Besides there are a lot of full- length features recently launched into production in Russia, Ukraine, Kazakhstan and other CIS countries that for sure may have not only successful interna- tional distribution but also be the award winners and nominees of different international film festivals. De- spite large portion of information on the new movies, shows and series you’ll also find the detailed report on the recent deals of international distributors with the CIS-partners. In our “Focus” we would like to present you the over- view of television markets in such Central Asia coun- tries as Tajikistan, Uzbekistan, and Turkmenistan. These markets differ a lot from the points of view of their volume, number of broadcasters, TV-content production facilities and trends of development. TV markets in Tajikistan and Uzbekistan, for instance, are just starting to evolve and integrate into global TV tendencies. From the other hand Turkmenistan is closed for TV business activities because of its inner governmental policy. Unfortunately, data on TV ratings and share of the TV channels in all these countries is not available because of the absence of national-wide TV researches there. Now Ukrainian TV is at the stage of sweeping chang- es and has to fill up the gap where Russian content used to be. тема номера слово редакцииУже в первые дни нового года нам, редакции Content Report, сразу стало понятно, что в 2011м все мы будем усердно и неустанно трудиться. Занимаясь подготовкой первого выпуска обзора новостей рынка производства и аудиовизуального контента в этом году, мы с радостью обнаружили, что даже в новогодние праздники работа во многих продакшнах идет полным ходом, а дальше, как говорится, станет еще больше. Как неоднократно было отмечено, вследствие кризиса основательно изменилась конъюнктура рынка, поменялась расстановка сил и возможностей, поэтому работать действительно есть и будет над чем. Подтверждением тому является количество собранного в этом (полупраздничном) номере материала.

В сегодняшней теме номера мы остановились на одной из самых болезненных тем отечественной киноиндустрии – рынке кинотеатров. На страницах Content Report мы неоднократно публиковали мнения о том, что едва ли не основной проблемой (хотя эту тему активно поднимают все, кому не безразлична судьба национального кинематографа), сдерживающей развитие индустрии «полного метра» на постсоветском пространстве, является катастрофическая нехватка кинозалов. Однако рынок продолжает стремительно развиваться. И если поводов для оптимизма относительно увеличения количества кинотеатров попрежнему не так много , то по внедрению современных технологий за прошлый год имеются все основания для гордости за это. Между тем попытаемся разобраться, есть ли свет в конце тоннеля?!.

Первый номер Content Report выходит в канун Старого Нового года, который (наконецто) завершает череду праздников, поэтому еще раз хотим пожелать нашим подписчикам в 2011 году найти свой верный путь и следовать ему с упорством, трудясь не покладая рук. We are happy to present you the April issue of the CIS: Content Report where we tried to gather the most interesting up-to-date information about rapidly developing content production and distribution mar-kets of the CIS region. As far as most of the locally produced series and TV movies are further distrib-uted and broadcast mainly inside the CIS territories, we picked up the most interesting and original proj-ects with those script ideas that have international appeal and may further travel abroad to Europe, Asia or the North America both as readymade product or formats. Besides there are a lot of full-length features recently launched into production in Russia, Ukraine, Kazakhstan and other CIS states that for sure may have not only successful international distribution but also be the award winners and nominees of different international film festivals. Despite large portion of in-formation on the new movies, shows and series you’ll also find the detailed report on the recent distribution deals.

In our “Focus” we continue the cycle of articles dedi-cated to the current situation on TV markets of the post-Soviet countries. The region is developing rap-idly both in terms of its TV market volume and the number of players on it led by such states as Rus-sia, Ukraine and Kazakhstan. In previous issue we focused on TV markets of Tajikistan, Uzbekistan and Kazakhstan, and this time we’ll provide a short analy-sis of such territories as Ukraine, Belarus, Georgia and Moldova.

Last autumn members of Russian association of televi-sion and movie producers chose Red Square Screen-ings as the most important industry event of the season. The idea of the forum aimed at showcasing the Russian cinema for the international film community belongs to Yevgeny Gindilis – Red Square Screenings’ execu-tive director, founder and producer general of Russian film company TVINDIE. He is also a member of Euro-pean Film Academy (EFA). In an exclusive interview to CIS: Content Report he told about achievements, pri-orities and plans of his company and his own as well as about the experience of international coproduction.

