The lies, the truth & the Letaba Hospital

? Our investigations show that the truth was twisted

What really happened between September 2014, when the

psychiatric ward at the Letaba Hospital was gutt ed by a devastating fi re, and Janu-ary 2016? We decided to investigate further,

aft er government spokespersons had given us information that simply did not make sense. We discovered that we were fed per-versions of the truth...

I read your article on the problem with your water account. We are Account Consultants (mainly for the City of Johannesburg) and can give you the following guidelines:

1. You are, as a standard rule, liable for the water running through your meter. It is therefore imperative that, if there is a leak, that you address it as soon as possible.

2. When you are confronted with a high bill for water usage aft er a meter change, you must do the following:

• Determine the date of the water meter change.

• Take the account before the meter change and look at the following:

Look at the water meter number and the reading. Check if the meter was billed on estimate or on actual readings.

If it is on actual reading, you know that that account had a fi xed end reading. If the account is on estimated readings, you must realise that the meter was not recording consumption, or was inaccessible. A provision must then be made for the actual reading (when they uncovered it) or estimated readings (based on daily average consumption) for the period that the meter stood still.

3. The best way to determine what the closure readings were on the old meter, the date of removal and the reason for removal, is to request a job card of the meter change.

4. It must be remembered that leaks occur when meters are replaced. This is because pipes

become britt le. Over time and, with the meter which may be rusted onto the pipes, the push and pull of the pipes may create leaks. Owners of properties should, especially aft er meter changes are done, check that there are no leaks.

5. One may have the perception that technicians/contractors, when they install a new meter, would check that there is no leak. Unfortunately, they do not do it. Even if a water connection on an empty warehouse is connected, they will leave the premises even if taps are open. They also do not favour the owner with a copy of the job card, nor a lett er of information and warning to check for leaks. If there is a leak due to their meter change, then they must carry part of the loss.

6. The next question relates to leaks. I have

the following procedure:When everybody left , go to the meter and,

when there should be no water consumption, see if the meter is running. If it is, then there is a leak. Take a photo. Aft er an hour, take a

further photo. If the meter moved, then you know that there is a leak.

Regarding the meter:Check if the meter number is correct on the

statement. Check also the reading. Take daily readings — morning and evening to build up a use profi le.

Then, if the meter does not run, take a 20 litre can. Take a proper reading. Fill it up fi ve times to use 100 litres. If the fourth red dial moved more than 1 notch and the last 3 dials are not the same as they were before you started to draw water, you know that the meter must be tested.

7. The Council has a Constitutional obligation to keep proper records. Part of it is that they must bill you on the correct meter. They must load the change of meter on your statement within a reasonable time. I had a pensioner who never knew that her water meter was replaced. A year and a half later she received an account for R85 000. If she received a statement three months aft er the meter change, and saw that the usage spiralled, she would have repaired the leak.

8. A last word of advice. When your plumber repairs the leak, ask him to take photos of the pipe and the connections where the leak was. If it is a galvanised pipe with a hole in, then you must deal with the account. If the pipes are removed from each other, and there was no previous history of high usage, then you must deal therewith with a fi rmer stance.

Th at R89 000 water bill. Here is how you can avoid the pain

Alec Hogg, the publisher of Biznews, a daily business e-mail polit-ical/fi nancial “newspaper”, lives in Johannesburg. He was recently confronted with a water bill for R89 000 for one month’s consump-tion. His experience resulted in a lively social media debate, with many people telling of similar unacceptable high accounts. In recent weeks quite a big number of Tzaneen residents have reported problems with water and electricity accounts. We thought it would be helpful to take note of Hogg’s good advice aft er his experience. We have edited some irrelevant (to Tzaneen) detail in the report.

• Credit: Alec Hogg & Biznews

The story of my R89 000 water bill hit a nerve among members of the Biznews community. Dozens of them, judging by the fl ood of emails from people who had similar experiences, experts in fi xing these issues, quite a few politicians and even a fellow journalist who has some great advice. I was particularly impressed to receive an email from the Joburg Ombuds-man literally minutes aft er Thursday’s newslett er started hitt ing inboxes. As this is obviously an issue that aff ects many, some of the replies have been shared under the newslett er posting and are supplementing this with the rather detailed response, published below, from a professional.

