Lake Kiowa, remember to make arrangements with Security for them to enter the gate. A Tour of Homes ticket does not entitle them to enter the community.

Due to the recent rains, Public Works has been trying to catch up on some grass mowing and property cleanup. Fall cleanup for property owners only has been scheduled for Nov. 9, 10, 11 and 12. The disposal bins will be set up at the campground as usual for the fall cleanup.
Cleanup and grass planting continues on some drainage projects and only one drainage project budgeted this year remains to be done. This will be a French drain installation on the lake access lot 744. This is along the cart path leading to the golf island bridge.
PARKS AND LAKEProperty owners should still exercise
caution when using the lake. The current lake level on Oct. 16 was 696.7, full is 700.00.
Resurfacing of the tennis court is scheduled to begin as soon as possible.
This will involve crack filling, level up as needed, prime coat of material, two coats of color, plus new white playing lines. Work will be done by Strokemaster of Arlington, Texas. This is the company that originally built the tennis court and has furnished nets and materials and has resurfaced the court in years past.
ROADS AND BRIDGERoad striping has begun and as
soon as the roads dry the painting will resume. Paint used is TxDOT specified. Traffic on the paint is the biggest problem with making the paint last longer. Reflective markers were used in the curves in the past, but due to traffic cutting the corners and knocking them off and the cost of about $7 each, the use was discontinued.

Many of you have been wondering about the status of the MotoCross track on FM 902. Earlier this year, Judge Haverkamp issued a temporary restraining order which shut the track down temporarily. In mid-October the case went before a jury trial in Gainesville. The jury returned a verdict in our favor declaring the track a nuisance. The track will be shut down permanently. “A Tribute to the English Chorale Tradition” is the theme of the North Central Texas Chorale Concert on Friday, Nov. 10, at 7:30 p.m. in First Baptist Church in Gainesville. This concert was previously scheduled for Sacred Heart in Muenster on Nov. 3. Tickets are $10 and may be purchased at the door or from Chorale members.
Highlighting the compositions of Tallis, Handel, Ralph Vaughn Williams, Benjamin Britten and John Rutter, the Chorale is in its 25th year of presenting the works of great composers. New singers are always welcome to the rehearsals, held on Tuesdays at 7 p.m. at the First State Bank Center for the Performing Arts on the NCTC campus.
Thursday, Dec. 7, at 7:30 p.m. the Chorale will join with the NCTC College Singers and the Wind Ensemble to present “The Many Moods of Christmas.” This concert will be held in the Performing Arts Center.

Chapel services are regularly scheduled at 8 a.m. every Sunday in the Lodge assembly room. Rev. John Hare and Rev. J. L. Williams are the pastors delivering their messages on alternate Sunday mornings. Rev. Williams’ message Nov. 5 will be “The Presence of God’s Silence” with text from John 11:6. Rev. Hare will deliver the message on Nov. 12 entitled “The Lost Parable” with text from Luke 7:31-35. Sunday, Nov. 19, Rev Williams’ message will be “The Purpose of God’s Silence” with text from John 11:4. Rev. Hare will deliver the message on Nov. 26 entitled “Fish Stick Jesus” with text from Psalm 100.
Chapel Choir resumed practice on Monday mornings in Sepember. They sing for Chapel on the third Sunday of the month. Anyone interested in singing with this group is encouraged to join them. They are currently preparing for their Christmas program so this is a good time to join in if you like to sing.
V.I.S.T.O. is the recipient of food contributed on the third Sunday of every month. All packaged groceries are appreciated but each month identifies a particular item if you are shopping specifically for it. In November their special need will be all Thanksgiving items. However, they are grateful for any contributions that are
made including monetary contributions. Remember to fill your shoebox for
Operation Christmas Child. Collection dates for boxes will be Nov. 13-20.
The Lake Kiowa Chapel meets regularly every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational service that may precede your regular church service or a round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.

One of Lake Kiowa’s Internet providers, Nortex Communications, is offering a new service, SecureIT Plus from Symantec. If you’re not familiar with Symantec, they are best known as the publishers of Norton’s Antivirus and an accompanying suite of security-type products. Chris McNamara from Nortex Communications will speak to the Club on SecureIT Plus at the Nov. 9 meeting.
SecureIT Plus is a new offering that affords the user a comprehensive set of security tools. At this time it does not have a Firewall and Parental Controls as part of the suite. The updating is frequent and automatic. Support is guaranteed and available via an 800 number. It also offers e-mail reports and Microsoft update checks. The software works on Windows 98, ME, 2000 and XP and the cost is $5 a month.

The total cost of all this software is $0. Each is available for download on the Internet; you can find links to each on the Lake Kiowa Web site (lakekiowatx.com) under the Computer Club area.

Kiwanis Club heard from Callisburg Superintendent Dr. Charles Holloway regarding the $18.9 million bond election for additions and renovations of the High School and Middle School. He explained the seriousness of this important bond election and the long-term effects for local school students. He urged Lake Kiowans to vote for this bond election.
Members were reminded of the coming Christmas season, during which the Kiwanis Club gives gifts and food to students in need in the Callisburg School District. Dr. Holloway expressed much gratitude for these efforts by Kiwanians
and reiterated the multitude of needs in the district.
Lake Kiowa residents may participate by giving labeled (by age and gender), wrapped Christmas gifts to your Kiwanis neighbor before Dec. 15. You may also contact Jerry McCarter to help in this project.
Treasurer Clyde Davis told the club that membership in the Lake Kiowa Kiwanis Club had reached 24, an all-time high for the organization.
The Lake Kiowa Kiwanis Club meets the first and third Thursday of each month at the Lodge at 6:30 p.m. with dinner and a program.

The Callisburg School District Board of Trustees and their superintendent, Dr. Charles Holloway, were guests of the Kiowans Organization at the Lodge on Oct. 17. Kiowa resident Dr. Holloway offered a detailed explanation of urgent and future need. The Callisburg School District serves several hundred of our Lake Kiowa children and is requesting approval of a Bond Issue at the polls on Nov. 7. Ten students attended the first session of Leadership Lake Kiowa IV, a program sponsored by the Kiowans, held on Oct. 6. Leadership Lake Kiowa IV
Music, Dance, and Fun - all in one live performance at the Nov. 5 concert at NCTC’s Center for Performing Arts. Our special guest performance for this concert is The Denton Community Band! The concert will start at 4 p.m. and will open with a pre-concert lecture/activity conducted by Professor Carol Reynolds. Another wonderful added feature to this fall concert will be the collaboration with the NCTC Dance Performance class under the direction of Michelle Contrino. The dancers will perform to such pieces as Saint-Saens “Dance Macabre” and Eljen A Magyar!, a piece dedicated to
the “Hungarian Nation.” Other pieces to be performed by the thirty piece band will include “The Sorcerers’ Apprentice,” made famous to modern audiences by the Walt Disney movie with Mickey Mouse, Wagner’s “Invocation of Alberich,” and many more fun pieces!