Her fame is based largely on rumours that she laid hands on 75-year-old leonid Brezhnev, bringing about the improved appearance of the Soviet president (among other ‘pa-tients’ – Pope John Paul II, Robert De Niro, Andrei Tarkovsky and Federico Fellini). Also she was the one who predicted the break-up of the Soviet Union and the Chernobyl disaster.

Synopsis: This is the story of the accession to power of Yekaterina Alexeevna or Catherine II, also known as Catherine the Great, the most renowned and the longest-ruling female leader of Russia, reigning from 1762 until her death in 1796 at the age of 67. Her reign was called Russia’s golden age, because the Russian Em-pire was revitalized under her reign, growing larger and stronger than ever and becoming recognized as one of the great powers of Europe.

He hasn’t been here for 12 long years and doesn’t know what to do – he’s got no family and no friends left. And his girl Anna got married with his eternal ri-val Dmitry Romanov. Makar wants to start with a clean sheet, but everywhere he goes he feels the long arms of Romanov’s family – there is no police, no court and no justice, because Dmitry and his father are those who pull strings and do whatever they want. Makar decides to fight the Romanov’s ‘empire’.

He chose all the officers who work here himself, because his methods differ from those used by ‘good’ law-abiding policemen – Shelest may secure confessions or even intimidate the criminals by taking their family members hostages. Synopsis: 1942. Nazis have besieged the Soviet forces in a strate-gic direction, but they cannot move any further without sabotage attack and cutting the defense – the only way is to use the help of a mole, planted long ago. Spy starts the preparations to make the pass for Nazi’ armored vehicles, and kills all the witnesses one by one. NKVD sends Major Urusov to find who he is.

The show is a contest between channel viewers who live in the regions and the residents of the capital. The show host invites capital residents to make a deal right during their shopping. All the items bought by a participant are at stake of the deal. Ukrainian commercial broadcaster sTb finished casting for the forth season of its comedy reality show daddy’s house. The program premiere is planned for this autumn. Note that Daddy’s House format is included to UA Formats catalogue and is al-ready licensed to Poland.

Each program is a story of one family consisting of mother, father and children. No actors, nothing is scripted, everything is real. The wife, exhausted by housework, goes on vacation for a week and does what she has always dreamed about or never had time for, e.g. skydiving, scuba diving, spa, etc. Meanwhile, the hus-band stays at home with the children and household chores. The man needs to prove he can do both – be a good father and a decent housewife. He will have to complete tasks set out for him, and if he succeeds, he’ll get 3000$. If he fails, he gets nothing. However, if the husband finds the task impossible to complete, he can delegate the task to one of our experts. The task will be completed, but the prize money will be reduced by 500$.

Synopsis: Film is about Zviad Gamsakhurdia who became the first democratically elected President of Georgia in the post-Soviet era. With the start of the national rebellion, on December 22, 1991, armed opposition supporters launched a violent coup d’état and attacked a number of official buildings including the Georgian parliament building, where Gamsakhurdia himself was sheltering. On January 6, Gamsakhurdia and members of his government escaped through opposition lines and made their way to Azerbaijan, where they were denied asylum, and later to Russian republic of Chechnya. Gamsakhurdia returned to Geor-gia on September 24, 1993, and concentrated on building an anti-Shevardnadze coalition. He also built up a substantial mili-tary force, but on December 31, 1993, Gamsakhurdia died in circumstances that are still unclear.

Television markets in such Central Asia countries as Tajikistan, Uzbekistan, and Turkmenistan differ a lot from the points of view of their volume, number of broadcasters, TV-content production facilities and trends of development. TV markets in Tajikistan and Uzbekistan, for instance, are just starting to evolve and integrate into global TV tendencies. From the other hand Turkmenistan is closed for TV business ac-tivities because of its inner governmental policy. In this article we’ll give a short analysis of these three CIS territories from the point of view of current situation on their television markets. Unfortunately, data on TV ratings and share of the TV channels in all these countries is not available because of the absence of national-wide TV researches there.

TurkmenisTan

Turkmenistan is situated in central Asia with an area of 491,200 km² and a population of 5.36 million peo-ple. There are a total of 1.85 million television households and an estimated 2.2 million television sets in use. Approximately 76% of the television households still rely on the analogue terrestrial platform for their primary television reception.

Satellite television (DVB-S) has been seriously compromised following the decision by the President of Turkmenistan requiring that all satellite dishes be removed from the rooftops. However, cable television will be introduced although content will be strictly censored by the government.