Mariette En Willie Botha Well I can send you our statements that were paid on the 23 and still there were charges of those fees, when I queried it they reversed those charges!

“Residents are reminded that the deadline for payments is the 25th of each month. Those who fail to meet the deadline will receive an SMS reminder. Failure to act on the reminder will result in the defaulter re-ceiving a ‘final request’ notice, which is accompanied by a R45 fee...”

The heroic actions of a 13-year-old boy en-sured the safety of his family during an armed robbery on a plot outside Tzaneen earlier this week. The incident occurred at the Hasivuna plots near Morokolotsi along the old Lydenburg road.

Ms Tilla van Hansen was returning home with her children and arrived on their prop-erty at 17:40. They had stopped outside the entrance at their water tank as per their dai-ly routine. “We do this every day; my son climbs up to the top of the water tank to check the levels so that we know whether to turn the pump on or not,” she told us.

On this afternoon, as young Fanie reached the top of the tank he noticed five suspicious men crouching behind the family caravan in the distance. “Mommy, drive and don’t stop!” he shouted. But by the time Tilla reg-istered what was happening, the men had

already run up to her vehicle. One of them pointed a gun at her head and demanded she and her daughter exit the vehicle.

Fanie jumped off the water tank and ran through the veld to the nearest neighbour. The suspects ransacked the vehicle taking with them cell phones, a handbag and the keys to family property, including the safe, be-fore running off. Within minutes neighbours and security officers were on the scene.

“I thank God that my son had the peace of mind to stay calm and call for help. It was be-cause of his alarm that the men decided to run away, as they knew that help was coming.” Fanie had made it to their neighbour who alerted authorities and rushed to assist the Van Hansens. “In our eyes, our son is a true hero. If he had not reacted the way he did, things could have taken a turn for the worst.”

According to security officers, there were five

suspects; three were armed with handguns and one with a panga. The suspects had attacked one of the workers earlier that afternoon, tied him up and locked him inside the caravan.

This is the second attack on the Van Hansen family in the last month. In February one of their workers was seriously injured when as-sailants hacked him with a panga, while the family were at work. He is currently recover-ing from his wounds. According to a source, it is believed that the modus operandi of the attackers might link them to an earlier attack on a family at the Letaba Estates.

Investigations are continuing. — Joe Dreyer

Tzaneen se AP Kerk verwelkom dié naweek ‘n nuwe herderspaar.

Hy is in 2005 met me Annemien Ver-maak, ‘n gehoor-ap-paraa t -akoes t i kus ge-troud.

Malumadag floreer in reënweer

What is the truth about the renovations at the Letaba Hospital of the psychiatric ward that was gutt ed by a fi re eighteen months ago?

This has become the one million dollar question. The male psychiatric ward was left severely damaged when it caught fi re on 29 September 2014. In a press statement issued by the health department aft er the fi re, “a quick programme of action to fi x the hospital in a short space of time” was mentioned.

The damage was then es-timated to be R4 million. However, a number of ob-vious untruths about the situation were presented by offi cials since the incident in 2014.

First lie: In January we fol-lowed up on the progress with the restoration, with the department of health. The former spokesperson of the department, Mr Marks Lesufi , then told us that the male psychiatric ward had been fi xed and the psychiatric patients were back in their ward. He refuted allegations of

general patients being mixed with psychiat-ric patients.

Second lie: Last month the department of

health’s spokesperson, Mr Derrick Kganyago, said “the new psychiatric ward will be hand-

ed over in two months time”, and “during the renovation at least three contractors which were hired to do the job were terminated due

to poor performance”. He added that the latest contractor was only appointed to do the work in December 2015.

