Devoted the past eight years to successfully implementing and executing the development and management of a robust safety, health, and environmental management program throughout FEMA in an effort to meet DOL, OSHA and DHS requirements of ensuring that an agency-wide safety, occupational health and environmental management program is incorporated into the emergency management mission.

Direct and allocate appropriated program funds and developed annual fiscal budgets to meet the Agency’s safety and health requirements in an effort to maximize return on investment (ROI) and increase agency efficiency during emergency management operations. In conjunction; Responsible for a $ 4.6 million dollar budget to support agency operations. Over the past 4 years, through strategic planning and implementing greater program efficiencies, our team has saved the agency $3.1 million program dollars.

Devised and manage budgetary work of fiscal and financial nature. Developed and implemented fiscal strategies and plans for long term financial goals to meet Agency objectives. Serve as the agency’s chief safety, health and environmental subject matter expert for technical support in emergency management operations; as well as the Agency’s day-to-day operations safety, health and medical readiness program. Successfully developed and implemented plans to improve program policies, practices, methods, scientific and technology systems, and organizational structure in an effort to improve sustainability and efficiency across the agency through risk management. Developed the “Disaster Hazard Assessment Plan (DHAP)” to improve upon disaster safety field operations and workforce protection. The DHAP was a simplified time-saving tool to identify and communicate potential hazards for emergency response and recovery workers. Developed an Agency-wide Environmental Management Program and ensured the successful implementation throughout the agency. Successfully implemented the Agency’s first oversight, management and guidance of the inventory, inspection and remediation of the Agency’s Nationwide Storage Tank Management Program.

Developed an agency-wide safety, health and environmental management audit program, which allowed the program to achieve the lowest LTCR and TCR within DHS. Identify and prioritize key safety and health concerns as they relate to the protection of responders and recovery workers, requiring legislative attention in support of the Agency’s mission and our Emergency Response Partners. Ensure efforts are incorporated to identify and coordinate occupational and public health information through educational safety campaigns and training activities with our state, local and private partners.

Developed the Agency’s first comprehensive safety and health manual and disaster safety field guide; and the Agency’s Medical Countermeasure Management Program. FEMA’s Safety and Health program overall has received the highest level of recognition for having an outstanding safety and occupational health program in the areas of program and policy development, and risk management implementation. Successfully developed and implemented comprehensive safety and health programs through risk management concepts that evaluated the impact of safety related operations as well as their impact on disaster operations, incorporated technologies to provide more efficient safety and health (injury and illnesses) reporting nationally; revitalized current safety, energy and environmental management inspection activities; addressed agency risk within all operations; in order to comply with laws, principles, regulations, standards, practices at the federal, state and local levels. Through diligent and thorough program activity. Successfully managed to reduce the Agency’s Total Case Rate Incident by 20% consistently over the past four years by developing and implementing a sound safety and health culture within the Agency.

Responsible for the successful implementation and development of occupational health and safety training programs (both hands on and web-based) for all FEMA occupational and disaster safety and health managers across the agency. Resulting in a comprehensive qualification program that classifies the technical requirements and qualifications for a disaster safety and health manager at each level in a three tier process. Establish controls for risk management programs and projects through an integrative project management process which appropriately aligned each phase of a project which ensured objectives and goals where met at all phases. Ensure that performance measures and reporting requirements are established to monitor and evaluate progress and ensure effective results that would also improve the management of future projects. Responsible for all safety, health and environmental contracts; and successfully directed the negotiation and implementation of the disaster safety and occupational health contracts through Health and Human Services/Federal Occupational Health operations in an attempt to ascertain adequate contractual agreements for human capital and occupational health program support resources.