The Ministry of Communication is the legislative and regulatory body responsible for broadcasting in Turk-menistan. It is responsible for proposing and implementing legislation in the area of electronic commu-nications. Currently 6 national broadcasters are available on the analogue terrestrial platform. They are: Turkmenistan (informational), Altyn Asyr (general interest), Yaslyk (entertainment), Miras (cultural), Türk-men owazy (music), and Türkmenistan-Sport. There is also Aşgabat TV channel which broadcasts only for the territory of Ashgabat.

Unlike the other countries of the former USSR which have made some progress towards the implementa-tion of their DTT platforms, Turkmenistan has not yet begun DTT trials. This can be attributed to the state’s information policy which may effectively conflict with the introduction of digital technologies. Data on TV ratings and share of the TV channels in Turkmenistan is not available because of the absence of national-wide TV researches in this country.

TajikisTan

Tajikistan is situated in Central Asia with an area of 143,100 km² and a population of 8.47 million people. TV industry in Tajikistan is the least developed among other CIS countries but for Turkmenistan, which is the only one “closed for the others’ eyes” market of the region with only 7 TV state-owned channels and without private TV stations at all. According to the TV and Radio Broadcasting committee of Tajikistan there are totally 57 TV stations in the country, 17 of which are private and the others are state-owned ones. The main distinctive feature of the local TV market is absolute dominance of regional and local TV broadcasters (the majority of local TV channels are operating in the province of Sughd, one of 4 administrative divisions of Tajikistan situated on the north of the country).

Currently there are only four national-wide TV stations in Tajikistan that cover more than two thirds of the state territory by means of terrestrial and satellite distribution. They are: First Channel Tajikistan (99.7% coverage), TV Safina (77.4%), Chahonnamo (75.7%), and Bakhoriston TV (72.1%). And all these TV chan-nels are state-owned. National-wide private broadcasters absence is the main obstacle of the country TV industry development. local authorities actually stopped giving new broadcasting licenses in 1999 – from that time and till the beginning of 2015 only one TV channel was “awarded” by TV license – it was private NTT channel (stands for Independent Television of Tajikistan) which started broadcasting in summer 2007 and covers with its signal the capital of the state Dushanbe and its suburbs.

TV advertising market in Tajikistan is rather small – less than $20 million (the population of the country nears 8.47 million people, there are approximately 2.5 million households). Out of 2.5 million television households, almost 1.8 million households rely on the terrestrial platform for their primary television re-ception while 650,000 households rely on satellite. Dominance of the state-owned channels on the market prevents the substantial growth of advertising industry in the state. This is also one of the main reasons of poor TV content production facilities – there is neither local series nor local adaptations of the international TV formats on the Tajik TV.

Situation may change after analogue terrestrial signal switch of – it is planned for the end of 2015. DTT-signal transmission first started in May 2010 in Dushanbe in DVB-T, MPEG-4 standard. In 2011-2012 DTT became available in three more regions of the country. Nowadays Tajikistan is implementing DVB-T2 stan-dard. Currently four abovementioned national-wide TV channels are available in the first DTT-multiplex. Overall two terrestrial multiplexes, which will include 20 channels, are planned.

uzbekisTan

Uzbekistan is also situated in Central Asia and has an area of 447,400 km². The population of Uzbekistan totals 30.2 million people. From the TV households number point of view the TV market of Uzbekistan ex-ceeds the one of Tajikistan more than twice – there are near 5.6 million households and 8.1 million televi-sion sets in use in the country. The terrestrial platform is used by 77% of all television households. Cable and satellite television delivery platforms are becoming increasingly popular with viewers and account for 10-15% and 7-9% of all television households, respectively.

Although a government decree officially eliminated state censorship in 2002, it has continued to severely restrict independent media. In 2006 authorities further tightened state control by requiring re-registration by all media outlets not passing a summary review of qualifications. In 2012 almost 40 independent private television stations and 9 state-owned regional TV channels were operating in Tajikistan, but four state-owned television stations, run by the Television and Radio Company of Uzbekistan, dominated the market. They are: Ozbekiston, Yoshlar, Sport TV, and Tashkent. In the end of 2013 the biggest and the most popular private TV channels (Markaz TV, NTT, Forum TV, and SofTC) were closed by the government.