We published this exclusive report on the front page of the Bulletin of 19 Feb-ruary. Since we did not feel comfortable with some of the answers we got, we decided to continue with further inves-tigations.

Now we have discovered the following:On 24 October 2014 the department of

public works advertised a tender for “ren-ovation and alterations of the existing psychiatric ward and administration, various exter-nal work and covered park-ing at Letaba Hospital”.

According to the Limpopo Provincial Tender Bulle-tin dated 08 May 2015 the R24 million tender bid was awarded to Nkomaba and Bila JV.

When we paid another vis-it to Letaba Hospital earlier this week, Nkomaba and Bila JV was indeed found to

be the main contractor on the site. A sub-con-tractor hired by Nkomaba and Bila JV resumed

work last week and work-ers were busy working on the roof of the psy-chiatric ward (Ward 7). One of the workers said “the job has to be fi nished as soon as possible”.

The question thus arises: Who were the so-called other “three contractors who had to be fi red due to poor performance”?

The questions remain, though: Why did the spokespersons for the department of health lie about the restoration of Ward 7, and why is there confusion and/or a cover-up about the renovations in progress at a regional hos-pital that is of critical importance to the Mo-pani region?

The existing Ward 7 which is being reno-vated has the capacity to accommodate both male and female psychiatric patients in sep-arate sections.

Th e lies, the truth & the Letaba Hospital

Another tragic accident on the notorious George’s Valley road left ten people dead and more than fi ft y others injured on Sunday aft ernoon.

Among the dead was an 11-month-old baby. This was aft er a Great North Transport passenger bus overturned on its way from Moria to Tzaneen.

Traffi c was backed up for more than three hours on Sunday

aft ernoon, as traffi c offi cials cordoned off the road in both di-rections between Tzaneen and Haenertsburg.

Witnesses reported around twenty emergency services ve-hicles rushing to and from the scene as the injured were taken to local hospitals.

The circumstances causing the accident are not clear, but it is believed that the driver lost control over the vehicle caus-

ing it to land on its side. SAPS Provincial spokes-

person, Col Ronel Ott o, confi rmed that a case of cul-pable homicide is being in-vestigated.

On Monday, Limpopo Transport MEC Mapula Mok-aba-Phukwana announced on national radio that she would be suspending the operations of Great North Transport pending an enquiry

into the safety of the company’s vehicles. She expressed concern over the four reported accidents thus

far this year involving this company’s buses. However, the spokesperson for the Department of Trans-

port Public Safety and Liaison, Ms Kagiso Mootane, disputed the statements by the MEC stating that the services of Great

North Transport could not simply be suspended. “There were allegations that the bus involved in the

weekend’s accident was not roadworthy. We have tasked a team of investigators to visit the compound of Great North Transport and examine the wreck-age. That same team will also inspect other buses in the Great North fl eet and if any are found to not be roadworthy, the company will be issued with a heft y fi ne,” she said.

Since the accident, Bulletin has att empted, in vain, to gain clarity from the Department of Pub-lic Works and the Roads Agency Limpopo (RAL) on plans to address the decaying state of the George’s Valley road. “We will be meeting with the various departments including the traffi c department to improve both the conditions of the George’s Valley road and law enforcement along that route,” added Mootane.

Is daar enige wil?

Good Governance Africa is ʼn geregistreerde Pan-Afrikaanse nie-winsgewende organisasie.

A group of 45 Gr 9 pupils from Stanford Lake College in Magoebaskloof embarked on their first expedition for the year. This consisted of 3½ days of hiking, starting at Sekororo and finishing in Penge, taking the route followed by Louis Trichardt in 1838 by ox wagon.

The group trekked through some of the most beautiful and interesting loca-tions South Africa has to offer, including the Christmas plateau and the vicinity of the sites where people still to this day are digging to try and find the elusive Kruger millions — believed to have been buried before his exile.

Reaching Penge — and of course, the shop! — the pupils readied themselves for an

eventful rafting experience on the Olifants River. The water level was very low this year, but they still faced some testing rapids and experienced the full force of nature.

