• There is not always the Technology available to comply with the Regulations

• All Stakeholders in the Shipping Industry have to work together to improve the Environmental Issues as there is already so much that has been done (Shipping most regulated transport industry)

• Time, effort and resources (especially financial) are being used in areas that do not make the impact expected
