KENYA NUCLEAR POWER PROGRAMME.Kenya Established KNEB legally in November 2012as NEPIO (Nuclear Energy ProgrammeImplementing Organization.)
This followed the LCPDP and the NESCrecommendations
Functions of the Board
Development of Legal andregulatory framework
Prefeasibility andfeasibility study
Publicity and advocacy
Capacity building andHuman Resourcedevelopment andplanning
Bilateral agreements fornuclear Power programme
1. Nuclear power wasrecommended in theenergy mix to meet Vision2030 energy needs
2. Nuclear Electricity ProjectCommittee (NEPC) was formedin 2010, to fast track thedevelopment of Kenya’s Nuclearpower programme
3. NEPC waselevated to be aBoard-KNEB in2012
KENYA’S NPP MILESTONE APPROACH
Milestone 2
Commissioning of thefirst NPP in Kenya
Roadmap for Phase 2• Setting up a comprehensive legal &
regulatory framework• Continuous Capacity building programs• Implementation of PFS findings• Feasibility Study.• Complete Development of other NPP
Infrastructure
Milestone 3
Milestone 12011 - 2015
• Political Decision to go Nuclear,• HRD Development• NPP Strategic Plan• Nuclear included in the energy Mix• Undertake INIR Mission• Pre-feasibility study• Other Technical studies

Legislators In Nuclear
Comprehensive legal and regulatoryframework should be put in place for theimplementation of nuclear powerprogramme.
KNEB has formed strong ties with thenational assembly and the Senate in a bidto facilitate enactment of nuclear relatedlaws.
The Kenyan Members of Parliament andutility leaders visited South Korea’sNuclear industries (KORI, KINGS, KNA,HYUNDAI, KEPCO) to familiarizethemselves with the NPP aspects.
The Policy Makers and the Legislatorsalso attended a SV hosted at IAEA.
National Nuclear Forums
Public acceptance (PA) isvery important in thedeployment of a NPP.Public participation has
been used by the promoter(KNEB) through nationalnuclear forums. Many stakeholders from
various sectors of theeconomy are invited to givetheir contribution.
KEN2007- Supporting the Republic of Kenya towards becoming a knowledgeablenuclear customer by assisting in economic and technical feasibility, humanresource planning, institutional development, Nuclear Safety, Security andSafeguards
KEN2005/2006- Building Capacity for the Implementation of a Nuclear PowerProgramme by Developing Human Resources, Institutional Capacity and theLegal and Regulatory Framework.
RAF0033- Increasing Awareness at the decision making level about therequirements and challenges related to the feasibility of a nuclear powerprogramme.
RAF0028-Strenghtening Planning Capabilities for Sustainable EnergyDevelopment
RAF0029- Human Resource Development and technical Support
RAF2009-planning for Sustainable Energy Development
IAEA Technical Cooperation Programs
IAEA Fellowship Programs (TAMU_NPI)
Kenya has used the TechnicalCooperation projects toundertake Fellowships andScientific Visits .More than 50 Kenyans have
undertaken fellowship atTexas A&M Universitythrough the TC projectsKenya secured funding from
the US Government underthe Peaceful Uses Initiative(PUI) for capacity building:1 Masters/Postgraduate 1 PHD have been
awarded to a Kenyan
Undergraduate Out-reach Programs
In a NPP life cycle, thespecialty engineeringdisciplines form a biggerportion of the work force.Targeting undergraduate
engineering students onnuclear related issues toenlighten them on theirexpected role in thedevelopment of the NPP.Many universities have
been reached to preparethem for the opportunitiesin NPP.
CONCLUSION & WAY FORWARD Nuclear Power is an optimal option for Kenya’s future power mix
Kenya has embarked on Nuclear HRD and enhancement of local institutional capacity International support is a crucial partner in enabling Kenya to have the much needed
expertise and human resources. Government commitment and support to the nuclear programme has been consistent
and is expected to continue
The Universities (Locally and internationally )can participate in the programmethrough;
• Standardization of nuclear messages/information• Specialized nuclear training• Nuclear Research & Development• Dissemination of nuclear knowledge to various stakeholders
Kenya roadmap to acquiring the NPP is in the right directionMore trainings are required to meet the threshold required fordeployment of NPP