Principal Skip Waller announced in October that Lance McDonald has been named a commended student in the 2007 National Merit Scholarship Program. A Letter of Commendation from the school and National Merit Scholarship Corporation (NMSC), which conducts the program, was presented by the principal to this scholastically talented senior during a Pep Rally. Lance is the son of Mike and Debra McDonald of Lake Kiowa.
About 34,000 Commended Students throughout the nation are being
recognized for their exceptional academic promise. Although they will not continue in the 2007 competition for Merit Scholarship awards, Commended Students placed among the top five percent of more than 1.4 million students who entered the 2007 competition by taking the 2005 Preliminary SAT/
National Merit Scholarship Qualifying Test (PSAT/NMQT).

Over a two-year period, members of the Callisburg ISD Board of Trustees and administrators met with architects to develop a long-term plan to improve the Callisburg ISD facilities. This multi-year project, if passed on Nov. 7, would begin immediately and would be completed by the 2009-2010 school year. However, many of the projects could be completed within the first year.
One of the reasons for calling the bond election is the fact that Callisburg High School was built in 1951 and Callisburg Middle School in 1952. The cost of maintaining these aging facilities continues to increase. In addition, parents have expressed concern over safety issues as the schools continue to age. Most of the classrooms do not even meet minimum state requirements for classroom size. This is a message
about education that many parents don’t want to send to their children.
The “Vote Yes for Callisburg Schools PAC” is a group of parents and concerned community members who are promoting and supporting the passage of this school bond. They are offering school tours to anyone interested in seeing the current school facilities. These tours will be held every Wednesday morning at 10 a.m. by meeting at the front entrance of the high school. Other tour times may be arranged by calling Lorraine Barletta at 940-395-2289 or by calling the school administration. Other information may be obtained on the committee’s Web site at www.callisburgschools.com.
Early voting is from Oct. 23 - Nov. 3 at the CISD administration building. On Nov. 7, voters in Precinct 22 may vote at the Lake Kiowa Lodge.

Cool weather provided a perfect setting for our celebration of the New England states as our region of the month at the October Kiowa Woman’s Club meeting. Dave Lieber, Fort Worth Star Telegram columnist, was a most delightful speaker. His topic on moving to Texas fit perfectly with our theme this year of “All Roads Lead to Lake Kiowa.” Many ladies were able to do early holiday shopping purchasing Dave’s book and CD.
Please join us for the Nov. 9 meeting where we will tap into the mind of one of our most delightful residents, Lois Whitson. Lois has worn many hats in her professional and personal life. She will be trying on a new one with her presentation, “Legacy of a Life: Writing Your Story.” Come join us as Lois shares her stories along with the process we can all use in writing our life story as a gift to our families. Reservations for the luncheon need to be made by noon on Monday, Nov. 6.
In November we will be honoring the South Atlantic states of Florida, Georgia, North Carolina, South Carolina, and Virginia. Please call me if one of these states has been your home. I would like to include in the presentation some of your thoughts and memories. Our menu will reflect the region and all recipes will be from our cookbook.
Two figures for the Nativity Scene
have been ordered and will arrive in a couple of weeks. The Kiowa Woman’s Club has purchased a shooting star and a camel to add to our Nativity Family. These new additions are made in honor of the past presidents of the Kiowa Woman’s Club. The unveiling of these new pieces will take place at the Christmas Lighting Ceremony at the front gate on Saturday, Nov. 25.
The Tour of Homes will take place on Sunday, Dec. 3 from 1-5 p.m. Linda Fite and Pat Jessee obtained five very different homes for the tour this year. Tickets can be purchased at the Kiowa Woman’s Club meeting in November as well as from Linda and Pat.
The Kiowa Woman’s Cookbook has been reprinted and is available for purchase for $15. All proceeds will go to the 2007 Lake Kiowa Rally for a Cure®. These make wonderful gifts. The cookbooks will be available at the Old Fashion Country Bazaar on Oct. 29 from 3-5 p.m. in the Southwest Room. They will also be available at the Kiowa Woman’s Club monthly meetings.
Remember to come early to the monthly meetings to have your picture taken for the Kiowa Woman’s Club Pictorial Directory. Pictures need to be taken no later than our December meeting. Advance sales of the directory are $5. The directory will be distributed at our March meeting.
Our six departments are up and running at full speed. We hope you will be able to join us at some of them this month. Please consult your Yearbook, the CommuniQue, the POA Web Site, or the marquee for further information on these meetings.
November signals the start of the holiday season where we pause to reflect on all we have that brings us love and joy. Let each of us treasure each day we have with each other and our families. We are all truly blessed to live in a community that provides such care and compassion for all of us. Annual Holiday Lighting ContestJudging for the annual Holiday Lighting Contest will be on Dec. 7, 8 and 9 with
selection of the finalists on Sunday, Dec. 10. Make sure your lights are turned on between 6 p.m. and 9 p.m. on these dates because there will be judging each of these four nights. There will be four winners, all considered first place, and recognized with a gift certificate for the Lodge as well as a wooden tree staked in the winners’ yards though the holidays. The winners will also be posted on the front gate activity board and Web site.

Lois published her own story in a book entitled “Reflections of an Ordinary Woman.” Anyone who has met Lois knows that this is no ordinary woman. Be sure to come and hear this exciting program as Lois helps us understand the process of writing and the importance of leaving our stories as a legacy to our families. On Oct. 6, the Book Review Club met in the home of Marilyn Wickersham. Dorothy Baskett delighted 51 guests with a preview of her new book, “A Funny Thing Happened on My Way to Kiowa,” which is a work in progress.
Our next meeting will be on Dec. 1 at 10 a.m. at the home of Jacque Waghorne. Kathy Reid and Mary Gill will serve as co-hostesses. Guest reviewer, Ann Butler, will review “The Tale of the Three Trees” and will also discuss Christmas traditions. Everyone is welcome so mark your calendars now.

