Notes from the Chairman of the Parish CouncilWith everyone back from holidays and the new school year beginning, there has been an increasing number of questions about progress on the Neighbourhood Plan.

The Neighbourhood Plan Delivery Group is now up and active. Faced with all of the requirements of the Neighbourhood Plan we are prioritising the projects to work on first.

We have been working with the District Council on the most significant developments namely the housing on Broughton Way, Coventry Road and the Leisure Centre. We have given our input to the agreements with the developer with respect to the release of land etc. That is now back with the District Council and we are now waiting for it all to work through. This agreement will provide the funding for our new facilities.

In terms of time scales, we cannot be precise but the expectation is that it will be spring 2015 for the start of work on the housing on Broughton Way. The Coventry Road development could be sooner once the developer agreement is in place.

All this means we should be starting on the Leisure Centre project in early 2015. We already have the draft specification but there will be a lot of planning to ensure we finally get the facilities our village needs.

We are also working with various groups on how to develop the village centre. We are waiting for the District Council to finally remove the old toilet block and re-lay the car park. We would welcome any ideas for specific projects which support the Neighbourhood Plan.

There is a lot in front of us but we have made a start and we will keep you informed of progress as we go.

• Broughton Astley Christmas Fayre and Lights Switch-On will take place this year on Saturday 6 December.

• The annual Carol Concert will take place at the Village Hall on Friday 12 December.

PLANNING CONSULTATIONS - ON LINE

A new, improved way of gathering public views about key planning issues is being introduced by the district council.

Harborough District Council is launching a new online consultation system which will help keep the public informed about the preparation of the new Local Plan for Harborough and related documents and encourage them to make their views heard.

It will be easier to use, faster, and will allow people to see other comments which have been made.

It will be used for the first time this month – from 19 September 2014 , to seek public opinion on the updated Statement of Community Involvement (SCI).

The SCI sets out how the district council will involve local communities in the preparation of the new Harborough District Local Plan and other strategic planning documents. This includes deciding how many and what types of houses will be needed in the future, where they should be built, what types of new jobs are needed and where new community facilities are needed. It also sets out standards for how the Council will involve local residents in making decisions on planning applications for all kinds of development.

Training is being offered to parish councils to help introduce them to the new way of consulting.

Cllr Phil King, Harborough District Council’s portfolio holder for planning said: “Commenting online has a number of advantages – it is the fastest and most accurate method and it will help us to manage representations quickly and efficiently. It will allow respondents to draft and review their comments before submitting and residents will be able to view the comments of others.”

People will need to register online before submitting comments via the new system.

Recording of meetingsA new piece of legislation - ‘Openness of Local Government Bodies Regulations Act 2014’ came into force on 6 August 2014. The Act gives the general public new rights to film and report on council meetings, including meetings of committees and subcommittees, using digital and social media; however verbal commentary and disruption of the meeting is prohibited. All Parish Council meetings are open to the public; and a period of time is allotted in each meeting for residents to speak. Parish Council meetings take place on the third Thursday in each month (except July).More information about the dates and times of meetings can be found on our website www.broughton-astley.gov.uk or by telephoning the Parish Office on 01455 285655.Crowfoot WayThe Parish Council is still awaiting the outcome of the High Court Appeal which has now been submitted by the developers against the decision by the Secretary of State to refuse permission for the construction of 111 dwellings with associated infrastructure on land off Crowfoot Way.The outcome of this High Court appeal will be significant in terms of the future growth of Broughton Astley and of great interest to many other parishes which have Neighbourhood Plans in progress at the present time.Road Gritting and Salt BinsAs the autumn approaches and we prepare for the cold winter weather, please remember that salt should not be taken from the yellow bins around the village for use on private drives etc. The Parish Council is authorised by the highway authority (Leicestershire County Council) to use this salt only in areas around footways near shops and schools, so to remove it means that others may suffer; if the limited supply of salt provided by the County Council is not available.Parish Office Staff changesEmma Gill who worked in the Parish Council office for the past 9 years has now resigned in order to pursue her career as a Chiropodist on a full time basis. The many residents who have dealt directly with Emma during this time will no doubt wish miss her professional and friendly approach and wish her well in her new career. We are in the process of recruiting her replacement, and hope to be back to full strength very soon.

COMMUNITY BUS – SHOPPING TRIPSYour new community mini- bus is now running fortnightly trips to Fosse Park and Lutterworth & is available to all residents. Even better, this is a door to door service, (very useful for bulk shopping) and all for the low price of £2-50 for the return trip!

We pick up at 9-30 am on alternate Wednesdays and you will have enough time to shop, have a coffee and a chat, before returning to Broughton by around 12-45pm.

Neighbourhood Police TeamReviewing the last 60 days for crime in Broughton Astley there have been 34 offences reported overall, which works out at about one every two days. On this basis it seems fair to say the overall core crime trend in the area remains low.

Looking at the figures in more detail shows 6 non-dwelling burglary offences, which most commonly include shed breaks. There were 2 dwelling burglary offences; one of which was through an insecure door. The importance of securing the side and rear access to your property as well as the main doors therefore remains clear.