It was indeed a truly amazing expedition which none of them will forget, with many memories made along the way.

Commercial News

One out of five children, throughout the world, is diagnosed with dyslexia. Ms Sandi Wood from Tzaneen describes dyslexics: “They are visually deaf and auditory blind. If one parent is dyslexic, there’s a 50% chance that their child will be dyslexic. Dyslexics have trouble with reading despite normal intelligence and do not have the ability of inner speech.”

Wood (40) gradu-ated from Rhodes University with a BSc in Human Kinetics and Ergonomics. She was qualified to assess injuries and provide rehabilita-tion techniques to recover. However, one thing led to another when she joined optometrist Gail Altona in Tzaneen in 1999.

Altona, after return-ing from an optome-try conference, sug-gested they move into the sports vision field. Adidas has recently come out with transi-tional sunglasses called the Va-rio Lens for sportsmen. They change rapidly from sunny to dark conditions. Cyclist Amy McDougal is promoting them and they’re available exclu-sively at Gail Altona Optometrist.

A comprehensive eye test involves static visual acuity. Sports vision tests are that plus dynamic visual acuity. Sports vision is how well you see when either you or something else is moving. Wood describes it as “eye fit-ness.” She was part of the Cricket Academy in Modjadjiskloof and cricketer Dale Steyn

was in her programme. She gave him sports vision eye exercises and reckons that’s why he’s so brilliant!”

Wood says, “Altona does the initial testing for sports vision and I then conduct another battery of tests. From that we decide on what

the child needs, be it sports vision, visual therapy, therapy spectacles or dyslexia therapy.”

“Visual therapy brought us to dys-lexia. After thorough eye tests I’m referring more and more chil-dren to Education-al Psychologist, Ms Elaine Clarke in Ho-edspruit, suspecting dyslexia. She also does an IQ test and I do the therapy.”

“We first eliminate any binocularity is-

sues before dyslexia therapy starts. We check motor integration and that nothing else is the reason for them struggling. “

Dyslexia signs vary depending on age. Only test your child if several of the following signs are present.

PreschoolMay talk later than most children; have

more difficulty than others pronouncing words. For example, “mawn lower” instead of “lawn mower;” be slow to add new words and unable to recall the right word; have trouble learning the alphabet, numbers, days of the week, colours, shapes, how to spell,

and how to write his or her name; have dif-ficulty reciting common nursery rhymes or rhyming words.

For example, the child may not be able to think of words that rhyme with the word “boy,” such as “joy” or “toy;” slow to develop fine motor skills.

For example, your child may take longer than the peers to learn how to hold a pencil for writing, use buttons and zippers, and brush teeth; have difficulty separating sounds in words and blending sounds to make words.

Grades 1 to 4These children

have difficulty read-ing single words not surrounded by oth-er words; are slow to learn the connec-tion between letters and sounds; confuse small words such as “at” and “to,” or “does” and “goes; “ make consistent reading and spel-ling errors, letter reversals “d” for “b,” word reversals “tip” for “pit,” inversions “m” and “w” and “u” and “n,” transpositions such as “felt” and “left,” substitutions “house” and “home” and often confuses left/right, over/under etc.

Grades 5 to 7These children read at a lower level than

expected; reverse letter sequence such as “soiled” for “solid,” “left” for “felt;” are slow to recognize and learn prefixes, suffixes, root

words, and other reading and spelling strategies; have difficulty spelling, and may spell the same word differently on the

same page; avoid reading aloud; have trou-ble with word problems in maths; write with difficulty or illegible; the pencil grip may be awkward, fist-like, or tight; avoid writing and have slow or poor recall of facts.

In general dyslexics often have an average or above-average IQ, but do not do as well in

school tests as they should. They feel dumb with poor self-esteem and no confidence.

They become easily frustrated and emo-tional about school, reading or testing, and often use avoidance tactics. They daydream, get lost easily or lose track of time. They have difficulty telling or managing time, being on time or learning sequenced information or tasks. They find it hard to work things out in their heads and are forgetful.