TV advertising evolved rapidly in Uzbekistan till 2014. Its volume in 2013 reached almost $60 million, and its annual growth was forecasted for further few years at the 12-15% level. But due to the closure of main private broadcasters at the end of 2013, the TV ad spent in 2014 dropped more than 40%. TV content pro-duction is just starting developing in the country. The main producers of TV series and TV movies are state-owned Uzbektelefilm and Uzbekkino companies. In the last two years some private productions and TV stations started shooting local series and TV shows (no international TV formats are yet officially adapted in Uzbekistan).

In June 2008, the first DTT pilot project in central Asia was launched in the capital city of Tashkent. View-ers could access 8 standard-definition television services using MPEG-4 AVC compression technology. In September 2008, the further multiplex was launched offering viewers in Tashkent and Bukhara access to four government-owned television services. Regular DTT broadcasting started in September 2009 offer-ing 12 DTT channels (the service was a mixture of 4 government-owned and 8 commercial pay-DTT chan-nels). By the end of 2013 DTT-multiplexes covered near 42% population of the country. ATT switch-off is planned for the end of 2017.

Now Ukrainian TV is at the stage of sweeping changes and has to fill up the gap where Russian content used to be. In an exclusive interview to CIS: Content Report TET TV channel programming director Viktor Shkrobot and executive producer Anna Gonchar told how the broadcasting schedule is formed, content of what countries TET imports the most and how the whole strategy changed in light of national currency devaluation. In addition, they shared thoughts about the quality of the new Ukrainian TV product.

What is the genre concept of TET and what is the reason for that?

Since 2011 ТЕТ is a youth entertainment channel, and is developing very actively now. According to 2014 results, it is among TOP-6 Ukrainian channels by the target audience. Several times TET took the second place with only few percentage points behind the leader. What is the reason? Maybe the market itself – there were few channels for Ukrainian youth before TET re-launched, and the lack of competition had a negative effect on the quality of the product. We wanted to offer our viewers something they have never seen before, something new. It looks like we succeed as ТЕТ share rose twice in 2011-2012 (head-ed by Irina Kostyuk, - CIS: CR). And in 2014 it made its way in TOP-6 channels. We won’t stop.

What are you focusing on when forming the broadcasting schedule?

First of all we take into account the preferences of viewers. Both actual – historical ratings of our products – and potential – what may be interesting, what they would like to watch. I can’t speak for other channels’ executives, but viewers are really important for TET, you do want work for them. Maybe it sounds posh, but it would cheer up to know that our product resonates with audience. It is usually said that the TV channel should form conscience. But we think it have to talk one language with audience. Win it. No sooner should the channel offer its own view.

Do you produce original programs by yourself or commission them from the contractors? What prodcos do you work with? How do you share the IP rights?

We use our own production facilities and from third parties, and co-produce with the best only [laughs]. All in all we are doing everything right, because we have the best everywhere – viewers, productions, adver-tisers. Karma as it is. As for the rights, we use the individual approach. The quality stands first on the list.

ТЕТ exports a lot lately, and particularly to Russia. Who is responsible for distribution of ready-made product?

We have a separate sales office, which distributes all the content of our TV group (1+1 media, - CIS: CR). I am sure they could tell a lot about their work. And we are grateful they make our product available to as wide audience as it is possible.

Have there been any changes in your business arrangements with production and distribution companies due to national currency negative trend?

My colleagues from sales and acquisitions department could provide more detailed information about this. But almost nothing changed for us as a channel. Still, we have correlated prices with the new day-to-day realities.

We try to fix prices in our contracts in hryvnas and pay more attention to less expensive content. Neverthe-less, you cannot buy or produce the inferior content, so you have to be creative when choosing product. last few years Ukrainian viewers have been offered rather expensive product, one that do not complies with the advertising market size and its potential. Therefore, I suppose the trend will slightly change in the nearest future.

Content of what countries TET imports the most? Why?

The most popular content is produced in Russia. Regardless of whether we want it or not, but it is of inter-est. And will be for some time, at least because of momentum. If no proper measures are taken by the regulator, of course.

We gave notice to the content of different countries – from latin America to Korea. And still, there is pretty a lot of criticism. If one is too fast-paced, the other is so boring that you fall asleep within several minutes.

Viewers love Hollywood blockbusters. Often it is the long-standing selection (just as Home Alone franchise on holidays).

Well, Turkish content ‘discovered’ by 1+1 channel has also become popular. ТЕТ also launched Turkish TV series, which has a good rating. But unfortunately only one.