There are only 3 thefts from motor vehicles, a significant drop from previous reporting periods. Hopefully the continued message we have put out about the importance of not leaving phones, laptops, and other items on display in cars overnight has helped reduce this mainly opportunistic category of offence, along with the increase in our visible presence.

Of course there are many more incidents that Police attended in this period, concerns for welfare an example of non crime Police activity for example.The key trend from rural crime data is that most of the offences being reported can be managed by relatively simple crime prevention techniques. With your ongoing support and vigilance, I am sure we can keep rural South Leicestershire an area of low crime.

The next beat surgery will be held between 1pm and 3pm on the 2nd October, at Broughton Astley library. Please come along to share you thoughts, seek advice and obtain current crime prevention advice from PCSO Matt Rapkin.

ST MARY’S PARISH CHURCH, BROUGHTON ASTLEY

Dear Friends

Last month, I wrote about how things are still happening in your Parish Church, even without a Rector!

The last weekend in September is our Harvest Festival. As usual, we shall be having our Harvest Lunch in the Village Hall on Sunday 28 September.

We could all do well to think about all the people across the world who are involved in the production and delivery of the food on our tables each day. Most of us are quite removed from the land on which ultimately, we all depend so much. God’s creation is so rich, varied and productive. Yet we are stewards of this world – and it’s the only one we have. So we need to commit ourselves to preserve it for our children and theirs.

We have recommenced our monthly Coffee Mornings on the first Saturday of the month at 10am. These will happen on 6 September, 4 October and 1 November. If you haven’t already done so you can take the opportunity of inspecting the new Community area at the back of St Mary’s Church whilst enjoying you coffee and cake.

The 18 October is the Feast of St Luke. He is mentioned by St Paul as ‘the doctor’ and has been seen ever since as the patron saint of doctors and nurses. The ministry of all involved in the Health Service is something we could all remember and celebrate on that day.

Survival and Health, then, are the church’s twin themes of October. We have so much for which to be thankful. Let’s not forget the God who loves us so much that he gives us this world to enjoy and to share.

BROUGHTON ASTLEY GARDENERS ASSOCIATION 90th Open Village Show and up-coming Trading Hut opening times

Broughton Astley Gardeners Association staged their 90th Open Village Show in the Village Hall on August Bank Holiday Saturday. The event again proved to be extremely popular with both exhibitors and the many visitors who attended the Show to view around 450 exhibits on the show bench. The weather leading up to the day of the show was relatively kind to us which ensured that the quality and quantity of entries in the Fruit, Vegetables and Flower categories were all of the very highest standard.

The Homecrafts (cookery) and Handicraft sections once again amply demonstrated the wide ranging skills of local people, although regrettably the number of exhibits was down in both sections, as was the number of children’s exhibits. This was particularly disappointing as we had made special efforts to encourage both the local Brownies and Beavers packs to submit entries. We would certainly welcome any suggestions which will encourage the younger generation to compete in future years.

Amongst the many trophies contested, the major prize winners included the following;

If you know of anyone, or are perhaps yourself prepared to offer assistance to guarantee the continuance of the Show, please contact Jan Gamble (01455 284497) or Colin Golding (01455 282726) to discuss the matter in more detail.

Anyone who has attended the Village Show will appreciate just how popular it is with residents of all ages, and it would be a great shame for the village to lose one of its longest standing community events through a lack of volunteer support. We really need to have resolved this matter before our AGM in November when next year’s plans will be formalised and agree.

In closing I would like to remind everyone that the BAGA Trading Hut, situated on the Western Willows Allotment Site, is now only open for business between 10.00 – 12.00 on the first Sunday morning of November, December and January, before opening again every Sunday morning from 1st February 2015.

At this time of year we see birds returning to our garden feeders and delighting us with their antics. The L&RWT are asking people who feed birds in their gardens to be extra vigilant about cleaning their bird feeders after a severe case of Avian Pox was confirmed in Leicestershire. Avian Pox is a skin condition that affects many bird species commonly found in gardens. This potentially fatal disease, causes lesions particularly on the face of birds which look like warty tumours. If you spot any of your birds with this disease please report suspected cases to www.bto.org.

Now is also a good time to clean out nest boxes, to rid them of parasites and old nesting material. However, place some sort of natural lining back in them (such as wool, hay etc.) to provide comfort for roosting birds. In winter small birds will cluster together to help stave off the cold. Nest boxes can provide ideal sites for this.On a brighter note, we have noticed a significant increase in number of Hirundines migrating through the village during September, with Swift, Swallow and House Martin mixing together in flocks, of 40 upwards, especially over fields being harvested. We thought we saw the odd Sand Martin but they were too quick to make a certain ID. Let’s hope they all have safe journeys to and from warmer climes.

Badgers have been in evidence around the village and I know several people feed them in their gardens but we have yet to have a photo of a Badger on our website so can I Badger you Badgerers to record a photo please!