The Bridge Department is having a great marathon. We will report the winners of the first marathon in the next issue. Please mark your calendar for the Christmas Bridge/Canasta/Gin Party on Saturday, Dec. 2. The party will kick off at 11:30 a.m. with some beverages suitable for the occasion then lunch followed by an afternoon of Bridge, Canasta or Gin. We will have prizes for all three games with a door prize for one lucky player. We have received many requests for a pictorial directory. Therefore, Kiowa Woman’s Club is responding to those requests and compiling a pictorial directory of all KWC members. We will be selling the books for $5. Pre-sales will be held before and after Woman’s Club meetings in November and December. Books will be available for pickup at the March meeting
We already have a good number of pictures as a result of the passports that were created for the Style Show. However, there are many more members’ pictures that are needed to complete our directory. Pictures will be taken in the Lodge Board Room before and after the November and December
Hello to all our precious and very creative ladies here at Lake Kiowa. We had a wonderful turnout for our first class!
I am so very proud of everyone for supporting Arts & Crafts, sponsored by the Kiowa Woman’s Club. It is my belief that being creative in an environment like ours affects our lives, conditions and or circumstances of how much joy we can exude.
We were slightly cramped for space in the October class, but that has been remedied. We will meet in the Southwest Room for the remainder of classes. Yea!!
Reminding you again...it was such a fun time for me to be able to meet and speak to you in person and I hope you will feel free to come again and again.
All of the Thanksgiving Centerpieces were beautiful and yet distinct.
Our next class will be Dec. 5 at 10 a.m. in the Southwest Room. We will be making a “Hanky Angel” and this can hang on the Christmas tree or a wall. We will need you to bring your glue gun (if you have one). The other supplies will be on hand. The “Hanky Angel” can be viewed at the November General Meeting Luncheon. We will have a sign-up sheet in the back of the room. The fee is $5.

On Monday Oct. 16 at 10 a.m. Garden and Nature Club was hosted by Ann Butler with Mary Gill as Co-hostess. Together they created and served medicinal and culinary herbal teas and appetizers using herbs grown in Ann’s garden.
Twenty-two members and guests brought unique teacups and told of their origin. The women were treated to culinary delights such as: Rosemary cheese bread and Jalapeno cheese bread with pickled asparagus cream cheese spread, Parsley and shallot spread on cucumber rings, Cranberry Nut and Lemon Poppy Seed Breads with honey
nut spread, Oatmeal Chocolate Chip Mini Muffins, and a fruit plate.
Mint Tea and Lemon Balm Tea with honey were served in the delightfully different teacups brought by the members. Bon Appetite!
The next Garden and Nature meeting will be held Monday, Nov. 20 in the home of Corina Nichols at 4019 FM 3164. We are honored to have Ashley Hartman, NCTC Horticulture Instructor, as our speaker. Get all your gardening questions together and take advantage of this local professional’s knowledge.

The Garden and Nature Club had a wonderful field trip to Lavender Ridge Farms in September. The weather was beautiful, the flowers were colorful and the picnic lunch was tasteful. Jerry and Jane Ware gave us lots of information about their family farm and showed us around the place. If you haven’t been yet, they are just north of Woodbine and well worth the trip.

Our Gourmet Groups got off to a great start in September. The Out to Lunch groups headed off in all directions to enjoy Texas/Oklahoma cuisine. Group 2 traveled to Ft. Worth to the Reata Restaurant in Sundance Square. The cowboy and wrought iron décor enhanced the Texas/Oklahoma theme for September. After enjoying a delicious meal, the ladies enjoyed a shopping trip through the Square. Group 3 headed to Frisco to the Tres Meridas restaurant at StoneBriar, where they were treated royally and enjoyed sampling three different types of desserts. Group 4 went down to Abuelos in Lewisville, and was served a great meal in true TexMex style. Group 5 went to the Texas Land and Cattle Company, which is also in StoneBriar. After an excellent meal they toured the Hall Office Park Sculpture Garden in Frisco. Group 6, our one-hour distance group, drove up to the Tanglewood Resort and had a delicious buffet at the restaurant, while enjoying a gorgeous view of Lake Texoma. They also surprised Sharon James with a slice of cake with a candle to celebrate her birthday.
Our in-home groups prepared food from the Texas/Oklahoma region. Group 7 met at Sharon Smith’s home where they enjoyed a wonderful brisket with all the trimmings. Adding to the theme they all wore Western attire. Group 8 met at Nelda Toal’s home for a brunch and organizational meeting. Groups 9 and 10, our Heart Healthy groups (who have now joined together

into one group) went to Presbyterian Hospital in Denton, which provided a special meeting room and a mini Heart Healthy Workshop, presented by Kathleen Davis, a registered dietician. This was followed by lunch (heart healthy, of course). In addition to all the excellent nutritional information, they also received a tote bag full of recipes and information. All of this was provided at no charge by Presbyterian!
Last, but not least, Culinary Gourmet met at Jan Sabec’s home. While enjoying wine and a delicious Sun-Dried Tomato & Garlic Dip tray, we (yes, one of the neat benefits of Chairing Gourmet is that you get to attend all the various groups during the year) listened
to a wonderful talk on Texas that Claire Deem had prepared. What an amazing state! After that we feasted on Poblano Chili Bisque, Crabmeat Tostados, and Frozen Strawberry Margarita Pie. Culinary Gourmet really lived up to its name.
In October we celebrated the New England region. Betty Feemster’s and Carol Hawkins’s groups chose “Three Fins” in Denton for seafood. Group 2 headed by Nita Templin traveled to Lewisville to enjoy Mimi’s food. Phyllis Garfat’s group, who likes to shop, headed to Frisco to eat Italian food at Buca di Beppo. They even saw the Pope’s room. Clara Lemming’s group traveled to Dallas for a delicious buffet at Gleneagles Country Club and

then shopped at Willow Bend. They also learned many interesting things about Aubrey and Pilot Point from Charolette Loncar who grew up between Tioga and Pilot Point. Mary Gill’s group traveled to the Galleria for a “5-Star” meal at the Oceannaire. Luckily, everyone had on their walking shoes, as they literally “shopped till they dropped.” Carol Jacobsen’s Group 7 met at her home and Group 8 led by Shirley Skaggs met at Becky Branham’s. Heart Healthy met in the home of Marilyn Wickersham and enjoyed a meal of New England Clam Chowder, Salad, Brown Bread with Maple Cream, and Apple Oat Crisp, all prepared to healthy heart standards.

Well here we are into November, can you believe it; where has the year gone? Soon we will be cooking turkeys for Thanksgiving, watching the Cowboys win their ballgame, and sitting in front of the fireplaces waiting for the snow (that might be stretching it a bit but we can dream).
Our activity calendar is continuing to fill up with parties for the upcoming holiday season. By the time you get your next CommuniQue, the Lodge will be “dressed” in its Christmas attire.