How many hours of foreign content do you acquire in a year?

I can’t provide you with the year stats because the process of buying and amortization is continuous. The offer is worse than we would like it to be, and the supply overtakes it. We are interested in new TV series, non-scripted shows etc.

We are trying to increase the amount of locally produced content. It is better economically (taking into ac-count the currency rate) and rings the bell with the viewers. However, we will fight for the product if we see it corresponds with our concept. Our viewer deserves the best!

Have the recent events had an effect on the amount of Russian content on the channel’s air?

They had, of course. Some programs turned out to be prohibited by recently introduced regulations or because of moral ethic norms. That is why we try to increase the amount of Ukrainian products – locally produced content is cheaper and more acceptable. Moreover, from time to time it is even better than the Russian one. The viewer used to find some disadvantages in Ukrainian product, rather than look for good qualities. But Ukrainian content is becoming more and more popular now.

ТЕТ used to differ from other channels because of many original shows. Why is that?

Historically we gathered the powerful creative team that feels our viewers better than anyone else. And sometimes it performs magic!

What is the balance between the original shows and adapted ones?

Our entire product is 100% original now. We are very proud of that. But it does not mean that our doors are closed for foreign formats etc. It is because foreign format always has some shade of the country it came from, which is not always appropriate with Ukrainians. I do not say it is impossible – I mean difficult. It is one of the reasons why sitcom Vital’ka is so successful – the author and the producer are all in one. If the product is produced for our viewer – it is as a suit made to measure.

Can you share your experience in making original TV formats? Have you ever sold them abroad?

First of all we produce the product for the viewer, and only then we have a chance to catch one’s interest in it as a format. We licensed Peasant Girl lately. It is a unique, one of the most successful original projects, which is also very popular in Russia. We made the last one (third) season international – it was rather suc-cessful! When one girl realized that she is flying to Dubai and started to cry, we understood that it would definitely resonate with the audience. Just have a look on those ratings!

What projects do you work on and what will be premiered soon?

We produce two pilots of entertaining shows. And have another five project (including films) in develop-ment. There are some interesting ideas, but we will tell about them later.

What about the trends in a TV channel programming in 2015?

It is hard to forecast something in an unpredictable market, so all these are merely thoughts.

Our viewer has been watching on his/her life through the lens of Russia or western countries for a long time. And always had a feeling that it is about us, but with some nuances. Now TV channels start to realise that the locally produced content may be more stable rather than imported one. I am sure soon we will see Ukrainian faces and landscapes more often.

Secondly, we have to look at USA and European countries more closely as the Russian content disappears from the air, but we still have 24 hours to fill up.

And the third one – we should remember about the tragic events in the eastern and southern regions of Ukraine. As far as I am concerned 2+2 channel is working on TV series about the volunteers, who enlisted into the National Guard. I suppose more and more channels will address to this topic. It is hard for a TV channel to be entertaining in the current circumstances, but it is a responsible mission.

The work of European producers can’t even be compared to the one we have to do. While they may con-centrate on the definite market segment we actually have no other way out than to produce TV content and mass market movies and to be engaged in coproduction at the same time. In Europe only a large holding can afford production of such a wide range of projects. And we are forced to do it by the situation on the local market.

ploring some specific issue. Russian projects can’t afford it. For example, Russian producers may ask me to make the ocean like they saw it in The Perfect Storm (2000). And I have to explain them that a group of 100 programmers described the behavior of physical phenomenon during a year. Then the results of their work were set into the interface of the program that created such a storming ocean. And the funds spent for the researches are equal to the whole budget of Russian project.

CGF closely cooperates with Timur Bekmambetov who invested heavily in the FilmLanguage (Kinoyazyk) technology. Do you take part in the researches of his company Bazelevs?

We do cooperate with Bazelevs in some researches. But this cooperation is rather sketchy. Actually we do not delve into the study. As for the FilmLanguage I know that Bazelevs have some results that are different from the declared objectives but still…

There is information in the Web that you are going to launch your own projects as a producer. Is that true?

I have some ideas. I have knowledge and skills that would be sufficient to launch a project. And the com-pany is strong enough to realize it. We just need to try and move on if it works.

In the nearest future we’ll decide on the range of projects that would be interesting to work on. At the same time we are going to separate company’s activity as a producer from providing postproduction services which is our core business. Most likely postproduction department will accomplish orders for our projects otherwise there will be a risk of failing in both areas.