The flower boarders are probably fading by now. Resist the temptation to cut down all this seed heads as they provide a home for insects, including ladybirds, and will also generate an abundance of seed. These in turn are food for the birds over the coming winter. Also fallen leaves and windfall fruit will attract birds and other animals. Piles of logs in longer grass can form the home for toads and newts from a local pond.Fungi have already begun to thrust their amazing growths above the ground and out of the decaying wood. I have already had my first feed of field mushrooms thanks to an early rising friend! Fungi can be found in nearly all environments in a truly remarkable variety of forms. It’s a pity that to identify Fungi species accurately requires a great deal of expertise! There’s a challenge!

Hedgehogs avoid the coldest times of winter by hibernating, usually between November and early April, depending on the weather. If it is warm enough and there is enough food, hedgehogs do not hibernate at all.

In cold winters Hedgehogs build nests and you can encourage hedgehogs into your garden by leaving piles of leaves and twigs around for them to nest in, or by making a purpose built shelter. Should you want to feed your Hedgehog food should be put out at sunset, so that flies cannot lay eggs in it. If the food is not eaten by morning, it should be collected. A good hedgehog diet would include tinned pet food, chopped peanuts (not whole ones) or crunchy peanut butter, raw or cooked meat leftovers, muesli and a small amount of vegetables. Go on spoil your Hedgehog because they are worth it!

Although butterflies have been seen this year we have not seen any numbers of them except Great and Small Whites, much to the chagrin of you gardeners. Painted Ladies have been absent here as were Hummingbird Hawk moths, two species I look upon as Indications of a good summer and it must be said, we have not had a bad summer. Nature continues to baffle but do keep watching and recording please!

BROUGHTON ASTLEY WIMr George Hook visited our August meeting to introduce us to the fascinating world of Mother of Pearl. He is the last in the line of a family business set up in 1824 in Birmingham making pearl buttons, cutlery handles, belt buckles and slides, jewellery, hair slides and intricate inlaid work from oyster, abalone, freshwater mussel, sea snail and Trochus shell. It is sad to think that this skill is dying out. At our September meeting we were visited by Mr Geoff Lambert and his canine friend Buddy from the charity Medical Detection Dogs. Mr. Lambert explained how dogs could be trained in the detection of human disease through “canine olfaction”, that is their sense of smell, which is 100,000 times more sensitive than humans. Their dogs currently work with owners who suffer from a chronic form of diabetes, Addisions disease, pain seizures and narcolepsy. The dog will detect a change in the breath of their owner and alert them by licking their hand, or face if they are asleep to waken them, and bring them their medication. At our October meeting Mr. Andy Ringrose from Ringrose Butchers will be demonstrating sausage making. We have forthcoming visits planned to Hatton Craft Centre and De Montfort Hall theatre productions.Guests are always welcome to visit a meeting to see what our friendly group has to offer. for People with Chronic Long-Term Heath Issues

My name is Audrey Larkins; I am an experienced, qualified complementary therapist, based here in Broughton Astley.I am setting up a local charity group to provide complementary therapies to members of our community (Broughton Astley and surrounding villages) who are affected by long term illness. Similar support already exists for cancer sufferers and their families but there is a gap for those affected by other long term conditions. Prospective parents and pupils are invited to an open morning in our Foundation Stage.

Date: Tuesday November 4th 2014

Time: 9.15—11.30am (pop in between these hours)

Children are most welcome, but pushchairs cannot

be taken into the Foundation Stage for health and safety reasons.

Please report to the main reception on arrival.

BROUGHTON ASTLEY PHOTOGRAPHIC SOCIETYBAPS members have enjoyed recent meetings when we have been investigating light and its effects in our photography. Keith Godwin gave a very informative and interesting presentation and demonstration on the use of light sources, particularly for model shoots. Subsequently we learnt how to professionally mount our photos for exhibitions. Members have been out and about photographing at Wistow and the canal, BMX bikers and taking images for our monthly club competitions.

Forthcoming practical sessions will be on architecture, city-scapes, graffiti and at a local craft centre. We exhibited a small selection of members’ photographs at the recent Broughton Astley Gardeners Association show at the end of August, which was well received, and some members had success in their photography competition! We are now working towards our next exhibition, which is to be held at the Broughton Astley library from the 11th to 25th October 2014.

Our website on www.ba-ps.co.uk gives details of our current programme and planned activities, as well as our “Photo of the Month” and members galleries. We cater for all levels of photographic ability and visitors are always welcome to join a meeting on the first Tuesday of the month at 7.30 pm at the Cottage at the Village Hall.

ST MARY THE VIRGIN BROUGHTON ASTLEYCHRISTMAS TREE FESTIVAL

We are again holding a Christmas Tree Festival on Friday 12, Saturday 13 and Sunday 14 December. If you would like to take part,

individuals, groups, families, are all welcome to bring and decorate a tree.

In addition on the evening of Friday 12 December, we are having a Ukulele Evening again, with entertainment by S.L.U.G.S

(South Leicestershire Ukulele Group).