Sherley Riley, Ruth Robinson, Mary Ragan and Geneva Maddox attended the Women’s Senior State Amateur Tournament on Sept. 18-21 at Lake Harbor Country Club in Granbury. Riley took 1st place in 2nd flight, Robinson 3rd in 5th flight. Kathy Whitworth was guest speaker. Next year’s event will be at Briarcrest Country Club in Bryan, TX.
The Women’s Texas Golf Association holds four highly competitive events each year. The Association was founded in 1916 and has grown to include over 300 members. The total volunteer organization operates with a mission to encourage and support women’s golf throughout the State of Texas in the interest of equality and the true spirit of the game.

A handicap stroke should be an equalizer and should be available on a hole where it most likely will be needed by the higher-handicapped player to obtain a half in singles or four-ball match play. Difficulty in making par on a hole is not an effective indicator of the need of a stroke.
Allocating low-numbered strokes to holes near the end of each nine is avoided, so that players receiving strokes will have the opportunity to use these strokes before either nine or 18-hole matches are decided. Lower numbered strokes are not allocated to the first and second holes in the event that a hole-by-hole playoff is necessary.
New Score Cards will not be printed until spring because we have a supply on hand which we will utilize. If you would like to start using the new Hole Handicapping it will be listed in this copy of the CommuniQué. The list will also be on the Kiowa Web site and posted in the Pro Shop. The new Rates & Slopes will also be listed and posted. They are being used in calculating your Handicap.

The weather for Sunday, Oct.15 was the big winner for the Couples Golf. No complaints since we really needed the rain. Nov. 19 is the date for the next and last tournament of the year. The format will be the Devil’s Game, sounds like fun. The dinner will be pot roast and all the fixings for $10 a person. Also the November meeting will be the time to elect officers for 2007. If you would like to become a member of Couples Golf, please contact Larry Gingerich.
Discussion was also around the hot months of July and August where attendance is lower than any other months. Suggestions were to play a scramble to speed up play, play with morning tee times, play a night golf tournament and a skills tournament, much like the Big Break on the Golf Channel. Good topics.

A major accomplishment has been completed on our golf course. Over 300 heads on the golf course have had the nozzle and stator changed. It has improved the projection of water from 75 feet to 92 feet and increased the flow of water from 32 gal. per minute to 54 gal. per minute. This improvement will give, on most holes, wall-to-wall coverage, including the rough area.
The format played was a Pro Am. The weather was great and the golf was as well. Thanks R. J. Stroup for the pictures.
The next month’s MGA play day will be Nov. 11. The format will be 1-2-3 on 5-4-3. You will play your own ball, using full handicaps, 1 best score on par 5’s, 2 best scores on par 4’s and 3 best scores on par 3’s.
Lunch will be available at 11:30 a.m., order from the menu. MGA meeting starts at 12:15 p.m., scorecards are handed out at 12:45. GOLF is at 1 p.m.
The MGA would like to encourage all members to come out and play golf, meet new people and have FUN.

President Wayne Shearer called the meeting to order at 8 a.m. All members were present except Scott Campbell and John Schnieder, also in attendance was Joe Brockette.
Meeting Notes: The minutes of the September meeting were approved.
Treasurer’s Report: Dale Mock, Treasure, submitted the financial statement for September with a summary report as follows: The beginning balance $33,027.41, monthly receipts were $1,064.39 and expenses were $1,681.36, leaving the month end cash balance of $32,410.44. This amount includes committed funds totaling $11,961.00. This results in a net cash position of $20,449.44. The report was approved.
Membership: R. J. Stroup, Member-ship Chairman reported that our membership now stands at 507 with 292 signed up for the hole in one club. We will be working on an audited list of members to prepare for mailing of 2007 membership applications, and updating the application form.
Public Relations: Larry Glover reported that handing out the day money did result in having more teams available for pictures after the Saturday play date.
Projects: Jim Williams, Projects Chairman reported the replacement of 75’ sprinkler heads with 90’ versions has been completed on all holes except 8 and 9 which require additional planning. There has been some top dressing of tee boxes to provide some leveling relief until their rebuilding is fit
into asset replacement scheduling. Now that the fall season is on the
horizon, Monday workdays will be scheduled on a weather permitting basis and emails sent as necessary.
Tournaments: Our Oct. 14, Saturday play format will be a pro-am, and the November schedule is a 1-2-3 on 5-4-3.
Old Business: David Long will be working on installing mats on the driving range tee box, and getting a date for paving and improving the parking area at the range. As the range nears completion we will need to evaluate placement of practice sand bunkers and perhaps remove the one at the warm up area near #1 tee box.
This coming Monday we will tine the greens and set up a loose surface to begin pulling crab grass from holes 1, 2 and 3 which seem to have the worst infestation. David will also be reseeding the nursery green.
New Business: Joe Brockette made a presentation on the irrigation data project that will evolve into a procedure manual in addition to providing a map of all sprinkler heads and water lines. The work done to date in changing from 75’ to 90’ heads has increased the watering coverage to 245’; and improving the remaining areas that need water may now only need about another 100 heads. Some interesting facts in the report include that our golf course has about 107 acres of play area and 84 acres are under irrigation, the lake is about 560 acres and the 65 million gallons we are permitted for irrigation amount to 4.34 inches off the lake while evaporation

October 11, 2006Superintendent’s Report . . .
We have had a real busy month. We have had the Red River Valley WGA Tournament, the Women’s and the Men’s Club Championship, the Boys & Girls Club Benefit and the Rally for the Cure® Tournament. I believe all were successful.
We are now starting another busy month. We have sprayed around the greens and the fairways with pre-emerge for winter weeds. We have deep-tined aerified the greens and top-dressed them. We have planted rye grass on the tees and top dressed them. We have worked on the flowerbed project with help of the MGA and the guidance of the WGA and it is complete. We have worked on the irrigation and continue to work on the irrigation with some good results.
We want to remind everyone that we will be on cart paths from Jan. 2 to Feb. 26, 2007. Please repair your ball marks.

Q: In stroke play, a competitor’s ball stops on the lip of the hole. In disgust the competitor knocks his ball off the green with the back of his putter. What is the ruling?
A: The competitor must replace the ball under penalty of one stroke - Rule 18-2a. The competitor is not considered to have made a stroke.