A group of six Stanford Lake College Gr 9’s accompanied the Round Square representa-tive, Ms Amy Taylor, and the Service Direc-tor, Ms Karlien van Eyssen, to a regional con-ference of member schools. The conference was held at Roedean School, Johannesburg. One of the participants, Lara Dando, wrote this report on the conference :

Integrity, Democracy, Environment, Adven-ture, Leadership and Service are the six ideals of the Round Square organisation. We were privileged enough to stay in a very nice hotel

and on our first night we had the opportunity to watch “Singing in the Rain” at Monte Casino.

Over the weekend we did many activities that opened our eyes to show us just how privileged we really are. We went to a township just outside Johannesburg and spent the day there at a crèche, and we visited the Apartheid Museum where we learnt a lot about our history and how we got to where we are.

The Round Square pupils were lucky enough to hear many speeches by extraor-dinary people like Mr Sisulu and Constitu-

tional Court Mr Justice Cameron as well as others. Over this one weekend we learnt so many things that taught us the six ideals.

It was an amazing experience. I honest-ly wish that I could turn back time and do it all over again. I have become closer to my friends, as well as made new friends that I will never forget. My eyes have been opened to a world of different cultures and religions. One of the main lessons we learnt was that you don’t have to be wealthy or famous to make a difference.

Accord-ing to the Tzaneen Police Cluster’s spokesman, Lt Col Moatshe Ngoepe, the incident seems to have been caused by a love triangle situation.Allegedly the two men met at their girlfriend’s

Two employees attached to Letaba Hospital were arrested on Friday last week, following an incident of theft at the facility. The sus-pects were found in possession of various items belonging to the hospital.

The department of health would like to send a stern warning to employees who have any intentions to involve themselves in criminal activities throughout all facili-ties. It is our hope that the South Africa Po-lice Services (SAPS) will get to the bottom of this matter so as to rid the department of any criminal elements, said the depart-ment’s spokesperson, Mr Derick Kganyago.

Members of the community are encour-aged to report any suspected crime to their nearest Police Stations or tip off the depart-ment through the MEC’s Hotline on 0800 91 91 91.

Verhuuropsies is beskikbaar. Voorraad is altyd beskikbaar. Groter suiweraars vir industriële be-

nodighede en pakhuise is eweneens beskikbaar.Skakel gerus vir Elsie by 083 458 4746 en Dan-

na by 083 560 8636. Ons help graag.

Water kan/gaan nog oorlog laat woed

This high quality double O-ring purifi er comes with a manual fl ush which pro-longs the life of the RO membrane. The RO101SV Reverse Osmosis purifi er is

one of the fi nest units in its class. It has a powder coat-ed aluminium back plate with stainless steel screws to make it totally rust-free. This unit produces 290 litres

per day, depending on inlet water TDS and quality. The high quality booster pump provides suffi cient water pressure to make purifi ca-tion effi cient and fast.

Few things are regarded as truly South African as soc-cer. More specifically street soccer, or “Raga Bolo” as it is named in the townships. As T20 is to cricket, so too is Raga Bolo to soccer. It is a five-a-side, high-paced soccer game played on a much smaller playing field, with the road and streetlamps as your stadium.

Each game consists of two, ten-minute halves with a two minute resting period in between. Each team has a goalkeeper and four field players. In 2011 a national tour-nament was launched which saw taverns and liquor out-lets in townships and rural areas across the country enter their own five-man squads into an official championship tournament.

Communities nationwide followed the action with

games being played in neighbourhoods everywhere. This year the tournament is back, and as the official kick-off games were played in Polokwane last weekend, it is sure to provide bountiful excitement to soccer-lovers across the province.

The games started in February this year and will culmi-nate in the finals in June 2016. The teams compete on a log system with points awarded for wins, draws and losses. A total of 136 teams have qualified and entered this year’s tournament, so be sure to watch the press for game dates and venues and treat yourself and your family to a week-end of exciting sporting action.