Successful implemented an effective and efficient integrated risk management systems process to identify occupational safety, health, and environmental program strengths and deficiencies throughout FEMA. Partnered with DHS-HQ Safety and Health Program to ensure that FEMA is in compliance with all requirements as well as other Federal Agencies (OSHA, EPA, DOE, HHS, DOT, USACE, etc.). Responsible for the development of the Disaster Safety Officer Qualifying Plan for the FEMA Qualification System (FQS); this comprehensive qualifying plan identifies the training courses, disaster experience, and proven knowledge skills, and professional abilities required to progress from one proficiency level to the next. Directed the evolution toward a performance/risk-based national “out-of-the box” occupational safety and health program to provide FEMA employees with a safe, efficient and effective way of conducting business and to reduce hazards within the overall Agency mission.

Developed the first FEMA Directive on Employee Medical Readiness. Planned and updated safety, and health guidelines and policies to reflect advances and best practices to support and protect our workers and first responders during FEMA deployment operations for response and recovery activities. Planned and facilitated an agency-wide to promote a national culture of safety, health, and preparedness. Coordinated the successfully implemented of the FEMA National Safety and Preparedness Campaigns in four major cities. This resulted in over 55,000 attendees and visitors; with over 180 vendors nation-wide that participated in emergency management and safety awareness. Partnered with the National Safety Council as a member of the National Safety and Health Center of Excellence (CoE) program in the creation of a national occupational health and safety emergency management certification for both private industry and government entities.

Co-chair and facilitated interagency environmental health and safety coordination program with DOL/OSHA and other Emergency Support Functions (ESFs); to prevent duplication of agency/subcommittee efforts during disaster operations. Member of the National Response Team when required to provide assistance through DOL/OSHA’s Worker Safety and Health Annex. I coordinated with all levels of government; including tribal and local municipalities to implement efficient and effective disaster safety and health operations. Worked closely with logistic and facility operations to ensure end-to-end business synchronization to ensure personal properties and facility procurement received high deliverable outcomes, on time outputs and effective results for disaster operations.

Represented FEMA on various inter- and intra- agency groups and boards to coordinate policy, guidance, procedures and activities. Several groups and programs include; serving as a member of the Emergency Support Function Leadership Group (ESFLG); FEMA’s Policy Working Group; Represent FEMA as a member of the National Response Team; Chair the Federal Agency Safety and Health Disaster Coordination Working Group; Serve as a member of the DOL Federal Agency Safety and Health Committee; Chaired the FEMA Environmental Steering Committee; Served as a senior advisor on the Logistics Operation’s Steering Committee on safety programs.

Successfully brought the Agency’s legacy tank program into compliance; leading to the removal from the EPA watch/oversight list and eventually building a program that was qualified by EPA as a “model” for federal agencies. Implemented an agency-wide emergency management disaster safety and health catastrophic hotline for FEMA Emergency Spill and Fatality Response for disaster operations. This is a single point process that allows operations to receive technical support and assistance for spill response actions during emergency and non-emergency operations. This process has enabled the agency to identify a cost avoidance of over $2.1 million dollars due to response program efficiency. Developed a comprehensive environmental

compliance program in an effort to increase sustainability efforts throughout the agency. This includes the development of the Environmental Management System (EMS) that had the capability of identifying and targeting specific operations to address the requirements set forth in EO 13423 (Strengthening the Federal Environmental, Energy and Transportation Management) for all FEMA operations nationwide. Received the Administrator’s Award for performance.

While serving as the Agency’s Safety Officer, I was temporarily detailed to serve as the Agency’s Deputy Chief Administrative Officer. My responsibility included managing in the area of planning, policy, budget, employee readiness, internal controls, quality assurance, facilities management, records management, privacy and real property, personal property initiative’s, transportation and mail handling requirements (including safe handling of materials and hazardous transportation requirements). While serving as one of the principal advisor (Acting Deputy Chief) to the Chief Administrative Officer (CAO), for FEMA’s Mission Support Operation on all matters related to the overall organization’s administrative activities, budgetary/financial management, workforce analyses and policy guidance.

