This year we did things a little different than we have in the past. Instead of judging the Home Tour homes and then taking the awards to each house on the Friday the tour starts, we decided to change the venue and have a kickoff the evening before and after all judging had been done. We thought it would be nice to be able to recognize the winners of the awards the evening before and give them their awards so they could have them in their homes on the tour the next morning instead of after the tour was already under way. There were three different categories of homes for competition. They were Category A 3,000 square feet and above; Category B 2,000 to 2,999 square feet and Category C 1,999 square feet and below. They were all judged for Best Kitchen, Best Master Suite, Best Interior Design, Best Floor Plan, Best Outdoor Living Space, Best Curb Appeal and an overall Best Energy Efficiency which had all categories competing with each other. In Category A, Best Kitchen, Best Interior Design, and Best Floor Plan went to Cascade Custom Homes and Design Inc. Best Master Suite, Best Outdoor Living Space and Best Curb Appeal went to BYK Construction for the Curtis Home. In Category B, Best Kitchen, Best Master Suite, Best Interior Design, Best Floor Plan, Best Outdoor Living Space and best Curb Appeal went to Brown & Sons Inc. for the Guildner Residence. In Category C, Best Kitchen, Best Floor Plan and Best
Curb Appeal went to Martha Rose Construction for “The Pines”. Best Master Suite, Best Interior Design and Best Outdoor Living Space went to Landed Gentry Homes and Communities for the “Madrona” in Woodside subdivision. The Best Energy Efficiency Overall went to Martha Rose Construction for “The Pines.” Overall best of Category A went to Cascade Custom Homes and Design Inc. for the Piper Residence. Category B went to Brown and Sons Inc for the Guildner Residence and Category C went to Martha Rose for “The Pines.” The Overall Best of Tour went to Cascade Custom Homes and Design Inc. for the Piper Residence. We’re Open at Lunch! Planning & Development Services is now open for walk-in visits Monday-Friday, 8:00 am – 3:30 pm. The Commissioners Administrative Building is open a half hour earlier and later for drop-offs or other matters that don’t require payment of money or staff questions.
Appointments Required for Some Applications We now offer and require that you make an appointment to submit the following permit application types:
Building or grading permits Land division Shoreline permits Special use permits Variances
All other application types are accepted as walk-ins, but if you have multiple walk-in applications, you must make an appointment. Call the Planning Department at 360-416-1320 to make an appointment, which are usually available within 2-3 days.
New Application Forms As we revise our permitting process and move toward accepting online applications, we have updated many of our permit application forms, and further revisions are likely. Please be sure you are always using the latest forms by downloading the form fresh each time you use it from www.skagitcounty.net/pdsforms.
Guemes Island Inspections Due to conflicts with propane trucks on the Guemes Ferry, we’re changing the days of the week we’re available for building inspections on Guemes Island to Tuesdays and Fridays, effective November 1. Until then inspections will continue to be on Wednesday and Friday mornings. As always, call 360-416-1330 to request inspections.
Charges for Application/Permit Revisions We’ve been getting an inordinate number of complex revisions to building permit applications and issued building permits. Substantial revisions can consume significant staff time, interrupt the progress of new application review, and prevent us from approving revisions quickly. To address this problem, on January 1 we will begin charging our $120/hour review rate for all revisions except those in response to our initial application review letter.

BIAW HEALTH INSURANCE CORNER Open Enrollment Season – Changes Bring Opportunities Let’s face it; the annual open enrollment process for selecting benefits is a tedious and often laborious one, not only for the HR team but for employees as well. Making benefit decisions is important and the selections made affect employees and families in a personal and financial way throughout the year. As employers across the country brace for open enrollment season, there are a few lessons learned that are worth sharing to make the process as seamless as possible. Make It 'Active' Instead of simply allowing employees to passively enroll in the same benefit plan they currently have, consider making the enrollment an “active” process. This means making each employee actively select the plan they want. This allows you to educate employees on the benefits you are offering, even if no changes are being made. Show Examples One of the best ways to explain the benefit plans to employees is by illustrating different scenarios that may play out. Specifically demonstrating how the benefit plan works if someone goes to the doctor, needs a prescription filled or has a more catastrophic issue can be more informative for employees than simply looking at numbers on a page. Insurance 101 Employers often take for granted that their employees understand the insurance lingo that is so commonly used. Take the time to explain what deductible, copay and coinsurance mean. It may sound simple, but many employees are unaware of even the most basic terminology. Communication is Key This is the one time a year where communicating to your employees on their benefit package can’t be overdone. Employers who engage, over communicate and actively seek out questions from their employees face far fewer concerns throughout the year. Start Early Starting the communication process as early as possible gives both the HR team and employees and their families enough time to make educated decisions. No one likes to feel rushed and year-long benefit decisions shouldn’t be made in a hurry. COMMITTEE SEEKS 2018 NOMINEES The 2017 SICBA Board of Directors is seeking nominees for vacancies within the SICBA leadership. Those interested in becoming nominees should contact any member of the Board of Directors or the SICBA office to place their name on the ballot. You may also nominate another SICBA member. Criteria for running for SICBA office are to be a member in good standing, to have been a member for a minimum of one year and to have served on a committee. Members are urged to consider builders, specialty contractors and other association members that you work with and would like to see as your SICBA representative.
The office of president, first and second vice president, secretary and treasurer are one-year terms. Directorship positions are two-year terms.
Election of officers and directors will take place at the November 2017 Dinner Meeting. Nominations are open until immediately preceding the November election, but ballots will be emailed by November 13 and must be returned to SICBA not later than 3:30 PM on November 14 if you are not attending the meeting that evening.

Are you doing business with companies that are not current members of the Skagit/Island Counties Builders Association? If so, now is the time to invite them to become members.
Why should they join? For the same reasons you are a member. People don’t buy what you do, but why you do it.