Street soccer fever hits Limpopo

Saturday morning six teams took to the streets of Sheshogo in Polok-wane for the kick-off of the 2016 Raga Bolo championship. Some fantas-tic soccer was witnessed as players of all ages clashed in their chase to make it to the finals in June. Photos: Joe Dreyer

Merensky High School started their official hockey sea-son on home ground on Saturday against Piet Potgieter High School from Mokopane. A huge crowd supported the Plasie rugby, netball and girls hockey teams.

The girls hockey teams started their season on a high note. The u.14A team lost their game 2-1, with Leoné Slabbert named as player of the match. The u.15A team gave the audience a glimpse of what they can expect from Plasie hockey this season, by winning their game 2-0, with Jenelle de Jonge and Lourencia van Dyk scoring the goals. Lianca Pie-terse was named player of the match. The u.16A team lost 1-0 (player of the match: Johanne Mouton)

and the 2nd team’s game ended in a tie, 1-1 (player of the match: Hayley Stephenson). Merensky’s flag ship 1st team was a source of great joy when they ended triumphantly with a score of 3-1. Xané du Toit and Lilly Pohl (player of the match) scored 1 and 2 goals respectively.

In the photo herewith are the girls of the first hock-ey team. In front are Jenna Devenish, Delean O’Niel, Lilly Pohl, Bianca Elbrecht, Pat Madalane, Klariska Venter and Michelle Stevens, and (back) Chantel Mashwangane, Corli van der merwe, Xané du Toit, Gwendy Botha, Amelia Middelton, Mrs. Nadia Last (coach), Altacia Gubitz and Elzaan Engelbrecht.

Die volledige uitslae was:Meisies: o.14-A verloor 1-0; o.14-B verloor

1-0; o.15-A verloor 5-0; o.15-B verloor 1-0; o.16-A gelyk 0-0; o.16-B wen 2-1; 2de span

wen 2-0 en 1ste span gelykop 0-0.Seuns: o.14-A gelykop 1 elk; 1ste span wen

Die volledige uitslae was: o.14A verloor 14-8; o.14B ver-loor 19-12; o.15A wen 17-13; o.15B wen 16-6; o.16A wen 29-2; o.16B speel gelykop 12 elk; o.17A wen 28-6; o.17B verloor 18-16.

hoekom Willie Morris minstens twee wydlo-pers in elke boulbeurt afstuur, of hoekom Ro-

“Nanny state”, enigiemand?

So, “the more the merrier”, soos hulle self sê!

Waansinnige Geleerdheid

Merensky’s fi rst rugby team was invited to the Blue Bulls Prestige Rugby Day at Loft us Versfeld in Pretoria on Thursday.

The boys experienced true rugby tra-dition in Blue Bull style when they en-joyed a tour of the stadium. Aft erwards they described the visit to the Bulls’ cloak room as the highlight of the tour.

The boys also rubbed shoulders with players of the Superugby team who act-

ed as chaperones. The Plasie team stood their ground

against Pretoria Technical High School (20-20), who actually won the Beeld Tro-phy for three years running. Seen here are (front) Pieter van Rooyen, Jannes Kirst-en, Ett ienn Labbert, Travies Ismail, Roe-lof Smit, Almo Julies, Quiniso Madzhiga, Armand Steyn, Noko Malatji, Kevin van der Bergh, Reinard Strydom, Henkus

Two Interns at Stanford Lake College, Mr Wessel Ludick (second from the left) and Miss Nita-Mari Nel (right next to Ludick), success-fully completed a grueling lifesaving course in Polok-wane. The course consisted of theory and class time, but mostly of practical lifesav-ing skills in the pool. Both Wessel and Nita proved to be very capable lifeguards

and are now affi liated life-guards. They will be putting their new skills to practice next weekend at ‘The Wik’ Offroad Triathlon, as well as the Ebenezer Mile the fol-lowing weekend.• Maybe they could assist the GTM so that the new R17 million swimming bath in Tza-neen can be opened to the residents of the town before the winter? — Editor