The following are modifications to existing rules and/or additional rule provisions recommended by the Golf Committee and approved by the Board of Directors. New Rules are indicated by bold type. Modifications to existing rules are noted through underlining.
4.3.11a (10) Golfers shall be aware of and follow the directions and information displayed on course signage/markings.
4.3.11a(11) The Course Superintendent, Golf Professional and/or their designees and the Course Marshall(s) have the authority to take actions necessary to protect the course, players, members/guests. They shall also have the authority to require an appropriate “speed of play” and take corrective actions when deemed necessary.
4.3.11a (12) The operator/driver or any cart utilizing an approved handicap flag shall follow all rules and regulations pertaining to the operation of the cart. The only exception is being allowed to leave the cart paths to drive to his/her ball location. The 90 degree rule shall be in effect.
4.3.11d (2) Carts must remain on paths within 50 feet of tee boxes and
greens. Parking carts off of the cart paths and/or on the slopes/surrounds of any green or tee box is prohibited. Carts must also remain on the paths or in the roughs at all other times except when crossing fairways at a 90 degree angle to a ball location. Carts shall not be driven in the fairways in a direction from the tee box to the green.
4.3.11d (6) Carts must be kept within the golf course boundaries (indicated by white posts) or on the roads at all times. Driving on private property (including vacant lots) is prohibited. Golfers shall not walk or drive carts on private property when proceeding from green to the next tee box. Carts paths and/or roads shall be used for this purpose.
4.3.11d (7) Privately owned carts must be identified by the owner’s primary lot number affixed to both sides of the cart with 3 inch or larger numerical decals of a contrasting color. All carts must be equipped with turf type tires at least eight inches in width. All terrain or other tread designs/styles that could cause damage to the course are prohibited. The maximum width of cart axles including tire tread shall not exceed 52 inches. This shall be measured from the outer most portion of the tire tread to the opposite tires outer most tread portion.

in a manner consistent with safety. Excessive speed, spinning or sliding or tires or other actions that cause or could cause damage to the course or create an unsafe situation are prohibited.
4.3.11e (1) Sounding of the Lake Kiowa Outdoor Warning Siren System (other than system tests) is deemed to close the course for all play. Golfers are urged to take shelter immediately. Play may resume after the storm passes with no lose of position on the course.
4.3.11g Pedestrian traffic (non golfers) is not allowed on the golf course during normal operating hours which are: 8:00 AM to Sundown Central Standard Time and 7:30AM to Sundown, Central Daylight Savings Time.

Management Consultant, for the year 2005 Fishing Limits. These recommendations have been given careful consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler and Conservation Club has fully endorsed the following fishing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-13 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 14 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.Perch: No Limit.Channel Catfish: Keep fish over 14 inches; No Limit. Release all under 14 inches.Drum: No Limit. Remove any caught from lake.Carp: No Limit. Remove any caught from lake.

RULES FOR LAKE BLACK BASS RECORD PROGRAM1. Black Bass must be caught from Lake Kiowa2. Black Bass must be caught on artificial bait3. Black Bass must be weighed on official LKACC scales4. Black Bass must be measured by hard measuring rule5. Black Bass must be photographed6. Black Bass must be witnessed by at least one of the established members listed
with security7. Black Bass must be witnessed, released alive in Lake Kiowa or transferred to the
ShareLunker Program8. Black Bass records shall be effective from October 1 through September 309. Each Black Bass record caught within each time frame will be given a $100
prize from the LKACC10. One Black Bass replica shall be awarded for that year’s largest record Black
Bass11. Each replica shall hang on the wall in the Nineteenth Hole at the Lodge until a
new record is established, at which time the defeated replica shall be returned to the owner
12. If the record is not broken each year the latest record shall remain in place until defeated
13. Each year that a new record is not established, the $100 prize shall roll over to the next year. (Example - no new record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time
14. If the record is broken at any time, the next prize awarded will return to $100
The LKACC’s 3rd Annual Christmas Party is coming soon. Mark your calendars for Wednesday, Dec. 13. The Club takes this time to thank everyone for their support throughout the year and to let you know what your support of the Club has done in 2006 and what we plan to do in 2007. Please make plans to attend and have a great time with your fellow Kiowans and enjoy some wonderful food. If you would like to bring the kids, that would be great. The low lake level and the changing weather made for some tough fishing Oct. 14 when we held our last bass tournament of the year. However, with the tough fishing conditions, Wayne
Kyle was the big winner with a total string weight of 4.6 lbs and he also caught the largest bass of the tournament which was 3.2 lbs. Mike Bitsche finished second with a total weight of 2.2 lbs. Nathan Engles finished third with a total weight of 1.6 lbs.
LKACC’s 2006 Bass Tournament season winners were decided by taking the best five tournament weights out of eight tournaments. It was a fight to the finish this year. Our 2006 Angler of the Year and Men’s Division Champion was Wayne Kyle with a 5-tournament weight of 57.0 lbs. Congratulations, Wayne!
There were many winners in the 2006 tournament season. Second place in the Men’s division went to Mike Bitsche with a total weight of 43.8 lbs. The 2006 Women’s division winner was Leanne Eastep with a weight of 4.8 lbs. Paddy Merolla took second place with a weight of 2.4 lbs. The Youth Division winner was Matt Potter, Grandson of Joe King, with a weight of 45.0 lbs and Clint Anderson took second with a weight of 38.8 lbs. Clint also caught
the big bass of the year with one that weighed a whopping 8.4 lbs.
All of the division winner names will be placed on the Trophies in the 19th Hole at the Lodge. Go by and check them out. Congratulations to all of the winners of 2006 and we hope to see your smiling face competing next year!
The LKACC also held a Kid’s Catfish Derby on Oct. 14. The kids came out in full force to try and win a trophy for the biggest catfish in their age group. The weather cooperated, but the fish didn’t. The catfish started out with a slow bite but some nice ones were caught. We would like to congratulate all of the winners this year: Sam Meeks, Kelly Uselton, Turner Meeks, Christopher Quevado, Lindsey Uselton, Andrew Ciaccio, Clayton Katz, Zane Gary, Logan Bronnenberg, Brette Wood, Emily Wallace, Harrison Brewer, Christian Wallace and Ben Fisk. Our next Kid’s event will be in February so keep yours eyes on the CommuniQue for the date and make plans for you kiddos to come have a great time!

of Trash” by Joe CarnellI appreciate the fact that something
needs to be done about the mess created by trash being set out on Sunday night. It is a problem and needs to be rectified.
However, telling the weekenders (the perpetrators) to take their trash and stick it in their…cars and take it home with them stinks.
How much trash do the weekenders create (and thus leave out for the critters) on any given weekend? When the weather is nice and there is water in the lake, a bunch.
Assume these perpetrators create 45% of the trash set out for pick up on any given weekend. What is the impact on the “waste hauler” if there is 45% less trash to pick up every Monday? Seems to me his expenses will be reduced greatly, maybe not exactly 45%, but close to it. Will this reduced expense be reflected in a greatly reduced rate for the perpetrators? Stands to reason that they should pay $0.00, since they are not utilizing the service.
How about a more weekender friendly solution? Have the “waste hauler” place a construction roll-off trash container over by the driving range/ fire station and put a fence around it to keep the critters out of it. Maybe even set one over by the dam for the east side weekenders.
At least this way everyone would have multiple options.

