1. Workload, i.e. new, solved, rejected and unsolved cases in the Local Offices for REC

and the Center for REC - Skopje

This part gives a general graphic presentation of the workload in the 29 Local Offices for REC throughout the Republic and the Center for REC-Skopje. The following table shows the total number of new cases, the number of solved cases, the number of rejected cases and the number of remaining unsolved cases ( the process of resolving is ongoing ) at the end of the Q3 from 2014.

The sources for these data are the regular monthly reports, which all Local Offices and Center for REC -Skopje submit to the Project Management Unit.

2. Unsolved cases in the Local Offices for REC and the Center for REC- Skopje

The following table gives a summary of the situation concerning the total number of unsolved cases Center for REC -Skopje and the remaining 29 Local Offices for REC.

The table shows the status of the unsolved cases (the process of resolving is ongoing) at the end of 2005 (31 December, 2005) which is considered as the baseline, followed by the status at the end of each subsequent year, ending with Q3 2014.

The following graph presents the percentage display of the relation between the unsolved cases (the process of resolving is ongoing) and the total number of new cases for the months from Q3 2014.

3. Handling the number of unsolved cases in the LO for REC and the Center for REC- Skopje

The following table shows the trends in regards to the number of unsolved cases in the Center for REC -Skopje, as well as in the remaining 29 Local Offices for REC.

The Overview Table bellow shows the number of unsolved cases ( the process of resolving is ongoing ) at the end of the previous 7 years (2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013) and for Q3 of 2014, as well as the change (expressed in percents) in comparison with Q2- 2014 and Q3 – 2014.

5. Unsolved cases (the process of resolving is ongoing) – by type of case

This part focuses on the unsolved cases (some of the more characteristic types of cases)

in the Center for REC-Skopje and the remaining 29 local offices. The graph shows the number of unsolved cases in regard to the different types of cases, which are processed in the AREC offices.

6. Average time for registration of transactions

In the process of improving of internal performances and standards for servicing the

clients, one of the key indicators is Average time for registration of transaction. Obliging the standards of this indicator will immensely improve the process of quality services from AREC. The following table shows the number of days for Registration of transactions by type of transactions in Q3 – 2014 generated by E-cadastre, for Center for REC-Skopje and Local Offices for REC, as well as the number of Local Offices for REC in September 2014, in which registration of transactions is according to the Law on REC:

7. Private geodetic practice

In relation to the establishment and the functioning of the private geodetic practice and with the purpose of following the dynamics of its development, the next table shows two basic indicators, i.e. the number of persons (surveyors) which have successfully passed the exam and have acquired the authorization for authorized surveyor, as well as the number of registered private surveying companies in the country that work according to the Law for REC, for performance of field and geodetic works.

* - these are cumulative numbers, i.e. as of september 2014,

the total number of authorized surveyors and of registered companies is 287 and 147 respectively.

The Info-line has been re-branded into a Contact Center of the Agency for Real Estate

Cadastre, for which a new application was created and officially put into use on May 12, 2014. The Contact Center works with a free info line 0800 80 800 and the lines 02/3171-733 and 02/3173-825 for customer care, including professional users, physical entities, as well as internal users. The Contact center is the Single Point of Contact (SPOC).The availability of information to customers and products offered by the Agency for Real Estate has been increased, which means that all the information is unified in one location, and this means improved service and client satisfaction. Customers have access to the contact center by dialing options for professional users, information, reports and complaints, as well as agents in Macedonian, Albanian and English every day from 8:30 to 16:30 p.m. Customers can ask questions, leave comments and suggestions via e-mail [email protected].

Free of charge telephone line (Info - line 0800 80 800): The free telephone line in the

Agency for Real Estate Cadastre is operative since mid 2006. The first call at this line was received on 11.07.2006. The free telephone info-line is also used for filing complaints regarding improper conduct by an employee, bribery and corruption, as well as for obtaining information about the status of a particular application etc.

