As security challenges become more complex and technology grows more expensive due to interoperability require- ments, there are key capabilities that many Allies are able to obtain and share with partners through mul- tilateral collaboration. The NATO endorsed Smart De- fence Initiative and Partner Interoperability Advocacy Group (PIAG) are at heart of this approach. Through this approach the NATO, Allies and Partners capabilities are inherently NATO Interoperable, Secure, Affordable and the process is Fast and Easy (NISAFE). To support this effort, the NCI Agency, through its Demand Manage- ment Directorate establishes non-commonly funded collaboration frameworks with NATO Nations, non-NATO nations and entities, national and international organizations as well as industries. This includes: Communications and Information (C&I) Partnerships; • Multinational Projects; Tailored agreements with participating nations and organizations. With a mind-set towards solving customer problems, the multina- tional partnerships build on continued engagement through an established cooperation development process with three stages: Feasibility, Preparation and Execution. The C&I Partnerships and Multinational Projects support the C4ISR Capability Areas. In the below figure, the projects marked in orange are in Execution stage, the projects in Preparation stage are marked in blue and projects in Feasibility stage are marked in green. The C&I Partnerships are highlighted in grey. The C&I Partnerships and Multinational Projects support NATO Capabilities development and service provision. Multinational Cyber Defence Capability Development (MN CD2) - Promotes interoperability and coherent approach to Cyber Defence by facilitating the development of national cyber defence capabilities. Multinational Alliance Defence Analysis and Planning for Transformation (MN ADAPT) - Enables NATO and partner na- tions cooperation and best practice sharing in application of NATO Defence Planning Processes (NDPP) and tools in a national context. Air Surveillance for Czech Republic, Hungary and Poland - 3-D Fixed Position Air Defence Radars (FADR) Acquisition and inte- gration for Czech Republic, Hungary and Poland. Air Command and Control System (ACCS) Extension Software Based Element (ASBE) - Enables participating Nations to become an integral part of the NATO Integrated Air and Missile Defence (NATINAMD) in the ACCS era and contribute to the Alliance inte- grated Air C2 capability across the NATO Area of Responsibility. Ship-Shore-Ship Buffer (SSSB) - Provides a real-time data link buffer system that supports data exchange between naval forc- es, including airborne assets and their associated air defence ground environment units. CRC¹ System Interface (CSI) - Supports real-time data exchange between various Command and Control as NATO’s most compre- hensive and complete data-link buffer. In addition CSI provides a full control capability for ground based air defence (GBAD) and interceptors by making use of the tactical data links implemented. BRAAD Pre-Acquisition Study Balkan Regional Approach to Air Defence - Provides a multina- tional platform to efficiently address the NATO requirements for Air Surveillance in the Balkans. 1 Tactical Communications (TACOMS+) – Aims to deliver and maintain an advanced suite of interoperability standards that delivers cost effective and rapid interoperability between national communications networks across all military operations. Prospective Projects NATO Software Tools C&I Partnership (NST C&IP) - Enables in- teroperability through supporting the nations in the use of NATO tools for national purposes to complement and leverage on NATO common funded software capabilities. Expected start execution stage: 4Q15. Air Command and Control C&I Partnership (AirC2 C&IP) - Aims to facilitate the provision of in-service support services for AirC2 Systems to NATO Nations in those areas not eligible for common funding. Expected start execution stage: 1Q16. C3 Standards C&I Partnership (C3S C&IP) - Aims to achieve effective and efficient development and maintenance of stand- ards that enable interoperability of equipment and systems be- tween NATO and nations. Expected start execution stage: 1Q16. Multinational Malware Information Sharing Platform (MISP) - Aims to maintain and expand the MISP in terms of technical ca- pabilities and contributing members in order to enhance informa- tion sharing. MN MISP is executed under the lead of LN Belgium⁴. Multinational Cyber Defence Education and Training (MN CD E&T) - Aims to create CD E&T Coordination Platform and provide new initiatives to fulfil Nations’ and NATO’s CD E&T shortfalls. MN MISP is executed under the lead of LN Belgium 3 . Multinational NATO Exercises and Training (MN NEXT) - Aims to provide the programmatic structure that will allow NATO and national commands to execute exercise and training activities in a cost-sharing basis in order to address needs not supported by any NATO common funded activity. The Feasibility Study is expected to be completed in 4Q16. BRAAD Acquisition - Builds on the outcomes of Air Surveillance studies for Albania, FYROM³, and Bulgaria. The main aim of multinational cooperation is to reduce the overall fi nancial burden on the Nations by maximizing the re-use and shar-ing of capabilities that NATO and Nations have already developed and delivered for operational use. Through this approach the NATO, Allies and Partners capabilities are inherently NATO Interoperable, Secure, Aff ordable and the process is Fast and Easy (NISAFE).

To support this eff ort, the NCI Agency, through its Demand Manage-ment Directorate establishes non-commonly funded collaboration frameworks with NATO Nations, non-NATO nations and entities, national and international organizations as well as industries. This includes:

• Communications and Information (C&I) Partnerships;• Multinational Projects;• Tailored agreements with participating nations and

Multi-Intelligence All-Source Joint Intelligence Surveillance and Reconnaissance Interoperability Coalition (MAJIIC2) - Pro-vides commanders with improved situational awareness through networked collaborative exchange of JISR sensors information.

NATO capabilities required by the Strategic Commanders are developed and imple-mented through the NATO Common Fund-ing process.

Taking advantage of the years of NATO investment in development of its capabili-ties, nations may then decide to use NATO solutions for (multi)-national purposes. In this context and provided a group of na-tions shares the same interests, they may seek support of the NCI Agency through the establishment of a C&I Partnership. The NCI Agency will provide advice and support to the nations in implementing the NATO 1st Solution and using its ex-pertise in NATO capabilities development and service provision. The C&I Partner-ships activities are based on established NATO solutions, remain under the NATO policies and governance, and are funded by the nations participating to the specific Partnership.

Any development work identified through the service provision under the C&I Partnerships can inform the NATO ca-pability development process. In case the proposed enhancements to NATO solutions are not required by the Strategic Commands or not affordable by NATO, na-tions can still carry out that work under (multi)-national funding by establishing Multinational Projects, or through other cooperation frameworks, like bilateral projects, Brokerage agreements or Trust Funds.

The (multi)-nationally developed and funded capabilities, functionalities or components can in turn influence the NATO developed solutions. Subject to conditions set by the developing nations, and if supported by NATO these multina-tional solutions can be offered to NATO and contribute to the enhancement of existing or development of new common funded capabilities.