The construction of an emergency entrance at the Comanche Gate combined with the close proximity of the newly-completed EMS station at Woodbine has allowed for much quicker ambulance response times to addresses within Lake Kiowa. LKVFD, Cooke County EMS and Security are working together to insure that competent medical assistance is on the scene at the earliest possible time. During this reporting period, Security completed LKVFD run sheets for 30 emergencies including auto accidents, structure fires, grass fires, medical emergencies and a domestic disturbance. Security also solicited help from county deputies with the domestic.
Security Patrol performed 14 traffic stops. Offenses cited were speeding, disturbing the peace with vehicular noise, running a stop sign and parking so as to block a mailbox. Nine stranded, stuck or otherwise inconvenienced motorists were assisted, the well-being of three residents was checked and two unlocked doors were secured. Reports were taken on an auto accident and the theft of an American flag. Three disturbing the peace complaints and three suspicious vehicles were investigated as was an illegal dump. Vandals struck on five different dates committing varied offenses including pulling down flags, tipping over port-a-pots and barricading a road.
Animal Control Officers chased 15 stray dogs and two cats. Eight varmints and an injured rabbit were also disposed of. One citation was issued for a leash law violation. Two dogs were transported to the Noah’s Ark Shelter in Gainesville.

Rules & Regulations – ARTICLE III Policy and Procedures
Section 3.2 SECURITYSection 3.2.1. Identifications
Cards. Identification cards are issued by the Association to all members and others at the request of members or the Association in accordance with these provisions. These cards authorize entrance to the community and may include use of the Association’s commonly owned facilities. Security personnel, lodge manager, golf professionals, Community Manager, golf course superintendent, public works supervisors, and golf course marshals or their assigns have the authority to request identification at any time. Identification cards are for the exclusive use of the individual to whom they are issued and are not to be loaned or extended to other persons and violation of these terms shall result in the immediate suspension of the card and its attendant rights and privileges.
3.2.1 a. Family Membership Cards. Family Membership Cards are issued each year on or about July 1st and shall allow entrance to the community and unrestricted use of the Association’s commonly owned facilities. Family Membership Cards shall be issued to each Association member, each partner of any couple living together of which one person is an Association member,

each child under the age of eighteen (18) years living at home or to any child, regardless of age who is a full time student living at home only part time.
3.2.1 b. Family Resident Cards. Family Resident Cards are issued at a member’s request to individuals who are domiciled within and permanent residents of our community living with a member as a part of the member’s family and household and shall allow entrance to the community and unrestricted use of the Association’s commonly owned facilities in the same manner as a holder of a Family Membership Card. In no event will a Family Resident Card be issued to anyone paying rent to live in the member’s home or who is employed by the member. These cards shall expire annually at the same time as Family Membership Cards or when the individual ceases to domiciled within and a permanent resident of our community.
3.2.1 c. Family Guest Cards. Family Guest Cards are issued at a member’s request to all grandparents, parents, children, grandchildren and/ or great grandchildren of the member who are not eligible to be issued either a Family Membership or Family Resident Card. These cards shall be issued on request and shall expire annually at the same time as Family Membership Cards. Holders of the Family Guest Cards shall be allowed entrance to the community

and use of all of the Association’s commonly owned facilities without the necessity of being accompanied by the member except that special arrangements must be made for use of the golf course as set forth in Section 4.3.11c(3).
3.2.1 d. Lessee Cards. A Lessee Card is issued to an individual leasing a member’s entire interest in a property/lot within our community and shall entitle its holder to all the rights and privileges as a member set forth in Section 3.2.1 except that the lessee shall have no voting rights. The lessee may have cards issued to other members of his family in the same manner and for the same duration as a member may have cards issued in accordance with Sections 3.2.1 a, b, c and e. Any card issued under this section shall be designated as being that of a lessee in a manner to be determined by the Community Manager and must be returned immediately to the Association upon termination, for any reason, of the lease under which these cards were issued.
3.2.1 e. Worker Cards. A Worker Card may be issued at the request of a member to an individual who works for or is employed by the member on a full time or regular basis within the bounds of our community. Holders of a Worker Card shall generally be required to proceed directly between the gate and their place of employment
and are not allowed use of any of the Association’s commonly owned facilities unless it can be demonstrated that such use is necessitated by the terms of employment in which case, the Community Manager may allow use of that facility. Worker Cards may grant entrance to the community at particular times or at any time without limitation. No Worker Card shall be issued unless the Community Manager agrees that the issuance of the card shall be of benefit to the community. The member who requested a full time Worker Card shall be responsible for the return of the card to the Association within two (2) weeks of the termination of the employee/employer relationship and shall be subject to a $50.00 fee in lieu of its timely return. No Worker Card will be renewed without the return of the expired card or the payment of a fee for a lost card. In all cases, the member who requested the card must immediately notify the Association of the termination of the employment. Worker Cards shall expire at a time to be determined by the Community Manager at the time the cards are issued.
3.2.1 f. Employee Cards. An Employee Card shall be issued to each employee of the Association who has not been issued another type of Association Identification Card. This card entitles the employee entrance into the community and use of Association
facilities under the terms and conditions granted by the Board of Directors. Employees are not permitted guests and will generally be required to proceed directly between the gate and their place of employment. The Employee Card must be returned to the office before receiving a final paycheck.
3.2.1 g. Lost Identification Cards. Identification Cards, if lost or destroyed, can be replaced for a fee by contacting the Association office during normal business hours.
3.2.1 h. Legal Entities. Trusts, corporations or other legal entities which hold the legal title to property within our community shall designate an individual who shall act as the owner of that property for all intents and purposes under our governing documents. Such designation shall be in writing and in a form established by the Community Manager. The designated owner shall have all the rights and privileges held by any other owner of property in our community until such time as the property is sold, title to the property is otherwise transferred, or the Legal Entity notifies the Association in writing of a change which change shall not be official until the change is recorded on the books and records of the Association.