Supported the CAO in the build-out and coordination of a large and diverse portfolio and workforce under the OCAO mission generally related to facilities management and the Agency’s real estate portfolio. The organization is made up of approximately 110 staff, supporting six divisions. Responsible for supporting the CAO in oversight and coordination of a full range of managerial responsibilities, to include establishing OCAO goals and objectives that align with the Agency mission. Implement and review plans, resource use and allocations that are approved through the internal budget review and the OMB budget requirements. Provide oversight of OCAO component support processes; directing strategic business activities; guiding development of organizational policy; coordinating OCAO support activities internal and external (contracts) of FEMA; and assessing the organizational efficiency, effectiveness and responsiveness of programs to customers. Provide reports illustrating program development and efficiency improvements with vendors and procurement activities.

Responsible for leading and supporting the CAO Direct Reports and Program Managers in developing Plans of Action and Milestones, Workforce Drivers and guidance related to Annual Work plans, goals and objectives; strategically formulating new OCAO goals that formulate and implement policy, mange resources, change and performance; with integrity and accountability. Working with program managers to complete several comprehensive program plans to include; real property, personal property and fleet optimization. Work closely with program directors and management teams as they incorporate activities and ensure proper function alignment under the new OCAO goals and objectives, while shifting to new business paradigms through sustainability and transparency. As the Acting Deputy Director of the Environmental Management Division with day-to-day responsibilities for the oversight of the industrial hygiene operations, environmental health inspections, real property audits, facility renovation projects, training in various occupational safety and health programs, construction safety and office management safety programs. Responsible for the day-to-day management of a $9 million budget. Responsible for the oversight and development of various occupational health and safety training programs/ modules for staff operations; including health and safety preparedness programs. Directly supervised 12 employees, when required. I was responsible of ensuring the daily taskers and timely project completion of 27 Headquarters safety and health staff members. These projects and programs involved complex and hazardous chemicals, physical, laboratory and production operations, equipment and mechanical hazards, building related energy and environmental programs, emergency and disaster preparedness, indoor air quality, audits, medical surveillance, accident prevention, awareness training, construction safety and inspection operations involving, building facilities and mechanical systems, and biological/chemical processes in research and development.

Responsible for the Smithsonian Institution (SI) the safety and health of approximately 6000 staff, over 20,000 volunteers, and over 400 research scientists at approximately 30 facilities throughout the United States and Central America. Responsible for developing and administering policies, evaluating programs, and providing advice as well as customer service to field activities, private contracting companies, and other agencies which had participating or related programs.

Responsible in the development and implementation of the agency’s environmental health hazard program to determine safe levels and reduce hazards within operations at all Smithsonian operations world-wide. These areas covered industrial shops; residential housing, educational training facilities, production areas; office areas; laboratories and health facilities. Developed and implemented confined space programs; indoor environmental and air quality programs and monitored outdoor industrial work sites. Other duties included the determination of proper work practices and personal protective measures associated with the hazard(s) and environmental conditions. *Received the SI Secretary’s award for successfully revising customer services programs in the Office of Facility Engineering and Operations Group (comprising of over 900 staff) to increase efficiencies and reduce redundancy within facility safety operations.

Managed the Operation’s Emergency Response and Disaster Preparedness Program. Received a budget of over $2.5 million dollars and reduced the budget substantially in the first year to $1.3 million dollars through partnerships and effective training and efficiencies. I advised upper management on occupational safety and environmental health matters and provides guidance in developing training, planning exercises, coordinating operations, and monitoring the programs in accordance with applicable federal, state and local governments.

Responsible for conducting various surveys to evaluate the occupational environment in the recognition of health hazards and potential health hazards, in regard to staff, visitor, and patient safety and health programs of the US Army Medical Headquarters Command in terms of long range as well as short range health effects. Responsible for the inspections and audits of laboratory safety and health operations at the Walter Reed Army Institute for Research (WRAIR); which involved verification of compliance with federal and DOD policies with regard to employee exposure and the development of corrective actions to eliminate existing issues with zoonosis and biohazards.