Info - line for customer care, foreign investment and domestic business companies (02 3173 825) : This line is operational since 16.02.2007 as an info-line for foreign investments. Starting from 19.11.2007, the line was expanded as an info-line for domestic business companies. In order to meet the needs of the clients, AREC launched a web service for e-check in the land cadastre, intended for the private geodetic companies which can obtain information

at the above listed phone number. Info - line for the professional clients of the E-Front Desk and the E-Cadastre (02

3171 733) : This Info - line is established as a support for the professional clients (notaries, private geodetic companies, municipalities, enforcement agents, lawyers, banks, etc) who use the electronic services of the Agency for Real Estate Cadastre such as the E-cadastre and the E-Front Desk.

The next graph shows the state of the total number of calls received by the AREC Contact

Center, the total number of questions asked by professional users, the total number of requested information, as well as the total number of questions that is in the process of creating a response.

10. Upgrade of the E-Kat system with the graphic module

The E - Kat system has been updated with a new module for graphical display of real properties (cadastral parcels and buildings). The module for the graphic part in the E-Kat will enable faster, more efficient and high-quality maintenance of cadastral data as well as faster and more efficient electronic data exchange with the professional users of AREC, especially with the private geodetic companies. To enable this upgrade, AREC carried out a migration of the hardware and software platform of the entire E-Kat system on a platform that is rented as a service from Makedonski Telekom (Platform as a Service - PaaS). AREC made all the necessary upgrades to the current version of the E-Kat software, as well as an upgrade to the version of the database and the

version of the application servers in order for the system to be able to accept the digital graphic data from the cadastral maps. So far a total of 926 cadastral municipalities, for which the digital cadastre maps are produced and synchronized, are included in the E-Kat database. For these 926 cadastral municipalities, AREC now can issue cadastral map copies immediately at the front desk counters, moments after submitting the application.

11. Electronic counter for professional users ( E-Counter )

In order to improve the services for the end users, AREC established a direct cooperation with all relevant state institutions and professional users with the objective of faster and more efficient electronic data exchange with the professional users.

With the establishment of the real estate cadastre and the implementation of E-Kat throughout the entire territory of the country, as well as through the introduction of the services E-Front Desk and E-Kat Front Desk, AREC has enabled a simpler and faster access to the data as well as their management and distribution.

Е-Front Desk

The E-Front Desk allows easy, fast, reliable and efficient delivery of applications and requests via electronic means for processing of changes in GCIS and issuance of data from the GCIS.

From the period when AREC established this application till September 2014, AREC signed a total of 513 contracts, out of which 167 contracts with notaries, 80 with municipalities, 158 with private geodetic companies, 83 with enforcement agents, 26 with ministries / Other, and 4 with banks.

With the introduction of the E-Kat Front Desk, the Agency performs distribution and issuance of data from the GCIS through other state agencies, public authorities and other legal entities (municipalities, private geodetic companies, notaries, enforcement agents and others). AREC has also introduced an electronic signature for external/ professional users. From September 2012 till September 2014, AREC has signed a total of 528 contracts for the E-Kat Front Desk, out of which 190 contracts with notaries, 151 with private geodetic companies, 78 with municipalities, 82 with enforcement agents, 24 with ministries / other, and 3 banks.

12. Digital cadastre map

The digitalization of the cadastre maps is being performed in two phases: Vectorization of the archive originals on the cadastre parcels as well as their updating with the occurred changes from the working originals on the cadastre parcels. In April 2013, the vectorization of the archive originals was completed, and now 100 % from the territory of the R. Macedonia is with vectorized archive originals. The process of updating with the occurred changes from the working originals on the cadastre parcels is underway.

By 30.09.2014, тhe process of updating with the occurred changes from the working originals on the cadastre parcels finished in 1039 CMs, while 192 CMs are under processing.

In the MakEdit database, approximately 1219 CM for the entire territory of R. Macedonia have been imported and are being maintained. AREC has also established a system of quality control and quality assurance for the graphic and the alphanumeric data from the cadastral maps in the process of digitization.