A Letter to the Editor should be less than 350 words in length and will be accepted if it presents a thoughtful and constructive view to an issue that may be controversial within our community. It may be reviewed and verified for factual accuracy by the appropriate authority. The factual clarification will be published along with the letter. The letter should be typed or in legible handwriting, signed by a verifiable resident, and will be published unedited with misspellings indicated when necessary. BOARD MEETINGMONDAY, SEPTEMBER 18, 2006CALL TO ORDERPresident Dave Spangler called the
meeting to order at 6:02 P.M. in the Board room of the Lake Kiowa Lodge. All members were present.
REVIEW OF MINUTESKathy Reed made a motion to accept
the minutes of the August 21, 2006 meeting. Lee Skinner seconded and all were in favor.
FINANCETreasurer Kathy Reed gave a review
of the financial report. She explained that a third party is negotiating to buy the Fairview Bay properties and pointed out that the increase in delinquent dues is related to this purchase. Late fees are up the past month, also. The audit by Schalk and Smith should be back by the end of the week. Manager Campbell reported that they complimented the staff on the condition of the books.
EXECUTIVE SESSIONAt 6:35 p.m. John Davis moved that
we enter Executive Session. Randy Howell seconded the motion and all were in favor.
Al Arronte, chairman of the Rules Committee, was present at this session.
John Davis made a motion to exit Executive Session at 6:47 p.m. Bob Bingham seconded the motion and all were in favor.
VOTE ON APPEAL OF CITATIONOn a motion by Bob Bingham and
a second by Lee Skinner, the board voted unanimously to uphold the Rules Committee’s decision to deny the appeal of a citation.
GOLF REPORTGolf Course Superintendent David
Long reported on the Princess #77 grass test results. He suggested that we not make any decision about future use of this grass until next spring or summer.
SEPTIC VARIANCE REQUESTJohn Davis made a motion to grant a
Septic Variance request by the owner of Lot 1378. Bill Dalton seconded and the motion carried unanimously.
At 7:02 P.M. the meeting recessed to reconvene in the Assembly Room for homeowners to hear reports by Department Managers.
President Dave Spangler called the meeting to order at 7:04 p.m. in the Assembly Room and led the group in the Pledge of Allegiance. He welcomed 36 homeowners in attendance. Four persons were recognized as first time attendees: Bill Buford, Carol Jacobson, Gary Hankins and Vern Forst.
MINUTES OF AUGUST 21, 2006Peggy Padgham read the minutes of
the August 21, 2006 meeting. TREASURER’S REPORTTreasurer Kathy Reed gave the
financial report and highlighted certain areas that needed explanation. There were no questions from the board, and her report will be printed in full in the CommuniQue
MANAGERS’ REPORTSDon Hoover, Superintendent of
Public Works, reported that the major road renovations for this year’s budget are complete and striping will be done shortly. He thanked homeowners for their patience during the inconveniences that occurred.
Sign removal continues to be a problem around the lake and could be the cause of accidents in the future. If anyone sees someone removing signs, he asks that Security be notified immediately.
Work continues on the drainage projects around the lake. Lake level continues to be low and caution on the lake is still encouraged for boaters and skiers.
David Long, Golf Course Superintendent noted that new pumps have been installed further out into the lake and will be tested in the near future. He reported on the condition of the fairways and commented on the number of golf tournaments and special events that will take place on the course within the next few weeks.
Gary Davidson, Chief of Security, reported on the numerous duties performed by the Security Patrol during the past month. Speeding continues to be a problem and citations are being issued.
Manager Campbell gave the Lodge and Tavern report in the absence of Pat Greenlee. Staffing continues to be a concern. The new menu is in place and it has received favorable comments from members. The Lodge has received our TABC liquor license renewal.
Pat’s report also stated how much she has enjoyed working with members of Lake Kiowa and thanked them for their support. She will be leaving her position soon.
MEMBERS’ QUESTIONS AND COMMENTS
Bob Kalina introduced Dorothy Baskett as the “Road Lady” of Lake Kiowa. Dorothy reported on her new effort to get CR 3092 repaved from CR 902 to Chalmers School. Previous road work had stopped just past the school, and Dorothy pointed out the increased traffic on that road which is used often by persons from Lake Kiowa. She encourages a Letter Writing campaign to the proper officials and will get that information out soon.
Jan Thies, president of the Kiowans organization, announced the Leadership course being offered on the first Friday of October, November, December and January. She encouraged people to enroll and become better informed about the workings of our community and the County.
7:50 P.M. RECESS OF MEETINGThe meeting was recessed and moved
back into the Board room of the Lodge. President Spangler reconvened the meeting at 7:52 p.m.
PROPOSAL FOR SALE OF GOLF COURSE PROPERTY
Manager Campbell presented a request of the homeowner and
prospective buyer of Lot 1753 to purchase an adjoining piece of property now classified as part of the golf course. Board members were given a survey plot of the lot to review. Following a lengthy discussion by Board members, Bill Dalton made a motion to refrain from selling any golf course property. John Davis seconded. Before a vote was held on the motion, further discussion ensued. Peggy Padgham then moved to table the motion until our attorney rules on the board’s authority to sell not only golf course property but any common access properties. Kathy Reed seconded the motion and all were in favor. The topic will be on the agenda for the next Board meeting.
LITTLE CROW COVERepresentatives of homeowners on
Little Crow Cove presented a proposal to extend the work done by LKPOA in the cove by approximately 400-500 feet from the boat ramp. They propose digging a 30 foot wide channel through the middle of the cove that cuts through the sandbar about the same depth or less than the previous silt removal done by LKPOA in the cove. According to their tests, there is significant silt in the cove and this work can be done under the existing Lake Kiowa silt removal permit. The homeowners have a contractor ready to do the work, and they requested a joint financial commitment between the LKPOA and the homeowners.
A lengthy question and answer session followed their proposal, and the board entered into lengthy discussion. Lee Skinner made a motion that the LKPOA commit from the CIP funds 1⁄2 of the expenses incurred, not to exceed $15,000, to remove silt from Little Crow Cove. Bob Bingham seconded the motion. The vote was 7 in favor of the motion with 2 abstentions.
TEXAS PARKS AND WILDLIFEPresident Spangler distributed copies
of a letter from Texas Parks and Wildlife stating recommendations for creating a wildlife habitat at Lake Kiowa. Jennifer Barrow indicated in her letter “There are no jurisdictional wetlands or endangered species to consider for this work.” The Long Range Planning committee will study the suggestions for their future report to the community.

Peggy Padgham made a motion to exit Executive Session at 9:18 p.m. John Davis seconded and the motion passed unanimously.
BY LAWS AND COVENANTS COMMITTEE
President Spangler asked the board to approve the following people to the By Laws and Covenants Committee: Jack Thies, Chairman; Jack Skinner, and Neal Clark. Bill Dalton moved that these 3 people be named to the committee. Bob Bingham seconded the motion. All were in favor. Additional members will be added to the committee.

REVIEW OF MINUTESOn a motion by Bob Bingham and
second by Bill Dalton, the minutes of September 18, 2006 were approved.
FINANCIAL REPORTKathy Reed, Treasurer, had no
additions to the financial report. RULES AND REGULATIONS Following review and discussion of
proposed changes to the rules regarding the issuance of Membership, Resident, Guest, Lessee, Worker, and Employee cards, Linda Fite moved that we accept the proposed changes to the Rules and Regulations as submitted by the appointed committee. Lee Skinner seconded the motion , which passed unanimously.
ARCHITECTURAL CONTROLJohn Davis, Architectural Control
Committee Chairman, presented a proposed change to the guidelines regarding Docks which would allow small closets on docks.
DOCKS A.2.a.2-3-2.A.2-3-2 Considered the “one remote
building” unless the total square footage is 20 square feet or less, in which case it shall be considered a closet and not a remote or detached building.
John also presented a proposal regarding Fences. Under the heading Critical Considerations, the wording more clearly defines fence, open and closed, as well as the provision regarding obstructing views. It also limits all fences to no more than 6 ft. in height. Randy Howell moved to accept the proposed changes, Bill Dalton seconded and all were in favor.
LONG RANGE PLAN Linda Fite, Chairman, and Manager
Scott Campbell reviewed the proposed Emergency Response plan developed by the Long Range Plan committee. No action was taken, allowing board members time to review the proposal, which will be on the agenda for the next meeting.
SALE OF PROPOERTYJohn Davis asked to withdraw his
second of the motion made by Bill Dalton at the September 18th board meeting. The motion not to sell any golf course property died for lack of a second.
John Davis then moved that the LKPOA not sell the property, identified in a 1995 easement, adjacent to Lot 1753. Bill Dalton seconded the motion, which was defeated with 3 voting in favor and 5 against.
Following a lengthy discussion, Peggy Padgham made a motion to sell the previously identified property (approximately 5700 sq. ft) adjacent to Lot 1753 restricting use to landscaping only. Randy Howell seconded the motion which passed by a vote of 6 to 2.
After hearing comments from Manager Campbell and President Spangler regarding value of the property
John Davis moved that we sell the property to the homeowner for $25,000. Bill Dalton seconded the motion. The motion was approved with 5 votes in favor and 4 opposed.
LITTLE CROW COVEManager Campbell updated the board
on negotiations with the contractor who will be doing the silt removal work at Little Crow Cove. The contract should be signed soon and work will then begin.
EAST GATE SECURITYBill Dalton asked that something be
done to help Security personnel monitor the East Gate entry more closely.
Manager Campbell will discuss this with Gary Davidson.

second by Kathy Reed, the board voted to adjourn the meeting at 8:40 p.m.

KIOWA HOMEOWNERS WATER SUPPLY CORPORATION
WEDNESDAY, SEPTEMBER 13, 2006INVOCATION: President Jess
Maxwell opened the meeting with a word of prayer.
CALL TO ORDER: The meeting was held at the Kiowa Homeowners Water Supply Corporation Office and was called to order at 9:00 a.m. by President Jess Maxwell.
ESTABLISHMENT OF QUORUM: All members were present.
APPROVAL OF THE MINUTES OF THE AUGUST 16, 2006 MEETING:
The minutes of August 16, 2006, were approved unanimously on a motion by Dean Dorsch and a second by Brent Reed.
MANGER’S REPORT: Ronny reported the installation of three new taps: Chuck Essex, lot 1203, Christian Osorio, lot 1182, and John Seefeldt, lot 851. Robert Wilson had 5.5 overtime hours, and Gary Vanbebber had 4 hours. There were no main breaks this month so much time was spent policing the drought contingency plan. So far this year over 280 letters have been sent out for non-compliance. Ronny feels that by talking to people the employees are helping people understand how important it is that they follow the
drought contingency plan. His employees have helped set controllers for people who need help.
DISCUSSION AND APPROVAL OF FINANCIAL STATEMENTS AND AUTHORIZATION OF PAYMENT OF BILLS:
Ronny announced that August was the highest ever billing month for water usage. 40,244,000 gallons were pumped. The average residential customer was billed $87.74. Ronny has estimated that the September billing should be about half of the August billing. After going over the statements and bills, Dean Dorsch moved to approve the financial statements and authorize the payment of bills. It was seconded by J. A. Samples and it was unanimously approved.
COMMITTEE REPORTS:BUILDING: All permits for the new
water building have been obtained. Concrete will be poured for the foundation on Thursday, September 13, 2006.
NOMINATING: Jan Thies reported that her committee, composed of Dean Dorsch, Brent Reed, Peggy Padgham, and Joe Brockett, has meet and has started to contact people to run in the next Water Board election. Two affirmative responses have been received. Jan will write an article for the next Communique.
LONG RANGE PLANNING: The
Board reviewed the contract with Jacob and Martin to do hydraulic analysis, distribution recommendations and cost estimates, water supply evaluation, recommendations and cost estimates and an engineering report including previous items and budget/rate analysis. This will be an ongoing project extending over the next few years.
DISCUSSION AND POSSIBLE ACTION ON RATE ADJUSTMENTS:
A discussion concerning an increase in next year’s water rates resulted in approving a rate schedule that will result in an approximate rate increase of $2.60 per month for a customer who uses the average amount of 4,000 gallons per month. The proposed rate schedule is:
$21.00 monthly minimum$1.65- each thousand up to 50,000
gals.$4.00-each thousand up to 80,000
gals.$6.00-each thousand up to 120,000
gals.$10.00- each thousand over 120,000
gals.Dean Dorsch made a motion to accept
this new rate adjustment. Don Howeth seconded it and all were in favor.
DISCUSSION AND POSSIBLE ACTION ON 2006/2007 BUDGET: The Board reviewed the 2006/2007 budget that Ronny had composed. After going over each item, Dean Dorsch
made a motion to accept the proposed budget. It was seconded by Don Howeth and all were in favor.
DISCUSSION AND POSSIBLE ACTION ON EMERGENCY CONTACTING OF WATER CUSTOMERS: Ronny reported that 624 out of 1200 customers had responded to the request for information concerning emergency contacting. He reported that a piece of software can be purchased that will enable him to notify all customers of emergencies within a couple of hours. Jan Thies made a motion to purchase this software for an amount not to exceed $1500. Brent Reed seconded it and all were in favor.