13. National Spatial Data Infrastructure ( NSDI )

The realization of the annual plan and the activities related to the National Spatial Data

Infrastructure is underway. Namely, 205 metadata have been created in total, for 205 sheets of topographic maps in

scale of 1:25000 i.e. 205 metadata. The creation of a catalog of metadata and providing the service for browsing metadata (CSW- service) shall be implemented in a manner, that the created 105 metadata for 205 topographic map sheets can be browsed by keyword, i.e. through a browsing service: http://mdeditor.katastar.gov.mk:8080/geonetwork/srv/eng/main.home

The Law on National Spatial Data Infrastructure was adopted (Official Gazette no. 38/2014), and was harmonized with the Directive no. 2007/2/EC of the European Parliament for the establishment of Infrastructure for Spatial Information in the European Community (INSPIRE).

The law regulates the scope, organizational structure, establishment, maintenance and management of the National Spatial Data Infrastructure (NSDI), services relating to the spatial data sets, the establishing of technological, legal and administrative framework for international cooperation that supports initiatives e-government and enables the integration of spatial data from different sources in one network.

In accordance with the competences from the Law on NSDI, AREC realizes the obligations relating to the establishment of an organizational unit for administrative and technical support of the NSDI, and it began the process of establishing the NSDI Geoportal. Currently, a project is being prepared for the development of software for the national geo-portal, which is planned to be completed by mid 2015.

The NSDI Council is formed. The Council is obliged to give an opinion on the bylaws, which would be submitted by AREC to the Government for adoption within 12 months from the date of entry into force of the Law on NSDI. Bylaws deriving from the Law on NSDI are planned to be adopted during 2014 and 2015. The NSDI Council shall be managed and chaired by the vice-president of the Government responsible for economic affairs.

14. WebGis

In order to develop the Web-Gis portal, the Agency for Real Estate Cadastre commenced the activities for the development of the Web-Gis distribution system. The implementation process shall be ongoing in the following months and it shall provide harmonization of spatial data services in accordance with the INSPIRE Directive.

Upgrading the geodetic reference structure

During the Q3 2014, AREC continued with the realization of activities aimed at improving and modernizing the Macedonian national geodetic reference infrastructure.

AREC completed the activities related to the field geodetic work for establishment of a new high accuracy leveling network of Republic of Macedonia.

The network is definitely composed of 1098 leveling points (benchmarks) in total, connected in 49 leveling lines and 19 polygons, with the total length of 2190 kilometers.

The final processing of the data is planned to be conducted in 2015, after the previously conducted gravimetric measurements of leveling points, which is planned to be realized in 2014.

AREC completed the establishment and determination of the Basic Gravimetric Network in the Republic of Macedonia. The network comprises of three absolute gravimetric points set in the cities of Skopje, Ohrid and Valandovo, as well as 25 first-order gravimetric points and, set at a mutual average distance of 30 to 40 kilometers, covering the entire territory of the Republic of Macedonia. Additionally, at each of the absolute gravimetric points, three micro gravimetric points have been established and determined, for the safety of the absolute gravimetric points.

The basic gravimetric network will further serve as the basis for conducting a detail gravimetric survey.

In April 2014, a project was launched for implementation of a detailed gravimetric survey on the territory of the Republic of Macedonia where the bases for survey are the points from the basic gravimetric network. By the end of October 2014, AREC has completed field gravimetric surveys which included 2350 gravimetric points at an average distance of around 5 kilometers. The final processing of the data from the survey is underway and it is expected for the procedure to be completed by the end of 2014.

15. Preparation of digital topographic maps

During the Q3 2014, AREC has continued with the production of topographic maps in the

scale of 1:50000. AREC has produced a total of 50 sheets, out of the 61 sheets covering the entire territory of the Republic of Macedonia. In parallel with these activities, AREC is continuously working on control and compliance of the data from topographic maps in scale of 1:25000, on maps produced independently by AREC with those made under the JICA cartographic project.
